tie 65. this was to repair damage from monday's storm. i had to repair a lot of those traffic signals and the wires that came down. they expect this to stay closed until 10:00 really impacted the commute. the good news they finished early. there's only one interception that remains blocked off. that is steeper 55 right at a u.s. 30. really good news for commuters to use that u.s. trees stretch. everything is open with one exception, the intersection at u.s. 30. >>a woman ran out onto the kennedy expressway, and was hit and killed by a semi. it happened just before 11-pm, on the outbound kennedy at addison. state police re-routed outbound vehicles, for more than three hours while they investigated. it's not known why the woman ran out into traffic. we don't know her name yet. fopsthree people were shot and

wounded in an apartment in the this happened near 90-th and fox loomis, in the brainerd neighborhood, last night. a man was in the second floor hallway, when two others tried to rob him. the robbers shot the man, but then the man pulled out his own gun and shot them. all three are now in the hospital in stable condition. no charges have been filed. police are looking for a man who's wanted for two murders in the rockford area. terence doddy is the only suspect for the murder of co- worker todd hansmeier. the victim died in doddy's office from blunt force trauma to the head and neck on monday. co-workers say this may have involved a drug deal. police say they believe doddy also killed a woman near a rest stop bathroom along i-39, near paw paw. they say he escaped in the victim's car, which is a gray nissan altima with the license plate, "b-a-r-g-m-n-2." tropical storm arthur may grow into a hurricane today. and much of the east coast is bracing for what could be a rocky fourth of july. in boston, the city's annual independence day fireworks are being moved up to this evening, to ensure that they won't have to be cancelled.

north carolina faces the greatest risk from arthur -- especially the outer banks. hatteras island is being evacuated ahead of the storm's arrival. hurricane warnings are up across much of the state. and the governor is warning people to stay out of the ocean. >> i want to reiterate, don't put your stupid hat on. >> we're just getting ready. tying down things that may fly. there will be some flooding but other and that we will just day here and ride it out. >>arthur is expected to move back out to sea, by late saturday. the massive storms that hit chicago have been classified as a rare "double derecho". a derecho is a long-lived wind storm that stretches more than 240 miles, with wind gusts of more than 55 miles-per-hour. they cause damage similar to a national weather service says the first one formed monday afternoon in iowa and crossed the of an illinois. the second one formed in iowa and went

right through chicago. eight e f one tornadoes in northern illinois and northwest indiana were stormed. com-ed is still working to restore power to nearly 23-thousand customers who have been without service since monday. most of those are in the southern region, including park forest where nancy loo is live with the latest. service has been restored to all in the north. taking a look at the *other top stories this morning. former mayor richard daley is claiming a medical hardship, to avoid testifying about a controversial restaurant deal in millennium park. the emanuel administration claims, taxpayers were cheated by a 30-year sweetheart lease for the owners of the "park grill" during daley's tenure. daley's lawyers aren't saying *what medical problem makes daley unable to testify. the attorney for convicted murderer allan kustok is calling for a re-trial. he was convicted four months ago of shooting his wife, anita, in their bedroom. the defense now says new testing shows a gun was fired *near her pillow, which contradicts the prosecution's forensics

expert's testimony. kustok's next court appearance is july 28-th. attorney general lisa madigan says com-ed's rate hike request is illegal. she says the company included nearly 88-million dollars, in exelon stock, that goes toward employee bonuses. madigan says state law prohibits worker compensation from being included in a request to raise utility rates. com-ed has not commented. it's requesting to raise electric bills, by an average of three dollars a month, next year. chicago's property taxes are going up again next year, to help the chicago public school system close a 900-millionthe proposed increase would add another 34 dollar dollars a year to the tax bill on a quarter million dollar home. c-p-s will also use some accounting adjustments to cut the budget deficit. a new study finds this was the safest year on record for chicago public schools students. the university of chicago crime lab has been analyzing the statistics since 2007. it found that 49 fewer c-p-s students were victims of

shootings this past year, than the year before. there were also 12 fewer student homicides. mayor emanuel credited ongoing efforts to move away from suspensions and expulsions so kids can stay in school, and also the implementation of the safe passage program. >> if it is the safest year, at least you want to know what you're doing is working. if not, what you throw out? what you do different? it's not just one measure. it's about arrests in school, reduction in expulsion, making sure the kids are safe when they are in school and on their way to school. >>the chicago teachers union says the report does not reflect what is actually happening inside schools, and that recent staff cuts will only make classrooms less safe. residents on chicagos northwest side met with community leaders to discuss a plan to create bike lanes. the city wants to reduce the number of biking accidents along milwaukee avenue. that would mean removing one

lane of traffic in each direction on milwaukee, from lawrence to elston... that would allow for protected bike lanes along the two-mile stretch. most residents say they are against the bike lane. >> it's a bad idea for the people around here and i think it's too much. >> the most important thing is to protect the people. cars are too big for people. therefrom 2008 through 2012 there have been 129 injuries reported in that two mile stretch. one person was killed. boeing has signed a contract with nasa to develop the core stage of the space launch system. the s-l-s is the most powerful rocket ever built... and could one day take astronauts to mars. under the 2-point-8 billion dollar contract, boeing will be the prime contractor on the s-l- s. boeing hopes to have an initial test flight by 2017. tim is in for demetrius this morning. >> we have light rain moving to

street in new orleans. justin odom is considered a "person of interest" in the shootings, both outside and inside a popular night club. yesterday, one of the shooting victims, 21-year-old brittany thomas, died of her injuries. nine other people were injured when two men started shooting on the street, and inside the "tropical isle" club. police believe it all started with an *argument between the men. investigators believe justin odom and the other man know each other. one of the twelve year old girls accused of stabbing a friend, will undergo a second mental evaluation. a doctor told the court in wisconsin that the girl is not competent to stand trial. but then prosecutors ordered another exam, to see if she is mentally ill. the other defendant has not been examined. prosecutors say the girls tried to kill a friend, to impress an online horror character called "slender man." the victim was stabbed 19 times, but she survived. a raging wildfire is burning through 38-hundred acres of land in rural northern california. more than one thousand firefighters are battling the so-called "butts fire" on the ground and from the air. the fire has destroyed at least five buildings and is threatening nearly 400 others. at least 160 homes were

evacuated. officials say drought conditions are helping to fuel the fire. it's is 30-percent contained. no injuries have been reported, and the cause of the fire is unknown. police in pennsylvania arrested a man accused of assaulting his ex-girlfriend's husband with a sword. but, the fight wasn't over what you would think. the man claimed his ex- girlfriend still had a 6-dollar wal-mart card that belonged to him. he went to her motor home to get it back. the fight escalated when the exes started arguing about their past relationship. the woman's husband tried to break it up, but the man pulled out a sword. so, he fought him off with a barbecue brush. >> once across the head that's all it took. soon as a cracked him he was gone. the woman's husband needed dozens of stitches from being hit in the head with the sword. his attacker was arrested and is facing several charges, including aggravated assault.

talking about his life in prison, during his first week as a free man. ryan's probation ended yesterday, after he served five years in prison for corruption. he's now 80-years old, 40 pounds lighter and relaxing in his home in kankakee. he says he spent most of his prison time exercising, working, and watching t-v. he also says the worst part was losing his wife and his brother. >> the toughest part of my whole ordeal was that i lost my wife and my brother. >> amid a good mixture of people, bad guys and smart guys and dumb guys. wise guys. it was an interesting trip. one that i could have lived without. >>ryan says he learned a lot in prison, but he wouldn't say what exactly. he now plans to work on a political memoir and his life's mission to abolish the death penalty. a woman from arvada, colorado could face 15 years in prison,

if she's convicted of conspiring to commit terrorist acts against americans. 19-year-old shannon conley was arrested at the denver airport in april, as she tried to board a flight to germany. f-b-i agents say, she told them she planned to continue on to turkey, then join the islamist militant group "i-sis." she said she met a member of the group online. conley is charged with conspiracy to provide material support to terrorists. a federal judge denied bail to the suspected ringleader of the terrorist attack on the u-s compound in benghazi. ahmed abu khattala had a detention hearing in washington yesterday. his court appointed attorney says the government has not provided any evidence in khattala's involvement in the attack that killed four americans in 2012. prosecutors say khattala is an extremist who was planning future attacks when he was captured last month. the united states is beefing up its security presence at overseas airports, just in time for the fourth of july. u-s officials say, terrorist bombmakers may be trying to develop explosives that can be sneaked onto planes past regular airport screening. so there will be more bomb- detection machines, and more inspections of passengers' shoes and property. the move affects airports in

europe, africa and the mideast that offer non-stop flights into america. mayor emanuel's campaign war chest just got a big boost. eight of his wealthiest donors deposited nearly one-million dollars in one day, into a super political action committee, or "super pac". the recently formed "chicago forward pac" is focused on getting emanuel re-elected next year, even though he's not facing a major challenger. illinois election law caps the amount individuals and corporations can contribute to campaigns, but those rules do not apply to super pac's. a woman was fined hundreds of dollars for her yard sale signs. angela smith, of tennesse, is moving. so she decided to have a sale to get rid of some of her things. after putting up signs around her neighborhood.. she received a ticket from code enforcement.. fining her 300- dollars. >> according to him my story and did not have a date or a street address and your place on one of the street signs. >>smith only made four bucks from the moving sale.
