>> the heightened response comes admit remarkable allegations from a nurses' union the claims the treatment guidelines that the hospital in dallas constantly changed. according to the union, nurses who would not be identified said hazardous waste would pile up nearly to the ceiling because nurses did not know what to do with it. and the union says nurses have the option to attend a hospital seminar on ebola but there was no mandate to attend traini. the union says when protective gear left their necks exposed some were told to wrap medical tape around their neck. the hospital did not address the specific allegations but did say patient and emplo safety is a top priority. addressing the u.n. security council, the head of the mission from ebola emergency response says the virus needs to be stopped where it is now, west africa. >> we'd stop it now or face an entirely unprecedented situation to which we do not have a plan.
