there's breaking news that we have been falling. the fbi is now helping canadian authorities were on the scene of several shooting incidents. at the parliament building in ottawa. good afternoon. we welcome our viewers watching us around the country. our top story the parliament building in ottawa on lockdown this hour. falling at least two shooting incidents. president obama has been notified of the situation and the north american aerospace defense command has increased the number of planes prepared to respond.
12:01 pm
witnesses say it started when a gunman shot and killed a soldier near a war memorial. the police chased the gunmen into the parliament building. dozens of shots were fired. reports say the gunman was killed. >> we were working on the statute. i heard a bunch of cops. i thought it was firecrackers. i look across the street and there was a man with a rifle shooting at a bunch of people. i yelled at all of my guys. i yelled get down get down. >> i took a look of her and realized what was going on. i took cover. >> police believe more gunmen are still at large. the canadian embassy has been shut down as a precaution. authorities say they cannot rule out terrorism. more details as they become available.
12:02 pm
>> on the phone we have tom mockaitis. >> the fbi has been called in. what do you make of these early reports? they know it was one possibly more than one gunman involved. >> you need to be very cautious because when you have a fluid situation with an active shooter you're going to get multiple records. that can sometimes lead to an over reporting of a number of individuals involved. the fact that they're shutting down government buildings in the center of the capital of canada suggests more is going down. if they have confirmed a single shooter that they have killed it would be over. another thing i'm very surprised by is this norad warning.
12:03 pm
this suggest to me that there is some kind of intelligence intercept. something a bit more is going on. some any of these things we do not yet now. the story will be on folding in the next several hours. >> we hear the fbi calling the field offices >> calling for attacks on military and law-enforcement mostly in the united states. >> that is the issue. that is what you call strategic warning. you know there's something going on. you do not have a specific target indication. we see that there is a clear indication that there will be a concerted attack. we've got specific warnings about the plan to attack a series of their plans about a decade ago where suddenly using water bottles with peroxide bombs. that is very specific. more often than not you get a
12:04 pm
generic increase in chatter and activity. we think there is an increased likelihood and we're going to raise the other level. when you throw into the mix this particular attack than in fact you obviously have to ratchet up the things a little bit. >>are you surprised by the fact that if this does turn out to be terrorist related that it occurred in canada? >> i'm a bit surprised by that. on the other hand they are a close ally of the united states. ironically something we figured out a long time ago, you cannot defend canada without offending the united states.defending the united states. >>norad is north america. it suggests that this and maybe to help canada not cause.
12:05 pm
the intelligence intercepted it may also have perhaps provided some type of indication that there is an airborne threat as well. we know the terrorists prefer to in fact attack multiple targets. with multiple means. we saw that in boston. we saw that on 9 11. is a consistent pattern. if this turns out to be a mixture of air ground etc. this is another level of sophistication we word about. what we're seeing is an emerging threat. it is not yet clear what is going on. we also have to push costs and be very cautious. the situation is fluid in ottawa. we do not have a complete picture yet. we do not want to jump to conclusions too quickly. your insight is so valuable. we will check back in with him.
