concerned with the unintended consequences of policies not grounded in science. >>illinois also has a mandatory ebola quarantine, but it hasn't had to use it yet. governor quinn signed the order for a 21-day quarantine last friday. he says this is too important to be voluntary. the order requires a home quarantine for people who had contact with ebola patients in liberia, guinea, or sierra leone. this will be implemented by local health departments throughout the state. the began in the seven bay section of foxley. witnesses say a man into the water and did not surface. after an hour they searched to recovery mode. >> please looking for a man who expose himself to a woman on the southwest side. it happened during friday's lunch hour near 57 and central park. here are

some pictures. a camera caught the slow resolution photo of the man the woman turned round of street and the man was in front of her touching himself. he ran off. >> to enter the teen year-old in court accused of shooting an off-duty officer. when the officer jumped into his car to escape he was shot in the chest. he is recovering. the suspects are being held without bail. >> no school again for students in the waukegan. nearly four weeks since teachers walked off the job demanding better pay and benefits. negotiators are scheduled to head back to the bargaining table this morning. >> vice president biden and his wife in illinois to campaign for democrats. dr. jill bilvice-pres

headlining an early voter rally. >>a burglary at a church on the south side became a distraction in the governor's race this weekend. republican candidate bruce rauner appeared at new beginnings church yesterday. he was invited by well-known pastor, corey brooks ... who has endorsed rauner. brooks said he received threatening phone calls on friday, that referred to his support for rauner. was stolen from a charity box inside the church. brooks thinks the two are connected. >> this is a tragedy. it's outrageous. this should never happen. >> i don't believe at any time any threats or intimidation are proper in any election. i have said that before. >>pastor brooks says no other politicians will be invited to speak at his church. the latest chicago tribune poll shows rauner and quinn in a dead heat, but governor quinn has the lead among african- american voters with 86-percent of their support.

the bears are heading into the bye week at their lowest point of the season. bears visiting foxboro where they suffered the worst first- half in team history. several mistakes led to new england scoring three touchdowns in 57 seconds and 38 points in tom brady completed 30 of 35 passes with five touchdowns and no interceptions or sacks. jay cutler threw three touchdowns but turned the ball the bears get blown out 51-23 and fall to three- and five. we'll have much more coming up in sports. a festival in thailand turned the night sky into a glowing work of art. residents and tourists in chiang mai thailand released lanterns over the city's buddhist center.thousands of glowing lights flooded the skies for much of the night. the tradition of launching hot- air lanterns into the sky... is paired with a belief they'll help get rid of life's troubles. that's what we need. isn't that pretty? >> that is a good-looking picture this morning. top that with the weather. >> we can't. we barely have

entering the fight for a critical city on the turkey- syria border. iraq will send some of its kurdish fighters, or peshmerga, to provide artillery support to the kurds in syria who are defending the city of kobani from an "isis" assault. but the iraqi kurds won't engage directly in *combat with "isis." to the east, the iraqi army is celebrating its success in driving "isis" out of a city south of baghdad. the largest military base in afghanistan, and a neighboring base, are now under the control of afghan security forces. american and british troops lowered their flags over the weekend, at "camp leatherneck" and "camp bastion," in the helmand province. as of now, the local afghan army is in charge. the u.s. military plans to leave a quarter billion dollars worth of equipment behind for the afghans, when u.s. troops complete their combat operations in december. volcanic lava in hawaii is

inching its way closer to an island community. the lava is moving 10 to 15 yards an hour. people living near its path are getting ready in case they have to evacuate tomorrow. door to door visits are keeping people informed. 60 buildings could be affected. crews have been going door-to- door to keep residents informed. the kilauea volcano has been erupting continuously since 19- 83. a halloween tradition in utah was a "smashing" success. >> it was a smashing success. >> i didn't want to go there. >> something like. he threw that line out there and you didn't only use it. smashing success. >>pumpkins were lifted up on a crane, and dropped 175 feet to the ground. there were even targets to hit ... including a car, a pool, a see-saw and an outhouse. it was billed as the biggest pumpkin drop in the galaxy.

awareness month -- and yesterday the mayor's office announced to extend a pilot program addressing that issue. the *proactive program started in the 14th police district back in may -- and now, it's headed to the third district. officers are being trained on new protocols when handling domestic violence calls. a new risk assessment form will be used -- and based on those questions, police then coordinate with prosecutors... linking victims to social service providers. >> it's a two-pronged effort. the first step is insuring that the victim is safe and gets the appropriate resources as quickly as possible. the second is to try to take the offender into custody as quickly as we can.

days. a nurse in new jersey is the first person being subjected to it. she says a forehead scanner at the airport said she had a fever, but she has not had one since. she's being held in what she called a tent structure, with a port-a-potty. >> this is an extreme that is not acceptable. i feel like my basic human rights have been violated. >> if anything else the government's job is to protect safety and health of our citizens. we are taking this action and i absolutely have the second thoughts about it. >>the white house is among those urging illinois, new jersey, and new york to reconsider the quarantines. opponents say quarantines could discourage people from helping to fight ebola in africa. one hospital in texas found a way to test how prepared it is to deal with ebola. at the university of texas southwestern medical center, they're treating fake patients by spraying them with *tabasco sauce.* doctors and nurses inspect them. once they take their protective gear off, they're asked to rub their eyes and

touch their lips. if anything burns, that means they're infected. vice president biden and his wife will be in illinois today to campaign for democrats. doctor jill biden is attending a women's coffee in northbrook this morning, on behalf of brad schneider's re-election campaign in the tenth congressional district. the vice president is headlining an early voting rally this afternoon with governor quinn and senator durbin in rockford. a burglary at a church on the south side became a distraction in the governor's race, as the candidates enter their final week of campaigning. judy wang is live at the thompson center with the latest. >> with election day about a week away the polls suggest the governor's race is a dead heat. they spend the weekend courting black voters each can missing key is the one who will fight for illinois families. pat quinn visited the lighthouse church one of four black churches to hit in the south suburbs. the

tribune poll shows the governor with overwhelming support among black voters at 86%. the incumbent pushed a proposal to raise the minimum wage. democrats put an advisory minimum wage referendum on the november 4th ballot asking voters if the state should raise a minimum wage up to $10 per hour. quinn called his opponent the most anti worker candidate ever nominated in the state. the gop challenger took his message saying support for a past record books. brooks says he has received death threats for supporting rauner and his church was breast. someone believes it's politically motivated. church members have been told i am here to work for you and leadership is not about parties. also asking them to put politics aside. rauner says he has done a lot to help the south side community. >> charter schools, scholarships, early childhood,

led to three touchdowns from new england in 57 seconds. tom brady completed five touchdowns. no intersects. the three touchdowns for the bears. the fall 3-5. more coming up in sports. >>taking a look at the *other top stories this morning. 21-year-old james tillman is charged with attempted murder for shooting an off-duty cook county correctional officer. it happened early sunday morning in the gresham neighborhood on the city's south side. tillman was arrested after shooting the off-duty officer in the hand while attempting to hijack a car. tillman is expected to appear in court later today. two 19-year-olds are due in court today, to face charges of fought shooting an off-duty police officer. it started as a robbery attempt, friday morning at 75-th and langley. when the officer jumped into his car to get away, he was shot inhe's recovering. suspects jordan bailey and abdourahmane soumare are being held without bail.

no school again today for 17- thousand students in north suburban waukegan. it's been nearly four weeks since teachers walked off the job and demanded better pay and witnesses say a man went into the water but did not resurface after one hour. crews switched from rescue to recovery. >> no school again in waukegan. nearly four weeks since teachers walked off the job demanding better pay and benefits. negotiators are scheduled to head back to the bargaining table at 10:00 a.m.. >> one of four students injured during a school shooting in 14-year-old gia soriano had been in critical condition since friday, when she was shot in the head by a classmate at marysville-pilchuck high school. >> if this brief statement is being released by the family. we're devastated by this tragedy. she is our beautiful daughter and words cannot express how much we will miss her.

>>another victim, zoe galasso, was also killed in the shooting. three other students remain hospitalized ... two are in critical condition, and one is in serious condition. the gunman has been identified as a 14-year-old boy from a prominent family. the moment of silence is being held at the school at 1030 a m. the man who killed a canadian soldier, and shot up the made a *video before his rampage. investigators aren't saying what's *in the video... and it won't be made public. michael zehaf-bibeau was shot and killed before he could kill anyone on parliament hill. those who knew him say...he converted to islam, became radicalized and was also a drug addict. the murdered soldier, nathan cirillo, was honored last night at a hockey game in hamilton, ontario. his 5-year-old son marcus was escorted to the ice, where he dropped the ceremonial first puck. that's canada's equivalent of throwing out the first pitch. his cousin plays for the hamilton team. next sunday evening, tightrope walker nik wallenda will make

family is said to be considering a run for the white house. the eldest son of former florida governor, jeb bush, says his dad is seriously considering a run for president on the republican ticket in 2016. george p. bush said during an interview yesterday, that his dad will more than likely run ... and that the family will be behind him one-hundred percent. jeb bush is the brother of former president george w. bush, and the son of former president george h-w bush. the federal government is now recognizing same-sex marriage in six new states. they are: alaska, arizona, idaho, north carolina, west virginia and wyoming. same-sex couples in those states will now be able to receive a number of federal benefits, such as the ability to file a joint income tax return. the justice department announced the decision on saturday. it comes after the supreme court declined to hear appeals

story. >>here are a few stories that are trending online this morning ... "welcome back kotter" actress marcia strassman has died. accoring to a family member, strassman passed away after a long battle with breast cancer. she was best known for her role as mrs. kotter in the 70's sitcom. strassman also starred as the mom in "honey i shrunk the kids." she was 66-years-old. saint louis cardinal oscar taveras was killed in a car crash in the dominican republic. his girlfriend was also killed. details about the crash are not out yet, but there are reports of heavy rain in the area. taveras was one of the cardinals' top prospects. he played in 80-games this season. one of his last hits was a pinch hit, game tying home run, in game two of the n-l-d-s. a poster on the "fast and the furious" facebook page revealed the seventh installment will drop the fast, and simply be titled "furious 7." the new trailer will make it's debut at universal studios on november 1-st. the launch will be streamed on
