facts we knew at the time. jennifer connell is here this morning and says there is a different side to the story. >> look who is with her, her nephew sean, who adores her. >> interesting to hear what they have to say. story. president obama set to announce this morning he's going to keep a larger than expected force in afghanistan by the end of next year. nbc's pentagon correspondent has the latest on this. what's behind it? >> matt, the president's call to keep more american forces on the ground in afghanistan reflects the new reality there. the fact that the taliban and terrorist threat is once more on the rise. there are currently 9,800 american forces in afghanistan. the president wanted to cut that number to 1,000 by the end of next year. because of the increased threat from the cal ban taliban, al qaeda and even isis, the president agreed

afghanistan to work with the afghan military and, in fact, to conduct counter-terrorism missions. the fact here is that the afghan military was just not up to this fight alone. a fact that was driven dramatically home a few weeks ago when the taliban launched a deadly attack and seized the city of kunduz in noert rther afghanistan. >> any new information on the deadly air strike against the doctors without borders hospital there? >> matt, we're told by military officials that the preliminary investigation has shown that american forces on the ground and in the air apparently failed to follow the strict rules of engagement. and that a conversation in the ac 130 gun ship, among the crew there, they expressed uncertainty as to whether the air strike was legal. but they launched the strike anyway, matt. >> that'll make headlines, as well. thank you very much.

homeland security officials are trying to figure out why the computer system that checks airline passengers against the terror watch lists failed last night. it caused delays in some of the busiest airports in america and fears of hacking. pete williams is following this for us. good morning. >> good morning. federal officials say the system used to check passenger names against the terror watch list and other law enforcement databases was down for over an hour wednesday night because of a technical failure. it slowed down the process of checking passengers arriving in the u.s. on flights from overseas. officials from customs and border protection didn't stop the check-in lines, but they had to use paperless and other procedures, which took longer. officials say the computer system was down for about an hour and a half. when it came back up, lines at airports had grown considerably. passengers vented their

the failure detected before 7:00 wednesday night was in a mainframe computer. the department of homeland security officials say there's no indication this was anything other than a technical problem. no sign, they say, of hacking. >> what a scare. pete williams, thank you very much. let's go to politics and the race for the white house. joe biden still not giving any sign as to whether he is going to run. donald trump is sharing his unique take on tuesday night of the democratic debate. we have two reports this morning. let's begin with the white house correspondent, kristen welker. >> supporters of voopt ice president biden are waiting for a signal that he'll get in the race. if he was leaning to yes, there should be signs. instead, it seems to be business as usual for vice president biden. >> reporter: if vice president biden is going to run for president, he's not letting on. after skipping the first democratic debate, biden had a

lunch with the president and a round table discussion where he ignored questions about his future plans. >> i thought they all did well. >> reporter: biden's silence, a contrast to hillary clinton, busy trying to capitalize on her dominant debate performance. is she hoping biden doesn't get in? >> i'm not hoping anything about that. i really respect and admire the vice president. he's been a friend and a colleague of mine for a long time. >> reporter: but clinton's campaign chairman told andrea mitchell it's now time for biden to decide. >> vice president biden wants to enter and compete for the presidency, then it's time he make that decision. >> reporter: sources close to the vice president say a decision is likely coming soon and the debate might not be the deciding factor, but rather whether biden thinks he can win. even republican insiders agree on that. >> there has to be a consensus within the democratic party she can't win a general election in

order for biden to enter the race comfortably. that doesn't exist today. >> reporter: still, some of biden's supporters aren't giving up. >> i'm very confident if he decides to get in, there would not only be the money and staff needed, but he could compete in the early states. >> biden will likely announce his decision within a week to ten days. he has another typical day at the white house, while clinton will be courting latino voters in san antonio. >> there was some thought that because of perceived weakness in hillary clinton's campaign, some democrats might beg joe biden to get into the race. after the debate, is there a possibility that if he does decide to jump in, he could face backlash? >> look, matt, he could face some initial backlash. the reality is you have a lot of democrats saying the more competitive the primary race is, the better. ultimately, it could make secretary clinton a stronger general election candidate if

she'd have a tougher fight to get to the finish line. again, i think the broader sense, matt, among all democrats is it's time for him to decide, even amongst his supporters. >> thank you. kristen welker at the white house. >> is the republican front runner changing his tactics and tone in taking on his rivals? katie, good morning. >> good morning. the gop front runner is still ahead, but with ben carson creeping in, signs he might be changing his tone, as his daughter speaks out about the campaign for the first time. >> reporter: donald trump rallying supporters in richmond, virginia, wednesday night, dissecting hillary clinton and bernie sanders' performance in the first democratic debate. >> the poor woman, she's got to give everything away because this maniac standing on her right is giving everything away. so she's following. >> reporter: trump the boasting big leads in the primary states

but a new poll of republicans nationwide shows ben carson closing the gap. >> why do you think he's doing so well? >> i don't know. he's a nice person. i don't really know why he's doing well. i mean, i will bring america to a new level. ben is, you know, it's not his thing, but he certainly seems to be resonating. >> reporter: for a candidate not known for second guessing himself, the billionaire does admit -- >> i think i could be, perhaps, a little bit -- i can watch my words a little bit. maybe will a little more politically correct. >> reporter: at a fortune magazine forum, trump's daughter says his candor is a good thing. >> he is really changing the dialogue, and he's really dis disrupting the process in a powerful way. i'm proud of him. >> reporter: she seemed to echo her father as the campaign tried to get female voters. >> he'd be amazing for women in the country.

i'll leave policy to him, but i can speak from my vantage point as a child and also from my vantage point as a colleague and somebody who works for him. >> reporter: all this as trump prepares for his second stint hosting "saturday night live" in three weeks. >> ready for "snl"? >> it'll be great. >> any impressions? what about jeb? do you have an impression of him? >> no. well, i don't want to be wise. i was going to fall asleep on the chair, but i didn't want to do that. >> you can see he's very much still donald trump. what's fascinating about this latest sit down was how measured he was, especially with ben carson. carson has been the nice guy in the race and he can't attack him or insult him. how he's going to handle him creeping up in the polls will be interesting. he is leading by so much in the early states, and that's what matters right now. >> we've also been saying his daughter is a real asset to him. she's an impressive young lady. >> we ask when we'll see her on the trail and they say soon.

suddenly, another in combat clothes sprints past our camera and is shot down in gunfire. he was 19, a knife in his hand. the police say this man posed a deadly threat, running with a knife at a security guard, who was escorting a family. in your view, there was no doubt, he was intending to kill. >> no doubt. he tried to stab the police officer. >> reporter: for some palestinians, he's a hero. they glorify the stabbing attacks on social media. the #intifada, or uprising of knives, tweeted more than 11,000 times in five days. israel is condemning videos it claims teach palestinians how to stab. video games featuring attacks, labeling them incitement to murder. >> it's a brainwashing campaign, which is being carried out by extremists. >> reporter: more roadblocks, more police, more searches. the police are blocking whole

giant on the internet named amazon. >> reporter: attention walmart shoppers, only six weeks till black friday and, this year, look for more sales, more cut-rate pricing and dealing as amazon and walmart face off. for walmart, the stakes are high. on wednesday, the company paid the price for surprising wall street with bad earnings forecasts through 2018. in one day, the stock lost 10%. for the year so far, down 29%. >> surprised? shocked? the decline for the largest retailer in the world's stock was stunning to me. >> reporter: on cnbc late wednesday, walmart's ceo blamed part of the problem on a pay raise the company announced earlier this year. >> so you know in february, we announced a two-step wage increase. we moved the minimum start rate to $9 this year and $10 next year.

drug overdose. family and friends are hoping and praying for any sign of improvement which, so far, does not seem to have come. >> he's like, almost not breathing. >> reporter: when lamar odom was found unresponsive at the brothel, employees called 911 in a panic. >> they need to hurry please because he has blood coming out of his nose. white stuff coming out of his mouth and he won't wake up. >> reporter: when odom was inlive this in inside this vip room, he was found unresponsive. odom's condition hasn't improved. he suffered brain damage and at least one stroke, is in a coma hooked up to a ventilator and doctors found various drugs in his system. inside the sunrise medical center, odom is surrounded by

those closest to him, including estranged wife khloe and other family members. kobe bryant is said to have left his game early to be with odom and stayed since. other friends and acquaintances stopped by, including the reverend jesse jackson. >> two or three school friends. the doctor finished the pro procedure today. >> reporter: drugs seem to be a factor. >> during the recall, the reporting parties informed the sheriff's office dispatch that the male had been using cocaine. >> moving forward, doctors can't know the extent of any brain damage until he wakes up, if he does. the sheriff, meanwhile, is conducting her own investigation, serving a search warrant at the brothel and her own toxicology report. the results of which may take a

threat from the taliban, isis and other militant groups escalate. homeland security officials believe it was a computer glitch and not hackers that brought down the system used to check air travelers names against terror watch lists. the system was down for about an hour and a half wednesday night. customs and border protection officers had to use paperless and other methods to screen passengers arriving from overseas. that resulted in longer lines at some airports. three oklahoma firefighters are recovering from injuries they suffered in an explosion caught on camera. they were trying to put out a fire at an asphalt company near tulsa. that's when a tank exploded and sent debris flying. one worker suffered minor burns. the woman blasted in the media as the worst aunt ever for suing her nephew said an insurance law technicality forced her to name the boy in her legal action. jennifer connell sued her 12-year-old nephew for accidentally knocking her down

if you panic when you're at a restaurant and the bill comes and it's time to figure out the tip, you may be in luck. a big name in the restaurant industry is saying no more tips. >> could this actually end up costing you, the customer, more? msnbc's food correspondent and a well restaurateur himself, tom colicchio is here with more. good morning. >> good morning. on wednesday, danny is doing away with tipping at his restaurant. >> reporter: when the check arrives, the great tipping debate begins. 15%, 20%, 25%. now the restaurateur danny my eyer, eyer, is putting an end to the guessing game. in a letter wednesday, he says you will no longer find a tip line on your check, and there will be no need to leave additional cash at the table, the coat check, or the bar.

because it's danny meyer, who has this big presence in the restaurant industry. >> reporter: why is he making this move? to compensate all employees equitable and professionally. this includes not just waiters and waitresses, but cooks, reservationists and dishwashers. for customers, they could be paying more. >> to make this work, danny has to raise menu prices. he's saying in some cases, it'll be 20% to 30%. if it's on the 30% side, consumers will be paying 10% more than they're used to. >> reporter: reaction has been mixed. >> it's a service-based industry, and your compensation should reflect the level of service you're providing. >> i guess it would take time to see how it works, try it out. i don't see it working in the long run. >> reporter: the model isn't the first of its kind, but it could inspire other restaurateurs to do away with tips. >> i think it could be the tip of the iceberg.

i used chicken breasts, carrots, celery, egg noodles, onion, parsley, thyme, bay leaf and low-sodium broth. chicken. breasts. the skin is going to give you a lot of flavor. then take them out before they get down. >> how long does that take? side. put the veggies in here. >> the whole thing? >> the whole thing. scrape this and get the brown bits up. cook these for a minute or two, kind of tender. >> you do like to keep scraping the bottom, right? >> i do. pour that in? >> this way. >> i'll put the chicken breast back in. . that broth, as it comes to temperature, is going to take all the flavor out of our veggies and chicken. simmer it covered for 25 minutes. that's it. super simple. >> here's what it looks like at the end.

see how it has a foam? >> what is that from? >> scrape it off. >> this is the proteins and fat coming out of the meat. it won't hurt you but it'll make your soup cloudy. take that right out. then what we're going to do is shred the chicken. >> take the skin off. >> it'll save you a lot of fat. then shred it with two forks. really simple. >> can i use my hands and dump that in? >> go for it. >> you can use chicken thighs, a whole chicken if you're doubling the recipe. all goes in. now the egg noodles. >> those go in last. >> takes eight to ten minutes. you can substitute with rice or quinoa if you want to do gluten free. it comes out like this. >> look at the color, it's perfect. >> homey and delicious. great for cold season. i like to add a little fresh parsley at the end. little freshness, little color. >> the way you've done it here, this is about 30, 35 minutes, start to finish.
