>> christa: we begin at noon with some soggy weather headed our way. rain is moving in from the south. some of the moisture, the remnants of hurricane patricia. good afternoon. showers will begin later on this afternoon. then they will intensify. >> jadiann: that's right. the brunt of the storm expected to come in the afternoon, overnight. jeremy reiner is tracking it for us right now. >> jeremy: we have seen a lot of clouds this morning. a few peeks of sun right now. we have rain to our west and south. charging up the eastern seaboard. in advance of the storm. the center of the storm was way over here in chicago.

look how expanse i that storm is. all the way to the eastern seaboard. and this man... this band of rain will work up into new england late this afternoon. the brunt of the storm early tomorrow morning. the early-morning commute tomorrow. especially before 7:00 a.m. could be a little bit tricky. rapid improving, though, after 7:00 a.m. tomorrow. in terms of rainfall, most towns around, an inch of rain. the city of boston included. there could be localized street flooding late tonight through early in the day tomorrow. winds will become an issue later this evening. the wind advisory will be in effect tonight through tomorrow morning. wins will likely gust to the coastline, 25 to in some locations, especially on the cape and the south coast, over 40 miles per hour. that may lead to minor power disruption very late tonight and true early morning. your storm timeline, 4:00. again, some sprinkles around the area. we can get through this

there will be significant rain overnight tonight. and even tomorrow morning, 5:00 a.m. showers and downpours. rumbles of thunder. by 8:00 tomorrow morning, quickly winding down with most cities and towns about an inch to in some locations, two inches of rain. travel conditions this afternoon and this evening, not too bad. i think around midnight tonight, up until 6:00 or 7:00 tomorrow morning, poor travel with rain and wind. rapid improvement through the morning hours. we will talk more about the storm and the rest of the forecast in a few minutes. >> jadiann: remember, you track the rain using interactive radar. go to whdh.com. or you can use the 7 mobile app. >> christa: breaking news we want to pass along to you. a south carolina deputy caught on camera violent lip throwing a student from her desk is being relieved of his duties. sources are telling nbc that ben fields, the school resource officerst, will not keep his job after this. we do know that the f.b.i. and the u.s. justice department are involved in this investigation. the cell phone video that you

are seeing here shows the deputy dragging her from the desk, flipping her on to the floor. he says she was being disruptive and refused to leave the classroom. the sheriff overseeing the deputy says the video showed the student punching the officer first. ben fields and another school officer are also facing a lawsuit for an incident with a student back in 2013. that suit claims they unfairly and recklessly target african-american students suspected of being in gangs. as we talk about this, we want to go live right now to a sheriff's department conference news conference going on right now. this is richard county. let's listen in. >> to say that this was not properly investigated and handled by authorities, it needed to be handled. the f.b.i. is the most trusted and respected law enforcement agency in this state and probably in the world. and that's why i turned to them and asked them to conduct a full and thorough investigation to see if there

was any criminal violation. and the f.b.i. accepted. that also contacted the u.s. attorney's office and asked them to be part of that. and the justice department be part of looking into these actions also. our u.s. attorney william nettles agreed to that. the f.b.i. and civil rights division has initiated the investigation. it was started yesterday. they have already had it full swing. we are fully cooperating with them to. make sure that they have everything that may the need we took statements from the teacher and the administrator that was present this incident started with a very disruptive student in a class. the student was not allowing the teacher to teach and was not allowing the students to learn. she was very disruptive. she was disrespectful. and she started this whole incident. with her actions.

she refused to leave the class, as directed by the teacher. she refused to follow his instructions. he called for assistance. the school administrator got there. she was african-american. he attempted to get her to leave the class also. she refused his instructions. him. all the while, the students are still in the class. they are supposed to be there learning. >> jadiann: all right. there you have it. the county sheriff leon lott in south carolina talking about that dramatic cell phone video that we have been reporting on this week showing this officer dragging a student out of the desk. we do know, again, he has been relieved of his duties. again, a federal investigation is under way. the u.s. justice department launching a civil rights investigation. we also know that the f.b.i. is investigating as well. there you hear the sheriff talking about what touched off this whole confrontation. again, he has said in the past, certainly, that did not justify or warrant the

officer's actions. we will follow this in the day ahead and have more reaction coming your way. today at 4:00. >> jadiann: new at noon, a witch and warlock square off in a salem courtroom. the witch says the warlock harasses her but he says it's the other way around. so lori bruno, a self-proclaimed high priestez and owner of a craft shop says christian day is harassing her. the owner of the shop in salem says he is the victim. >> all of this is baseless. all of this comes from business competition. all of this comes from, you know, when you are the best at what you do, you are going to have people that want you to fail. >> after many, many months and years of disrespect, i decided to go this way. by law of the land, and may the gods bless us and take us hand in hand. >> jadiann: witnesses are

taking the stand right now in the courtroom hearing. we are in the courtroom and we will have a live report for you coming up at 12:30. and coming up also on 7 news, we are waying to learn more the little girl who came to be known as baby doe. after her body was found on deer island. a report is set to be released today on what role, if any, the department of children and families played in the death. >> christa: dan hausle has the latest for us. dan? >> reporter: well, governor baker asked for the independent investigation. he tells us he does expect to give his reaction to the findings when that report is released. bella bond is the little girl who we came to know as baby doe after her body was found on a beach in winthrop. we later learned who she was and that her mother had some involvement with the state department of children and families. this report will look at whether dcf or any other agency might have missed any red flags in that case. bella's mother rachelle bond

locked up, facing charges in bella's death. the boyfriend charged with murder. rachelle bond is an accessory after the fact. governor baker says he looks forward to hearing what the independent office of child advocate has to say about how dcf handled this case. >> if this report includes additional information about dealing with intake which i said to many people, many times, we had a ten-year-old, 12-year-old intake process. we will certainly incorporate into that, our reform initiatives here. obviously, we asked for the report. we are anxious to see what it says. and we will do everything we can to incorporate the findings into our reform plans going forward. >> reporter: the governor saying there are changes to dcf already under way. i will be interesting to see whether this report points out other changes that need to be made. the governor says he is open to that.

dan hausle, 7 news. >> reporter: yeah. a late-night wake-up call for the people living inside the apartment building. today the clean-up is under way. you can see crews here hard at work. boarding up the windows. you see the walls of this older apartment building that last night, went up in flames. fierce flames. >> it was devastating. >> reporter: mad dash to get out alive. >> i looked downstairs. i saw the back-door. it was just like lit up. >> reporter: dozens left homeless now. >> i thought i was going to lose all my stuff. that is everything i had. >> reporter: the fire started tuesday night. many residents were in bed. >> my mom was sleeping. she literally came and

>> reporter: bernadette guzman moved in three months ago. her parents and an aunt also lived here. the flames so intense, firefighters were forced to battle the fire from the street. a trapped resident pulled from the building by a ladder crew. >> now with clean-up under way, outside the gutted apartment, bernadette who lost her home and belongings is just glad her family is safe. >> i'm taking one day at a time. >> reporter: the clean-up effort under way. it will take some time for this building to be boarded up and it is not only affecting the people who live in this apartment but also some businesses that are on the ground floor. they can't open while this building is being investigatedst. the cause of the fire is under investigation. the red cross, meantime, is fining... finding homes for 31 people.

nick emmons, 7 news. >> jadiann: all right. a dangerous drop-off in worcester sends a five-year-old boy to the hospital. the child was hit by a car at a bus stop. today there are questions about why he was left off the bus there in the first place. nicole oliverio joins us live in worcester with more on this story. >> reporter: jadiann, there was no one at the bus stop to pick up this little boy. so the school says its policy means the bus driver was supposed to take that little five-year-old back to school. instead that, didn't happen. he tried crossing this busy street and got hit. a five-year-old boy hit by a car moments after he stepped off his school bus. the sights and sounds made amanda rivera, a certified nursing assistant pull over and help. >> he was trying to get up. they were trying to take his book-bag off. i was like, no, you cannot move him. we have to keep him comfortable. i laid down. and i started doing abc's. i'm like, look at me down here. he kept trying to get up. report tt student tried crossing this busy worcester

street by himself. witnesses say he darted out between two parked cars, then was hit. the impact sent him more than 20 feet in the air and left a softball-sized head wound. . >> once they put him in the ambulance and he was leaving by himself, that's when my heart broke. i started crying because he is a baby. he is by himself. and there is no mom. as a mom, i know... my first question was why was he left off the bus? he is a kindergartner. >> reporter: the bus driver is supposed to return to child to the school when that happens. the charter school is working with the bus company to find out why that didn't happen. rivera, a mother of two, just relieved to moe the boy is okay and home recovering. >> as a mom, i wouldn't want to get that phone call. and i just... i'm glad he is okay. that is, like, my main thing. he is all right. >> reporter: that little boy's mother told worcester police there was some confusion over who was supposed to be picking up her son. again, he is home.

>> jeremy: good afternoon. clouds taking over. for some of you, a little bit of leftover sun. those clouds will win that battle. radar showing some moisture now. this looks like rain north of us. most of this is the radar being up in the clouds. the rain-drops evap raying before they hit the ground. here is the main event. it's still on track to sweep up across new england from a storm system that is over here. now, when storms are off to our west. and they stay to our west, that puts us into the... the warm sector of the storm. it is kind of cool right now. tonight. and through the day tomorrow. but getting into that warm air, we will come... this will come at a bit of a price. rainfall, again, on-and-off showers developing later this afternoon. steadier and heavier overnight tonight and early tomorrow morning.

the city of boston included. there will be isolated downpours and thunderstorms. especially, south coast and the cape. it has been dry in southern new england. i'm not worried about flooding. except for localized street flooding due to clogged storm drains. late tonight and early tomorrow morning that, might be an issue for the morning commute. also of concern, wind will ramp up. already noting winds gusting over 20 miles per hour. wind advisory in effect 7:00 tonight through 10:00 a.m. tomorrow morning. gusting 0-40 miles per hour. with leaves on the trees and the oaks in rticular, that might lead to some minor power disruption and brief power loss. be mindful of that later on this evening and overnight tonight. keep those cell phones plugged in just in case. just putting that out there. winds right now feisty in some locations.

and cape, winds gusting 25-30 miles per hour. here is the storm timeline. a wall of rain comes at us overnight tonight and through very early tomorrow morning. i think we can get through this evening's commute with on-and-off showers. tomorrow morning's commute could be challenging because it will have been raining all night. we will have wind going out at this time. i still think some rain, even tomorrow morning, during the early part of the commute, if your commute doesn't get going until 8:00 or 9:00, then i think you will be okay. certainly, as we work through the day tomorrow, conditions will improve with partial clearing and it does warm up. with temperatures this afternoon heading through the 50's. look at tomorrow. windy and warm. lower 70's. that does include the patriots game. kickoff, there might be some sprinkles right at the start of the game. at kickoff. otherwise, dry tomorrow evening down at gillette. temperatures tomorrow evening in the upper 50's and low 60's. >> christa: breaking news out of boston. this is in chinatown. looks like a fountain. but this is a water main break

on washington street. and you see it right there. underneath the pavement. and the street is wet there. this is an area that's closed off in both directions. washington street, see how quiet it looks? no traffic at all. it is blocked off from marginal to oak streets. if you are in the area, you will be walking around. or traveling. do be advised, you won't be getting down that stretch of washington street. crews are there on the scene today. >> jadiann: last night, as millions of baseball fans settled in to watch the royals take on the mets in game one of the world series, the game was suddenly bumped off the air. >> christa: technical difficulties added to unwanted drama for this fall classic. . >> we have lost, we have lost our picture. hi! we are having some technical difficulties. >> reporter: in the middle of the fourth inning, for mets and royals fans, it seemed like game over. weather problem.

>> christa: we begin here at 12:30 with some wet weather headed our way. rain is moving up from the south. some of the moisture, the remnants of hurricane patricia. so this afternoon showers will begin later on and then they will intensify tonight. >> jadiann: that's right. the brunt of the storm expected overnight. i see a lot of green on the radar. >> jeremy: we are attracting england. southern maine. it is not reaching the ground. this is, though, down through long island, metro new york city, new jersey. york. and down the eastern seaboard. an expansive storm. the center of the storm way over here near chicago. once the rain gets into town, we are going to own it for about 12 hours. i do think the brunt of the storm is tonight through very early tomorrow morning. shuts down. but when that happens, by then, most towns close to an inch of rain. there may be some towns near, too, especially with some downpours and isolated

flight, making for a scary moment for people onboard. the plane was flying from phoenix to san diego when it was hit by a green laser. now, the plane managed to land safely at its test in addition. the pilots declined medical treatment. they were not hospitalized. none of the 158 passengers was hurt. >> jadiann: the defense secretary saying the pentagon will step up attacks on isis in syria and iraq. that includes the possibility of u.s. ground troops taking action. last week american and kurdish troops stormed an isis prison fleeing hostages. the white house saying no regular troops will be in combat. only a small number of special ops forces. >> christa: tonight's republican debate expected to focus in on the economy. the candidates for president all set to face off at the boulder. in their third debate. one national poll indicates ben carson now the one taking the lead from donald trump. here is leanne gregg in would

>> trump, trump. >> reporter: donald trump enters tonight's debate with ben carson continuing to gain ground. a cbs-"new york times" national poll now showing trump. >> i mean, i am second. i don't like being second. second is terrible to me. >> reporter: trump's recent dip in iowa and the national poll may indicate a schiff, one that could impact the tone of the debate. >> this is only one national survey showing. this it does introduce an unpredictable dynamic to the stage. >> reporter: republicans remain deeply divided. only 48% say they would support carson enthusiastically if he is the nominee. just 29% for trump. in contrast, to the billionaire real estate mogul's bombastic style, carson staffers say the retired neurosurgeon will maintain his lee low-key style.

wind occurring as well. mainly late tonight and early tomorrow morning. most towns close to an inch of rain. some of the heavier downpours, perhaps even some thunderstorms. we may pick upwards of an inch and a half of rain. winds right now, gusting anywhere between 15-25 miles per hour. these numbers will go up late this afternoon and more so tonight. gusting 25-45 miles per hour. that could lead to minor power disruption. this weather system delivering much warmer air. 50's late this afternoon. then tomorrow, a little bit of humidity around, low 70's.
