10:24 am
expected to hear from the white house shortly making this announcement. others, however, will call it a significant change. first of all, it involves sending a small number of americans special operations forces into syria. that means american boots on the ground in syria working with local partners. in the past the u.s. has only been advising and assisting from afar mostly through air strikes. more fighter jets will be sent here to turkey conducting more air strikes against isis. a a-10s are already here and a-15s are on the way. action will be placed in

campaign against isis. when you look at it altogether, there are three significant announcements, all of them involve deeper u.s. military engagement on the war on isis. >> thank you for that. stand by there. >> let's go to nbc's nick. what are they saying at the pentagon? >> matt, after more than a year of yearly 8,000 air strikes against enemy forces in both iraq and syria, the best that senior military officials can say is that the fight there against isis is at a stalemate. the overall plan is just not working. training and equipping iraqi forces, syria rebels has not proven to be a breaking point. they need a game changer. they're going to be far more aggressive in terms of the special forces operations on the ground. military officials will tell you you cannot win a war with air
10:26 am
strikes alone. you need some boots on the ground. the white house says these are not boots on the ground, this is not a change but in fact, it is a change for a more aggressive strategy and effort to defeat and destroy isis which afterall is president obama's goal. >> before you go, i want to go over these numbers again. richard angle is saying not to exceed 100. these are special operations forces, will they be fighting alongside serian rebel groups? >> that is still unclear. they will indeed be fighting along with kurds as they did in iraq just a little more than a week ago in which the army maeser sergeant was killed. not clear they will be fighting side by side with the serian rebel groups. there's still a lot of gray area and doubts about exactly who you may be fighting with when you're on the ground in syria unless, of course, it's the serian kurds. >> all right, thank you.
10:27 am
>> let's go to the white house now. kristin welker is live there. this president has not wanted to be more involved in these conflicts finds himself once again sending more troops into these dangerous areas. >> reporter: and that is the key point here. the white house trying to down play this announcement. we do not anticipate we'll hear from president obama about this. his press secretary will address the media at 12:30 today. this is a shift in policy for a president who wanted to ramp down the wars in iraq and afghanistan and were called just a few weeks ago president obama said he was going to leave a larger troop presence in afghanistan and now for the first time troops in syria. we'll hear more.
