let's get right to nbc's chief foreign correspondent rich engel in istanbul this morning. richard, what are you hearing about this? >> reporter: good morning, savannah, turkey says it acted legitimately when a then unidentified aircraft violated its airspace, did not heed warnings. kremlin, however, is disputing that claim and calls this incident they serious. russia's defense ministry says its jet which turned into a fireball when it was shot down this morning was inside syrian airspace, its location confirmed by its instruments. the jet's two pilots appear to have ejected bailing out before the plane impacted. helicopters could be seen searching for the pilots. russia blamed ground fire which attacked the jet on a mission in syria near the turkish border, but turkey said two of its u.s. made f-16s like these shot down a jet after it illegally entered turkish airspace. a statement from the fishingish president's office claimed the

jet was warned ten times over five minutes. russia has dramatically increased its air strikes in syria it says against isis after a bomb destroyed a russian passenger jet over egypt nearly a month ago. isis is new in the crosshairs the russia, the u.s. and france, all three air forces targeting the group in syria but with little coordination. a video circulating online which is still yet to be confirmed by nbc news . group. the rebels claim that he died before hitting the ground. this has major implications. it is the first time in recent memory that a nato country, and turkey is a nato country, shot down a russian plane. nato has called for an extraordinary meeting today. engel, thank you. another story we're following, a new bulletin from u.s. security officials revealing new information about

terror attacks on paris and a warning to local police departments here in the u.s. to be mindful of potential copycat attacks. we have complete coverage beginning with nbc's chief foreign affairs correspondent andrea mitchell. andrea, what can you tell us? >> good morning, matt, that is right. overnight top counterterrorism u.s. officials warned local law enforcement around the country about the new details of the paris attacks to help prevent a copycat attack here at home. at the same time, the state department is the alerting u.s. travelers to be very careful, i especially careful overseas. a new bulletin reportedly issued by the fbi, the homeland security department and the national counterterrorism center warns u.s. law enforcement to review active shooter scenarios, warning thaek extremists could seek to replicate the effects of the paris attacks using similar weapons and tactics, although on a smaller scale. sent to more than 18,000 agencies across the country, the

document asked them to be on the lookout for suspicious people conducting surveillance on soft targets in the u.s. an bulletin analyzes the reesens paris attacks, acknowledging the terrorists used a cell phone with maps of the concert venue and encrypted apps and rented three cars in belgium before moving to a safe house in paris despite warnings that home grown extremists could seek to immick these strategies plots like parris more likely to happen overseas because of geography and societal factors. just as some travelers are leaving for europe and other foreign destinations, a second bulletin from the state department says they should exercise vigilance when in public places use transportation. be aware of immediate surroundings and avoid large crowds and crowd places. exercise particular caution this holiday season and at holiday festivals or events. the travel alert cites multiple attacks in paris, mali, nigeria and turkey and the bombing of the russian passenger plane, and it says there is a continuing

threat from unaffiliated persons planning attacks inspired by major terrorist organizations. in other words, copycats and lone wolves. homeland security says that there is no evidence of an attack pending here in the u.s., but officials offer no such assurances for what might happen overseas now that isis has shown can attack in the heart of europe. matt and savannah. >> and i yeah, thank you very much. shaun henry is a former executive assistant director for the fbi. good morning to you. >> good morning, matt. are these official versions of what americans are thinking anyway? >> i think that's right. you know, we hear about this fbi bulletin that went out to local law enforcement yesterday. it really doesn't say much more than what we've opinion talking about over the last week but it's very form a. it's the fbi making sure they are clearly communicating to local law enforcement that we're looking at people doing reconnaissance,

tactically trained and better be training local law enforcement for active shooters but a we want to be able to ensure they can respond quickly should there be an incident here domestically. >> and lest there be any doubt, shawn, they are telling local officials to look out for soft targets, not even military installations and tourists attractions. in paris it was a cafe on a friday night. >> what we saw in paris really changes the dynamic what have we've seen for terrorist organizations in years gone by. i think what's chrisically important here for local law enforcement to know and trying to get out information that there are millions and millions of people who have to be eyes and years. local law enforcement can't cover every cafe, every event. people need to step up and be aware and by putting this report out it really helps to focus the american public. they have been watching the media, and they see what happens in paris, but this going out officially like this really says

don't be afraid, but make sure you're advising law enforcement if you see anything that could be unusual so that they can be responsive. >> all right. shawn henry, thank you very much. >> there was also the warning, of course, to the woorldwide travelers from this country as well. president obama meantime facing increased pressure to up the u.s. campaign against isis, and that is on full display the white house today. president obama will meet with french president francois hollande. nbc national correspondent peter alexander is at white house covering the meeting. peter, good morning. what do you expect. >> reporter: good morning, presidents obama and hollande will stand in solidarity here this morning, but president obama has largely resisted calls that he change or even significantly ramp up his strategy against isis. today the french are likely to push for a stronger u.s. military commitment here. that may mean more special forces on the ground to help identify isis targets, greater intel gathering and lesser

which could mean lesser casualties in syria. this is the same did a that president hoped announced france is at war with isis the president said it was a setback. despite pressure and a lot of it from former allies and even former advisers to be more aggressive, the white house officials insist the u.s. is more than pulling its own weight. the french also want the u.s. to back efforts to bring russia into what they call a single terrorists. that's not likely to happen. hollande wasn't even stay the night before he head to moscow vladimir putin. >> thanks, let's turn to mark halperin, managing editor of bloomberg politics. >> good morning. >> here we see hollande doing some version of shuttle diplomacy meeting with the president here and going on to meet with president putin. what is he trying to put together here, sand he likely to be successful? >> he wants more intelligence

sharing and wants the russians to stop focusing on fighting the rebels and fighting isis and there wants there to be kind of a greater sense of coalition, but there's not much difference between u.s. and france as some people would think. the u.s. would like russia involved on good terms and would work. that's the most important thing and why the president is trying to be low key. wants diplomacy to work to get isis full force. >> if hollande asks the president for more robust ground presence, special forces, special operations troops and the president says no, here comes hollande with the attacks mind. his side. what aren't optics going to look that? >> it would look horrible but talking to a senior administration official i don't think the united states think the france will ask for that, special operations but not a large number of ground troops. not capability unless the u.s. is willing to lead a capability the french know it can't happen

iraq is always in his mind as an example of how america shouldn't operate in that region. >> talked about substance and let's talk about the style because the president's remarks after paris were widely panned even by some of his allies because of the tone, because felt he came across at defensive and more passionate about his political critics than what had happened in france. now he has this press conference by his side. is it a chance for kind of a rhetorical do-over and does the necessary? >> the president feels like he cannot set a bad example. again, the iraq example is in his mind. he's not a guy who wants to pound the table and says we're going to get these guys. we'll help them down across the world. he thinks it's count productive. he thinks it's low key. he doesn't want the united states to be the enemy of the region. there'sin presentation bill clinton uses, it's better to be wrong and strong and right than

trump is doubling down on those comments, some of his most controversial ones yet, even in the face of fact checks. if you thought trump would back down, think again. donald trump delivers a tirade overnight in his own defense. >> i saw people getting together and in fairly large numbers celebrating as the world trade center was coming down. i saw them on television, and i read about it on the internet. >> reporter: his claim, that thousands of muslims in new jersey cheered 9/11 has been denounced and widely discredited by multiple independent fact checkers. trump standing by it. >> i start getting phone calls in my office by the hundreds that they were there and they saw this take place. >> reporter: republican front-runner not apologizing but ben carson is, backtracking after first saying he also saw american muslims celebrating 9/11. >> i think that was an inappropriate response.

>> did you see that happening on 9/11? >> i saw the film of it, yes. >> in new jersey? >> yes. >> reporter: now though carson's campaign says he does not stand by those statement and was thinking instead of celebrations in the middle east, not new jersey. >> i did see the film. i don't know where they were, but i did see a film of muslims celebrating. >> list distancing himself from trump marco rubio. at what the point do you feel like you and the rest of your competitors have to call him out on that? >> it's not true and plenty of fact checks. if all i did was respond to everything donald trump said that isn't true i wouldn't be able to run my campaign. >> reporter: rubio, meanwhile, will begin airing his first broadcast ad in key early states. here's an exclusive first look t.focuses on his father and his family story, a way to introduce himself to voters in iowa and new hampshire as rubio hopes to take the top spot in the polls from trump. a new one out this morning, matt and savannah, shows trump still leading in iowa, though ted cruz is coming on strong. guys.

meantime, the thanksgiving travel rush heating up today. millions. americans will hit the roads and head to the airport so what do you need to know if you're heading out. >> we'll be your travel headquarters over the next few days, and we'll start with mr. roker. what are you watching is. >> seventh year in a row an increase in travel more than 50 miles from home, so people are in a mood to travel. let's show you what we're talking about. first of all, as far as that travel is concerned, 46.9 million people will be traveling this year and 89% will be driving and it will be kind of interesting. we're watching three trouble spots over thanksgiving. especially thanksgiving day. chicago, denver, dallas. let's start off in denver as we go to the maps and show you exactly what we're talking about. first let's look at shim o'hair airport. look at this, already, at 6:00 a.m. central time, 7:00 a.m. eastern time, it is packed and it's just going to get worse. this is tuesday. can you imagine what this is going to look like tomorrow.

at. denver is going to be our first about. light snow, freezing drizzle by thursday. delays in the air due to visibility and dangerous road conditions. now we're going to move down to dallas where heavy rain. another three inches. they will have the rainiest year ever. rain with thunderstorms. delays between these storms and on the road gusty wind and heavy rain. going to be a problem there, and we head up to chicago. another big hub. rain with a flood threat. because of the snow on the ground, warming temperatures and heavy rain. they will have problems and delays in the air due to visibility and we'll have roads that are slick with some flooding, guys, so, again, big problems going to continue right on through thanksgiving day. the good news is friday into the weekend looking much better.

planet aren't going us hello, it's me, during every commercial. >> can't take it anymore. >> here's what's happening in the headlines. fbi and other u.s. count terrorism officials issuing a new bulletin this morning in the wake of the paris attacks asking local law enforcement agencies to review their responses to an active shooter and to be on the lookout for suspicious people who could be conducting surveillance on potential soft targets. >> four crew members were killed on monday when their military helicopter went down at ft. hood in texas. they were on a routine training mission at the time. the cause of the crash is now under kregs. and the faa says eight planes approaching dallas' main airport were hit with laser pointers sunday night. seven of the jets were southwest airlines flights, the other a private plane. all of them did land safely. let's turn to new orleans now where the suspect in a brazen shooting of a medical student that we showed you on tape on monday is now in custody, and there's been a second arrest tied to that

nbc's kerry sanders has this story. hi, kerry, good morning. >> reporter: well, good morning. the alleged gunman is in the jail behind me here. his arrest affidavit is expected to be finalized later this morning, the charges expected to be robbery, kidnapping and attempted first-degree murder, and if he's convicted on that attempted murder charge here in louisiana, he faces life in prison. >> this morning the man police say shot a helpless unarmed good samaritan in this chilling video is in jail. 21-year-old euric cain, allegedly the cold blooded gunman when fired at tulane medical student peter gold was taken into custody when new orleans police and federal marshals raided the house where he was hiding. >> i couldn't are proud of the fact that we not only caught him quickly, but it was done without incident and no one got hurt. >> reporter: not a shot fired. >> not a shot fired. >> reporter: also under arrest alleged gunman's 17-year-old girlfriend nictoria washington, the two found in the house together.

>> kind of prior to figure out what she sings and all of a sudden she's like, yeah, i'm almost done with radiation for my brain tumor, and i was like oh, you're a patient. i had no idea. >> reporter: something clicked. they both felt it. >> we were like best friends immediately. sorry. i don't know why i'm crying right now. >> reporter: it's been a tough road for the 17-year-old. a dancer, she was diagnosed with brain cancer two years ago after forgetting her routine moments before a performance. >> ally's type of cancer is a humor called an epindimoma and they are quite rare, tended to have headaches, moments of forgetfulness which turned out in hindsight to likely be seizures. after treatment at st. jude it appeared she had beaten her disease until july. a devastating diagnosis of a second more aggressive brain cancer, but doctors at st. jude are not giving up.

>> let's move over here and talk about some things that people can do at home. table. >> people watch a show like this and ranch, even if you live in the city you can have a little bit of country in your home so what i -- we actually went out to the back property and just took down some of the trees lying on the ground and chopped them. as's as cleaning up a larger log and taking smaller ones and attaching them to make a stump. >> if you live in the city and like this look, where would you suggest people go to get that stump. >> westchester. westchester. >> lots of places can you get fallen trees or what not. the main thing with this just sand it down. you have to actually let it sit and dry out for about a month and sand it down, sand it and seal it. >> don't want to introduce any bugs in your house so make sure it dries up properly. >> seal the top and bottom and lay it on its side. >> and it's a side table and one
