arrested. are they lucky enough to find a license plate? did they get a close-up view of any of these people? so those are the critical things, lester. >> all right, pete. as sarn bernardino. you're watching nbc news live coverage of the shooting in san bernardino. some stations return to regular programming, for owes nbc news coverage begins now. >> we welcome stations along the way as we continue our coverage of this ongoing breaking story. 14 dead, 14 injured as of an hour ago. the latest numbers from san bern deno dino police after gunmen burst into a developmental disability center in san bernardino and opened fire in a central part of that building. many, many people of the several hundred that work there were safely evacuateded. but again 14 killed, up to 14

fluid. we expect an update shortly. >> reporter: we're seeing some buses come out right now. looks like city buses coming our way, presumably with evacuees on area. they are being escorted by police cars here. we had some city buses as well as school buses behind it. brought in to help remove people. there were hundreds of people inl side that building at the time the shooting occurred and

any home is that they were able to contain this particular shooting anded we don't know yet know what the motives of the

we can take to make americans safer and that we should come together in a bipartisan basis that every level of government -- to make these rare as opposed to normal. we should never think that this is something that just happens in the ordinary covers events because it doesn't happen with the same frequency in other -countries. >> again forecast police calling this an active scene with no suspects in custody. we can tell you that a number of city and county buildings have been put on lock-down in san bernardino because those suspect its have gotten away. they are not calling this terrorism at this point but saying it's at least domestic terrorism but obviously at this point they can't say much more. tim came put okay 7news. we do know that police there have said that they do have active leads as they search for the suspects and also we heard from the police chief. they're promising hourly updates, shooting for the top of the hour. it's about 7 minutes past, but

aprehend these three guys or women or whoever they might be and we'll look for that news conference so we can bring it to you if it happens. workers there describing just a chaotic scene, forced to run out the building fearing for their lives. >> it happened 11:00 a.m. so it was about four hours ago that the shooting happened and family members are still trying to get in contact with loved ones. gunnoe is here. >> a man his says daughter was facility where the shooting happened. you can actually see workers leaving the facility with their hands up being escorted out. they say this was standard procedure just to make sure that the gunman isn't hiding among them. so police then searched those people before they were reunited with their loved ones. one father says his daughter texted him that people had been

happening in her office. >> loved ones racing to the scene as word of the mass shooting spread. you can see police telling people they're keeping their distance as the investigation continues. many people it appears were hiding inside the building but again there's been people taken out. the families though earlier today talking about the anxious moments. >> shooting at my work. people shot, in the office waiting for cops. >> pray for us. [ sirens ] i am locked in an office. >> he says that the alarms went off and they were all told to hunker down and hide in shelter in place. and he says eventually the police came by and took them out. he never heard any gunshots or anything like that.

railroad tracks and they're getting ready to load them into buses and take them off. >> okay, so in the beginning family members were actually told to stay away from the scene as it only made in more difficult for police but as adam was saying, she they did -- they set up a place where family members can go and get the latest updates from police. brandon gunnoe, 7news. you might have heard during some of the nbc network coverage that los angeles is a city that is known for responding to mass casualties, the training there that's so good, that's been shared with places across the world. there is a huge police presence, s.w.a.t. teams, federal and state agencies brought in and those teams, the s.w.a.t. teams and police just taking over the streets in the surrounding areas. >> everybody who got word this mass shooting responds. they've swarmed the area with guns drawn. they were going into the buildings room by room trying to make sure everyone is out safely and still doing that about an hour ago. kimberly bookman continues our coverage now live in our control room.

fbi and bureau of alcohol, tobacco and firearms are involved in this investigation, part of a massive presence, as you said. we're talking about more than 100 police officers including homeland security officials, people from the u.s. marshals office, the bomb squad and the sheriff's department. now, go ahead and take a look at this video from the scene. you can see federal and local law enforcement moving in on heavily armed vehicles. they have converged on the center where they will methodically go, as you said, room to room, floor to floor, looking for victims, weapons, and explosives. now, in this video you see police leading employees away from what they still say is a very active situation. they want people out of the area and safe. they're also asking people concerned about loved ones at the center not to yom come to the area. they are concerned about block roads and large crowds. instead as brandon had mentioned, they set up a meaning given out. authorities clearly telling the public the shooter or shooters

>> we don't know where the shooters are. they are heavily armed and possibly wearing body armor, things of that nature. it is not a safe area to be. it's very dangerous, and the fewer innocent people we have in here, the better. >> now, fire officials have set up a triage center a few blocks away where they are treating victims. there were hundreds of people who were in the building, currently questioned by investigationers. kimberly bookman, 7news. with the shooters on the run and the number dead so far, this is a volatile situation and as we were mentioning there were agents by the fbi, the atf, explosive experts, forensic experts all called in to do whatever they can do right now to get things under control. >> and our sherry spoke with the former director of the atf and joins us now from the newsroom. >> yeah, these scenes become very chaotic very quickly and investigators say finding the shooters very critical, equally

safe place, and all of that takes manpower which is why fishes in california called in the fbi and atf. they said it's not unusual, the former director of the atf, michael sullivan, says that happens quite often in active shooter scenes and not to read anything into it, telling us the agencies train together for these types of events just like this to identify suspects. and they say that police usually turn to surveillance cameras. >> look to see which type of surveillance cameras, cameras, see if they can identify who the suspect -- the suspects are, as quickly as possible. look at vehicles that were coming in and going out. see if they can identify the make or model, license plate of the vehicle. >> the goal obviously is to make sure that the public is safe and safe trying to apprehend the suspect or suspects as quickly as possible.

happened in this case. police have issues what's called a bolo or what's called be on the lookout for, and that is a black yukon suv. and there's reports the shooter or shooters made it to escape -- may have used it to escape the scene. we are also tell you that the massachusetts state police just released a statement saying it is closely monitoring the situation in california telling people here to call police immediately and facing anyone or anything suspicious or seemingly out of place in their surroundings. and boston police telling us tonight they are reminding officers to stay vij enter. >> and a reminder that last update 14 were injured and because there still could be more victims inside that facility, triage centers have been set up all around that enormous center there. >> and hospitals received some patients right away and some a

that. 7's ryan schulteis joins us now in the newsroom with more. >> they became tough pictures to look at. 14 people are dead and more than a dozen victims hurt in the mass shooting. first responders set up right on the street. firefighters, emts and police officers are treating all of the injured there. several people taken away by stretchers and rushed to the hospital by ambulance. some treated for injuries or their arms or legs. witnesses right outside the building tell us what they heard. >> i was getting ready for the bus and turned around and bull, bull, and all of a sudden bull, it just -- it was like right here, boom, boom. >> and they said they were on the loose. >> and i was right behind the shots. >> i started walking down by the outback and people out there, so i don't know what's going on here but i'm kind of scared.

shooters in san bernardino where 15 people have been killed. o let's get to tim can caputo with what we're learning. we're looking live right now as you see the tactical van parked at an intersection apparently just about a mile or two north the scene where the shooting happened. there was apparently a flurry of police activity just about 10 minutes ago. a lot of police officers leaving the scene of the shooting and heading towards where one of two vehicles were, i guess, encountered police. there are several reports there with people in that suv returning or exchanging gunfire with police, and as we're looking live right now, what you see is a line of those tactical s.w.a.t. vehicles.

scene as you see at the upper part of the road, there the suv that does match the description scene. there were at least three suspects, police said, that opened fire at that facility our time. it is now about four hours later where police apparently have a beat on some sort of activity. we are told that there has been exchange of gunfire. as you see, those three tactical vehicles pulling up to an suv. we don't know at this point, as you see, police officers on the left side of your screen, running up behind the vehicles for cover. >> a possible yukon leaving the scene of the crime where 14 people were killed and more than a dozen others injured about four hours ago. police have apparently spotted a similar vehicle. we don't know at this point if the suspects are inside the vehicle. we do know from police at press conference about an hour ago they were wearing tactical gear, bullet-proof vests and such and

weapons, you and i know them as rifles or assault rifles but they have left the scene and police converging on that car. we do know there was an exchange of gunfire but we do not know if any of the suspects were hit, injured or killed. but this all unfolding live on tv, to the left side of your screen, a number of s.w.a.t. officers take cover behind that tactical vehicle. it's essentially a combat tank out there, fairly close to that suv. you can actually see it -- you'll see them pull up in just a second. that suv itself with the windows shot out, clearly there has been an exchange of gunfire, another view from another chopper shot. this is a residential neighborhood clearly with all the homes around it as police slowly working their way in. we do not know the status of the suspects, there were initial reports that it was one to three suspects who went inside that facility, opened fire in a conference room where apparently the department of public health, the county of san bernardino was

a live press conference now happening. >> tim, excuse me, just a moment, we want to hear from the press conference live right now. >> for people who want to be with their family that was possibly at the regional, inland regional center today, and that telephone number is 800-637-6653. we are asking that anybody that has family, that was at this facility, call this telephone number first and the person will advise you where you need to go in order to talk to somebody, get reunited with their families. >> we've been listening to some of the sound from the command post but right now it appears everything is happening in this one location in san bernardino. san bernardino avenue, i can tell you -- >> i did hear the radio traffic on that. there is an active scene. i believe there may be a suspect down.

officer is okay and i don't have many updates on that other than the officer is okay. i cannot confirm that at this point. again, there's a dark colored suv involved and i believe there is one suspect down. it's very active. we will update you as soon as we get more information on that. >> i only know of one suspect but that doesn't mean that there aren't more at this point. >> the only thing i know is there were shots fired. officers were involved, and there is a suspect down. whether it's related or not, we don't know yet. we will update you -- as we told you, we will update you on the hour.

you as soon as we get any additional, hopefully within the hour. >> were any officers hit with the exchange of gunfire between the suspect and the officers? >> i cannot confirm that. i know that all officers are okay. whether or not they were struck, i don't know. >> what led you to this suv? i couldn't tell you that at this point either. this is such an active fluid investigation, there's so many aspects to it and we just don't have that information at this time. >> is there a suspect on the run right now? that, i don't know. >> it is my assumption that witnesses and victims were in those buses. but i don't know if the building is completely cleared yet. >> what about the condition of the victims at the hospital. how many people are hospitalized as far as you know and what

their conditions are? are there any ranged in critical. >> i've heard that they range from minor injuries, that occurred while falling down, trying to escape, and they've -- they go up as high as gunshot wounds, so i don't know their status. >> why did the number go up three this hour. were these three people found in the building hiding? i don't know. it was just an update that the fire department provided us. >> okay. we'll be back at 4:00. i don't know. i don't know. we will be back at 4:00 hopefully with some more. and all media coverage will be here at this location. >> thank you. >> so if you look to the left of your screen there, we have a s.w.a.t. vehicle in front and behind this suv, which appears to be a ford expedition. and officers there not at knees this san bernardino neighborhood just as described by this police

from where the shooting happened earlier. windows blown out front and back. officers behind their vehicles taking cover. we're not sure if the person or people in this car injured or if they're still alive and a threat to these officers. >> we did hear from that police spokesperson and obviously she is about two miles away. so this is very close to where the shooting's happened today. she's probably getting real information because she was having this news conference when this information was coming in that may be one suspect down, shots fired and a police officer might have been involved and is okay. the dark-colored vehicle we talked about at first, there were different reports on what type of vehicle, doesn't really matter, we know that the windows are blown out and police are still very much perched thrarnld. >> these officers are take cover. that's an armored vehicle but even so they've got their rifles pointed and they're backing away from that car, but their rifles and shotguns seem to be pointing

so is there a suspect on foot somewhere? that's all uncertain right now because, as you were mentioning, the only information they had is that there was one suspect down. is that person in the car. you can see them moving forward but weapons pointed in sort of the opposite direction. >> they're creeping around the vehicle and you're right they are pointing their guns away from the black suv. the police spokesperson also said that she was aware of only one scene right now where police were involved in possible suspects. she said one suspect might be down and we know that there were three suspects who reported to have shot up that facility today in san bernardino. a police where disabled people go for help and hundreds of state and county workers go every day and where there was some sort of conference in a room where these three suspects entered and just started firing and in a very short time, at

time there in the los angeles area. % >> seems likely with you can't say officially if the black suv is connected to the shooting. very likely, but not official. the helicopter here that's provided by the los angeles station has shown you the police presence that's saddam hussein, and you can certainly sense the urgency there. officers not at ease. you get the impression that there is still an imminent danger there, whether it's around the black vehicle or the surrounding neighborhoods here. >> tim caputo has some new information. tim, what have you learned? >> we can tell you from nbc news and the sheriff's department in san bernardino county that one suspect is in custody. two other suspects have been shot. we don't know the status of those two people that were shot. obviously the neighborhood in which the shoot-out ended the helicopter that's taken the shots and traffic back-up there. nbc news reporting that of the

in custody and the two others have been s.w.a.t. as they close in on the suv, we can only sewel that at least one of the suspects still inside that suv, and as the officers get closer, they're using those s.w.a.t. vehicles for cover to make sure they can get closer without getting in harm's way. what we know at this point after the press conference a short time ago where they said the number dead from the shooting earlier this morning has been up to 17. three suspects have been located. one currently in custody. two have been shot. we don't know if they will survive those injuries, but police obviously of moving very slowly to make sure that no officers get injured as they close in on the suspects who opened fire in that facility early this morning. guys. >> and obviously, a real sense of security at this point i think for this community given the information that we're getting from nbc news that two suspects has been shot, one is in custody. live pictures again show that these officers have their weapons in a position to fire. whether these shot suspects are not injured so much that they
