30 years. at least 13 people have died as extreme storms have given way to swollen rivers. missouri governor has activated the national guard to assist rescue operations. here with the latest. >> reporter: in the missouri, flood waters and fear are both on the rise. residents in the town of union hope sandbug bags would save their community. rising waters have left some stranded. one had to be rescued from the roof of his home. >> before i knew it i was overwhelmed. >> reporter: this has been the wettest december on record in st. louis and missouri is under a state of emergency governor jay nixon has called in the national guard and warned residents that the threat is far from over. >> now that the rain has moved

it is not by any means over, especially along mississippi river. >> reporter: and there arewauts in the southeast. and in alabama up to 14 inches of rain fell in some areas. some 14 million americans are now under flood watches. meanwhile, good news out of texas. a family whose home was destroyed during a weekend tornado found their dogs. they were buried for two days and they're going to be okay. the texas affluenza teen and his mother could be extradited to u.s. as early as today according to u.s. martials. ethan couch and his mother, tonia were apprehended in puerto valla are rta, mexico.

wrong due to his afffluent upbringing. and witnesses claimed couch was there and he's not seen dreng drinking, alcohol use would violate his probation. and once he's back in tks t exas texas, a judge could keep it in juvenile court. or the case could be transferred to adult courts where a judge could sentence him to just 120 days in jail. >> couch's attorneys have declined to comment until their client is back in the u.s. and they plan to charge tonia couch with apprehension. and a possible sentence of one to two years in prison. hillary clinton is changing her position, now accusing isis of committing genicize. that is a departure from an earlier posture.

>> this is 7news now. >> nancy: good wednesday morn, everyone. 7news "today in new england" starts in just a few minutes. >> sarah: here are some of the stories we're working on for you. new this morn, a car plunges into a pond in hamilton. the driver was able to get out of the car before rescue crews got to the scene. it's not clear what caused the crash. >> nancy: three men are expected to be in court today accused of a frightening armed robbery. taunton police say two of the suspects held up a clerk with a gun and took money yesterday afternoon. >> sarah: and a warning for drivers this morning. signs on the expressway reminding people to slow down. the wet snow and slush that fell yesterday froze overnight and there could be some slick spots today. >> nancy: not as messy today,

i put on the mittens this morning, bri, put the beanie on for the first time. >> jeremy: it's true. the city of boston 25 degrees right now. the cold air was able to seep back in from the north and refreezing those spots that are still wet and slushy. so please take it easy, not just while you're in your car but also walking around in the driveways and also on the sidewalks. be very careful. we do have some patchy fog out there. worcester three miles of visibility right now. not an issue with visibility but rather with freezing fog. and that can make for black ice on the roads. so again, it is slick out there this morning, a slow go. plan ahead, grab that ice scraper that you haven't had the use in a while, and some spots of drizzle still working through as well. for the most part, in metro west, we're keeping that on the cape for today. but it doesn't look like it's freezing. those temperatures on cape cod near 40 degrees at this point. then we turn our attention toward this system. you can see it moving through atlanta. believe it or not, that's what

tonight. that can bring us some rain tonight. temperatures don't look to be dropping below freezing for the city of boston, but for northern worcester county, we could see some freezing rain overnight tonight making for slick spots once again tomorrow. so the next two days, keep it at chilly for today, we top out in the mid to upper 30s, but a mild day on tap for us tomorrow into the mid-40s. i got to tell you, 2016 is getting off to a very chilly start. here's that freezing rain advisory i was talking about. again, for tonight with those showers working in overnight hours and into the wee hours of tomorrow morning, for northern worcester county and into the merrimack valley, north of route 2, we're going to be watching out for slick roads. we've got more details on this in the time line. 7news "today in new england" starts right now. >> sarah: the first winter storm of the season leaving behind more than snow. it could mean a slick drive to work in some places. >> nancy: plus tunnel troubles giving commuters a headache. officials rush in to make emergency repairs over a blue line track.
