to a powerful weapon. we maybe can't save everybody, but we could save some. just as we don't prevent all traffic accidents, but we take steps to try to reduce traffic accidents. as ronald reagan once said, if mandatory background checks could save more live, it would be well worth making it the law of the land. the bill before congress three years ago met that test. unfortunately, too many senators failed theirs. [ applause ] in fact we know that background checks make a difference. after connecticut passed a law requiring pack ground

gun safety courses, gun deaths decreased by 40%. 40%. [ applause ] meanwhile since missouri repealed a law requiring comprehensive background checks and purchase permits, gun deaths have increased to an almost 50% higher than the national average. one study found unsurprisingly that criminals in missouri now have easier access to guns. and the evidence tells us that in states that require background checks, law-abiding americans don't find it any harder to purchase guns whatsoever. their guns have not been confiscated, their rights have not been infringed. and that is just the information we have access to. with more research, we could further improve gun safety just as with more research, we've reduced traffic fatalities enormously over the last 30 years. we do research when cars, food,

so that we make them safer. and you knowhat, research finds those are good things, they work. [ applause ] they do. but think about this. when it comes to an inherently deadly weapon, nobody argues that guns are potentially deadly. weapons that kill tens of thousands of americans every year, congress actually voted to make it harder for public health experts to conduct research into gun violence. made it harder to collect data and facts. and developed strategies to reduce gun violence. even after san bernardino, they

terror suspects who can't get on a plane to buy semiautomatic weapons. that is not right. that can't be right. so the gun lobby may be holding congress hostage right now, but they cannot hold america hostage. we do not have to accept this carnage.

i want to be clear, congress still needs to act. the folks in this room will not rest until congress does. because once congress gets on board with common sense gun safety measures, we can reduce gun violence a whole lot more. but we also can't wait. until we have a congress that is in line with the majority of americans, there are actions within my legal authority that we can take to help reduce gun violence and save more lives. actions that protect our rights and our kids. after sandy hook, joe and i

and we put forward a whole series of executive actions to try to tighten up the existing rules and systems that we had in place. but today, we want to take it a step further. doing. number one, anybody in the business of selling firearms must get a license and conduct background checks or be subject [ applause [ it didn't oesn't matter whether you're doing it over the internet or a gun show. it's not where you do it, but what you do. we're also expanding background checks to cover violent criminals who try on buy some of

hiding behind trusts and corporations and various cutouts. we're also taking steps to make the background check system more efficient. under the guidance of jim comey and the fbi and our deputy director at atf, we'll hire more folks to process applications faster and we'll bring an outdated background check system into the 21st century. [ applause ] and these steps will actually lead to a smoother process for law-abiding gun opener s owners, a smoother process for gun dealers and stronger process for protecting the public from dangerous people. so that's number one.

everything we can to ensure the smart effective enforcement of gun safety raws that are already on the books. which means that we will add 200 more than atf agents and investigator, we will require firearms dealers to report more lost or stolen guns on a timely basis, we're working with advocates to protect victims of domestic abuse from gun violence where too often -- [ applause ] -- where too often people are not getting the protection they need. number three, we will do more to help those suffering from mental illness get the help that they need. so high profile mass shootings tend to shine a light on those few mentally unstable people who inflict harm on other, but the truth is that nearly two in three gun deaths are from suicides.

prevent people from hurting themselves. that's why we made sure that the affordable care act, also known as obamacare, finally -- [ applause ] -- under that law made sure that treatment for mental health was covered the same as treatment for any other illness. and that's why we will invest $500 million to expand access to treatment across the country. [ applause ] it's also why we'll ensure that federal mental health records are submitted to the background check system and remove barriers that prevent states from reporting relevant information. if we can continue to destigmatize mental health issues, get folks proper care, and fill gaps in the background check system, then we can spare more families the pain of losing

and for those in congress who so often rush to blame mental illness for mass shootings, as a way of a voiding action on guns, here is your chance to support these efforts, put your money where your mouth is. [ applause ] number four. we're going to boost gun safety technology. today many gun injuries and deaths are the result of legal guns that were stolen or misused or discharged accidentally. in 2013 alone, more than 500 people lost their lives to gun accidents and that includes 30 children younger than five years old. in the greatest most technologically advanced nation on earth, there is no reason for this. we need to develop new technologies that make them safer. if we can set it up so you can't

the right fingerprint, why can't we do the same thing for our guns. [ applause ] if there is an app that can help us find a missing g sing tablet, which happens to me often the older i get, if we can do it for your ipad, there is no reason we can't do it with a stolen gun. if a child can't open a bottle of aspirin, we should make sure that they can't pull a trigger on a gun. [ applause ] right? so we're going to advance research, we're going to work with the private sector to

some gun retailers are already stepping up by refusing to finalize a purchase without a complete background check or by refraining from selling automatic weapons and high capacity magazines, and i hope more retailers and manufacturers join them because they should care as much as anybody about a product that now kills almost as many americans as car accidents. i make this point because none of us can do this alone. earlier. all of us should be able to work together to find a balance that are also important. second amendment rights are important. but there are other rights that we care about, as well. and we have to be able to

because our right to worship freely and safely, that right was denied to christians in charleston, south carolina. and that was denied jews in kansas city. and that was denied muslims in chapel hill. and sikhs in oak creek. they have rights, too. [ applause ] our right to peaceful assembly, that right was robbed from movie-goers in aurora and la fayette. our unalienable right to life, liberty and the pursuit of happiness, those rights were stripped there from college kid it is in san bernardino and from high schoolers in columbine.

newtown. first graders. and from every family who never imagined that their loved one would be taken from our lives by every too many time i think about those kids, it gets me mad. and by the way, it happens on the streets of chicago every day. [ applause ]

congress brave enough to stand up to the gun lobby's lie, all of us need to stand up and protect its citizens. all of us need to demand governors and ledge lats gislators and businesses do their part to make our community safer. we need the wide majority of responsible gun owners who grieve with us every time this happens and feel like your views are not being properly represented to join with us to demand something better. [ applause ] and we need voters who want safer gun laws and who are disappointed in leaders who stand in their way to remember

[ applause ] some of this is just simple math. yes, the gun lobby is allow and it is organized in defense of making it effortless for guns to be available for anybody anytime. the rest of us have to be just as passionate, we have to be just as organized in defense of our kids. this is not that complicated. the reason congress blocks laws is because they want to win elections. and if you make it hard for them to win an election if they block those law, they will change

[ applause ] and, yes, it will be hard. and it won't happen overnight. congress. it won't happen during my presidency. but a lot of things don't happen overnight. a woman's right to vote didn't happen overnight. liberation of african-americans didn't happen overnight. lgbt rights was decades worth of work. so just because it's hard, that's no excuse not to try. and if you have any doubt as to

urgency as of now, think about what happened three weeks ago. zavion dobson was a sophomore in knoxville, he played football, beloved by his classmates and his teachers. his own mayor called they will stories. the week before christmas, he headed to a friend's house to play video games. he wasn't in the wrong place at the wrong time. he hadn't made a bad decision. he was exactly where any other kid would be. your kid, my kid. and then gunmen started firing. and zavion who was in high school hadn't even gotten

three girls to shield them from the bullets. and he was shot in the head. and the girls were spared. and he gave his life to save theirs. an act of heroism a lot bigger than anything we should ever expect from a 15-year-old. greater love hath no man than this, that a man lay down his life for his friends. we are not asked to do what zavion dobson did. we're not asked to have shoulders that big, a heart that strong, reactions that quick. i'm not asking people to have that same level of courage or sacrifice or love. but if we love our kids and care about their prospects, and it if

about its future, then we can find the courage to vote, we can find the courage to get mobilized and organized, we can find the courage to cut through all the noise and do what a sensible country would do. that's what we're doing today and tomorrow we should do more and we should more the day after that and if we do, we'll leave behind a nation stronger than the one we inherited and worthy of the sacrifice of a young man like zavion. thank you very much, every. god hour long address. announcing executive actions to further his goal toward gun control, working essentially, around congress.

essentially, expanding background checks. by requiring those who sell guns to be registered as federally licensed gun dealers. the president specifically talking about some on-line sales he believes have worked around the requirements of background checks. the president at one point, fighting back tears. the tears actually flowing as he went down the litany of the various mass shootings that have occurred around the country over the last several years. we should note there has been immediate reaction. speaker paul ryan issued a statement calling the president's executive order an effort to undermine the second amendment. he says in a statement, no matter what president obama says, his word does not trump the second amendment. we will conduct vigilant oversight. his executive order will no doubt, be challenged in the courts. again, part of the statement from speaker paul ryan about the president's executive action. our senior white house correspondent has been

we have seen the president topic before. but not quite like what we saw over the last few minutes. >> never like this. not the depth of this emotion. you will remember, after newtown, he had said that was the worst day of his life. he was deeply affected by it. he was introduced by the father of a 7-year-old who was killed there and when he brought up newtown and he brought up the deaths of those 20 children, first-graders, you saw that frustration and that emotion come to the surface. this was never expected to be a detailed... do we have that? let's show the president. so the president really was always expecting to make this this. to have an appeal to people. to bring them back to those times. after newtown. when people who had gone into a movie theater in aurora lost

party in san bernardino lost their lives. but this was a deeply emotional appeal that i think takes this to a very different place. in front of, obviously, an audience of people that feel the same as he does. >> reporter: the president using the term common sense over and over again. and made it clear. he said "this is not a plat to take away everybody's gun." there is a lot of reaction to all of. this of course, we will have it for you coming up tonight on nightly news. and on nbc news.com. i'm lester holt in new york. special report. good day. >> this is 7 news at noon. breaking news. afghanistan. u.s. officials say a military helicopter has crashed during a mission to evacuate troops. defense officials say the chopper was hit by a mortar. the helicopter was on its way to rescue troops after at least one u.s. soldier was killed in combat. no word yet on the number of

or injured in the crash. >> christa: a wintry scene on the south shore now. commuters dealing with the first snowy morning of this new year. a cold one, at. that we haven't seen a cold day like this in months. good afternoon, everybody. i'm christa delcamp. >> sarah: i'm sarah french. the flakes falling all morning. about two inches by 9:00 a.m. as you take a look at plymouth. but the light fluffy snow left the roads pretty clear. some commuters didn't seem to mind all this snow. >> i love the snow. we will be there for five months. i'm glad i got to see one snowstorm before i'm leaving. >> sarah: i wish i was in her shoes. >> christa: the snow was cape cod. here we see downtown boston. bad. although we have some pretty frigid temperatures outside. let's check the forecast with meteorologist chris lambert. >> chris: love that quote. i like the cold and snow. i'll see you in five months. off to florida here. pembroke, two and a half

north falmouth, just under two and a half. bourne, two inches. right there on the upper cape, close to the canal, stretching into southeastern plymouth county, saw two to three snow. easy stuff to push and move aside, though. because of the low water content. not like that sleet that we week. look at the morning lows. eight degrees in boston. three out in worcester. right now, still cold outside. much of the snow has tapered off. light snow and flurries under here. and up into plymouth. a lot quieter compared to what we saw early this morning. 20 degrees in boston. 18 in worcester. we have the cold air. we have had the breeze out of the northwest. 10-15 miles an hour. that is producing cold windchill factors. although, the wind isn't quite as strong right now. the windchill factor, well above zero compared to this morning. we were close to- 10. we have this cold air in place. 24 on average was the high temperature this afternoon.

the teens. still cold. not as cold as last night. and despite the cool start 40 degrees. a nice rebound. we will stay close to that for the weekend. more ahead. >> christa: live over the scene right now in auburn. a body of a man has been found off route 290 in a wooded area. you can see police cordoning off that area. looks like they have blocked off a lane of traffic. we have very few details about this at this moment. when we get more, we will, of course, pass it along. >> sarah: a rollover on interstate 95 south leaves a median. this happened an hour ago near exit 11 in norwood. the left two lanes of the highway were shut down for emergency crews. >> christa: a developing story in andover. commuter rail passengers being bused after a train derails early this morning. that stuck train causing big and several other lines as well. right now, crews are still

schedule. on this very cold day. here is jennifer eagan now. jen? >> reporter: the m.b.t.a. hopes to have that train that was a problem moving again within the hour. and then other trains can get moving right along this same line. this was the first really cold morning. and it proved to be a problem mattick one for many commuters. a train derailed in andover, snarls the morning commute. >> definitely is just a mess. >> oh, sure. i'm already an hour late for work. what are you going to do? the company that rubs the commuter rail says the wheels slipped off the tracks around 4:00 this morning. onboard. no one was hurt. the derailed train blocked four trains north of andover from going on their route. trips were canceled. buses are car rig passengers the problem spots. from lawrence to the andover station. >> we have been waiting without any word of what's

there is no notification. >> reporter: temperatures in the single digits could have derailment. which left some passengers waiting in the bitter cold. sooner-than-than last year. the problem. we will get through it. >> reporter: right now these are passengers who are bused station. tla board that commuter rail. and it will get going. m.b.t.a. trying to get the derailed train moving again. right now. it will then be inspected in boston. they hope to have service fully restored by the afternoon commute. we are live in andover, 7 news. >> sarah: a truck hits an electrical knocking a transformer to the ground in natick on michigan drive. you can see electrical wires pulled down and some resting on top of the truck. emergency crews are on the scene. >> christa: the smell of gas inside the whitmore elementary

evacuation early this morning. officials say the school was cleared out because of high carbon monoxide levels. luckily, no children were here is victoria warren with more. >> reporter: a school scare in waltham. dangerously high gas levels detected inside the whitmore school. out. >> i came in and the police told me not to come in the parking lot. and just go down the street and wait out. i'm just waiting for clearance to come in the building. >> reporter: several dozen teachers were already inside. luckily no, students were. some kids, though, were in the process of being dropped off. buses brought in to keep dropped-off kids warm. eventually, everyone went to the middle school where parents were given choice to come pick them up. fire officials say the carbon monoxide levels were high

luckily, no one was hurt. it turned out to be... there are three heeing plants that heat the school. ted williams tunnel of the three we believe to be the problem that was malfunging. report tt school cannot be open tomorrow. >> sarah: president obama cracking down on gun control today. as he unveils his goal to tighten the nation's gun laws. with or without congress. kris ander son joins us now with more on the president's plan. >> kris:. >> it's a movement. i'm telling you. it is a movement. >> sarah: donald trump spoke to more than 5,000 people in lowell on monday. he said that with everyone's help, he is going to change the country. >> people used to call it the silent majority. we are not silent anymore. >> sarah: protesters were also

the crowd chanted "trump" and "u.s.a." as they were escorted out. there was a free speech zone outside for protesters. >> we want to show everybody that all his slogans, everything he is saying is filled with hate. muslim, black, all lives matter. >> sarah: trump we leased his first tv ad in iowa and new hampshire. it reinforces his stance on immigration and isis. >> he is calling for a temporary shutdown of muslims entering the united states. he will quickly cut the head off isis. and take their oil. >> sarah: bill clinton was in new hampshire campaigning for his wife hillary, meanwhile. >> she hadn't been elected to anything. but everything she touched she made better. >> sarah: clinton never mentioned trump's name. the crowd was clearly supportive.

>> sarah: trump's ad shows people in morocco, not the border of mexico. trump says it was done intentionally. >> christa: president obama tightening gun control as he unveils his goal now to tighten the nation's gun laws with or without congress. he just spoke moments ago. here is kris anderson with >> kris: this was an emotional speech by the president. boston mayor marty walsh was also there, joining president obama, as he took his gun control policies to the public about a half hour ago. just wrapped up a few minutes ago. the president saying that his priority for his final year in office is going to be to set new gun laws. the president introduced by the father of one of the children killed at sandy hook. addressing a passionate crowd at the white house today. president obama explaining several executive orders that aim to expand background checks and close what he calls the "gun show loop hole."

approval, including the hiring of 200 new a.t.f. also and the addition of $500 million to go toward mental health care's budget. the president has events all week long, including a meeting with families in newtown, connecticut. kris anderson, 7 news. >> christa: a coyote in pembroke, new hampshire finding itself in a tight spot. it had a plastic jar stuck on its head. officials say they received several calls over the weekend from people who spotted the coyote. but when observation officials approached it, it ran off. it hasn't been seen since sunday. tom brady making a florida teen's wish come true. how they were able to meet up.

>> sarah: welcome back. 12:35 right now. if you have been outside, it is bitterly cold. >> christa: they are starting to talk about this polar vortex again. yes. we thought it was gone for good, chris. this is not good. >> chris: big terminology. last year and the year before. that may swing back around. a little little bit of piece of it breaking off next week coming down from canada and the midwest. we are a long ways away from. that we have a regular old cold air mass in place. snow shut down pretty much. cold afternoon. milder by tomorrow, though. watching those temperatures jump up and jump up fairly quickly tomorrow. off the morning lows. 20 in boston. struggle-fest today in terms of warming up, though. windchill factor at 11. temperatures across the board running in the upper teens and the low 20's at this time. the wind speeds beginning to come down a little bit in the city of boston. not quite as strong as it was earlier. the windchill factor is now well above row. that is an accomplishment considering we were close to-

snows. fading out pretty much. a couple passing flurries still down there. wind speed in boston, 7 miles an hour. eight miles an hour in norwood. still breezy across the cape. these numbers not quite as strong as what they were earlier today. you look across the mid-mid wie, ohio valley. the weather is quiet. i don't expect any significant storm systems over the next few days. if you look to the southwest of us, you notice temperatures into the 30's and 40's. back through portions of the middle part of the country. that is the more seasonable weather that will be heading in for tomorrow. tomorrow afternoon, we are done with the cold air. back near 40 degrees. although it was a cold shot this morning. coldest weather in some time. right, danielle? >> danielle: yeah. that's right, chris. we haven't seen this cold since february 24. this morning, boston got down to eight degrees. worcester got down to three degrees. certainly, cold out there. and then we had the very cold air mass moving over these

our water temperatures are in the 40's. picking up that water vapor. that is how we get the ocean-effect snow that we saw along the cape and in plymouth county all morning long. now that is starting to taper down, as chris was saying. now, where they also have snow, out west. they are dealing with a traditional typical el nino set-up. look at this. one, two, three low pressure systems out in the gulf of alaska. they will continue to see the rain and snow all week long. how does that impact us? well, in the past, our snowfall amounts have been below average in january for el nino years except for one. we will see what happens this month. food for thought. >> chris: low pressure number two, danielle. may give us some rain over the weekend. the track is too warm to supply us with some snow. yes, we have bright cold conditions right now. diminishing breeze. the cold air is fleeting after tonight. still cold in some suburbs. in the upper single digits. a lot of suburbs, though, in the teens and in the city of

>> christa: we have this story about a ski-lift scare. a day on the mountain that took a frightening turn for one family. >> sarah: his son started to slip and fell about 30 feet right off this ski-lift. kris anderson has more. >> kris: terrifying moments, as you mentioned, for this family. boy is okay. he is recovering at home. that is the good news. his family is still upset about the accident. the boy's father says that no one who works on the ski mountain has even called to check on his son and explain to him how this could have happened. >> he dropped 30 feet.

to me and asked if his brother was dead. >> kris: a ski trip nightmare for doug and his twin boys as they got on the chair-lift mountain. >> i made it halfway up the mountain. my hand started to give out. and i had to look at him and say "i love you." and same sorry. my hands gave up. he dropped. >> kris: this is a picture of right. his brother chris on the left minutes before the accident. doug says they went to get on the high-speed quad. he noticed there was no one to help them get in the chair. cam fell on to an ungroomed trail. >> i true today grab him. i tried to pull him back up. i'm holding him. i turned around to yell. i noticed there was no one at the platform or the kill switch. >> kris: ski patrol got to cam who ended up with bruises and a concussion.

year, the problem. we will get through it. >> reporter: as for keolis and the m.b.t.a., the train that derailed in the area where it went off the tracks is going to be inspected. jennifer eagan, 7 news. >> reporter: you will have to shell out more to ride the "t" in the coming months. member t m.b.t.a. is moving forward with plans for fare hikes. a subway pass could increase by $7.50 a month. a monthly commuter rail pass would go up between 4.7 to 5.1%, depending on what zone you use. a bus pass would go up by $8 a month. the second proposal would generate more revenue. a subway pass would increase by $9.50 a month. a monthly commuter rail pass would go up by 4.9% to 10%. a month lip bus pass would increase by $9.75. >> christa: still ahead, plans for revival.
