apartment building built over and around the government center garage in downtown boston. it's the fir phase of a 1.5 billion development project approved by the boston redevelopment authority thursday night. eventually a total of 6 buildings will complete the project which will include more office, hotel, condo and retail space. too much of that old cement around here so something with glass would be really pretty . fine with me. it will create jobs and create a place for people to live. so i don't see anything wrong with it . okay . >> reporter: we can always use more parking though . >> reporter: the vet is being called an historic opportunity to replace much of the drab cement parking garage and re reconnect some of boston's downtown neighborhoods. but part of the garage will be demolished and that means more than half the parking spaces there will disappear . that's crazy. are you serious? yes . >> reporter: where am i going to park when you need to come to the courthouse? oh my gosh.

>> anchor: we're following more news today. water problems in flint, michigan prompting the tate's declare a federal emergency. the drugging water in the town is full of lead putting nearly everyone there at risk for lead poisoning. the problem began in 2014 when the city began sourcing its water from a nearby river. experts believe salt in the water then corroded lead pipes. local firms say not enough is being done. we're putting a band-aid on a problem that requires a surgical procedure . i can't do nothing about it but continue to buy bottles of water with money i do not have. >> reporter: while the town waits for a long sperm solution, several organizations have been distributing much needed bottled water door to door. >> anchor: a duck boat tour in seattle is back in service today after a deadly crash last year. the ride, the ducks tour is back on road after the operation was shut down back in september. the company says the first tours of the day were sold out, five

40 others hurt when one of the duck boats slammed into a tour bus last summer. the ducks have changed the bus route and added several safety features but some people fear they still might not be enough safety going on . probably not necessarily the safest route to go. i am actually surprised this are allowed to operate again . i believe they are a good company and it was a very miss fortunate incident that happened. >> anchor: right the duck still face several lawsuits related to that september crash . >> anchor: new details following the organ occupation. a county judge refusing to meet with armed protestors who have taken over a federal wildlife refuge in oregon. the judge says he doesn't think it's safe. now this did not sit well with the protest leaders whose group has occupied the wildlife refuge for nearly two weeks to protest federal land policies. judge grasty is now arbitrarily blocking the people from meeting together to talk about this. he has taken the position as a

indicating more moderate, even heavy rainfall south of the city toward buzzard areas bay and south coast as well. but look at the other colors that are sneaking in around the backside of this. you've got colder air working in the middle levels of atmosphere upstairs so while the temperature at the surface may be above freezing, we're seeing snow that's falling in some locations. we're talking wet, heavy snow and an inch or two it looks like and most likely for higher terrain. i told you the temperatures are really key here so at 1:00 a.m. if we're already seeing rain in fitchburg and also in keane, new hampshire we're goes to see freezing rain so black ice making for a glaze on the roads and surfaces, sidewalks, driveways as well. then as we head into the mid hours of tomorrow morning we'll call it between 6:00 a.m., 9:00 a.m., that's when we start to see that colder air working in from the north and the west and we get a quick changeover to snow which could make for a quick accumulation. we're talking several inches of snow as you take it into the north country. but higher elevations along route 2 into the worcester hills

worcester we could see that rain rain/wet snow accumulation maybe up to two inches in some spots and patchy, freezy rain that. becomes a concern late tonight so if you do head out overnight tonight, past midnight, please be mindful of that on those un untreated surfaces. winter weather advisory for all of this wintery, wet mix 11:00 p.m. tonight through noon tomorrow for those slick areas. freezing rain north and west late tonight, wet, heavy snow north and west tomorrow and even a bit of a wind that's coming in out of the northeast. not calling this a nor'easter because the snow not here with it and we're not seeing those wind gusts too strong. i think below advisory levels but could gust between 30 to 35 miles per hour for the south coast tomorrow and how about this for ski country looking good. several inches of snow piling up up. not just for tomorrow but also for monday we're expecting another system to bring in a little more snow for us. we'll be watching out for snow squalls and snow showers that day so tracking that one very closely. let's take a look at the 7 on 7

panda family is getting ready for a whirlwind weekend. prepping right there. bebe was born in ought and has been making progress ever since . even though we have seen him on that panda cam and on saturday he will finally have that big public debut. get ready for panda moanium at the smithsonian. the national zoo's newest giant panda cub bebe is just about to mick his public debut. it's so much fun getting a hold of panda. who gets to do that? >> reporter: this giant panda keeper says the cub is a little bigger than his big sister was at this age . we sort of feel like bebe is little bit calmer, more easy-going than his sister . >> reporter: the panda house has been closed since the birth but he has been keeping busy . mostly sleep, a little bit of play, some wandering around chasing his mother then hing. that's what he is doing . >> anchor: soon he will hang outside like the rest of his panda family so panda keepers have to cub proof the yard . we want to make sure the yard is safe for him . >> reporter: and keep hill
