troopers say the wheel flver the barrier and struck another car on the northbound side of the highway killing the man behind the wheel. they say the wheel landed on his windshield and roof. it happened at 1:00 on keu9 northbound. sky 7 over the tragic scene earlier. state police on both sides of the highway for hours reconstructing the accident. at one time troopers were looking for the tire as they searched both sides of the the 19-year-old woman visittably distraught and upset on the side of horrific accident. all troopers say at this point in time is that it is under investigation and no charges have been filed as they continue their investigation. reporting live in lexington, kelli o'hara, 7 news. also on 7 a fire that broke out at a water treatment facility in quincy is finally out almost 24 hours after it started. crews though bringing in

help deal with the smoldering situation there. the flames that left five people injured were burning underground which really complicated the fire fight. jonathan hall live in quincy tonight. we understand that finally progress has been made there. >>reporter: adam, that's right. it was a long day' journey and night and day again. this thing went on and on but a sigh of relief here as the sewage treatment fire is finally out. most of the injured are out of the hospital. one co-worker told me they felt like a bomb went off and stuff came flying at them. the fire at the mwra sewage treatment plant is finally out thanks to this big crane which removed a giant slab of concrete and allowed firefighters to reach hot spots in duct work which had been impossible to get at some 75 feet below ground. >> of we took the cover off, you can see flames

fire at about 3:00 p.m. on monday caused injuries to five employees and set off a massive fire fighting effort which stretched overnight. the good news, none of the workers was badly hurt. the bad news this was a stubborn, stubborn fire that took 24 hours to extinguish. quincy's fire chief was on scene. he says the crane was a godsend because his guys could pour water on the fire instead of walking down five stories with limited air in their tanks which lasts an hour in ideal conditions. >> it would have taken us ten minutes to get to the scene of the lower level where the fire was and start working in completely darkness. >>reporter: how long do those air tanks last? >> really about a half an hour. >>reporter: four employees have been released from a boston hospital and they came back to

one remains hospitalized. >> he's got headaches and some issues with his eyes. >>reporter: the plant is still operating screening sewage from the south shore. though the odor control section is inoperable, the mwra doesn't believe people in quincy will notice. we can tell you right here we're not smelling anything bad right now. jonathan hall, 7 news. a driver is behind bars after a hit and run in lowell last night. police say a man was crossing thorndike street when he was hit. the driver sped off and police later found the victim in the road with life-threatening injuries. investigators did make an arrest, a 20-year-old lowell man, in connection with this hit and run. he appeared in court today and police are saying he rear-ended another car while leaving that area causing minor injuries to people in that car

sky 7 hd above a house fire in franklin. we don't know if anyone was inside that home at the time and we don't have a word yet on the cause of the fire. we're following up on this. sky 7 up over a water main and gas main break in waltham. there was water pouring up and out of the pavement on river street. waltham police say there are no evacuations or injuries. 7 news now turning to your forecast. the winter warmup had many leaving the hats and gloves at home today. there's a guy in short sleeves, even somebody else without a coat. temperatures climbed and even shorts. probably going to or back from the gym. let's get to jeremy reiner and stop guessing what everybody is wearing. >> and we're not judging either.

47 with a lot of sun. temps still holding near 50 degrees. even lower 50s. plymouth at 50. worcester at 44. those were the highs. right now the numbers are in the upper 40s. bedford at 47. here are the clouds. technically it is a cool front with those clouds. there's no real arctic air behind this weather system, behind this weather system. you go from the upper 40s and low 50s in new england. on the other side of the front the numbers are in the upper 20s and low 30s. our numbers will step back a little bit tomorrow but the normal high is 36. and even tomorrow i think we're heading for the low 40s. much the same on thursday. friday and saturday close to normal but there are signs as we work into the end of the weekend and early next week. another warmup is on the way. we'll talk more about that in a few minutes. >> jr, thank you. parts of the east coast aren't quite as lucky as us. they are not getting the warmer weather and many

cars buried under mountains of snow, streets that remain unplowed. >>reporter: a lot of people still waiting to get their every day schedule back in order. that includes in washington, d.c. where the federal government is still shut down. public transportation in the capital finally getting back to normal today but the two feet of snow keeping the federal offices closed for the day. and in queens, new york residents still stuck in the snow. a lot of them say they haven't even seen plows on their streets yet. about potential emergency situations as well. new york mayor says it's increased its cleanup efforts. cars remained buried and even if you could dig out, there's no where to go. residents fear they won't be able to go anywhere for days. 7 news. all-clear at a naval medical center in san diego after reports of

police were blocking the entrance to the southern california medical facility treating it as an active shooter situation. a spokesperson said at least three shots were reported this morning. the center posted a warning saying attention an active shooter has just been reported in building number 26 at naval medical center san diego. all occupants are advised to run, hide or fight. all non-emergency response personnel are asked to stay away from the compound. police searched the scene but didn't find any evidence of a shooting. >> we are continuing to clear the building and to ensure that there are no casualties, that there's nothing that's not quite right in the building. as of right now, we have found absolutely nothing that indicates there were any shots fired. >>reporter: the city also locked down two nearby schools as a precaution but they were also given the all-clear. this just in, a texas teenager, he used

in a deadly drunk driving accident has dropped an appeal against deportation so ethan couch will return to texas. he and his mother were detained in puerta vallarta in december. his mother was quickly sent basic to the u.s. and she was released after posting bail. a texas planned parenthood accused of illegally selling fetal tissue now cleared of any wrong-doing but there are new charges filed in this case. a grand jury found the houston clinic did nothing wrong but that jury is now charging two people who made under cover videos accusing the clinic of making the sales. prosecutors say they are two anti-abortion activists who manipulated their driver's licenses. >> all along we knew they had done nothing wrong, so this is not only a relief but a vindication as well. >> the videos sparked nationwide uproar over

planned parenthood. those two activists are charged with tampering a governmental record. authorities in california are offering information leading to the arrest of these three escaped prisoners. they got away together early friday morning. investigators say they cut thri a metal grate and rappeled down using bed sheets. authorities warning they could be dangerous. in the race for the white house now, we are just six days away from the iowa caucuses and polls show the races in both parties are too close to call. ryan schulteis here with the latest. >>reporter: this endorsement might make a big difference for trump since religion is important to many iowans. >> god bless the great state of iowa. >>reporter: it's a blow to ted cruz.

people living along the california coastline are on edge. >> they have a state of emergency there and tenants at one cliffside apartment build having been ordered to move out of their homes. >>reporter: some tenants at this apartment building at pacifica, california began moving out as soon as they got notice. others though are chosing to stay, spending the night despite specific instructions not too. >> wouldn't you rather be safe? >> i'd rather be safe, yes, but i'd also not be onhe street all night. >>reporter: city officials deem the building uninhappen itsable. they say they've been keeping an eye on it for years but the toll on having to move out had one tenant pleading with the city council for help.

the temps for the month of january averaging normal. december, those numbers are about ten degrees above normal. this winter. this is an el nino winter and those el nino winters, they are tough significant cold. yes, you get cold stretches here and there but then you bounce right back. typically january thaw does happen from january 20th through the 26th. give or take a few days, and they happen, they happen about ten degrees above normal. the normal high is 36. so been there, done that this afternoon. the city this afternoon reached 49. norwood at 52. nashua had a high of 50 degree. right now the numbers are in the 40s. bedford at 47. jaffrey and orange the 40s. a year ago tonight we were advertising 24 to 36 inches of snow on the way and then we just locked in for three

only three days where the temps above 32. that's the added insult to injury. but we're not doing that again. again the cold. it will not be as relentless or as pounding as it was across much of the north eastern half of the united states. here's a cold front right here but this is not an arctic front. you hop on the other side of the front. they didn't reach the 50s today but chicago and detroit and cincinnati, upper 20s and middle 30s. it's chilly, it's seasonal. i think the coldest of this weather system is going to pass off to our north. so that means for tomorrow the numbers will be a little bit cooler than today but still above that normal high of 36. tonight cloudy, mild. a few sprinkles as the cool front moves through. 34 through 38. morning clouds with some sun around in the afternoon. breezy, mild. temps between 40 and 45. boston tomorrow around 44. duxbury 45. west of town the numbers a little cooler than this afternoon.

there will be a westerly breeze. thursday another day with sunshine, temps similar to tomorrow. less wind so thursday is a nice winter day. thursday and friday i thought there might be a couple weather systems that join forces and gang up on us. i don't think this cool front trying to reach out and grab that low, it's too much. that storm goes harmlessly out to sea. the cool front will generate clouds and a couple of flurries, perhaps a couple of sprinkles as well. that's about it. saturday upper 30s and here comes another warming trend. saturday, sunday and tuesday of next week upper 40s, low 50s. a belmont woman is pushing the limits, hopefully going the distance. >> you may remember we talked to you about becca peasie. she's taking on the world marathon challenge. that's seven marathons

us on the scene with the latest details. >>reporter: good evening. what a tragic accident. as you can see though, traffic is moving slowly again. state police tell us a young woman who was driving earlier on the southbound side of 128 somehow lost the rear tire of her pick-up truck. that tire flew over the jersey barrier, hitting and killing a man on the northbound side. as you can see sky 7 hd over that scene earlier where traffic was tied up for hours. they say they don't know how they are tire became loose but it did fly over around 1:00 this afternoon and killed a man driving a sedan. it landed on the man's windshield and roof. by the time rescuers got there, they say he was killed upon impact. you can see state police were on both sides of hours reconstructing that accident. at one point in time it appeared troopers were looking for that tire in the brush as well as this highway was shut
