city-run summer camp in south boston. >> officials confirm it was an accidental drowning. >> the mayor of boston is calling for a number of new safety measure to begin on tuesday, but the commissioner of police says this was just a tragic accident. 7-year-old kyzr willis from dorchester drowned at carson beach on tuesday. the boy got away from camp counselor was and found a few hours later in the water. they say the search started after kyzr's gone. camp director called police, they sent search crews out and after about four hours they did find kyzr in the water. the commissioner says no foul play here. it's just a tragic case of a kid slipping away. >> you know, you lose sight of a kid for even seconds, a tragedy like this can happen.

heart, but anyone knows, you know, a kid like that, you know, you need eyes on them 24/7. it's a terrible tragedy. >> reporter: as a result of this tragedy, as i mentioned, mayor marty watch walsh is calls for changes. i'll detail that tonight at > a -y court. it happened a a state-run swimming pool in lowell. >> now he's facing serious charges and faced a judge today. >> reporter: the suspect has only been in the u.s. for two months before this alleged incident happened right here at the pool. he's accused of touching this teen repeatedly, but because there's cameras at the facility, it may be caught on video. a 22-year-old syrian refugee new

behind bars after police say he inappropriately touched a 13-year-old girl earlier this month at this pool in lowell. the teen told police he approached her, touched her upper leg and asked her age. she says she told him she was too young for him and walked away. you then allegedly began to follow her around the pool. she says he touched her thigh for the second time, and that's when she told him she was a little kid and to leave her alone. >> it's disgusting. if 14, 15. >> reporter: he denies ever speaking or touching the teen. he admits he may have bumped into the girl while swimming. >> even though he's a refugee and somebody emigrating to the united states, you have to follow the rules here. >> reporter: he's only been in the u.s. two months and is assisted by the international institute of new england. they refused to comment citing a confidentiality agreement. in a statement, the department of conservation and recreation, which oversees state pools,

safety and security of our visitors and work closely with our partners in local and state law enforcement. >> hopefully he'll learn a lesson, and i hope that he gets whatever help he needs so he doesn't do this kind of thing again. >> reporter: he's been ordered to stay away from the victim, anyone under the age of 16 other than family members and this pool. he's expected to be back in kout next month. in lowell, 7 news. a crash course in abbington le police arrested a man on drunk driving charges after he hit a woman walking down the street. both the driver and woman were seriously injured and taken to the hospital. boston police investigating an overnight shooting in dorchester. shots were fired at bailly street around 11:00 a.m. they were at the scene collecting shell casings and checking evidence. a 13-year-old home alone when a man tried to break into their house while the teen was there.

walked around the outside of the house several times wednesday before breaking through the glass door. police believe the man rode off on a bike after the alarm went off. a 14-year-old girl by herself inside when it happened. >> first, it started off like a polite knock, and then after it started to get even worse. it got louder and louder and louder. itounded like a big boom like somebodyho something. then i just heard a bunch of stuff falling down. >> that girl says that she hid in her parents' bedroom and mothers against drunk driving calling for change at the statehouse today. members of that organization met to push for a new bill to require people that get arrested for drunk driving to get a breathalyzer tsunamied in the car until charges are dropped. one more whose son was kimmed by a drunk driver begged for law enforcements to pass the bill. >> everyone or anyone damaged or destroyed by a single, selfish decision to get behind that

he said he won't step aside for a special prosecutor. instead he will incorporate another prosecutor to enhance truce in results. that's u.s. attorney don lewis. >> i'm not hiring don to be a consultant. don's actually going to do the work like the team that i have' assembled to help me process this really, really important decision. >> that 32-year-old was shot ani during a traffic stop. his girlfriend said castile was just reaching for his wallet when he was shot. five of the six police officers charged with the death of freddie gray have filed lawsuits. the officers allege defamation, false arrest, false imprisonment and violation of constitutional rights. according to an attorney for two of the plaintiffs, the officers were in his words humiliated. there was political motivation, and the charges were not supported by the evidence. authorities in michigan

water crisis. prosecutors believe those six people altered reports about lead contamination in the city's drinking water. michigan's attorney general says the charges vary, but that each person tried to cover up the truth. >> many things went tragically wrong in flint. some people failed to act. others minimized harm done and arrogantly chose to ignore some intentional altered figures an significant health risks. >> nine public officials in the case are now facing prosecution. a famous murder in the nation's capital making headlines once killing of levy congressman's career and now the case for the man previously found guilty in her murder was dismissed.

we have breaking news right now out of manchester, new hampshire. fire investigators say a deadly fired that happened a little while back was an accident caused by smoking materials that lit a piece of furniture on fire. you're looking at video from that massive blaze. the fire marshal says the fire smde right before the building exploded into those flames. four people died in that fire. they were all in the same apartment at the time. two of the victims were children. all right. changing gears right now. a horse stuck in the mud getting some help from officials in colorado. the animal was trapped for hours in knee-deep water just unable to move. >> thanks to firefighters, technical rescue teams and some good samaritans, that house is now safe and sound.

the rainstorm that almost was. here it is, the tropical plume of rain just gra coast and cape and islands this morning. nantucket about three-quarters of an inch and new bedford a third of an inch. here in boston less than 0.10 of rain. that was it. around the metro, a mix of clouds and sunshine. through western new england we have seen a few scattered showers and downpours pop up in the afternoon heating. they drop south. they will cross the route 2 corridor. we have a nice drenching of rain

then they will simmer down and fizzle out over the next couple of hours. temps in the 70s and 80s and ficheburg is 87 and boston 77. dew point temperatures 60 to 70. for tonight mostly clear and patchy fog. 63 to 68. that weather system moves away, and then there is another weather system on the maps that may bring us scattered showers on sunday in between tomorrow, saturday, kin over that. it's a nice summer day with less humidity, a mix of clouds and sunshine. there may be a pop-up shower or storm in western new england tomorrow, but a better chance of some scattered showers in new england on sunday, and again monday as this weak weather system wobbles across the northeast and is not as robust as the one that grazed us this morning. so i am not as confident that we would, you know, get some beneficial rain for everyone. there's a chance, anyway, for the few scattered showers and some storms.

walsh to call for changes at all city-run camps. police don't suspect any foul play in the death of kyzr willis. >> the mayor hopes to prevent a similar tragedy. john coco is live in bto more on the mayor's plan. >> reporter: ryan, these are n standards. according to the mayor, kyzr's family hopes that these help. >> when i spoke to the comes of his death, it would be good for the city. >> reporter: mayor walsh is hoping a new set of standards to to strengthen oversight and safety for drop-in programs will be that something positive. >> we're unfortunate -- we're fortunate not to have a tragedy like this in the city. then unfortunately tuesday we had a tragedy. what's going to come of that tragedy is some changes. >> reporter: those include a

staff will conduct headcounts on 60-minute intervals. then, a child/staff ratio. a minimum ratio of 10:2 for children ages 6 and under and 20 ooch 2 for children ages 7 and under. there's ocean safety procedures. all children that enter the ocean have to wear a life preserver at all times. assigned staff must remain times. finally, security cameras. the city will look to up grade the surveillance systems. >> we'll make it more unform across the board to make sure nothing like this happens against in the city of boston. >> reporter: two other new standards include a front desk staffing procedure and a book end supervisor procedure. >> john, thank you. today boston police did lay out a detailed time line of what
