here is heartbroken over the loss of so many lives. very, very tragic and horrific accident and my thoughts and prayers are with the families. >> anchor: the state police aren't releasing victims names until family members have all been notified. all they will say right now is their investigation into what happened is ongoing. in middleborough, steve cooper, 7 news. >> anchor: tonight we're hearing from the heart broken father of one of the victims. a college student returning to team 7 coverage live on cape cod and kelly we're saying father but because of the relations he could also be an uncle or sole sort of relative to the other victim as well, right? >> reporter: yes, that's right. this man is absolutely heartbroken. i don't think heartbreaking describes what this family is going through. they are a large family here on this cape his son was headed to anna maria college with his two cousins and another friend

the cape with the family when that tragedy occurred on 495 and he says that the family understandably is in shock. fun loving kid, you know? he never got into any trouble. i always would say i have to worry about other people, other things. stopping him and that's what has happened. too soon. he was going back to school and to do his thing. all of them were. they were all ju the community and the families are hurting. >> reporter: mr. digs didn't want to show his face but wanted to let people know about his son and share those photographs with us and remarkably as we were speaking just a few moments ago, he said his family also goes out to the driver who is out in that other car that caused this wreck that is under investigation

are mourning the loss of their loved one. reporting live in barnstable, kelly o'hara, 7 news. >> anchor: and we're following a developing story in nashua, new hampshire. another loss the death of this 16-year-old causing city leaders to seal up storm drains. police believe that teen-ager was swept down a drain during friday's downpours. family and friends creating that small memorial to remember him. that's with where they believe it happened. 7's dan hausle new hampshire with a freak tragedy, dan. >> anchor: yeah, it's really tough behind me you can see the memorial that's grown here and it actually grew just a bit in the last hour or so when some aunts and uncles and father of the victim came by to see if they could find some kind of answer. jacob goult's father is comforted by family near where the far with a teen was last seen friday night all them too upset to talk of a boated metal

cover, orange cones marking the other. police say one of those storm drains was open friday night when 16-year-old jacob disappeared into the nashua river. his hat and umbrella near the open hole. he was a at thical teen-ager like me sometimes depressed all the time but like some things like drama at school but most of the time he was happy and joyful making jokes with all of us and he was just a happy person. >> reporter: investigators say surveyance video shows him walking in the area with a hat and umbrella later found near the open srm strangers have been drawn to the area lucking for answers. a 16 yearly kid loses hi life because a some drain pops off. how come they all didn't pop off? i know we had a lot of rain so that could be why. maybe it was forced up. i have no idea. it's a strange story. >> reporter: while city officials are offering no answers about how the cover may have come off, the storm drain, they are vowing to do whatever they can to keep it from happening again. the mayor's office promising to replace aluminum covers with

electronicking to system will cover the entire state, 23 locations from the fork border to downtown boston. mass.says the move will help the air quality, reduce congestion and improve public safety. a lot of accidents happen at the various toll facilities because traffic is slowing down, merging, cutting into lanes. >> reporter: but with the new system going live on friday, that means getting rid of the old system. all of the components of the toll plaza will be the canopy overhead, the booth as well as tunnel system, the stairs that go down into the tunnel system. >> reporter: the construction that begins on friday will focus on removing the toll booths in the center lanes. traffic will then be diverted to outside lanes. with construction scheduled to last until the end of 2017, mass dot is hoping drivers will be safe and plan accordingly. people need to be reaped for that on monday during their commute because it will be a big
