find out whether japanese quail are sexually promiscuous on cocaine and that never goes away when we do a continuing resolution. nothing ever gets performed so i say let's let it all expire and lets you the power of the purse. republicans have a right to be frustrated republicans are not doing enough in washington. i say let it all expire. >> the results of the finding elements cap skokie cuba could just ball the audience and save a lot of money. >> if we did what you're talking about to does indeed bring some short-term chaos? >> every year the money expires we should let it expire every year than then when we were places replace the spending we should pass it at an individual bills, 12 parts of government
9:06 am
should pass their own spending. 2005 was the last time we passed all the spending bills. nothing gets reformed. my point is government is definitive herbal bath defended her boldness and borrowing all this money is a durable burden to the economy is having that happened inconvenient and spending comes to a halt and we restart it is what you need to drive reform in government. if you do nothing just give the government of the not then that's a disaster. >> people have the feeling that if we did that once you all agreed on new spending, what do you think is it's practical to reduce our current bubble of spending? is there such a figure in your head? >> there is something called the pending penny plan plant where he cut 1 percent of spending every year and the budget balances and in five years but it is a real budget cut, not a cut in proposed increases so please add three.8 trillion last year we would cut by 30 30 billion. you do it each year for five years and the budget actually balances and i think most families have had to put up with losing 1 percent of their income. i don't think there's any reason
9:07 am
something that is personal. some people have wondered at the cannes sorenson trial can kind of hurt us guilt by association? >> it's not really related is not really related to me. >> but some of the same folks are involved? >> not of those people work for me. >> former state senator kent sorenson has article and guilty for his his part in a scheme to scheme with randy paul's father ron in the 2012 caucus. several times are for bad debt. jesse benton is up for federal charges in des moines right now and that was all part of a secretive plan to pay sorenson and hide the effort to do that. denson ran ron paul's presidential campaign in 2012, but he had also worked for randy paul's super pack. he no longer does.
9:08 am
ron's grandchildren. all about the three youth education economy and environment. it might also be about election. corbett is does not deny that he is looking to run for governor in the future governor is really officially out there endorsing candidates at some point in time it certainly would be a formidable opponent for any
9:09 am
that want to get in and try statewide run as governor. >> let's talk about the threes. how do you mean the economy right view the economy right now? governor has warned the agricultural side here since that hasn't inflicted governor said we can expect revenues to be tighter especially after the big commercial tax how do you view our healthcare. >> i think the economy is very strong right now. i think if you would drive it around the state you usa great harvest. yields are up in and both in both call corn and soybean. in cedar rapids our economy is partially ad based but we have strong manufacturing etc. but that right now our unemployment rate is down below three.45 so it is an issue of only going to have the people of the future to attract people to come to iowa? one of the issues we have to work on and engage iowa is in contacts income tax and income tax policy.
9:10 am
and in the 19 the 1997 was the last time personal income taxes have been addressed in our state and i think it's time we do that. i think i was also the cuts time would do that. >> people over the years have sold me on tax cuts and two different ways. some folks believe it is more important to keep commercial taxes low so business costs are low and that is what it will take to bring people here. others think we need to focus on families and and individuals. >> i am probably more a at looking at families looking at families and individuals. i think one of our biggest challenge in a state of of the state of iowa is our population growth. businesses around cedar rapids are saying we need people, we need people. we just had a job there where over 50 were over 55 companies were looking to hire people so we are really not as competitive as we used to be as relates to our income taxes. when i does talk about income tax cuts.
9:11 am
we are talking about income tax modernizations. basically our revenue is nothing but a mini irs. i think there will be a lot of reception and as we've been out of the state we're just getting launched. we we're just getting this thing together and we are just a month or two old and just getting into shape. we are hearing from a lot of iowans that our income taxes are too high about going to hurt our group of the future geeky but is that the response back in cedar rapids after the governor vetoed the extra money for k-12 schools? the legislature kind of worked together to put that together and a lot of them were surprised that he shot that down. >> generally the education community has a negative response.
9:12 am
districts in cedar rapids that are facing some very big challenges and it was kind of the great disappointment within the education community and that funding was be vetoed like that. >> is that something you would like to see the legislature work to restore some of that next year? you talked about the difficulty getting corporations here at getting people to want to move here, is that something longer term we have to wowoy about? >> certainly federal funding is key to the system because the state of the largest player. there is property tax that plays the funding model. another thing i think that has especially with k-12, is the lack of local control. it used to be school boards, superintendents principals and teachers had a lot of authority
9:13 am
in classroom and buildings, but with all the federal and state regulations, every dollar comes with strings attached to it and with all those strings all it does is kill the innovation in the classroom. working on medication long term the delivery system of education for the future and trying to re-create where you had innovation in our classrooms. >> so was that vetoed vito disappointment to you? did didn't put you where you think we need to go? >> certainly i think day in and day out there's trouble with the cedar rapids school district so yes, i was personally disappointed in the veto, especially as the legislature worked so hard to get that done. my time in the legislature, i was 13 years there and i was appropriations chairman for two years chairman for two years, and so i know how hard it is to put these budgets together and how delicate it can't can be. it was a disappointing it was disappointing to receive that especially after all the hard work everyone put into getting
9:14 am
that compromise compromise together. >> so let's talk about the environment. some folks said hey i can't believe a republican is talked about the environment, you're all against climate change and not thinking of the environment but about business. >> i think it is an opportunity for republicans to be more aggressive on environment. teddy roosevelt and president of united states and thanks to him we have our state parks around this great country so i think it is something we need to be more vocal on. there is public policy and if the liberals are the only ones opposing proposing public policy they will dominate the debate so i think we need more
9:16 am
when you think some someone someone homeless, living in the deep south or in orinda hills of west virginia after the mine shutdown? but the truth is in polk county many who are hungry and word were not there but word rather let next the next male next meal them have jobs. that shows the need behind a new $10 million effort called partnership for a hungry free full county board of supervisor members and angela connie and bob burton burnell join us now. we have seen that you want to raise about $10 million, obviously a lot of money so where does the money go? what would you use it for? >> there's a lot of things we will use it for and this would we are hoping to expand hours and our food pantry, have mobile trucks go out in neighborhoods and build new food pantries which we did in riverplace which is our first polk county food pantry that we've ever had. we have had an increase of 2600 people visiting that site alone
9:17 am
so we know there is a real need. >> and this is as the economy is supposedly getting better. >> the economy is getting better but there are still a lot of people going hungry. one out of five children and one out of eight adults. >> going forward your longer term is this an acknowledgment that this is going to be a problem that will be around for a long time? what is going to fix this? >> those are questions that we all have, how do we know for doing any good and how to do you sustain that it? so those are questions that we all have. i think the impetus behind this is good enough that we need to move forward with it. we find pantries that of "-left-double-quote 70 percent of the new people who come to the pantry are on our radar. the pantries can't be used all the time but 70 percent what when we opened a new pantry are
9:18 am
are we missing? this seems to be something that is really kind of the eluding us and it is not just the homeless as he said in your intro but these are working poor. >> it is almost two thirds of the people who are considered food insecure have a job of some sort. >> right and food insecure is a really broad curve but it is generally accepted by everybody. that means you don't know where your next meal is coming from. you had breakfast and it doesn't mean you don't know where you're going, it means you don't know
9:19 am
if you're getting a meal at all and that is the definition of food insecure and there's 55,000 of those in polk county. >> what do you see as a solution? what is going to make this basically erase this need and get rid of this? >> we know that in five years what we would love to say is that the 55,000 because right now we know that is a number in polk county going hungry every day. i can't be an naive enough to think were going to erase that number in five years because that is what this plan is for but i think we have to take the approach. right now we are looking at the 10,000,001 help us meet this plan. the food pantries extended hours, meals on wheels, extra staffing for the food pantries extra hours, the food packs that we will have its schools, even the extra food pantries that we are going to put in schools, all of these things but let's get to the bottom line and if is it going to help us figure out more housing? that is also a basic need is housing. do they need to get back to work? we had to look at this holistic way and know there's other things we need to be looking at also. >> bottom line we need more people making more money don't we? >> you've hit it right on the head.
9:20 am
got to come up. >> this obviously is a bipartisan think thing. >> you could do that. polk county could just raise the minimum wage. does that work like that? >> it is something we could do i suppose. i question whether or not we have the authority to actually do it. i don't know if we can pass an ordinance that says minimum-wage is going to be asked and that applies to every jurisdiction in polk county. >> that is something we're looking into. >> but you're right, more income for folks is a way we could look at this.
9:21 am
does that reduce the pressure on food pantries. i think it is important to mention, angela talked about his backpack programs and people do that to their cities are who's toughest on spending? fox news did the analysis and jeb bush had the best record. billions in pork, vetoed. eight budgets, balanced. and tax cuts every single year. right to rise usa is responsible for the content of this message. if you work hard, and you do your part, you should be able to get ahead and stay ahead. but the republicans... they want to go back to letting the super wealthy call the shots.
9:22 am
they don't support paid family leave. they don't even really support refinancing student debt. we've got to get this economy working for the vast majority of americans, not just for those at the top. that's what i intend to do as president. i'm hillary clinton and i approve this message. who has the plan for jobs? jeb. tax cuts for the middle class. eliminates special loopholes. an explosion in growth and new jobs. jeb: cut taxes. grow america.
9:23 am
right to rise usa is responsible for the content of this message. last segment we talked about one of the big problems addressing us in polk county. you get a chance to meet his presidential candidates are your rubio fan entering hillary clinton fan. you get marco rubio for dinner just the two of you, what would
9:24 am
becomes president? >> i think the country needs healing. we've gone through several years of our political leaders on both sides of the aisle separating and dividing us by our identities and our identity groups. i don't need another guy or woman who does that and just makes it worse so what is your plan to heal us and bring us together and bring us beyond our divisions? i want someone who will address 21st century issues with 21st century solutions and i'm tired of the 21st century approach to everything so what are these solutions and what is your vision? it is easy to be against things but i want to know what you are for. it takes so long to get a ba va appointment that our veterans are dying so it's easy to be against that but what are you for? i have been impressed with senator rubio on those things but those are things that i would like to have him flush out a little bit more. >> you get dinner with hillary clinton. what do you tell her? >> i am very, very impressed and i'm sure a lot of the country was impressed. she was very presidential the other night in the debate and by far she stood out. she's a very smart woman. i really want to know how is she going to engage congress so that we stop this fighting and bickering and how can we get something done. that is really what i would sit down across the table with her
9:25 am
and say, how are you going to get anything done? i love your ideas and i love your issues and i'm excited about your plan would really how're you going to get anything done? >> you both have thought about congress throughout your career. you both decided no way. >> no thank you. >> clearly that place is a mass. >> clearly. >> we actually can get more done here i'm sorry to say. >> at the county level. >> and polk county is different from other counties i get that but this is kind of a symptom of the bigger disease which is that we can actually take this on an local level because if we wait for the federal or even state government to do it it's not going to get done. i don't agree with what johnson county did but i understand their frustration. this is kind of local folks taking things into their own
9:27 am
picks. question one, where does polk county need the most improvement, in what area? >> we need to jeopardy music playing the jeopardy music playing right now. >> if you could wave your magic wand what would it be? >> well, we need to figure out how to solve this crisis for food insecurity. >> okay geek jacked up al qaeda government or. >> anything. >> i would say labor. there is a coming labor shortage here that is going to cost us some businesses businesses conceivably so i think labor development is our biggest challenge. >> to think more broadly for the entire state what would make us more attractive for folks to
9:28 am
move your? >> mountains and oceans. [laughter] to give this might be hard to get. >> i think it's pretty attractive already. we are getting a lot of people moving here from other spots, not just the midwest but across the country and once people get here they really seemed to like it so seem to like it so i think we just need more exposure. >> wears an area the county could really share services with the local municipality and it would make sense? >> we have tried in the past for instance it, we have done -- we have tried that and we just couldn't get back on activity to work. we are working on library function, the low hanging fruit we look at lot so we work with our municipalities a lot. >> okay. >> we've got great relations
9:29 am
with our municipalities. i would say maybe more of the central a central iowa realm sharing jail space. we do have jail space there and that would be something that we would probably be open to talking to everybody in either county. >> question five, biggest misconceptions or are you guys get calls from constituents and they say it's your job as supervisor who could fix something, what is the biggest misconception about a question like that. >> lower their property tax. >> i would say the biggest misconception is that the assessor goes out and assesses their house to whatever we need to adjust our revenue and that is absolutely false. >> and your predictions are really skipped ahead that question five. if you could have any musical group in the world come here and play and polk county who would you most want to see? >> i've been talking about
9:30 am
garth brooks for a while because we went to on the hockey to omaha. >> make it happen. doubt be a good one not be a good one. >> will one that i wanted to see is coming here follow-up will be here just ahead of ncaa's. >> now predictions. >> cubs sweep and northwestern is going to lose by three. >> i predict there are certain cardinal fans that will never become royals fans so embittered
