a union county man is behind bars this morning... charged with two counts of first degree murder. the iowa division of criminal investigation arrested 37 year old jerry dillinger of thayer...after the discovery of two sets of human remains in union county. authorities say one of the victims is his former sister-in-law... 37 year old

officials say hunters came across dillinger's body in a pond... near lorimor on december 2nd. they called it suspicious, but released few other details in the case. during their investigation, the d-c-i found skeletal remains in thayer. no word yet on the identity of the victim... police are searching the missing persons database. and have yet to release a motive in either case. a bondurant man is recovering this morning after getting shot while deer hunting in guthrie county. the iowa d-n-r says another hunter accidentally shot 32 year old shaymus smith. the shotgun slug hit him in the right leg around 2-30 yesterday afternoon. smith's injury is not considered life threatening. investigators say the other hunter meant to hit a moving deer. the latest iowa poll shows another republican candidate has trumped the frontrunner. according to the des moines register-bloomberg politics iowa poll, texas senator ted cruz leads

families and free college education. iowa's longest serving governor is about to set a new milestone for the country. tomorrow marks governor terry branstad's 7 thousand- 642nd day in office...making the 69 year old republican the longest serving governor in american history. an official celebration will take place tomorrow evening at the iowa state fairgrounds. this morning on the insiders with dave price... branstad looks back on his 21 years in office. iowa military families hopped on a free flight to texas this weekend. the "snowball express" flies children and spouses of fallen soldiers to dallas every december. during the five day trip, families make new memories while still remembering the loved ones they've lost. kayla jaenke first boarded the "snowball express" at nine years old... when her mother, a naval officer died in iraq in 2006. "it's pretty nice to know that there's a lot of people out there that care about us and that uh...they put

terrorism. russian authorities are investigating a deadly fire at a home for people with mental illnesses. 23 patients were killed... and more than 20 others injured. firefighters put out the fire around three local time this morning. two dozen patients were safely evacuated to other facilities. many are unable to walk and had to be carried out of the building. investigators don't yet know what caused the fire. officials say all of the patients at the facility were men, and those who died were between 46 and 78 years old. secretary of state john kerry is praising the newly reached climate accord and its potential economic benefits. and measure how much money we save on this kick in the first thing is to manage the outcome. we able to improve the health of the people on medicaid? we have expanded medicaid over the last 30 years. we've had a lot of people ended up going back to the emergency room because there is not coordination of services and as a consequence you have one doctor prescribing something, another another thing and they might be in conflict with each other so the person ends up back in the hospital, emergency room and hospitalization cost a lot of money. 26 states have already done this managed care for medicaid and it's where you improve the healthy outcomes and also savings as well. we measure based on how healthy the medicaid population is and

medicaid costs are unsustainable. they're going up much faster than other things in the budget and that is eating into things like education but medicaid is getting a bigger and bigger share so by managing and improving the healthy outcomes, we also figure we can reduce the estimate for this first year which is only a half year of implementation for the fiscal year, $51 million. it is significance and we are looking forward to the experience of the other states and with one oh four: what going to the processing other art new hampshire north carolina and alabama to. >> but one of the worries is that when you make the switch businesses will cut services and that is how they will save money and you're talking about more than half a million people who are worried they will not get the same amount of care. >> actually, the program does not call for any cuts in services. that would've been the alternative.
