first on 13... iowa land owners are hoping a 15 month fight comes to an end this morning.. today the utilities board holds their final meeting on a controversial oil pipeline that would cut through iowa properties. the 3-point-7 billion dollar pipeline would carry oil through four states... including iowa. illinois, north dakota and south dakota have already okayed it. now iowa is the only state that hasn't given the go-ahead. all this week board members have

pipeline's pros and cons. discussion has ranged from climate change to oil spill cleanups to safety issues. but the main issue remains... if they'll use eminent domain to let the developer dig into private land where land owners don't want them digging. the developer -- dakota access-- is confident they will... you can see how confident here. they've had pipeline stacked up and waiting to go in since before snowfall. if given the green light, construction would begin this spring, and the pipeline would start pumping oil by the end of the year. the board has been considering the project for 15-months. despite that, and the week they've dedicated to meeting on it, members still aren't promising a decision today. we're learning more this morning about an officer involved shooting here in des moines... police say it was 25-year-old

officers tried to pull him over yesterday. that kicked off a high speed chase down southwest 14th street... police say allen was going as fast as 80 miles per hour when he eventually lost control... sliding off the road and coming to a stop. but as the officer got out to arrest him, police say allen suddenly put the car back in gear and drove toward him. the officer fired three shots at the car... but missed allen. parizek 12:04:52 it was definitely a scary situation for him. he very easily could have died. the fact that he discharged his weapon... on the surface, it certainly looks like it meets the standards of the law and our policy. his life was in danger and that's pretty clear cut 06 austin is now charged with eluding and assault on a peace officer with a weapon. a mother and her two children are safe after waking up to smoke and flames... was living in with her kids... he says it was likely an electrical issue that sparked the fire. five departments were called in to knock down the flames. everyone is okay, but the home and everything inside was destroyed. meanwhile investigators still aren't sure what caused a deadly fire in des moines... the house on 61st street caught fire just before seven tuesday night. shortly after, crews found the remains of home-owner brian houston inside...they want to know if houston set the fire intentionally. it may seem like we've had a lot of fires lately, but the red cross says the numbers are normal for iowa. so far this year, they've been called out to 75 fires. last year, that number was 84... they say it's a good reminder to check smoke alarms and practice fire drills. homeowners may also want to pay

ellingson continues this morning. today the trooper who cuffed him will have to face a judge for killing him. missouri state trooper anthony piercy was charged with one count of involuntary manslaughter back in december. today he'll be arraigned in circuit court. prosecutors say piercy was reckless when he arrested brandon ellingson at lake of the ozarks in may of 20- 14. ellingson was handcuffed when he fell out of piercy's boat and drowned. his life jacket came off in the water because prosecutors say piercy used the wrong type. piercy claimed he was never taught how to use life jackets... and the jury cleared him. but recently, allegations of

with a weapon. we now know the name of the person killed in a deadly des moines house fire. the remains of home-owner.. brian houston.. were found inside this house in the 27-hundred block of 61st street. it went up in flames just before seven tuesday night. investigators are still looking into the cause. funeral arrangements have been set for for a prominent community leader who died this weekend. former principal financial c-e-o david hurd will be laid to rest next week at unitarian church here in des moines. hurd died saturday after falling from the 22nd floor of the plaza condominiums in downtown des moines. he was 86 years old. a week of meetings over a controversial oil pipeline come to an end in des moines today... all this week the iowa utilities deliberations to weigh pros and cons of the proposed bakken pipeline. they're deciding whether to use developer dig into private land where land

the pipeline would carry oil through four midwest states... including iowa. we are the only state that has not approved it. if approved, installation would begin this spring. preparations are underway this morning for the next presidential debate here in the midwest... tonight the democrats take the stage for their sixth face-off this election season. the debate will be held at the university of wisconsin in milwaukee. bernie sanders enters fresh off a landslide primary victory in new hampshire... the debate starts tonight at nine on p-b-s. on the republican side... the ring is growing smaller... yesterday, carly fiorina and chris christie announced they're out of the race for the white house. fiorina finished seventh here in iowa... chris christie came in tenth. sheriffs have landed another arrest in the oregon protests this morning... nevada rancher cliven bundy was arrested in portland yesterday.

occupation over federal land policies weeks ago. he was later arrested for suspected conspiracy to impede officers. it's still unclear what charges cliven is facing. four protesters are still holding out at the refuge. iowa doctors are out with a warning about the growing zika virus this morning .. the flu-like illness causes joint stiffness, a rash and pink eye...but that's not what doctors are concerned about. they say the biggest risk is for pregnant women. zika virus has been associated with babies being born with microcephaly -- which causes them to have small sized heads and brain abnormalities. doctors say the best way to avoid contracting the disease is postponing travel during pregnancy. winter temps can pose a huge road block in getting kids to be active... especially for those who live

approval. the drowning case of brandon ellingson continues this morning. today the missouri state trooper who cuffed him will have to face a judge. anthony piercy is charged with one count of involuntary manslaughter. prosecutors say he was reckless when he arrested the college student back in 2014, which contributed to his death. piercy's arraignment is set for today. if convicted he faces 7-years in prison. cannabis supporters are facing an uphill battle at the state house. lawmakers made medical cannabis oil legal for iowans with chronic epilepsy in 20-14... but the law doesn't allow for the oil to be produced or sold in the state... leaving many iowans without the drug... now a bill would make it easier for medical patients to get it. supporters say it's a move to resolve conflicting laws. the bill does not allow for marijuana to be smoked or for
