surprising your valentine with flowers is one of the more popular ways to show your love. but it will cost you.. if you're shopping on line.. 1-800 flowers and f-t-d are the established players. but, some new startups are shaking up the flower industry. cnbc's kate rogers has more. in a panic over last minute flowers for valentine's day? it's not too late. a new crop of on-demand flower startups are promising to make your lover happy in a few hours or less. new york city based florist rachel cho is busy fulfilling same day orders for "the bouqs" company. the california based start-up is sourcing flowers from eco-friendly farms in south america and the states for nationwide five day and next day delivery. and they've recently added same-day services to 130 markets from artisans like rachel. the bouqs

supply chain-- cutting out the middle man-- leads to lower costs. "one of the things you will see that is very different for us vs. competitors is that pricing, especially this time of year around valentines day. so, you can go onto our site today, you can order 1 dozen roses delivered on valentine's day for 40 dollars flat. because we don't have those multiple levels of supply chain, between us and you as the consumer, we don't have to sort of bear the mark ups at every step along the way. we can offer that price year round." armed with sleek apps, vc dollars, and a focus on sustainability, competitors in the on demand eco- friendly space include bloomthat, which wraps its flowers in compostable burlap and urbanstems, using its own in house bike couriers for delivery. while spending on flowers for valentine's day has remained stable for the past few years, at nearly $2 billion, the more traditional florist industry has taken a hit over

dollars in 2006 to less than $6 billion dollars last year, as online retailers and grocery stores increased their market share. which is why savvy florists like rachel are turning to the bouqs. "the bouqs customer, they keep on growing because they retain their customers, as well as they're reaching out to many different people and the demographic has been both very young, but it's also very broad range. its not only valentines day, its birthdays, its anniversaries, and gifts for their parents. so there's a lot of opportunities to buy flowers and make people happy." all of this ahead of what rachel expects to be a very busy weekend... for

8:33 am
"tonight, we honor his extraordinary service to our nation, and remember one of the towering legal figures of our time." justice scalia was 79 - the longest- serving justice on the current court - but still his death at a texas ranch came without warning. and it came in the middle of landmark court calendar - with nothing less than the boundaries of presidential power under review. his passing sets the stage for a political battle royale over his successor - and the supreme court's balance of power. on a polarized bench ... he was as well known for his sense of humor as his fiery dissents - the cornerstone of a conservative wing that influenced the law of the land on issues ranging from affirmative action and abortion ... to gun ownership and free speech - not to mention obamacare. but he was a firm proponent of the letter of the law - not the intent of the founding fathers. and women the same way the military plus women's words and whether prominent women are trying to shame young american women into backing hillary clinton but first we start for the topic that is a lot more serious. imagine if your child has this user every day and may be several maybe several hundred times a day. they can interrupt almost every aspect of a child's life which interrupts the entire families lives. now imagine lawmakers create a law that is supposed to bring relief. this controversial in some people peoples minds but also brings the potential for an almost miracle cure. the law is in effect but it is tough at times to see how it is doing anything for the families who had high hopes for it. let's bring in our first guests west des moines. you have shared her story with margaret for a few years now and
9:25 am
house again and again. lawmakers passed this bill in 2014 and we're talking about cannabis oil, kind of a misunderstood thing, but now that this law laws in effect, are you seeing any benefits of it? >> we were able to start giving charlotte's charlottes web from earlier this year and i think we have seen substantial benefits for her. i think the difficulty for parents is of her parents is it is very difficult to obtain this medication in iowa. >> but you've found a way to be to use the mail right? >> s. >> how does that work? >> we were on a waiting list for a long time and with wait they contacted us this spring that said we'd gone to the top of the mailing list and they felt confident they could send it to us and they started mailing it to us but there's not a lot of it. >> why is that the cost?
9:26 am
list and it was the only state we found that you could buy it as a nonresident was oregon and so how are you going to get it on top of the cost of going out there through four times a year. >> axis sally, you have seen your daughter on this hemp oil. what has happened since? >> the first major thing is she started sleeping through the night so you with a newborn imagine 25 years of not sleeping through the night so i think sleep is healing. as she sleeping through the night hopefully her brain is feeling somewhat. >> how many seizures did she have a day? >> some days for five and sundays 45 and some days zero so it just depended on the day of the week. >> what is happening to her body after all of these years of dealing with epileptic seizures? >> it causes brain damage. she will be 26 on monday and functions of the 45 -year-old soap she still loves barney.
9:27 am
this is just as and always daddy's girl and she will never work. she will never be able to live on her own. she will never be independent. >> every year you've waited for lawmakers to do something must bring immense frustration knowing there was a promise of at least a relief that you can never get i assume. >> it is frustrating. she's had 16 different and adhesion medications a seizure medications and had a surgery and all of a sudden you hear how well children are doing on a medication that you cannot get access to so it is extremely frustrating and that is why we've had families moving to colorado. >> of always thought epicenter family got involved with the steve is that you are mayor, part-time mayor in west des moines i know you have a job on top of that but what do you think about government? here you are doing what you're supposed to. you're supposed to go to your government officials and say here is a problem help us fix
9:28 am
they pass a law that so many families can't see the benefit of the law. they have registration cards you can get in the last check i saw as 90 people have these cards but a lot of people are in your position but they can't get the oil yet. >> correct. it is frustrating because the government is here to solve your problems. i see it everyday. the mayor of west des moines said people who have problems that only government can can solve expect the government to solve them and if they don't people get frustrated. >> so they passed a law but most people don't see any help from it. >> because they the only way to do it is to have it manufactured in your state with 23 other states are doing and we are asking the iowa legislature and the legislature and the governor to produce this medication in iowa for iowans. >> the governor has said that he worries this could be a gateway to something worse. >> i don't know what he is worried about. the drugs are already out there on the street.
9:29 am
tested quality cannabis. we are not going to go out on the street and get street marijuana we all know anybody could go out there in five minutes and get what they want so i don't know how this could open the door to more recreational use. that is not even anssue. >> what's the first year you started lobbying on this? >> we started in december 2013 for the 2014 session so we've gone through to insiders entire sessions now. >> is there reason for optimism? you have peaked county in west des moines tried to push this through the house and the houses where the problem has been to try to get the bigger changes here, that in the governor's office. >> i think a lot more of the members of the house are educated and able to have the conversation was the past two sessions they really have not had the conversation. i think once they are educated on what we want and what we
9:30 am
based on a survey that was done it shows what the people who are opposed to understand what we are asking for. it's like well yes, you should be able to have that. >> and that's the bigger learning curve so they aren't getting freaked out by the word cannabis or what? >> yes. i think all the years of recreational users coming up to the capital and saying we need a medical marijuana program hurts our cause and we had to separate ourselves from bad and say we are not asking for that. nor will we ever ask for that. as well as the legislators have the power to say we will never allow recreational marijuana in iowa. so they always have that option. this is not a slippery slope. >> steve, you form your family has formed a kind of a network of other families in the state. how many families do think could benefit from this if this gets through? >> sally probably has a better
9:31 am
network that you're on but i think it's if you add some extra conditions to it we've heard from people who say my relative has parkinson's or ms or chrome and they say they could get access to this it would substantially help them so this is much broader than seizure control. i think there are a lot of iowans with critical conditions of this medicine could help. >> do you still have faith in medicine and in government? >> i do. we're going to keep going and keep working at it. we like to think at the end of the day ultimately the right thing is done and we've made progress this year. i think it is an advantage for us to go there and explain how much better margaret has been doing since she's on it and now they have proof of an iowan who has been taking it. >> and there is proof she's better off. >> absolutely. they looked at the seizures in october and said that her seizures have been cut in half by 50 percent on top of sleeping through the night, better
9:32 am
she came in and spoke the first full sentences ever spoken in our lifetime communications skills are better. she's happier and i think the momentum is building. we're starting to hear from leaders are getting involved now. bob and a plat came to us and said we should be helping families. this is iowa and we should be figuring out a solution to this. >> thank you. when we come back, some words from some well-known women

struggling to get young women excited about her campaign. poll show when it comes to democratic presidential candidate, young women prefer bernie sanders and of wall street journal poll in new hampshire found about two thirds of the women under the age of 45 would rather have sandra's president sanders president and clinton president. two prominent clinton supporters, both women, have challenged younger women to step up for clinton and that's the way they chose their words that got worth it got our attention. let's bring in just the end jeff denver for words for democrats like christine christi health act she's also also partner in strategic strategic elements. hello. she is your shivering with me and our next guest is the first female president senator and two servers she served as ambassador to barbados. these days she is a well-known public speaker and author and is in a very sunny climate right
9:36 am
you. >> thank you dave. >> let's start with these two quotes that got our attention. madeline albright former us madeleine albright former us secretary of state hillary clinton supporter and in a rally she was telling the crowd we can tell our story of how we climbed the ladder, talking about women and a lot of you younger women think it's done. it's not done. there is a special place in hell for women who don't help each other "-right-double-quote and this is something she is known in another quote from gloria steinem the feminist social activist was talking about when asked why younger women are going to sanders, she says well when you're young you thinking where the boys? the boys are with bernie. so when you heard these two comments, what did you think? you've worked for female candidates and run campaigns what did you think? >> actually, it made me sad because obviously we look up to
9:37 am
we think gloria steinem blazed a lot of trails frost and we were sad that they would go that far talking about younger women who make up their own mind their own ways on their own issues. >> mary, you know what it is like to court women. you know what it is like to be a female candidate. you heard these lines in what were you thinking? >> i am shocked, to tell you the truth because i think there are many many ways that women support each other. a political campaign may not be the place that we can do that. here we get into what do we believe what our issues, who do we think is going to be the best for us and i like thinking that people run for office because they want to serve not because they want to be the first woman or because they have or they believe people should support them because of their gender.
9:38 am
value issues have to come up right there close so i'm just surprised that either one of these women would make statements like that. >> it seems to me that in hillary clinton's second run she does talk more openly about it being being the first female president and clearly she is more openly courting women so how are you supposed to do that? >> it is difficult to run as a woman to become the next president of the united states and it is a fine line for her because i think the last place they didn't talk about her as a woman enough. now she's talking about it more and a lot of the issues that are important for coming up with both candidates equal pay, things like affordable childcare, family medical leave, those issues are at the forefront which is great for
9:39 am
is probably helping as well but i think there is a balance and women are put under more scrutiny than men are in general when they run for office so it becomes a lot more difficult, but at the same time the message is very important peer to have to know why you're running for office and what you want to do when you get there and i think that's been some of the issue >> marry you know what it is like to run as a woman and when would you also advise a lot of women looking at getting into office so how do you advise them when you talk about hey, i'm a woman. are there certain issues they should talk about? >> there is this whole lien gleam in thing and the fact that we're talking more and more about equal sharing of family
9:40 am
issues are very important issues around childcare and healthcare. i would similarly challenged and then men candidates because those issues should be as important to them. let's talk about them broadly. i think there is a risk of trying to choose women's issues because you're a woman. i think we ought to talk about i'm a woman, i'm a candidate first, i happen to be a woman but i'm running because. >> we need to take a quick break here. we have had two straight iowa caucuses that it been a been filled with some challenges.

are some of the issues raised especially on the democratic side of things especially during the iowa caucuses. is any of this criticism misguided? >> it may be overblown. it is important that as democrats and republicans we focus on keeping the caucus keeping first in the nation. i think it is definitely important that we look inward to see if there's any improvements to be made. i attend my caucus and it was definitely overcrowded. we went inside and outside and inside again. there weren't enough voter registration forms and there are many things that can happen but i think it is important that we look inward and say how can we improve this process and be very open and make sure that what we do is as transparent as possible to improve it. >> one thing people talk about us we can never get the final
9:44 am
we know you have a funky way of doing things in your side when you're doing to get i was caucus director for a brief period in 2003. >> and you've been in therapy ever since probably. >> right figuring out the math and which precincts god which delegate number and it is a complicated process. democrats are obviously more complicated. we tend to like our process but i think there is the moment where you look at it and say okay here are the final numbers to each candidate do they match the delegates and if they do we say we have a clean process and everyone is happy with the process. it is possible that the numbers may be different for the person that one man for the person that lost. >> ride so in the raw totals bernie sanders could win in theory. >> in theory he could but everybody understands that is our process.
9:45 am
really understand those that release those numbers and understand that's our process. >> marry you watched all of this and obviously your side it's kind of a straw poll so it's not nearly as complicated. do you think democrats will have to make some changes are not? >> i think they need to do whatever they're going to do because to me it is not --dash the caucus itself is a bit anti- climactic. what iowa does so beautifully is to expose the candidates as persons, as human beings, as candidates and where they stand on issues. i think our job was done extremely well this time and that is we got people paying attention to the candidates and where they stood on issues. that is the most important thing. who goes out of your winner you
9:46 am
been that it could've been this ted cruz was crooked, whatever. you hear this stuff but i'm still at the point where i want to say who wins it's okay to talk about but what really happened was candidates had to perform retail politics. they had to talk to us. >> but because of what happened in 2012 on your side declaring the wrong winner to claim the claim romney first thing coming back in thing all know and single note was out with the other the other one and then you've got donald trump saying that ted cruz essentially stole the election by having his people say ben carson was dropping out and he didn't do you worry that in 2020 we will be in trouble? >> i hope not because i still believe that our job in the caucus itself is kind of a demonstration of that.
9:47 am
south carolina and nevada and whatever but we still did our jobs and that caucus night to me is the greatest exercise in citizen democracy that i can imagine. anyone who sees this is left is less critical than people who are like we are to white or we are whatever. we pay attention and we do work. every time i have interviewed this time around people say i can't believe all those people that turned out in cold it was so nasty and they want to get out there and hear and see we do our job and at the end and this time especially, i thought it was a wonderful problem to have. both republicans and democrats just overflowed the place. that says to me it works so i'm not saying we ought to change.
9:48 am
after all, it's our process and if we have to defend it then will defend it going forward. >> thank you for your time out in california. enjoy the sun and happy valentine's day. >> thank you. thanks very much dave. goodbye. >> i'm not done with you yet. you are still coming back. when we come back the obama administration trying to make it more equal in the military for

iowa gender-neutral combat standards. it's a mouthful and for senator joni ernst it is also not an easy answer to say whether it is the right move to get equality in the military that is the first to go any in effect this year. it tries to treat the secretary sex is the same but ernst told me men and women don't score the same when you try to measure their physical fitness. >> you will find that women will score lower because they don't
9:51 am
so when you look at promotion opportunities, leadership opportunities, women will score score lower in those areas than their male counterparts, so it may inhibit their ability to move into command like company command come battalion command so are we really doing our women a favor by moving them into those roles where they will be on equal footing with the male counterpart. >> so she thinks basing it on physical fitness tests could help women when it comes to promotion later on. the journal of applied physiology looked at some of the differences when it come to the sexes and they can be substantial according to the survey. look at the makeup of a man on average 26 more pounds of muscle than a woman and that impact strength. that study found that women have 40 percent less upper body strength and 33 percent less lower body strength. senator ernst told me it is not so simple to say while let's
