the dynamics of this changed throughout the day. earlier this year, the republican governor terry branstad and senate democrats doubted the budget could afford these tax breaks. however, the governor signaled today he's open to a one-year extension.

bolkcom then came back with...that's fine...but show us how you can also properly fund schools...along with these tax breaks . we'll see how the math works on that. a company getting millions of dollars in state tax breaks is now accused of failing to pay the company that's building its new fertilizer plant. orascom broke ground on the nearly 2-billion dollar fertlizer facility in lee county in 20-13. much of that cost was coming in the form of state and local tax incentives... the department of economic development offered 107-million dollars in state tax credits. lee county added to that with 133- million dollars in local tax abatements. the department of transportation added another grant for one- point-6 million. now one of the subcontractors building it says it isn't getting paid. according to a federal lawsuit filed by maintenance enterprises

orascom owes them more than 53-million dollars for work already completed. they say they haven't been paid since october 29th of last year. they are suing for breach of contract. according to the des moines register... there are other companies orascom isn't paying. another sub-contractor.. r-w constructors has filed a 119-million dollar lein against orascom. a drunk driving suspect now faces assault charges... police arrested 22-year old daniel cruz around 2-30 this morning along southeast 14th street. they say he stabbed a man following a party. the victim showed up at this quick trip trying to get help. the victim's condition is not being released. cruz is charged with assault with a dangerous weapon and drunk driving. des moines police got a break in the unsolved murder of a 71-year-old woman. it turns out their suspect is the man who was shot and killed by urbandale police a little more than a week ago. channel 13's jannay towne joins us with more. ali yahia... the same man involved in a shootout with

february 13th... is accused of breaking into norma jean mcneeleys home on january 24th. the 71 year old was brutally stabbed to death. police say yahia tried to cover up the murder by pretending to be the victim of a crime. 09:03:34 he had , we know now, through the course of the homicide , had sustained a serious laceration to his hand. he went to the hospital with a fabricated story of a home invasion 45 mcneeley was killed at her home victim of a random robbery. investigators found a bloody scene inside. they collected samples from the away from the crime scene. then, they waited for the d-c-i crime lab to come back with the results. tests confirmed a d-n-a matched a known violent offender. police say yahias death basically closes the murder investigation.. which comes as a relief to some neighbors.

thing and it would be horrible to happen to anybody, but they were just so vulnerable and the crime was just so atrocious 52 norma jean mcneeley lived with her sister who is disabled. she was upstairs at the time of the murder and heard her sister being attacked, but couldn't help in time. when i spoke with her today, she told me that she was asked by police not to talk about the case. a marion county judge has removed all doubt about a clive man's record breaking deer hunt... shortly after shooting the trophy buck in 20-14.. joe franz was charged with four counts of using bait to lure the deer the judge acquitted franz of the charges today saying a salt lick placed on the property by a previous owner did not draw in the deer.

of our lives" continues. iowa state won saturday night, but no one is talking about that. all the talk centers around the coach's decision to bench jameel mckay for the entire game. iowa state says it was not a suspension, but today on the big 12 conference call, head coach steve prohm said mckay will definitely play tonight at west virginia. mckay has not played in three of iowa state's past five games. he is the cyclones leading rebounder and shot blocker. cyclones, now ranked #17, on big monday with another quick turnaround... at #14 west virginia. cyclone star shawna johnson is away from the team. bill fennelly says johnson's with her father in minneapolis. her dad recently had a stroke. the register's tommy birch reports johnson could be back in time for iowa state's next game, wednesday. it's been an uncharacteristic season for the cyclones.
