we haven't heard back from the company. the iowa economic development authority's spokeswoman says the agency feels comfortable the fertilizer plant project is moving forward. iowa's plan to transition to a privatized medicaid system has been approved, but delayed... the governor introduced the reform last year with the goal of it happening january first. but the federal government pushed it back to march first... and now it's set for april first. officials say the extra time will allow the provider networks to build on the improvements they've already made. three private companies will oversee the system, which serves about 560 thousand iowans. governor branstad believes the privatized system will save the state as much as 51 million dollars over time. suppressors are legal for

states... now some lawmakers are hoping to make iowa number 42... 'i think they are a tremendous device, they are for hearing protection, a suppressor itself is not a weapon, its an accessory thats put on a firearm just to cut down the noise as a hearing protection device.' representative terry baxter introduced the bill...he says suppressors reduce the sound of a gun shot by 20-30 percent, direct the sound downrange away from the shooter and help protect the shooter's hearing... but opponents just want shooters to use ear protection and view suppressor as a weapon. 'i think there is too much danger involved to legalize one more offensive weapon to be a non-offensive weapon in iowa.' the bill passed the house 74 to 24.... also passed through the house, removing the age requirement to shoot a gun, and allowing those on

a loaded gun. drake university is set to break ground on one of its largest projects in decades. construction on a new, 15 million dollar building on 27th street begins saturday. the facility will house the school of education, the department of mathematics and computer science, and the ray center. it's one of two buildings being added to the campus as part of the "stem at drake" initiative. both are expected to be complete by july of next year. a mental health patient is in custody after escaping from a waterloo hospital... police say a man stole an ambulance from covenant medical center this morning....eventually crashing it through the door of a garage, and leaving it in an neighborhood. he managed to change out of his hospital clothes before officers captured him... the man's name has not been released and police have not yet filed any charges. a former state senator has pleaded guilty to a disorderly conduct charge... kent sorenson was facing domestic abuse and interference with

from last july.. but they were dropped as part of his plea. he now faces a sentence of up to 30 days in jail and a fine of up to 625 dollars. sorenson is awaiting sentencing for violating federal campaign finance laws during the 2012 presidential season. testimony has started in the trial of a boone man charged with killing his wife... alexander fazzino is accused of killing emily fazzino in january of 20-12. her body was found on the bathroom floor of their home. both sides agree she had a prescription medication. but prosecutors no drugs found in her system at the time of her death. they argue her path to recovery included leaving her husband, especially after police were called to their home just a week before her death. you're going to hear that after police had left, emily, who was slowly standing up to alex, wanted to get away.

had detoxed, but still suffered from withdrawal symptoms. they say she fainted on the day of her death, causing her to accidentally drown in the tub. iowans are being asked to perform a good deed to honor a victim of a deadly tornado... tomorrow is the "aaron eilerts day of service and giving." eilerts and three others were killed when a tornado hit a harrison county boy scout camp in 2008. the governor at the time gave distinction to february 24th because it was eilerts' birthday. his hometown of eagle grove is planning several projects, including packaging hundreds of meals. it's all taking place at robert blue middle school and anyone is welcome to take part. a pair of indianola medics rose to the occasion when they stumbled upon an accident... we were coming back from methodist and we happened to take a whole different route home. we took fleur down to highway 5 which is a completely abnormal route. just happened to take the wrong turn

kayla shark and jason kling saw a crashed semi on des moines' south side this weekend. they stopped their ambulance, and discovered the driver unresponsive in the front seat. so, they began performing c-p-r and using a defibrillator to restart the man's heart. luckily, he regained consciousness... the touching thing was he wasn't concerned about him he was concerned about if he hurt anybody. he kept asking did i hurt anybody? and we're like no and so him being a truck driver we figured out he was afraid maybe he had run his truck into someone. for him to come to, after all of that, and his concern was other people's well fare, that's just a great thing. the indianola fire chief is commending the medics for performing above and beyond their duty. mostly cloudy skies will hold on at least into the overnight in central iowa. while winds will be light at first from the nw at 5 to 10 mph, they will pick up and gust 20 to 25 mph on wednesday. with the wind, even though tthere will be more sun on wednesday, highs will be slightly cooler, in the upper 30s. winds will be even stronger on thursday with gusts near 40 mph possible. that will push

but before you go shopping for an expensive security system, you might want to hear from a man who knows a thing or two about breaking into homes. the man spent more than a year stepping over guard dogs and ignoring surveillance cameras. now, he's telling us why it was so easy for him to do that, and what it would take to stop him. jim mertens has more. for doug, a two and a half year crime spree was easy. doug : 100-percent of my burglaries were all walking past something, seeing a garage door open or a car door that was open with a light on and just going up and going in it. from the time he was 16 until he was caught six months after his 18th birthday, doug had two sets of friends. one set spent time walking

and homes. doug : it was easy because i didn't have to do anything but open a door. and it was profitable. he had a part time job, working 30- hours each week... and then he had a second job. doug : and i could go out for four hours, checking car handles and garages, and make that same money in four hours. what doug saw in his neighborhood walks should interest us all. doug : i was kinda an opportunist criminal you might say. he says every house and every car he entered was unlocked. his victims made it too easy. doug : it was, it was. i think, honestly, i was addicted to it. and he said few security systems would stop him. he could get around dogs... ...and didn't worry about high tech gadgets. doug : security systems don't really phase me, especially if the doors are unlocked. and if the house had cameras, well, he had an easy plan for that. doug cameras really didn't deter me. if it was open, i'd throw something on my face, walked up, i always had

pleasant third. fort dodge finished seventh. iowa still doesn't know if drew ott can play an additional year of football for the hawkeyes. ott applied for a medical redshirt waiver. ott played more than the allowable number of games before tearing an acl, but since he was already injured, he only played two full games. chad leistikow of the des moines register reports no word from the big ten, even tough the nfl scouting combine in this weekend, and ott's been invited. kirk ferentz said earlier this month he's optimistic ott will get a fifth year at iowa. the hawkeyes are 9 point favorites at home tomorrow night. after losing 2 of 3, and suffering their first mini slump of the season, iowa hosts resurgent wisconsin. then it's ohio state, indiana, and michigan. iowa and wisconsin at 8:06 pm
