welcome back to "newsline." financial leaders have tried to come up with solutions to their problems around the world. huddled in twos, threes, dozens, in board rooms, government buildings and hotels. hundreds have met together at annual meetings in tokyo of the international monetary fund and the world bank. and ron madison has been watching the meetings all week. ron, tell uh what is happening there today. >> reporter: we have been reporting on their, attempts to solve their economic challenges all week.

in terms of reporting talking about that for quite a few years now. it is something to see hundred of people, some of the leading financial mind in the world to walk into a conference hall and all sit done together. today they filed into the plenary session at tokyo international forum and addressed the challenges of the debt crisis and the effects of that face to face. the director of the international monetary fund, challenged kol le ed colleague crisis behind them. urged them to complete the reform and in making changes urging them to remember those who are less privileged. >> there is a tough road ahead to transform your optimism. my optimism, your optimism into reality. but it can be done. >> world bank president kim, laid out three scenarios for the next few years. in the first countries would continue toing pro ing prprogre they're doing. progress he said is not good enough. the developing world could have

its poverty rate again over the next ten years. in the second scenario, economic crises would throw countries off their path to prosperity. in a third of those people would come together and accelerate progress. >> if we are willing to make the effort, we can virtually eliminate extreme poverty. this goal is not far-fetched. it is achievable. now, kim said to do so, developed nations must create jobs, spur growth, and, solve their budget problems. now, some of the people who work for legarde, economists have drilled done a bit what is going on in asia. growth here too has started to slow down. weaker mow men tou eer momentum to the lowest rate since 2008. economists said head wind from europe have pushed down exports and a downside risk. they projected thing would pick

up gradually over the next few years and asia should remain at the head of global growth. well, the imf work in the asia pacific region, no trouble, managing trouble spots. led missions to thailand, indonesia and malaysia during the asian currency crisis. i met with him to talk about challenges we fast now and some of those in the future. i want to start talking asian countries, they have really been a bright spot for the global economy. but we are seeing, economies of europe and the u.s. starting to really stagnate. we are seeing a slowdown in china. and india. wondering how much can asia continue to support growth? >> as we see,isha^ kra asia re leader. we expect asia to grow 5.5% this year, rising to 6 poe% this yea above global growth. i would say, you will see demand pick up in asia and keep

growing -- growth active and robust. >> speaking of domestic demand, how much will that be able to really shield asian countries, do you think from the global slowdown we are seeing. what do policy makers need to do to ensure that domestic demand continues? >> this is a very important issue. they're dealing with this, two ways to handle this. there is ram oom to build new stimulus on the fiscal side. for many countries, inflation is back in the comfort zone. and for national conditions a. accomodated. looking ahead -- asia is looking to rebalance. and raise domestic demand in different ways. between china and other countries in asia. >> so far there really hasn't been a whole lot of focus on fiscal consolidationof asian countries do they need to think along those lines, how would fiscal acome additicommod

affect their growth? >> there is more con sal additi -- consolidation of plan. they are lacking to see huh they can boost spending and fiscal sustainability for. many countries this is an important issue. they know that they're coming into the middle-income trap. an fiscal reforms, infrastructure spending, safety nets, are all part of the package. to keep asia growing, and -- growing strongly. >> i see. now one theme we do see as growing in asia is the rapidly greg populations in, in many countries, particularly here in japan has a double whammy so to speak with graying population and declining birth rate. what kind of structural reforms need to be implemented now to, to mitigate this? >> let me answer that in two ways. asia still has great resources, they have not yet been tapped. for example, women are not a

major component of the labor force in many parts of asia. agriculture and service sector. these are untapped resources available, to keep growth going. beyond that, as i mentioned, countries in asia are planning to have assistive reforms, boost infrastructure, have safety nets, and keep the fiscal come points strong, so domestic demand can continue. >> what do you hope to see come out of the meetings? >> an important moment of cooperation. dealing with the crisis in europe, the cooperation around the world, and what we are seeing here is the debt is happening. >> all right, thank you so much. great to talk with you. >> thank you very much. nice talking to you. >> all right, well qup racicoopa word we have heard from everyone at the meetings. and spoken to. we will have more on whether they're doing that later on. we will be back here at tokyo international forum, 8:00 p.m. japan time. please stay with us here.

>> thank you very much there, ron. do come to our website to see conversations ron and his team have had with top economists at imf world bank meetings. at dress is right there on the bottom of your screen. government officials from both countries agreed to keep lines of communication open. relations between japan and china remain strained. china's finance minister and the governor of the people's bank of china cancel their attendance at annual meetings of the imf and world bank this week. china apparently decided to use the occasion to protest japan's nationalization of the senkakus. against this backdrop, the director general of the chinese foreign ministry's department, met with the bureau chief in tokyo on thursday.

he reiterated his country's stance that the senkaku islands are japan's territory in term of history and international law. and repeated his country's position that the islands are china's territory. in conclusion, the two sides agree to make arrangements to hold a meeting of vice ministers following the one held last month now. this territorial dispute bubbled below the surface for decades. and there have been flare-ups issued before. but experts say this recent one drove japan/china relations to the lowest levels, and normalized diplomatic ties 40 years ago. look act how we got to this point in today's choina report. the story from our studio in beijing.

>> reporter: the demonstrations have mostly died down. but chinese,0 vessels remain active near the waters near the islands. several chinese ships brief leave entered japan any territorial waters. various exchange programs are being canceled. national day celebrated on october 1. a large number of chinese traveled overseas during the holiday. but, many tours to japan were canceled. our beijing correspondent reports on the circumstances that created china's fierce response. >> a key event took place before the start of the fierce protests of japan's nationalization of the disputed islands. at the epi iepic summit, the jae

prime minister had a brief chat with chinese president. china's understanding for the nationalization. he told hu it was aimed at ensuring the peaceful and stable management of the islands. hu rejected the explanation and warned if japan went ahead with the plan it would seriously damage bilateral relations. two days after the conversation, japan purchased the island from the private japanese owner. china felt its top tleader lost face. >> japan's decision is illegal and invalid and cannot change the fact that the island belong to china. we urge japan to correct its mistake.

>> the following weekend, anti-japanese protests, was staged across china. but, the chinese government didn't stop the demonstrations saying the japanese government is responsible. meanwhile -- china is stepping up efforts to promote its territorial claim to a global audience. >> japan stole the island from china in 1895 towards the end of the war. >> japan and china are locked in a confrontation over the island in the east china sea. our beijing correspondent joins us. we understand that the problem over the islands is a serious matter that involves national sovereignty. but what is behind china's fiercer than expected reaction to the nationalization?

>> yes, so there is a fundamental difference in japan and china's understanding of the island' issue. china has repeatedly insisted japan agree, during talks to normalize, diplomatic ties 40 years ago and other occasions. but japan added that it made no such agreement and there is no issue of territorial sovereignty to be resolved concerning the island. leaving such differences aside. china wanted japan to at least maintain the -- the status quo. so, for china, japan's purchase of the island, was a major change to the, the situation. japanese people must say, they repeatedly explain to china that, the nationalization was for the peaceful and stable management of the islands. but they say, the chinese side, was sceptical and thought japan was actually trying to

strengthen ets cstrength en its control over the island. there is another reason behind the hard line approach. it comes ahead of the leadership change in the communist party. at its national congress in know. china's leaders fear that showing weakness towards, towards japan, could work against them in the fierce power struggle. >> so what does china want to do with its relations with japan? >> yes, so in truth, the chinese government probably wants to prevent bilateral ties from further worsening. and -- the country is especially worried about that. the dispute -- hurting its economy. but -- well, it's also true that china in recent years has stepped up maritime interests with its rise as global power. china is likely to keep pressing japan to admit the existence of the issue of, territorial sovereign team over the island.

it plans to do this through the dispatch of government boats near japanese waters and the campaign to win international support and other measures. >> thank you for your insights. that was our beijing correspondent. japan is also trying to sort through a territorial dispute with south korea. arguments over violations in the sea and key meetings are going ahead. japanese and south korean representatives will hoed takes next week with a u.s. diplomat to discuss north korea's nuclear program. the three officials sit down wednesday in tokyo and include the foreign ministry, u.s. special representative on north korea, glen davis, and south korea's chief negotiator. before discussions held by their countries foreign ministers who met last month in new york

during united nations general assembly. it is planned to brief counterparts and talks held in august and explain what is booing done being done to set up meetings. he'll stress japan, south korea and the u.s. must cooperate to maintain peace and stability in the asia pacific region. russia has joined syria in condemning the forced landing of a syria-bound passenger plane by turkish fighter jets. the turkish government said it found what is described illegal cargo on board civilian plane. the syrian aircraft was traveling from mos could to damascus when forced to land in the turkish capital wednesday. turkish prime minister said the plane was carrying ammunition

and communication equipment bound for the syrian defense ministry. the syrian government denied the allegations. it calls the turkish decision an act of piracy. russia's foreign ministry accused turkey of endangering the lives of russian passengers on board the plane. it is demanding the full explanation. observers say the incident could strain relations between russia and turkey. the two countries increasing at odds following syria's shelling of a turkish border town. japan is taking steps to restrict the international trade in an endangered type of turtle. the black breasted leaf turtle native to southern prefecture of okinawa, small freshwater animal is under pressure because of demand by collectors. this is the first time japan has proposed one of its indigenous species included in convention on international trade and endangered species of wild fawna

and flora. the turtle is caught illegal and sold on line for $6 3sh,300. it wants to put an end to illegal smuggling. it provides protect tugs to 34,000 species. now, officials in okinaw prefecture will enlist new allies to monitor the osprey aircraft. 12 ospreys have been deployed. the u.s. military expected to begin full operation of the tilt rotor aircraft by end of this month. okinaw prefecture will ask municipalities to see if the

military is adhering to the bilateral agreement governing the operation. and the prefecture will issue a checklist to municipalities who host u.s. bases. questions on the checklist will include when and where the aircraft was seen, the direction of flight, and the anything m of the propellers. municipal emplyies will convey the information back to the prefectural office. >> translator: it is important to conduct surveys and gather information about the ospreys. that way we can try to anticipate problems and respond to them. locals are concerned about the noise, the osprey generates. noise levels measured across the prefecture as high as those inside factories. the prefecture asked the central government to assess impact of the ospreys on the local

environment. officials think the aircraft could harm quality of life and natural environment. it looks like a large flying insect. but is actually a man made device to make disaster response more effective. and it is being used by a japanese company to reach damaged sites that are hard to reach. and to send back high revolution, resolution video images. >> it takes pictures. it can shoot a video like this.

through the work of of aerial company in this prefecture. they photograph disaster areas across japan. >> translator: the unique thing is it can go places where humans cannot, take photos and gather valuable information. >> reporter: four years ago the team made this unmanned aircraft guided by remote control, it flies to locations, takes pictures and returns. at the end of march last year, the aircraft made headlines. it flew over the damaged nuclear plant in fukushima right after the disaster. from a hite of 400 meters, it took high resolution photos. this shows the first details of the damage. it provided crucial information on where to spray water and how

much. until now the company could only take still pictures. after fukushima the crew decided to make an aerial cam that takes moving images in 3d. their goal was to get a bird's-eye view. they decided to use a kind of helicopter that has six rudders. it lifts off, but luckily controlling speed is easy. the team has just started taking pictures. one person controls the copter and the other the camera. they try to send the helicopter urnld a low suspension bridge. but as the helicopter rises, part of it gets in the shot. >> reporter: a second pass succeeds.

the camera is so good it did even show the texture of rocks. it can record clear moving images of places people can't reach from the ground. >> translator: we aim to get information out as quickly as possible. if there's a place where the multi-copter can take film, we'll fly it there. we want to be a pioneer in this kind of aviation. >> reporter: with their bird's-eye view they've achieved

their ambition by providing photos of unreachable places, they have helped disaster response teams do a more effective job. lot of sunshine here in toek-up today. time to check the world weather forecast, and updates of the typhoon in the western pacific. here is sayaka mori. the typhoon has been bringing showers to parts of the philippines. always generating, high waves, and high seas, along taiwan and the island. now moving at a slow pace. stationary and picking up speed and heading toward the north. it could move through the okinaw island next week if it hit this island it could be the first, actually, fourth typhoon to hit this location this year. it's been quite active, since this summer. mean while, nice crisp weather

across much of japan will continue into the weekend. the northern half of japan will continue to deal with unstable weather into the next few days. back behind it. mixture of rain and snow in western mongolia and northeastern china. clearing up. clear skies for the korean peninsula and eastern half of china. back behind that showers are intensifying. southwestern corner of china. the ground is already very well saturated. so any additional rain is not good news here. all right. heading into the americas. then, and, let's talk about the tropical storm. well, patty has been weakening, lakely will become remnant, low by sunday. but it is, heading towards, the ba bahamas and cuba. and then we have another tropical disturbance right here. this one becomes, could become a tropical storm within the next 48 hours or so. intensifying showers. and stronger wind are lick ikel

over the island the next few days or so. strong wind across the east end of canada. gusts about 120 kilometers per hour unlikely, are likely into your friday. back behind it another storm system bringing snow showers in parts of ontario and quebec. now, to the north of this cold front, cooler air comes in. that air is colliding with warmer air from the gulf of mexico. creating a potential for severe weather in the ozarks into tonight. well, with severe weather should be moving towards the west. areas like the central plains and the southern plains, will be, at risk of severe weather on your friday. severe thunderstorms, gusty winds. and hail are possible. now out west, things are looking more wintry. we have regot heavy rain possib. heavy snow is likely in the four corners region in colorado. in the next 24 hours. out west, showers along the
