the year. the new year will start with cooler and drier lines this morning at 9 a-m for a relocation project near leaphart and mineral springs road. it impacts more than two dozen blocks in and around the leaphart road area until 7 tonight. once water is restored people in the area will then be under a boil water advisory and will need to boil water for at least one full minute before using it. troopers are investigating after a police car crashed early this morning. officials say the 2009 crown victoria lost control and crashed getting onto i-26 from lake murray boulevard at about 5:45 this morning. the police car is registered to the city of irmo. troopers says the driver was thomas speers. they say there are no charges pending at this

a missing texas teenager who managed to stay out of prison for murder because he was too rich has been found in mexico. ethan couch fled after authorities determined he violated the terms of his probation. couch was 16 and driving under the influence when he struck and killed three people on a texas road in 2013. his lawyers managed to keep him out off prison by pleading what they called "afflueuea" in november, social media posts showed couch playing a drinking game, in clear violation of the conditions that kept him out of jail. now, mexican authorities say they've found couch and his mother near the popular resort town of puerto vallarta. he will be turned over to u-s marshalls. newly released 9-1-1 calls reveal how calm a group of well-trained boy scouts can be, even during an extremely dangerous situation. a scout leader attacked by a bear in front of three children as the group hiked through a new jersey wilderness area. nbc's natalie morales has more.

911 where's the emergency? scout: my scout master went into a cave and a bear is in the cave with him. an urgent 911-call from one of three young boy scouts after their scout leader confronts a black bear while on a hike... dispatcher: is he...like, he can't get out because of where the bear is or is he too injured to get out? year-old christopher petronino tells the scouts to try and lure the bear away scout: my scout master just suggested that we get food to put the bear out. authorities say petronino and his scouts were hiking off a trail near the splitrock reservoir, in northern new jersey to try and help rescuers find them, the scouts came up with an idea... scout: do you want us to make a signal fire. would that be helpful? dispatcher: yeah, if you guys could start a fire. meanwhile, petronino managed to free himself from the bear and called for help dispatch: 911 where's the emergency? petronino: splitrock reservoir. blue trail. i was mauled by a bear. dispatcher: where are you bleeding, your leg or arm? petronino: left arm, left leg, neck and

"i still have a aouple bruises. i have a couple broken ribs, a slight concussion, and a slightly collapseselung. i can barely walk as it is. i need a walker to get around in this point in time." the south carolina highway patrol hasn't released a possible description of the suspect's vehicle. however, the victim says it was either a truck or an suv, and it might have been a green toyota sequoia. if you have any information about this hit and run, call crimestoppers at 1- 888-crime-sc. an eastover man has been charged with murder after investigators say he shot and killed his neighbor after an argument over a fence. authorities say 49-year old mark volstromer shot and killed keith pruitt junior at his home on antioch amez church road sunday. officials say pruitt got into an argument with volstromer's wife about the fence line dividing their properties when the pruitt got out of the truck. investigators say that's when volstromer shot him in the upper body. richland county deputies are

investigate. an orangeburg county man is charged with murder, after a woman missing since christmas turned up dead. monday, orangeburg county deputies arrested harold pratt. the sheriff's department believes pratt shot and killed 38-year-old loretta bunch last week. she was found in a holly hill waterway yesterday. her car was later found at a home on old state road--where witnesses say she had been picked up by a truck driver. the orangeburg county sheriff's department is investigating the case. a quadriplegic man in columbia is getting help after he says someone stole his handicapped accessible van from his home on christmas eve. robert mccurdy says the stolen van was tailored specifically to transport someone in a wheelchair. since last week -- he says he's been stuck in his home. sunday, a wheelchair accessible van company donated a vehicle for him to use for the next few days "i mean who would do that, a handicap van, that's

but now to know that their are good people, we had offers from several people offering their personal vehicles to try and help us and now we have one that we can use." the mccurdys will be able to use the donated van until thursday. after that they say they'll have to look into buying another one if theirs isn't recovered. in the meantime, columbia police are investigating. be on the lookout for a 2012 honda o ossey van with h uth carolina handicaca plates 7-5-3-5- 8-w. more apartments mamabe on the way at columbibis bull street development. two sources close to the project are confirming there are plans under consideration for even more apartment units close to spirit communications park. this time the apartments would be built inside the sprawling babcock building. last year, babcock drew interest from a new orleans based developer who wanted to turn the building into a hotel. that plan fell through in part due to problems passing tax credit legislation.

company -- possibly based in virginia, has babcock under contract for new apartments. because of the size, because of the nature of the work that needs to be done--there's a considerable amount of asbestos and the cost to bring that building to a position where it can be you know, repurposed and reutilized, it is a significant amount. and so there needs to be something built in which is why we passed historic tax credits both for commercial and private residential efforts. and this has also been passed to make sure that we don't lose these buildings. the name of the company proposing the apartments has not been revealed. the head of the new orleans law firm that abandoned the hotel plan estimated last year it would take at least $20 million dollars to rehab the babcock building. three columbia city councilmen will be sworn in this afternoon --including two new faces.
