some new faces on the columbia city council could mean changes in how the city, and the council do business. two new council members sworn in last night. our chad mills was there. before a packed out council chamber, new city leaders took their oaths. bill manley was happy to see it. "i hope they work together. we need new blood." unity was the word as new councilmen ed mcdowell and howard duvall and relected councilman moe baddourah took their oaths of office. "this year, i think people can expect continued big thinking, some really basic blocking and tackling, making sure we're doing the things that local government's supposed to do, but really seeing people work together to move the city forward." but mayor steve benjamin did not endorse duvall or mcdowell, and instead, supported their opponents. columbia business owner joe azar says the dynamic has definitely changed on council. "i think it's going to be a slow change. the new guys aren't going to come in and push everything

acclimated." during his campaign, duvall told voters he won't be a "no-man" to all the mayor's proposal, but he says he believes voters tapped him, along with mcdowell and baddourah, for more fiscal responsibility on council. "i think so, and i think that's why i did well in the election is because i've got some background in going through the city of columbia books." duvall says there's now a new dynamic on council, but he's not calling it a changing of the guard. he's preaching cooperation too. "i hope that it's not going to be four versus three. i hope that the city council can work together as a unified body. we need to have discussion. we won't agree on everything, but i think if we can discuss more unified council." the bull street development, a

some big topics coming up -- monitoring the financing plan of a tax break for a student housing project. sumter police are looking for three suspects for a shooting. yesterday afternoon, police were called to the scene on frazier street where they found two purpose. they did not find any victims but they are looking for three men--henry dingle, kevin smith, and william spann. they're all wanted on attempted murder charges. investigators think the three men are all involved in the shooting, they are believed to be armed and dangerous. anyone with information about where they are is asked to call 1-888- crime-sc. sumter authorities are also investigating after a man was found shot on manning avenue. the sumter county sheriff's office says witnesses reported hearing several gunshots in the area where the 37- year-old was found shot tuesday. he was taken to the hospital witnesses also described seeing two men running

after the shots rang out. call crimestoppers at 1- 888-crime-sc if you have any information. officials say a holly hill man charged with murdering his ex- girlfriend on christmas admitted to killing her and revealed the creek where he dumped her body. harold pratt appeared in court tuesday. authorities say he killed 38-year-old loretta bunch--a woman he usededo date up until a few months ago. her father reported her m msing after no one was able to get in touch with her. her funeral will be this morning. more resignations are rocking the town of north-- wis has confirmed now that the town clerk and assistant clerk have submitted their letters of resignation to the mayor effective january 7th. this comes after the north police chief and another officer quit earlier this month--which left the town without a police force. no word has been given as to why the clerk and assistant clerk are leaving. within just days of each other two harlem globetrotters have passed away.

before the death of meadowlark lemon. holman was a columbia native who played with the 1982. his widow, loula may, spoke to wis--describing the general as a "gentle giant" who had a presence on the court...but was quiet in his personal life. "people didn't realize that he was actually bashful. and the time that he would come out was playing basketball. and after that, just even-keeled. took the road of least resistance at every chance and would quell situations, because he liked peace." loula and the general met in san francisco and were married for 18 years. she says he spent a lot of time working as a counselor at a boys and girls the globetrotters his funeral will be today. he was 61 years old. greenwood county has issued a high water emergency at lake greenwood's buzzard

the dam is not in danger of breach but as a precaution -- water will be released into the saluda river. over the next few days water will move down stream and into lake murray the bridge on roof bottom road has also been closed until further notice. midlands communities on our rivers are trying to make a truce with nature as they work to get better access to the water and adapt to floods. several sections of the three rivers greenway system have been shut down or have very limited access due to high water. in granby park on the columbia side -- you can only go so far into the park before you run into mud and floodwater. same is true for other parts of the system in west columbia and cayce. "we're trying to find ways to build things better now and to engineer them in ways that can deal with...any of the flooding and we're trying to go back and repair the older phases and maintain the older phases in a way anytime it floods too." the ceo of the river alliance -- the organization coordinating development of the riverwalk system says it is

underwater. if you were a victim of october's flood, you may qualify for tax relief efforts from the irs. janet kellet, a local tax expert says those who susuered severe damage susu as losing a home have the option of claiming a casualtltloss on their 2014 or 2015 tax return. a casualty loss is a tax loss that is unexpected or sudden. however, kellet says not all property qualifies as a loss. "well with casualty losses, that will have to exceed 10 percent of your agi, that's your income for the year to be able to deduct that and also you like a credit." if you choose to file a casualty loss for your 2015 return -- the

authorities believe ethan and tonya couch fled after a posting on social media showed couch seemingly violating his probation. now, victim's families are hoping this time, both mother and son will face punishment kim hutcherson has the story: ethan couch - the teenager whose "affluenza" defense helped him avoid jail time-- is expected back in the the u-s wednesday. he was apprehended monday puerto vallarta, mexico...along with his mother tonya, after the pair went missing from texas in mid-december. "they are in the process of being, or have been already, deported to the united states so that they are available for the us marshall service" they disappeared after video was online that showed him apparently violating the terms of his probation -- a sentence he received after being convicted the case ... now infamous, after his lawyers said he suffered from "affluenza" -- essentially being a rich kid with no limits. his sentence for the drunk driving crash

years probation with no jail time. an attorney for the victim's families said they believe both mother and son deserve punishment. morning... a manhunt is underway after someone shot and killed a 19-year-old man at a student housing complex near florida atlantic university. a lockdown was in effect at the complex for several hours. officers patrolled the area late last night. police say they're looking for five people for questioning in the murder. "they thought it was a fight originally. security came back and kept screaming on the phone to 911 that someone was shot and

one of the six americans killed last week in afghanistan will be laid to rest today. detective joseph lemm was killed in a suicide- bombing attack in a village outside bagram air base on december 21st. as a member of the new york police department, detective lemm was deployed three times... twice to afghanistan and once to iraq. detective lemm leaves behind a wife and two children. cuban president raul castro is warning cubans to prepare for tough economic conditions in 2016, despite better relations with the u-s. castro says that while tourism is booming, low oil prices have damaged the outlook of the cuban economy. their economy depends on billions of dollars of subsidized oil and cash from venezuela. reports say castro told the national assembly to expect two percent growth in gross domestic product next year. that's half the rate his government reported this

within just days of each other, two harlem globetrotter players passed away. "general" lee holman died friday... just two days before the death of meadowlark lemon. holman was a columbia native who played with the globetrotters between 1976 and 1982. his widow, loula may, spoke to wis-- describing the general as a "gentle giant" who had a presence on the court...but was quiet in his personal life. "people didn't realize that he was actually bashful. and the time that he would come out was playing resistance at every chance and would quell situations, because he liked peace." loula and the general met in san francisco and were married for 18 years. she says he spent a lot of time working as a counselor at a boys and girls home after leaving the globetrotters. his funeral will be held today.

reports have surfaced of a close call between a u-s warship and an iranian rocket over the weekend. officials say the american aircraft carrier came within 15-hundred yards of the rocket on saturday. the u-s-s harry s truman was crossing the straight of hormuz at the mouth of the persian gulf, just as iranian forces were conducting a live-fire exercise. authorities say the truman never entered iranian waters. an american ship and an anti-isis coalition ship were escorting the truman. u-s officials say the iranians didn't appear to be targeting specific ships. the republican race for the white house is shrinking by one candidate. george pataki announced during a prime time ad tuesday night that he is suspending his campaign for the republican nomination. pataki said in the ad that he believes the country will elect the right person to be the next president and that the best of america is yet to come. pataki is the former governor of new york.

new in the alert center this morning... a manhunt is underway after someone shot and killed a 19-year-old man at a student housing complex near florida atlantic university. a lockdown was in effect at the complex for several hours. officers patrolled the area late last night. police say they're looking for five people for questioning in the murder. housing complex near florida atlantic university. a lockdown was in effect at the complex for several hours. officers patrolled the area late last night. police say they're looking for five people for questioning in the murder. a small group of protesters gathered in cleveland yesterday after the news was released that a police officer will not go to trial for killing a 12-year-old tamir rice. a grand jury ruled on monday t t rice was holdidi a toy gun that did not have the at the time of the shooting, rice was holding a toy gun that did not have the orange cap on it that identified it as a toy. cleveland's mayor says he understands why people are upset. he says the city will do some quote "soul searching" as they examine police procedures. federal officials are warning that hundreds of homes in illinois and missouri could be threatened by a rare winter flood that already forced the partial closure of interstate highways and widespread evacuations. they're monitoring 19 vulnerable levees on the rising mississippi river and its tributaries.
