this afternoon, our eyes are on waterways across the midlands, after days of rain the national weather service has issued a flood watch for the midlands this morning. this is a live look outside over the capital city through the wis skycam. von gaskin is in the first alert weather center with the latest. there is a flood watch for the midlands from wednesday morning - thursday morning. your wednesday will feature another round of showers and occasional thunderstorms as an area of low pressure moves out of the gulf of mexico and across the southeast along a stalled front that is draped over south carolina. today's rain chance goes up to 90% with 1" rain totals possible across the midlands. the daytime high will reach the upper 70s. on thursday the rain chance

in a little less than an hour people along the lower saluda river do not need to worry when they hear s-c-e-and-g's river warning sirens and strobe lights going off. the company says it's doing a

scheduled test of the warning system. s-c-e-and-g says people need to use caution while near the river after recent heavy rain. but again the sirens will go off at one today for a regularly scheduled test. right now, richland county deputies are trying to figure out how and why an s-u-v got onto railroad tracks and hit a train this morning. it happened about 4:30 this morning near two notch road. the tracks run parallel to two notch between windsor lake drive and rabon road. investigators say the driver was dead when they got to the scene. they say no one else was in the s-u-v. "the strange thing about this is that the victim actually entered the railroad tracks and drove down the tracks..now, once that train was coming of course this individual that was inside not knowing the thought process that was going on, but the train and the vehicle met." the name of the driver has not been released. amtrak says the train was headed to new york from miami. a spokesman says 269 passengers were on board and nobody on the train was

today the clemson tigers are trying to keep the focus on the game after three players were sent home from the orange bowl for violating team rules. this morning head coach dabo swinney discussed the suspensions during a news conference. sports director rick henry was there and has more. clemson head coach dabo swinney confirmed today that three players are suspended for the orange bowl...receiver deon cain, tightend jay-jay mccullofh and kicker ammon lakip. coach swinney did not give a specific reason for the suspensions. he says there are consequences for not doing the right thing. swinney also says the suspensions are not a distraction for the team as they prepare to play the biggest game of the season. we'll have more from here in florida starting at four pm. on the road with the clemson

sunset boulevard tonight. the event is scheduled to start at 6:30. and another republican presidential candidate will be right behind him-- making a pit stop at hudson's smoke house in lexington this weekend... marco rubio be holding a meet and greet saturday january 2nd deputies say an argument over chicken led to a stabbing last night. 3130 ranch road, richland county. investigators say they were called to a home on ranch road around nine last for for a fight. when deputies got to the home they found a man lying on the ground in frount of the house with a stab wound. investigators say the couple got into a fight when the wife wanted to go to church's chicken. they say the husband then knocked his wife out with a punch. deputies say when she woke up the wife stabbed her husband. both were taken to the hospital. comedian bill cosby will face sexual assault charges in pennsylvania. the montgomery county prosecutor announced the charges this

"mr. cosby is charged with aggravated indecent assault, this is a felony of the first degree. mr. cosby's attorney has been notified of the charges and he is expected to be arraigned later this afternoon." the charges stem from a woman's accusation that cosby drugged and abused her at his philadelphia- area home back in 2004. more than 40 women have come forward to accuse cosby of assaulting them over the last four decades. today's announcement marks the first time cosby has faced criminal charges in connection to the allegations. the comedian has long denied wrongdoing. the texas man known as the "affluenza" teenager was expected to be back in the u-s today, but he and his mother are fighting extradition. ethan couch and his mother were both arrested monday in mexico- after a phone call for pizza led to the their capture. a manhunt began for the 18-year-old and his mother after he missed an appointment with his probation officer.

europe say they have foiled a plot to attack new year's celebrations there. n-b-c's bill neely reports. :57-1:09 1:19-1:33 two attacks planned on two capital cities this new year in europe and turkey. police have arrested two men believed to be isis bombers who came from syria and planned attacks on bars near the main square in ankara, where crowds traditionally gather to celebrate new year. police found suicide vests and explosive devices and what prosecutors describe as an isis safe house.

because two months ago isis suicide bombers killed more than 100 people at a peace rally there. meanwhile, further north in belgium, two men were arrested on suspicion of planing to attack new year crowds on the main square of its capital brussels. belgian media say they were members of a motorbike gang called the kamikaze riders. now in french, the work kamikaze, or kamikaze, means suicide bomber. no weapons or explosives were found and brussels is going ahead with its new year's celebrations and fireworks. fire officials say a home in lexington county is a loss after it went up in flames late last night. irmo, columbia, and lexington county fire all responded to the scene on quail valley east. we're told the family made it out of the home okay with no injuries. the investigation into what caused the fire is ongoing. more resignations are rocking the town of north. wis has confirmed now that the town clerk and assistant clerk have submitted their letters of resignation to the mayor effective january 7th. this comes after the north police chief and another officer quit earlier this month. that left the small town without a police force. no word has been given as to why the clerk and assistant clerk are leaving. there is a flood watch for the midlands from wednesday morning - thursday morning. your wednesday will feature
