days. "we didn't find them she asked s to come out and actually look at them." "we took in 22 but two had to be euthanized because of medical problems." "the director of orangeburg animal control says since the horses were brought here, 15 of them have already been taken to rescue shelters throughout the state to get better - but five horses are remaining. they've been marked with numbers on their bridles or paint over their very thin ribs." "all of them were underweight none of the horses were in good health no." animal control officials said the elderly owner acquired the horses over time and was trying to nurse them back to health, but didn't have the funds to feed them. "she said that she went to an auction a horse auction one time and a guy gave her a few because she felt sorry for them." after one of the horses was found dead at the woman's property on sunday, we're told the national a-s-p-c-a came in and

rest of the horses. "and instead of you know letting them all just start to die she did do the right, she made the right decision to call us." the director of animim control says their organization can inspect people who are breeding dogs, but livestock has little regulation. right now the horses need to get healthy before any can be adopted. the owner of the horses surrended all of them...and is not facing any n nlect charges at this time. the director of orangeburg animal control says because the horses are at rescue shelters, they can receive donations to help nurse them back to health. if you'd like to help -- donations can be sent to p.o. box 9000, orangeburg, s.c. 29116. the family of a motorclist found shot to death on the side of the road is hoping for justice. adrian silva and his crashed motorcycle were found on long green parkway in columbia this past weekend. richland county deputies then discovered silva had been shot.

their meeting with congressional lawmakers. it's a natural disaster that columbia mayor steve benjamin still thinks about daily. "the floods of 2015 were devastating across the carolina, seeing almost 12 trillion gallons of water dumped down into our community." the reason mayor benjamin and sumter mayor joseph mcelveen took a trip to washington, d.c. on wednesday. "letters and phone calls and e-mails are important, but sometimes, you need to look a man in the eye and say exactly what you want." the two mayors had a full day of meetings with federal officials to make the case for more federal funds for flood relief. "it's not lost on me that the money in the federal coffers are monies that come from people in our state. when we saw disasters in texas

orleans or new jersey with superstorm sandy, the federal response was significant. it was robust. / we've got to make sure that our request is just that: it's significant, it's robust, and it's representative of the fact that our citizens have been paying taxes for years. they've been paying federal taxes year after year. it's time for the federal government to respond in kind." benjamin's eyes are on a $300 million dollar pot of money, known as a community development block grant, that's written into the federal budget for disaster relief for the areas affected by hurricane joaquin, the storm that fed the flood with moisture. he's hoping some of that money can be used to fix the columbia canal, which benjamin calls the biggest project in the state and fund the $140 million that'll likely be needed to restore about 2,600 properties of low and moderate-income families. "we're going to be vigilant. we're not going to slow down. we're not going to stop." chad mills reporrting.

dollars worth of federal funds, there's no word yet on when it'll be divvied up. but congressman clyburn says he's been told that additional disaster relief funds will be made available in the coming weeks based on the damage and unmet needs in affected states. jobs are going away for some hospital workers in the midlands. kershawhealth announced wednesday that it's cutting 26 jobs which will reduce its workforce by about 3- percent. hospital system reps say fewer patients are coming in and this is the way to bring costs in line. kershaw is in the process of transferring management to capella healthcare, which will take over operations this spring. officials at kershawhealth say they're working to help the laid off employees find new positions. one of the hottest gifts of the year is apparently too hot. at least a dozen college campuses have put restrictions or outright bans on hoverboards. that includes the university of south carolina which has banned the motorized skateboards in all residence halls. hoverboards have been linked to several fires, even explosions. the consumer product safety

investigating reports of more than two dozen fires in 19 states, and more than 70 serious injuries. a texas state trooper is now facing perjury charges related to the case of a woman found dead in her jail cell. last year, 28-year-old sandra bland was arrested during a traffic stop by trooper brian encinia. 3 days later, she was found dead in her jail cell in the custody of the waller county sheriff's office. authorities say bland used a plastic bag to hang herself--but many are still questioning the circumstances of her death. a grand jury decided last month not to indict jail workers on criminal charges--but decided wednesday to charge the trooper. "it was specifically that he, in his probable cause affidavit stated that he removed her from the vehicle, to further conduct a safer traffic investigation and the grand jury found that statement to be false" if convicted, encinia could get up to a year in jail and a fine of up to 4 thousand dollars. the texas department of public safety also

a nearly 20-hour standoff with police outside of atlanta turned deadly last night after authorities say a man n ot his 2-year-old son, then turned the gun on himself. it started around 10pm tuesday when the man's wife called to report he was threatening to shoot everyone in the home -- then take his own life. authorities say a teenage son inside the home was able to escape...but the mother and 2-year-old child were held hostage. the gunman and the child later died at the hospital. the obama administration is working to get public support for the president's efforts to reduce gun violence. some big targets include closing loopholes on background checks, adding federal agents to enforce existing laws, and developing new technology to make guns safer. vice president joe biden took that message to o communities still reeling from mass shootings - including charleston. he says the bottom line is -- more needs to be done to keep guns out of the hands of people who should not have them. "all this is about is enforcing

with colder weather arriving in the midlands comes the cold and flu season, which can be especially widespread among children. but there's another painful illness connected with the common cold that could make your kids stay sick longer. britney glaser has more. this time of year, viral infections are as common as the changing weather. pediatrician albert richert, junior says he's treated lots of young patients with runny noses, congestion and cough - and says most colds resolve on their own. but sometimes, you can develop an ear infection as a complication. "when you have a cold, you get swelling in the tissues of your

basically block up the drain, block up the middle ear space and fluid can accumulate in the middle ear space." when that fluid sits, it can become infected. "that infection causes some pressure and some bulging on the ear drum, which can lead to pain." it can be hard for a parent to know whether or not a child has an ear infection. doctor richert says if it's following a cold, it likely is. "basically, the main thing is understanding what a cold is: maybe a little low grade fever in just the first day or so and then after that, some runny nose and congestion for about a week. when it doesn't follow that progression, when they've been sick for two or three days and all of a sudden they're running fever, or they get worse in some way or are suddenly a lot more fussy, that can be a sign that something's changed and oftentimes that's an ear infection." tylenol and motrin can help ease the discomfort. antibiotics are given after a medical professional makes a diagnosis. considered as a long- term solution. "the number of ear infections really isn't as important as the duration of the

"when your middle ear space fills up with fluid, your ear drum can't move properly and it muffles the sound. kids who have fluid in their middle space don't hear clearly and so they don't learn to speak clearly." that's why it's important to treat ear infections early. some ear infection symptoms to keep an eye on for your child include a fever above 102 degrees, tugging at the ear, increased irritability and crying when lying down. if you can never quite seem to keep up that new years diet you set for yourself every year, you may have evolution to blame. british researchers says animals and humans have an evolutionary urge to maintain body fat in the winter months when natural food sources are limited. and with modern foods being full of sugar and flavor...your temptation to eat is stronger than your new years resolutions. so waiting to start your diet until it begins to warm up may be the key to success. still to come this morning on sunrise...

out there." it's now drawing protests from the vatican. a total of 17 people were killed, including some of france's most famous cartoonists. a new chief justice of the south carolina supreme court will be sworn in today. costa pleicones will be granted his title during a ceremony at the south carolina supreme court on gervais street. governor nikki haley will be in attendance. pleicones served as a justice for 16 years before earning the title of chief justice. he's replacing south carolina chief justice jean toal, who is retiring after serving 27 years. governor haley will also hold a news conference with members of her domestic violence task force today. she's expected to announce the progress the group has made at 2pm at the state house. governor haley launched the task force last january to address the cultural issues surrounding domestic violence in the state. the task force is chaired by the governor and made up of representatives from more than 40 organizations statewide.

midlands high school are working to tackle domestic violence among teens. juniors in ridge view high school's business and law magnet are advocating for "sierra's law." the petition was initiated in 2014 by the parents of sierra landry, who investigators say was killed by an abusive ex- boyfriend. if passed in the state legislature, sierra's law would allow teens ununr the age of 18 to get orders of protection from abusive partners. south carolina schools would also offer teen dating violence awareness programs. south carolina's superintendent of education is speaking out... saying the state should be "giving" money away to some school systems. as part of a court ordered plan to improve the state's schools, a state house committee is considering creating a low interest loan program so school systems can improve and maintain thfir buildings. but, superintendent molly spearman says some school systems isouth carolina won't be able to pay that money back and they should be given grants instead of loans. the forest acres planning commission has given its stamp of approval for a new

old cardinal newman high school. the school is moving to a bigger lot on alpine road. in its place, retail shops and housing units will be built. the site's developer is planning to put a traffic light at the bi-lo next to the site to help reduce traffic. the plans will now go before city council for official approval. sce and g says the spill gate on lake murray is now fully closed. last week, heavy rains caused water levels to rise just under full pool, which is 360 feet. sce and g had to open the spill gate to release some of that water. an eleven-day celebration of south carolina cuisine officially starts today. a trial date for marquez has been set for sometime in february. the armed standoff of a wildlife refuge in one oregon town has so far shown no signs of ending. residents in harney county gathered last night for a meeting to discuss the ongoing occupation. the group holding up the property is protesting federal control of land in oregon. the occupation has unsettled much of the community, closing schools for one week. one alabama supreme court justice has directed probate judges in the state to uphold the state's constitutional ban on same-sex marriage. roy moore said the order was just a reminder that the directive to refuse licenses to same-sex couples was never lifted. the american civil liberties union of alabama said moore's order was quote "silly" and wouldn't change the fact that most judges in alabama are issuing same-sex marriage licenses. missouri's governor is buckling down for plans to help speed up efforts to clean up from that state's historic floods. jay nixon signed an executive order allowing the department of natural resources to waive certain regulations to quicken

restaurant chain are being taken to court. they received a grand jury subpoena asking the company to turn over all documents related to a norovirus outbreak that sickened dozens of people last year. the outbreak started at a chipotle restaurant in simi valley, california, where 18 employees were reportedly sickened by the norovirus... that then spread to customers. the investigation is being conducted by the u-s attorney's office for the central district of california, along with the food and drug administration. the national oceanic and atmospheric administration will release an annual report on extreme weather events today. climate experts from noaa will announce a preliminary number of weather events in the u-s that caused losses exceeding one billion dollars. detailed financial data on each of those events will be released later this year. the governor of michigan has declared a state of emergency in flint due to toxic water. today, rick snyder will meet with flint's mayor. the problem began after flint switched to a less- expensive water system back in

columbia mayor steve benjamin and sumter mayor joe mcelveen are working to bring in more money to help with damage from october's floods. the two were in washington yesterday. the mayors spoke one- on-one with congressman jim clyburn, had a meeting with the deputy assistant to the president and director of intergovernmental affairs jerry abramson, and spoke with the secretary of housing and urban development, julian castro, and his staff. benjamin says there are still vast infrastructure needs, crop losses, business lossesesand damage to neighborhoods. meanwhile, students at one midlands high school are working to tackle domestic violence among teens. juniors in ridge view high school's business and law magnet are advocating for "sierra's law." the petition was initiated in 2014 by the parents of sierra landry, who investigators say was killed by an abusive ex- boyfriend. if passed in the state legislature, sierra's law would allow teens under the age of 18 to get orders of protection from abusive partners. south carolina schools would also offer teen dating violence awareness programs. later today, republicans are holding what they call an "enrollment ceremony" to get rid of obamacare. after dozens of attempts, that bill is headed to the president's desk today. the bill passed wednesday was the first one that made it through the house and the senate -- and calls for patient-centered healthcare. some democrats say this is all political theater and a waste of time. maryland :21-:25 "everybody know this will take about a nanosecond for the president of the united states to veto."

morning for a second day this week after a dramatic plunge in stock prices. the abrupt decline triggered the so-called "circuit breakers." trading on the shanghai and shenzhen stock exchanges were frozen for the day after just 29 minutes of trading... when shares tumbled more than seven percent. emergency measures also kicked in on monday to halt stock trading. two separate reports this week fanned fears of slower growth in the world's second-largest economy. a grand jury has made the decision to indict the state trooper who arrested sandra bland. the 28-year-old bland died in her cell last year while in custody at a sheriff's office in texas. three days before, she was arrested by trooper brian encinia during a traffic stop. encinia was indicted on misdemeanor perjury charges. the grand jury decided last month not to indict jail workers on criminal charges.

horses, and is not facing charges at this me. jobs are going away for some hospital workers in the midlands. kershawhealth yesterday said it's cutting 26 jobs reducing it's workforce by about 3 percent. the hospital system says it's getting fewer patients and needs to bring its costs in line. kershaw is in the process of transferring management of the hospital to capella healthcare, which will take over operations this spring. officials at kershawhealth say they're working to help the laid off employees find new positions. there is some relief this morning for the 200 west columbia water customers who were unable to use their water. the boil water advisory is now lifted for those of you in the leaphart road and mineral springs road areas. the water was shut off for more than 24 hours last week to relocate several water lines because of a south carolina dot road project. columbia mayor steve benjamin and sumter mayor joe mcelveen are working to bring in more money to help with damage from october's floods. the two were in washington yesterday.

with congressman jim clyburn, had a meeting with the deputy assistant to the president and director of intergovernmental affairs jerry abramson, and spoke with the secretary of housing and urban development, julian castro, and his staff. benjamin says there are still vast infrastructure needs, crop losses, business losses, and damage to neighborhoods. "letters and phone calls and e-mails are important, but sometimes, you need to look a man in the eye and say exactly what you want. look him in the eye and say, 'this is what my people need,' and make it clear. we'll bring a history of very 'no' for an answer." benjamin's eyes are on a $300 million dollar pot of money, known as a community development block grant, that's written into the federal budget for disaster relief for the areas affected by the flooding. he's hoping some of that money can be used to fix the columbia canal and fund the $140 million dollars that'll likely be needed to restore about 2,600 properties of low and

families. the deadline for victims of last year's floods to register for federal aid has come and gone -- but the small business administration says in a few cases, it may still accept loan applications. sba says generally, late applications are acceptable ififou were out of the country during the deadline or you were in the hospital. but it encourages anyone looking for help who missed the deadline to get their completed application in now. you can do it by phone on sba's hotline -- but sba recommends you do it in person. it's offering loans of up to 200-thousand dollars for homeowners and 40- thousand for renters. governor nikki haley will hold a news conference at the state house today regarding her domestic violence task force. she's expected to give an update on the progress the group has made. her task force was launched last january, with the goal of addressing the cultural issues surrounding domestic violence in the state. governor haley made national headlines this week after she was asked to deliver the republican party's response to president obama's state of the union

spearman says some school systems in south carolina won't be able to pay that money back and they should be given grants instead of loans. the f fest acres planning commission has given its stamp of approval for a new development at the site of the old cardinal newman high school. the school is moving to a bigger lot on alpine road. in its place, retail shops and housing units will be built. the site's developer is planning to put a traffic light at the bi-lo next to the site to help reduce traffic. the plans will now go before city council for official approval. one of the hottest gifts of the year is getting a cool down... after a massive number of restrictions on the product. at least a dozen college campuses have put restrictions or outright bans on hoverboards, including the university of south carolina. usc has banned the motorized skateboards in all residence halls. hoverboards have been linked to a fires and even explosions. the consumer product safety says it's investigating reports of 28 fires in 19 states and more than 70 serious injuries. the family of a motorcyclist

the side of the road is demanding justice. adrian silva was found shot and killed on lonon green parkway in columbia. richland county deputies responded to a possible crash but found silva dead. silva's wife says he was on his way home from a party, on his bike, a half mile away when he was killed. she says he loved his family and riding his motorcycle especially with his club. 48-day-old daughter, leaving her in critical condition. 19 year old leroy l. morris, pictured here is charged with unlawful conduct and inflicting great bodily injury upon a child. oconee county investigators say the infant suffered multiple skull fratures, and numerous broken bones thorughout her body. police say morris admitted to accidentally dropping the child and stepping on her, christmas eve after drinking and using drugs. investigators say morris is the boyfriend of the child's mother. police believe she may have been at work when the baby was hurt. dss is investigating. u-s intelligence gathering aircrafts have been deployed from japan following north korea's declaration that it had tested a hydrogen bomb. the aircrafts were deployed from a u-s base on the japanese island of okinawa today japan's government spokesman said his country cannot "verify it as a hydrogen bombing through information

north korea's claim about having tested a hydrogen bomb was recieved with widespread condemnation -- but also skepticism and doubt. georgia authorities say a man fatally shot a 2-year old and then turned the gun himself following a nearly 20-hour stand-off with police. police say the incident began when the suspect got into an argument with his live-in girlfriend -- the mother of the child. authorities say another teenaged son was able to escape safely, but the mother and 2-year old remained inside. swat team members had been inside the house for several hours, but hadn't entered the master bedroom when they heard shots fired. the father and son later died at a hospital. the incident is under investigation. a quebec boy and his parents survived a dangerous jump from the fourth floor of their burning apartment building wednesday morning. a neighbor who had already escaped when the building caught fire, captured the family's leaps on video. it shows a 10-year-old boy dangling from his father's arms outside a window before

lansing, new york. a spokesman for a salt mine there says 17 miners are stuck right now on an elevator 900 feet under ground. they got stuck late wednesday night as they were on their way down. you can expect more on this story coming up on the today show. we're expecting to hear from richland county deputies today about a car chase that ended with the suspect crashing and then getting away. we're told deputies were chasing a stolen 2015 ford mustang wednesday evening when the driver hit another vehicle parked at a home near old cunningham road. the chase continued on foot with the help of a k-9 team, but the driver was not found. governor haley will hold a news conference with members of her domestic violence task force today. she's expected to announce the progress the group has made at 2pm at the state house.
