"some volunteers from fort jackson came by and a couple of them followed me into the house for the first time, and they said, 'ma'am, what can we do? what can we do? what do you want

anywhere near here... they're all the way across the country in las vegas nevada says we care. i think that's awesome." carson will donate the blankets to flood victims. she also received a handwritten card decorated with a painting of her town of pinewood. inside the state house -- a lawmaker has proposed a bill that would crack-down on journalists in the state. republican representative mike pitts filed a bill that would require journalists to register with the state before being eligible to work for a news outlet in south carolina. the proposed "responsible journalism" and possible criminal penalties for those who violate the law. the bill has been referred to committee for debate. the south carolina press association says the bill is unconstitutional, and plans to fight it. state lawmakers are also considering proposals to limit refugees coming to south carolina. senators are debating the bills, which include requiring a public database of refugees and holding their sponsors liable for damages if they commit acts of terror.

agencies from taking on new refugees until the federal government can establish new security procedures. the department of social services says two refugees have been placed in the state so far, and a second family is waiting to finalize plans. tax season is now officially in full swing -- and department of revenue officials want to make sure you get the return you're due. they're warning you to watch out for scams and to be sure to submit your correct information. officials say the quickest way to file your taxes is online, and you'll avoid errors you may make on paper. but, if you do choose to file online -- you want to make sure it is secure. response following the president's state of the union... governor nikki haley will take to the podium to deliver her annual state of the state address tonight. our michal higdon is live at the state house this morning with more on the groundwork the governor has already laid out before tonight's address -- michal? a big part of where the state is today and how it will move forward is the funding just a few days ago, governor haley gave us her proposed budget going into this next fiscal year. this budget includes a 1.3 billion dollar surplus from last year -- but it's an amount that governor haley says can help the state meet many of its funding requirements. the budget has five main themes - education, public recovery and economic development. but it also includes a reduction of the state's debt obligation- dropping about 100 million dollars from where it was the year before, and at the same time, doubling the state's available cash reserves.

25-year-old braden joplin died tuesday after a van carrying four staff members flipped over an icy iowa highway and was struck by another vehicle. carson suspended his campaign events for the next several days. he delivered a statement last night, saying his heart goes out to joplin's family and the families of those involved in the accident. a man accused of shoooong a charlotte police officer two years ago is expected to plead guilty today. a sentencing hearing for james lewis is scheduled in federal court in columbia. prosecutors say in january of 2014 -- lewis shot charlotte- mecklenburg ficer, shane page when he attempted to serve a warrant at a fort mill home. officer page has since recovered from his injuries. lewis was also hurt in a shootout when officers returned fire. he was wanted for robbing a fast food restaurant in pineville, north carolina. lewis' hearing will be held today at 10:45 at the federal courthouse. if you're a flood victim in richland county, officials want to hear from you. we first brought you this story yesterday on sunrise. those officials are hosting a series of six feedback meetings over the next few days, and the first one was last night at st. andrews park. a company contracted by richland county, tetra tech, is in the process of gathering detailed data from those flood victims to compile a list of projects that'll potentially lessen the effects of a future flood. last night, some of the victims told the engineers about repeat flood problems --
