to cnn. gunfire and explosions were heard early wednesday at the bacha khan university in charsadda. poor weather conditions there are hindering miltiary and police efforts to regain control, but latest reports seem to indicate at least four attackers arardead. so far no one has claimed responsibility for the terrorist attack. governor nikki haley will go before state lawmakers tonight to lay out her official agenda for the upcoming year in the state of the state address. coverage starts at 7--we will carry it live right here on wis. you can also stream it online at wistv.com. following the governor's speech tonight -- representative mandy powers norrell will give the democratic response. ahead in our next half hour -- our michal higdon will join us live from the state house looking ahead to the governor's address. a controversial project to revitalize a portion of west columbia will go to a vote at tonight's city council meeting. the proposed "brookland" development would be on

street in west columbia. it includes restaurants, boutiques, and housing. after some neighbors raised concerns about the project -- earlier votes were put on hold. now that most of the concerns have been addressed, a vote to rezone the area has been put on the agenda for tonight's meeting. richland county leaders are hosting a series of meetings over the next few weeks to get feedback from victims of october's devastating flooding. our chad mills was at the first one last night at st. andrews park. "it was surreal. it was just surreal. little bit of panic, yes, but definitely just knowing that we had to get out. it was before we even knew what was going on everywhere else and before we even knew how dangerous and deathly it had become." karen valentine survived the historic october flood. but her home on gills creek in forest acres did not. "some volunteers from fort jackson came by and a couple of them followed me into the house for the first time, and they said, 'ma'am, what can we do? what can we do? what do you want

didn't even know what to tell them." five feet of drywall was waterlogged, furniture had floated around, and a layer of mud was everywhere. the damage still has her displaced. but she's doing her part to help officials prepare for the next flood, which is what this meeting is all about. a company contracted by richland county is in the process of gathering detailed data from flood victims like valentine to compile a list of projects that'll potentially lessen the effects of a future flood. "what we're trying to do, as i stated earlier, is just trying to get an assessment so that we can assess these ideas and problems and then further address them." heather lovell brought her problem to the county. tha apartment complex she manages -- willow creek -- severely flooded in

"on the fourth, total devastation is what it was like. all the way up to the second floors, the apartments were flooded out." and since then, the problems with the bordering stoop creek haven't gone away. "during the normal rain that we reason she, and others, are officials with the contractor, "tetra tech," say the report should be done in about two months. they'll be collecting more data in more public input sessions and then doing some field work as well. when the report is done, they say they'll rate the corrective action plans and present them to richland county council. an online shopping error ended with a gift for clarendon county flood victims. carson cogdill called zappos' customer service after they sent her the wrong shoes. carson shared a little about how hard clarendon county was hit hard during the flood. she later was shocked when she received a huge box from zappos marked "surprise" filled with fleece blankets and a card. "i think that just showing that this company that isn't

anywhere near here... they're all the way across the country in las vegas nevada says we care. i think that's awesome." carson will donate the blankets to flood victims. she also received a handwritten card decorated with a painting of her town of pinewood. inside the state house -- a lawmaker has proposed a bill that would crack-down on journalists in the state. republican representative mike pitts filed a bill that would require journalists to register with the state before being eligible to work for a news outlet in south carolina. the proposed "responsible journalism" and possible criminal penalties for those who violate the law. the bill has been referred to committee for debate. the south carolina press association says the bill is unconstitutional, and plans to fight it. state lawmakers are also considering proposals to limit refugees coming to south carolina. senators are debating the bills, which include requiring a public database of refugees and holding their sponsors liable for damages if they commit acts of terror.

agencies from taking on new refugees until the federal government can establish new security procedures. the department of social services says two refugees have been placed in the state so far, and a second family is waiting to finalize plans. tax season is now officially in full swing -- and department of revenue officials want to make sure you get the return you're due. they're warning you to watch out for scams and to be sure to submit your correct information. officials say the quickest way to file your taxes is online, and you'll avoid errors you may make on paper. but, if you do choose to file online -- you want to make sure it is secure. "you need to use different passwords and pass phrases for every program that you use, and make sure that you're using a reputable program or website." when looking for a tax preparer, department of revenue officials say make sure you check that person's track record with the better business bureau. the school bell will soon be ringing for the 2nd day of classes for cardinal newman students on the

school. yesterday we got a chance to tour the new school. the new 50-acre campus on alpine road includes 35 classrooms, 2 gymnasiums and multiple athletic fields. cardinal newman's principal says students are already feeling at home. "when i stood at the door to welcome students coming in, the reality really hit that he we are today with what we have been waiting for, for such a long long time." response following the president's state of the union... governor nikki haley will take to the podium to deliver her annual state of the state address tonight. our michal higdon is live at the state house this morning with more on the groundwork the governor has already laid out before tonight's address -- michal? a big part of where the state is today and how it will move forward is the funding just a few days ago, governor haley gave us her proposed budget going into this next fiscal year. this budget includes a 1.3 billion dollar surplus from last year -- but it's an amount that governor haley says can help the state meet many of its funding requirements. the budget has five main themes - education, public recovery and economic development. but it also includes a reduction of the state's debt obligation- dropping about 100 million dollars from where it was the year before, and at the same time, doubling the state's available cash reserves.

25-year-old braden joplin died tuesday after a van carrying four staff members flipped over an icy iowa highway and was struck by another vehicle. carson suspended his campaign events for the next several days. he delivered a statement last night, saying his heart goes out to joplin's family and the families of those involved in the accident. "i saw video of him last night, making yard signs. he was so energetic. it's just amazing what he was doing. and our hearts go out to his family and to all the families involved, including the family in the pickup truck. you know, life is so fleeting, and we have to make the most of every bit of it that we can." carson delivered that statement from nebraska, where joplin was reportedly being treated before he died. three other passengers in that accident were treated and released from an omaha

new information is out this morning regarding democratic presidential frontrunner hillary clinton's private email server. intelligence officials now say some information designated above the "top secret" classification level. clinton reportedly received emails about some special access programs while secretary of state. the justice department and the inspector general are both conducting separate investigations. breaking in the wis alert center right now... the death toll continues to rise in northwestern pakistan after an attack on a university campus. right now -- 21 are reported dead and numerous others hurt after gunfire and explosions early this morning near bacha khan university. heavy police and military forces were deployed to the area to regain control. pakistani army officials say that four of the attackers have been killed the pakistani taliban has clamied responsibility for this attack. we will continue following this

helicopters crashed near hawaii. one of the missing marines is jeffrey sempler-- a native of the upstate. last thursday, someone on a beach reported seeing the helicopters flying and then seeing a fireball. coast guard crews spotted debris about two and a half miles off the coast of oahu. reverend al sharpton is among the latest people to call for a boycott of the academy awards due to what they call a lack of diversity. the civil rights activist has joined director spike lee and actress jada pinkett-smith. the boycott is apparently in an attempt to affect ratings and advertisers. calls for a boycott started after no actors of color were nominated for an award this year. check out this video. as a major winter storm hit the east coast, it

overtime last night in what turned out to be a thrilling game on the road. the gamecocks played ole miss in oxford -- a place they hadn't had much success in previous years. and it looked to be the same old story with usc trailing by 10 at halftime. but the gamecocks make a big comeback in the final minutes of the second half to send the game to overtime. and usc would finish the job off, winning by a final score of 77 to 74, improving to 17- and-one on the season. the clemson tigers were hoping to keep their streak of big wins over big time opponents going last night. clemson was on the road at 13th ranked virginia, looking for their fourth straight win over a ranked opponent. on this night thougth -- the cavaliers kept the tigers in their cage. it was a close game, but clemson

delivers the state of the state speech here. people are very angry with the state of the water in flint, michigan. they've traveled by the hundreds here and we'll have a report coming up on today. two people were killed and nine others are recovering this morning after a bus crashed and flipped on its side in san jose, california. the bus was on its way from los angeles to oakland yesterday when the accident occurred. investigators say the bus crashed into safety barrels along the median of the highway before flipping on its side. california highway patrol says the driver admitted he was fatigued at the time of the crash. investigators have not yet revealed whether he fell asleep behind the wheel. isis is confirming for the first time the man known as "jihadi john" is dead. his real name was mohammed emwazi and he was the english- speaking voice of the group in many of its horrific propaganda videos. some of them showed him

a man accused of shoooong a charlotte police officer two years ago is expected to plead guilty today. a sentencing hearing for james lewis is scheduled in federal court in columbia. prosecutors say in january of 2014 -- lewis shot charlotte- mecklenburg ficer, shane page when he attempted to serve a warrant at a fort mill home. officer page has since recovered from his injuries. lewis was also hurt in a shootout when officers returned fire. he was wanted for robbing a fast food restaurant in pineville, north carolina. lewis' hearing will be held today at 10:45 at the federal courthouse. if you're a flood victim in richland county, officials want to hear from you. we first brought you this story yesterday on sunrise. those officials are hosting a series of six feedback meetings over the next few days, and the first one was last night at st. andrews park. a company contracted by richland county, tetra tech, is in the process of gathering detailed data from those flood victims to compile a list of projects that'll potentially lessen the effects of a future flood. last night, some of the victims told the engineers about repeat flood problems --

the campaign of democratic presidential candidate, bernie sanders continues it's hbcu tour through the palmetto state. tonight -- sanders' supporters will hold a "higher ed for bernie" town hall event on the campus of usc. this is video of last week's featured guest at usc's event tonight. it's at 6 in the russell house theater auditorium. the 90s rock-band pearl jam will soon rock out colonial life arena. the band announced tuesday that it will make a stop in columbia as part of its 2016 north american tour. the concert will be april 21st at 8pm. tickets go on sale next friday at noon and start at 71 dollars. the ringling bros. barnum and bailey circus will kick off tomorrow night at colonial life arena, but something will be missing before the big show. the annual animal walk, featuring the circus' elephants will not be happening this year. the show says that's because of timing issues. the circus recently announced the elephants

the death toll continues to rise in northwestern pakistan after an attack on a university campus. right now -- 21 are reported dead and numerous others hurt after gunfire and explosions early this morning near bacha khan university. heavy police and military forces were deployed to the area to regain control. pakistani army officials say that four of the attackers have been killed. the pakistani taliban has clamied responsibility for this attack. just a week after making national headlinefor her sponse following the president's state of the union... governor nikki haley will take to the podium to deliver her annual state of the state address tonight. our michal higdon is live at the tonight's address -- michal? a big part of where the state is today and how it will move forward is the funding that's approved. just a few days ago, governor haley gave us her proposed budget going into this next fiscal year. this budget includes a 1.3

last year -- but it's an amount that governor haley says can help the state meet many of its funding requirements. the budget has five main themes - education, public finance, public safety, flood recovery and economic development. but it also includes a reduction of the state's debt obligation- dropping about 100 million dollars from where it was the year before, and at the same time, doubling the state's available cash reserves. and this proposed budget would do something that hasn't been done since the great recession: fully funding county and municipal governments. governor haley will be addressing all of this and more on where the south carolina stands at her state of the state address tonight. that will take place at 7 o'clock and we'll be carrying it live for you here on wis. we'll also be streaming it live on wistv dot com. flood.

richland county deputies are hoping some surveillance footage could help them catch a murderer. they're trying to identify the driver of this dark sedan that was driving on longreen parkway just past journey church road. that's near the area where adrian silva was killed on january 3rd. investigators think whoever was in the sedan may have seen something. silva was riding his motorcycle on churchland road toward lee road when he was shot and then crashed. if you have any information on the sedan or anything else than can help investigators, call crimestoppers at 1-888- crime-sc. the coast guard has now suspended the search for 12 marines who have been missing since two helicopters crashed near hawaii. one of the missing marines is jeffrey sempler-- a native of the upstate. last thursday, someone on a beach reported seeing the helicopters flying and then seeing a fireball. coast guard crews spotted debris about two and a half miles off the coast of oahu. state regulators are seeking more money to monitor the water quality in

it's decision today. police in san jose, california say the driver of a greyhound bus told them he was tired when his bus plowed into safety accident early tuesday. nine others were injured. the bus driver told police he had stopped for a caffeine jolt at the last stop before the accident. investigators are trying to figure out who made threats of violence to schools in at least five states tuesday morning. officials say the threats affected more than two-dozens schools in new jersey, massachusetts, delaware, maryland and pennsylvania. none of the threats were considered valid. but -- some schools were evacuated or put on lockdown. there was a string of similar threatening calls to schools in recent weeks that all turned out to be hoaxes. isis is confirming for the first time the man known as "jihadi john" is dead. his real name was mohammed emwazi, and he was the english- speaking voice in many of the isis propaganda videos. he was seen in some of those

y they'll rate the corrective action plans and present them to richland county council. to find out when and where the five remaning meetings are -- go to wistv.com. what some say is a controversial project to revitalize a portion of west columbia will be voted on at tonight's city council meeting. the proposed "brooooand" development would be on the corner of state and meeting street in west columbia. it includes restaurants, boutiques, and housing. after some neighbors raised concerns about the project, earlier votes on the development were put on hold. now that most of the concerns have been addressed, a vote to rezone the area has been put on the agenda. the 90s rock-band pearl jam will soon rock out colonial life arena. the band announced tuesday that it will make a stop in columbia as part of its 2016 north american tour. the concert will be april 21st at 8pm. tickets go on sale next friday at noon and start at 71 dollars. the ringling bros. barnum and bailey circus will kick off tomorrow night at colonial life arena, but something will be missing before the big show. the annual animal walk, featuring the circus' elephants

he was arraigned and released after posting bail tuesday. news of the arrest emerged as sarah palin endorsed republican presidential candidate donald trump in iowa yesterday. seventy people were injured in italy tuesday when two light rail trains collided. the collision occurred around 8am local time near a station. most of the injured were students on their way to school. two of the injured, included one of the train conductoror were taken to the hospital. the company that operates the trains says it was not yet clear what happened, but "human error" was "certainly" to blame. yesterday morning we told you about increased security measures at the jail holding juaquin "el chapo" guzman, and now we have a look at those measures being put to action. armed guards are stationed outside his cell at all times -- with each guard carrying a helmet camera. guzman is being transferred constantly between 30 different high security cells. the prison is also using dogs trained to detect his scent. guzman broke out of the same prison last year, and was recaptured just
