"if you don't have to be out, don't get out in it." along the eastern seaboard a bigger storm is on its way...... the national weather service warns of heavy.... perhaps "crippling" snow across the north mid- atlantic region.....as much as two feet in some areas. maryland :25-:33 "we're definitely going to have some type of serious snow storm we're going to be ready." along the jersey shore.....residents are ready for beach erosion and possible flooding.... "this right here after three

tide cycles will probably be washed away." stores in the path of the storm have been had a run on supplies....some shelves are empty.... airlines have warned passengers that flying could be a mess....some carriers have waived change fees.... one traveler happy he's on his way to florida ahead of the storm. the state of our state is bent but not broken. that's how governor nikki haley began her state of the state last night as she reflected on a 2015 marked by three distinct tragedies. chad mills has more on her speech and how she and lawmakers see the state moving forward in 20-16. it was a speech praised by both republicans and democrats. "i mean, i appreciate the tone of her state of the state." "everything that she brought up was very emotional, not just for her as you could tell, but also for everybody else in the body, because we were all touched by it." with the late senator clementa pinckney's family in the gallery, haley remembered the tragic summer charleston church shooting that took his life.

she recognized the survivors too. "these two women and the precious little one who was with them that night are proof that we have angels living on earth." her state of the state, which hit on themes of unity and healing, also reflected on the police shooting of walter scott and the deadly october flood. "this year, was something neither we nor the weathermen could have ever imagined. rain at unbelievable levels pouring from the sky for hours." but haley's speech included some policy too. she called for more prosecutors to protect domestic violence survivors; legislation to dedicate up to one-percent of the state's bond capacity to help impoverished, struggling school districts; and ethics reform. "our two main priorities haven't changed: requiring public officials to disclose who pays them and having independent investigators oversee legislators."

"i was one of six or seven in terms of disclosing our sources of income." finally, roads. the governor said she stands by her plan to fix roads. a plan that would be revenue-neutral and not increase taxes. that was chad mills reporting. senator tom davis of beaufort said there's already more than a billion dollars available to help fix roads without raising taxes. flood relief wasn't a topic in the speech last night, with haley only spending about a minute or so talking about the october flood. flood relief for farmers was also a topic absent from her state of the state. in response to the governor's address last night, the state's democrats took aim at the governor's

policies over the past year...including the inability last session to find solutions to improve state roads and bridges. representative mandy powers norrell of lancaster delivered the democratic response...saying the gridlock lies within the republican party. "why haven't we passed a bill to improve our roads and bridges? i remember hearing my republican colleagues say over a year ago that that was the most important thing. lately, you've heard governor haley call for unity, and i agree. we need to start working together to get things done. but what she hasn't told you is that the fighting is within her own party. republicans in the senate actually filibustered their own roads bill last summer until it was dead for the year. and while republicans are fighting amongst themselves, our citizens continue to suffer with tattered roads and dangerous bridges." you can read the governor's full address and the democratic response by

homepage at wistv dot com. our michal higdon will also have a breakdown of more of the takeaways from the address, coming up at 5 a-m. lawmakers are again in debate over the confederate battle flag that was removed from the state house last summer--this time, whether its proposed display will be visible enough to the public. legislators on a house budget-writing panel say the flag's proposed display in the confederate relic room and military museum is too hidden within the state museum to attract visitors. the museum is looking for more than 3 million dollars to expand exhibit space and more than 500 thousand dollars for the flag display itself. last summer, lawmakers voted to remove the flag from the state house grounds and into a permanent exhibit. richland county leaders want your take on how well they did dealing with october's disastrous floods. they're continuing their meetings this week to get feedback from the community and plan better for future disasters. two meetings are happening today-- one will be at bluff road park on carswell drive in columbia. that's from 12 to 2 pm.

another meeting will be from 5:30 to 7:30 pm at trenholm park on covenant road. a major new development project in west columbia has gotten a major green light from city officials. after several earlier delays--last night, west columbia city council approved a plan to rezone the area near state and meeting streets to be developed into commercial real estate. the project, known as brookland, would include shops, restaurants, and 235 new apartment units. there are still several steps that need to be cleared before ground can be broken. last night's vote to rezone comes after some public concern about the project, which caused some delays on a vote. a greenville deputy who was recently shot while on duty is now recovering at home after more than a month in the hospital. back in december, deputy dave dempsey was responding to a robbery call at an apartment in taylors when a man inside shot him in the head. another deputy shot back and killed the gunman. a number of greenville police officers and deputies came together to show support wednesday as dempsey was released from the

hospital. "the whole thing could be life changing because i am used to getting out and driving and being out with these guys...its just ." a release from the sheriff's office said the bullet penetrated and fractured dempsey's skull. doctors had to cut out part of his skull to give his brain room to swell. six people are facing charges for human trafficking across four midlands counties. the suspects are all under the age of 25 and face charges ranging from trafficking and criminal sexual conduct with a minor, to conspiracy to commit trafficking. richland county sheriff leon lott and south carolina attorney general alan wilson say the arrests are the result of a state grand jury investigation. they say this is the first set of state grand jury indictments for human trafficking across county lines. four midlands schools are in the running for a coveted statewide award. the palmetto's finest award is given to schools

that offer the best in what the south carolina association of school administrators calls "innovative and effective educational programs." this year, two of the finalist schools are in lexington-richland district 5. they are oak pointe elementary school and dutch fork middle school. bc grammar elementary in lexington district 2 and lexington middle in district 1 are also finalists. "we're big believers in differentiation. i haven't met a box yet that every child would fit into. i was a different learner myself and i want my kids to feel valued just how they are, no matter how they learn." principal cassy paschal at oak pointe elementary says a fun learning environment at her school means music playing in the hallways and weekly friday pep rallies to bring the family together as a whole. the winners will be announced march 15th. today there's some relief for water customers in the city of flint, michigan. state lawmakers there have unanimously approved 28 million dollars to deal with the

city's drinking water crisis. the funding would pay for more bottled water, filters, health treatment, and water testing...as well as helping the city offset unpaid water bills. but flint's mayor says the help is still too little too late. "so a lot of people knew what was going on but nobody came forward in a timely manner. because, like i said, this will be almost two years in april. it took almost a year for us to get that information. and so there's been a lot of passing the buck on this." michigan governor rick snyder said in his annual state of the state address that the 28 million is not his last budget request for flint. he is expected to include additional funding in his february budget proposal. coming up...the carolina panthers are getting ready for the nfc championship plus...it's not good for the heart....but close games by the usc women could be beneficial come march. rick henry has all of this in thursday's sports wrap. break 1 the carolina panthers want to treat sunday's

the governor honored each victim and the surviving family members. it was in that moment during her speech when governor haley broke down in describing the compassion our state feels for those who lost their loved ones that tragic night. "i think she did that to remind us that there is more to unite us than divide us. in facing those things, we are south carolinians. we are not republicans or democrats, or black or white, we're south carolinians responding to a crisis and i think she made a point of saying that we showed the world who we were, we responded in a way that makes us proud." end its patient services today. the ceo of the facility says the hospital has lost two point five million dollars due to a lack of patients and unpaid medical bills. the hospital has been a part of the barnwell community for the past 60 years. business running through the port of charleston is booming. the south carolina ports authority says the volume of contrainers shipments coming through the port increased by more than 10 percent in 2015 -- about twice the growth rate of other ports across the nation. the widening project at the panama canal should be complete later this year, which could bring even more business. and -- by this time next year, the first dredges will likely be starting work on the 500 million dollar charleston harbor deepening project. four midlands schools are finalists for a coveted statewide award. the palmetto's finest award is given to schools that offer the best in what the south carolina association of school administrators calls "innovative and effective educational programs." two of the finalists are in lexington-richland district 5- oak pointe elementary school and dutch fork middle school. bc grammar elementary in

through the front door of a government building. authorities say they found the man driving the car yesterday to have a self- inflicted gunshot wound to the head. it's not clear whether the man shot himself before or after the crash, but he was taken to the hospital for his severe injuries. the driver's condition is unknown. investigators continue to try

and find more information behind a deadly bus crash in california. two people were killed when a greyhound bus flipped onto its side on a san jose highway tuesday morning. the national transportation safety board and the california highway patrol are leading two separate investigations. authorities say the driver was reportedly fatigued at the time of the accident. they say he lost control of the bus before it crashed into safety barrels and flipped. a bakery in northern meixco is taking advantage of the media frenzy surrounding the recent recapture of drug lord joaquin "el chapo" guzman. they're making el chapo cupakes... decorated to depict guzman wearing a dirty t-shirt just like the one he was wearing when he was recaptured in mexico ealrier this month. the pastry chef behind the cupacakes says the response to the cupcakes on social media has been quote "shocking." the usc women's basketball team will be on the road for its next two games -- beginning tonight against auburn. tonight against auburn.

bills head coach rex ryan says kathryn smith will serve in the role of quality control for special teams. ryan says smith has done an outstanding job in a football administrative role she held during the past seven years in new york. she has reportedly worked with his staff on both the jets and the bills. a former police officer in oklahoma city who was convicted of sexual assault will be sentenced today. daniel holtzclaw was convicted last month on 18 counts of rape and sexual assault against 13 african american women while he was on duty. he is expected to serve 263 years. an oklahoma county district judge will decide his sentence, but not before he rules on a defense motion for a new trial. attorneys for holtzclaw say he was denied a fair trial because of deliberate discovery violations and

amazon says it will offer refunds to anyone who bought hoverboards on its website. the move comes amid growing concerns that the two-wheeled balance boards are a fire hazard and are simply not safe. the consumer product safety commission is investigating more than three dozen instances of hoverboards smoking or bursting into flames. despite this new decision, amazon still sells hoverboards on its website. walmart says many of its u-s workers will be getting a pay raise next month. the retail giatn says every walmart and sam's club employee hired before the start of the year will soon earn at least 10 dollars an hour. more than one million u-s workers will get the pay hike starting february 20th. it comes about nine months after walmart increased pay for half a million workers to at least nine bucks an hour. you'll have to wait a little longer for the next "star wars" film to hit the big screen. disney says "star wars: episode eight" will be released in december 2017. it was originally scheduled for release seven months earlier. disney did not give a reason for the postponement.

south carolina state university leaders have put the finishing touches on their proposed budget report for the 2016-2017 school year. the report was submitted yesterday to a house ways and means higher education subcommittee for review. officials say the 52-page document details where the money will be distributed. interim president dr. franklin evans says the administration was under a lot of pressure to meet the deadline. university leaders will make the presentation to legislators on tuesday. a major new development project in west columbia has gotten a major green light from city officials. the west columbia city council approved a plan last night to rezone the area near state and meeting streets to be developed into commercial real estate. the project, known as brookland, would include shops, restaurants and 235 new apartment units to be built. several steps need to be cleared before ground can be broken. today, we're expected to learn the musical lineup for the annual st. pats in five points event this year. the music line-up and festival highlights will be revealed tonight at delaney's music pub in five points. the event is happening tonight from six to seven p-m.

would significantly curb the flow of iraqi and syrian refugees entering the u-s. the vote was 55 to 43. it needed 60 votes to advance. it's a vote that weighs heavy both on national security and the 2016 campaign. the bill would have required every single person from syria or iraq, and refugees who have visited those countries in the past five years to be verified by the fbi, homeland security and director of national intelligence. majority leader it's difficult to effectively vet immigrants from a war-torn country where records may sometimes no longer exist at all. the bill passed the house back in november with a large amount of bipartisan support. meanwhile on the democratic side, senate minority leader harry reid said he wants donald

trump's proposal to ban all muslims from entering the united states temporarily to be debated on the senate floor. he says he hopes to force republican senators to take a stand on trump's controversial plan. despite the big mess this first round of winter weather has left behind in midwest states, some are finding ways to have fun. with many schools closed because of winter weather, many near indianapolis took advantage of their free time by sledding through this golf course. families there say they always look forward to a good snowfall. way to use a parking lot. watertown, new york is actually trying to turn this lot into an outdoor ice rink. and it's partly due to the fact that the town's usual spot for ice skating- which is the fairground arena- is closed for renovations. the city has been working hard to build some ice- spraying the parking lot down with water, as you can see here. the water is expected to freeze because of the cold temperatures. workers say it will take a few days to get the rink ready for skaters. fans of the movie "frozen"- check this out. one michigan family built a giant olaf snowman... and it's towering 12 to 13 feet tall! a girl named samantha and her dad, jeff, spent almost an entire day building the snowman. olaf is now waving to people passing by in grand rapids. jeff says him and his daughter have been building large snowmen for years.

haley hopes the state will accomplish in 2016. in her state of the state the governor spoke about things of the past -- but also looked ahead. our michal higdon is live at the state house to break it down. in looking ahead to what south carolinians should take pride in -- governor haley says we are number one in foreign investment and one of the fastest growing economies on the east coast among others. but she went on to say there are things that have to be worked on in 2016. haley says the general assembly passed a very real, very important bill to help rid south carolina of domestic violence last year -- but she this year ends allowing law enforcement officers to try domestic violence crimes in court. she says when it comes to schools -- they will no longer pass a child out of the third grade if they cannot read. in referencing higher education she says that's not our greatest need... instead she proposed to pass legislation permanently dedicating up to one percent of our state's bond capacity to k through 12 education facilities -- which will be determined through a priority-based process. when it comes to ethics reform -- haley says two main priorities haven't changed -- requiring public officials to disclose who pays them and having independent investigators

a high school athletic director will be in a

jesse nayadley, who is also the assistant principal at ooltewah high school- is accused of failing to report the sexual assault of four freshman basketball players. nayadley's attorney is expected to file a motion to recall the summons against nayadley and dismiss the complaint. michigan lawmakers have approved emergency funding to deal with the water crisis in flint. the state gave the okay to 28 million dollars to help address lead contamination in the city's tap water. governor rick snyder requested the funds earlier this week. lead levels in the water system soared after flint switched to a new water source back in 2014. five americans being held in iran were freed this week in a prisoner swap, but the fbi believes it's possible one american is still being held. retired fbi agent robert levinson vanished in iran nine years ago. the state department previously said he was likely being held somewhere in

"i think she did that to remind us that there is more to unite us than divide us. in facing those carolinians. we are not republicans or democrats, or black or white, we're south carolinians responding to a crisis and i think she made a point of saying that we showed the world who we were, we responded

in a way that makes us proud." the islamic state to enter the u.s. six people are facing for human trafficking across four midlands counties. the suspects are all under the age of 25 and face charges ranging from trafficking and criminal sexual conduct with a minor, to conspiracy to commit trafficking. richland county sheriff leon lott and south carolina attorney general alan wilson say the arrests are the result of a state grand jury investigation. they say this is the first set of state grand jury indictments for human trafficking across county lines. a south carolina hospital is shutting its doors. southern palmetto hospital in barnwell will end its patient services today. the ceo of the facility says the hospital has lost two point five million dollars due to a lack of patients and unpaid medical bills. the hospital has been a part of the barnwell community for the past 60 years. business running through the port of charleston is booming. the south carolina ports authority says the volume of contrainers shipments coming through the port increased by more than 10 percent in 2015 --

a six-point-four magnitude earthquake has rattled northwest china early this morning. 40 buildings were reportedly destroyed in the quake. a three-point-four magnitude aftershock was reported minutes after the initial quake. police and rescue teams were deployed to search for any missing or injured people. as of now, no deaths have been reported. oil prices are falling and they're dragging the stock market down. stocks slumped again on wednesday. the dow closed down 249 points as the price of oil suffered its worst one-day drop since september. the market is at it's lowest level in two years. investors are worried that huge stockpiles of oil indicate a global economic slowdown. former pharmaceutical c-e-o martin shkreli says he has a date with congress. on wednesday, he tweeted out a photo of a subpoena asking him to testify before a house committee on january 26-th

about the prescription drug market. shkreli gained notoriety when his company raised the price of an aids drug by some five-thousand percent. he is also embroiled in a federal criminal case for alleged securities fraud. walmart says many of its u-s workers will be getting a pay raise next month. the retail giatn says every walmart and sam's club employee hired before the start of the year will soon earn at least 10 dollars an hour. more than one million u-s workers will get the pay hike starting february 20th. it comes about nine months after walmart increased pay for half a million workers to at least nine bucks an hour. there is some slipping and sliding going on around the capitol. you're looking at video from just outside of arlington, virginia. roads iced over wednesday-- which was the case all around the washington d.c. area. forecasters say up to 24 inches of snow are expected in the d.c. metropolitan area this weekend. some scary moments for students who got caught up in the winter mess on their way home from school. 9 students were injured when a semi-truck rear

center - schools in the louisville, kentucky area are closed this morning for safety precautions after snowfall from this week's winter storm. during a news conference, state officials say more than 900 roads were impassable because of snow and ice. school leaders there say it's too dangerous for school buses to be out on the roads. road crews are out this morning clearing some of those main highways in louisville. there's now word on when schools will re-open following the winter weather. governor nikki haley has an extensive list of goals for 2016. our michal higdon is live at the state house with some of the biggest takeaways from her annual

state of the state address. many will remember this state of the state address for the moments of emotion the governor showed when honoring victims of tragedies in our state in the past year. but the governor also got down to business in outlining big goals to accomplish in 2016. she mentioned education. the governor wants to aggressively start recruiting teachers to rural districts and giving them incentives to stay there. she called for more prosecutors to protect domestic violence raises taxes. the governor also touched on ethics reform which has been a major point of contention among many state lawmakers. we'll have more on thoseselans in about 10 minutes. in response to the governor's address last night, the state's democrats took aim at the governor's policies the past year...including the inability last session to find solution to improve state roads and bridges.

warm weather might be the furthest thing from your mind this morning -- but it looks like last year's high temperatures broke records by a surprisingly high margin. 2015 was officially the hottest year since instrument record-keeping started in 1880. that's according to both noaa and nasa. the two have been keeping record of the average temperatures for the last 136 years. experts say the record- breaking heat was fueled in part by one of the strongest el nino's on record. you'll have to wait a little longer for the next "star wars" film to hit the big screen. disney says "star wars: episode eight" will be released in december 2017. it was originally scheduled for release seven months earlier. disney did not give a reason for the postponement. the current "star wars" film, "the force awakens," is now the highest grossing u-s film of all time. the film has made more than 860 million dollars at the box office.

in the alert center this morning... the first effects of this developing winter weather system are already being felt in parts of our nation's capitol. a sheet of ice and sleet fell over parts of washington d.c. leading to slick conditions on roads and interstates that have yet to be treated. drivers were stuck in gridlock on the dulles tollway. some were stranded for as long as five hours in the traffic. drivers say the winter weather came unexpectedly. "this is so unanticipated. i mean, everybody's been talking about friday happening, but it's wednesday." "i'm on my way to work. it usually takes me about 20-25 minutes. i have been on the road close t t five hours now. one officer was hurt in one of several crashes on the interstate.

washington's mayor has asked everyone to stay off the roads so transporation crews can begin treat them ahead of more snow and ice that's expected. doesn't have the power to escape the effects of the winter storm. the d-c area was hit hard with ice, causing some traffic jams on the roads. the presidential motorcade tried to drive right through it on the way back to the white house from joint base andrews, and those vehicles were sliding around just like everyone else. that drive normally takes 25 minutes, and took more than an hour last night. and it was no easier for people trying to make their way on foot -- this poor woman major winter storm developing that will have a significant impact on much of the state from columbia north. partly cloudy this morning, not as cold, lower to middle 30s by sunrise. later today, increasing

carolinians should take pride in -- governor haley says we are number one in foreign investment and one of the fastest growing economies on the east coast among others. but she went on to say there are things that have to be worked on in 2016. haley says the general assembly passed a very important bill to help rid south carolina of domestic violence last year -- but she this year ends allowing law enforcement officers to try domestic violence crimes in court. she says when it comes to schools -- they will no longer pass a child out of the third grade if they cannot read. in referencing higher education she says that's not our greatest need... instead she proposed to pass legislation permanently dedicating up to one percent of our state's bond capacity to k through 12 education facilities -- which will be determined through a priority-based process. when it comes to ethics reform -- haley says two -- requiring public officials to disclose who pays them and having independent investigators oversee legislators. she says the house has passed

both repeatedly, but the senate has refused to vovo on either -- so the governor did something some considered a little unconventional. nikki haley: "i'm going to ask for every senator that is for income disclosures to please stand. ohohohohhhh. i'm going to ask you to continue to stand if you are for true independent investigations -- please stand. clapping. ladies and gentlemen i think we finally got to see what that vote might look like." there was a lot more governor haley addressed last night and you can see the full transcript on our website. live from the state house, michal higdon, wis news 10. after the governor's speech- lawmakers were specifically able to react to her call to ask senators to stand if they were for income

"governor haley was exactly right, senators in the senate have blocked that from coming up for a vote, and as she said tonight in asking those senators that stand with her in issue." many members of the senate did express a willingness to bring an ethics reform law to the table this year. republican hugh leatherman of florence told wis quote, "the senate's working on it- we'll see if we can come up with something." fire officials say a fire that started overnight at a building scene earlier this morning, around 4am. you can see the flames ripping through the front
