saturday morning early afternoon: periods of snow showers, no accumulation expected. as with any developing storm, update will following during the day. this morning sc-dot released its plan for winter weather preps. it focuses on the upstate and areas near the north carolina border. we've also talked to emergency management officials who say they're also monitoring the developing weather situation. also the carolina panthers have cancelled a pep rally scheduled for friday because of the weather. the winter weather is going to cause major problems in the mid- atlantic and northeastern u-s. this morning there were already problems for commuters in washington, d-c. jim cantore has this report on the problems there and what could happen in the coming days. well if last night was any precursor to what is to come

washington dc. one seven tenths of an inch but look at the headaches it caused in and around the district. we had accidents everywhere 150 reported by the police department. with traffic locked up everywhere, even major interstate , with less than an inch of snow. there are so many aspects of this storm it just boggles the mind. we have major ice possible for charlotte, north carolina. places like birmingham, atlanta, memphis, they all have a chance at snow eventually as the colder part of the storm moves overhead. and then there is the crippling snow which we have had such a maryland, delaware, southern pennsylvania over the last several days. and now it looks like these twenty to thirty inch snow fall amounts should actually happen. this will be a blockbuster and back to you. with the possibility of disruptive weather in our

coroner and highway patrol's accident investigative team will now assist cayce d-p-s as they work to learn more about what led to the crash. thanks to some surveillance video, an attempted murder suspect is behind bars this afternoon. justin jenkins was arrested just before 6 this morning. richland county deputies say on sunday jenkins walked into the video express on two notch road, pointing a gun and demanding money. investigators say jenkins then climbed over the counter and stole cash from the register and shot the employee while stealing more money and the victim's cell phone. he was taken to alvin s. glenn detention center and is also being charged with strong armed robbery. six people are facing charges related to human trafficking across four midlands counties. the suspects are all under the age of 25 and face charges ranging from trafficking and criminal sexual conduct with a minor, to conspiracy to commit trafficking. richland county sheriff leon lott and south carolina attorney general alan

arrests are the result of a state grand jury investigation. they say this is the first set of state grand jury indictments for human trafficking across county lines. this afternoon, some folks in forest acres are under a boil water advisory. it's in efffect for people along trenholm road from lakeview circle to forest drive. it also includes businesses in the trenholm plaza shopping center. utility crews are working to repair a water main break in that area. you should boil your water for a full minute before drinking or cooking with it until further notice. a south carolina hospital is shutting its doors. southern palmetto hospital in barnwell ends its patient services today. the c-e-o of the facility says the hospital has lost 2-point-5 million dollars due to a lack of patients and unpaid medical bills. the hospital has been in barnwell for 6 decades. a major new development project in west columbia received a green light from city officials. west columbia city council

last night to rezone the area near state and meeting streets to be developed into commercial real estate. the project, known as brookland, would include shops, restaurants and 235 new apartment units. several steps still need to be cleared before ground can be broken. after her state of the state address last night, we now have a better idea of what governor nikki haley wants to get accomplished in the new year. one main focus was ethics reform. haley says two main priorities haven't changed -- requiring public officials to disclose who pays them and having independent investigators oversee legislators. she says the house has passed both repeatedly, but the senate has refused to vote. so the governor did something some considered a little unconventional. nikki haley: "i'm going to ask for every senator that is for income disclosures to please stand. ohohohohhhh. i'm going to ask you to continue to stand if you are for true independent investigations -- please stand. clapping.

think we finally got to see what that vote might look like." the governor says when it comes to schools -- they will no longer pass a child out of the third grade if they cannot read. in referencing higher education she says that's not our greatest need... instead she proposed to pass legislation permanently dedicating up to one percent of our state's bond capacity to k through 12 education facilities -- which will be determined through a priority-based process. after the governor's speech- lawmakers were specifically able to react to her call to ask senators to stand if they were for income disclosures and true independent investigations when it comes to ethics reform legislation. here's what they had to say: "we were a little bit disappointed that as she talked about bringing everybody together, she did ask the senate to stand up if they supported something that she did without

defend themselves or talk or speak on why it is they may or may not have supported it. so that was- looked like kind of a childish trick." "governor haley was exactly right, senators in the senate have blocked that from coming up for a vote, and as she said tonight in asking those senators that stand with her in regard to those two items to stand up, that may be the only chance voters get this year to see where we stand on an ethics reform law to the table this year. republican hugh leatherman of florence told wis quote, "the senate's working on it- we'll see if we can come up with something." for more on governor haley's state of the state address and there you'll find complete transcripts of the speeches. a senate committee has unanimously approved interim director christy hall to run the south carolina department of transportation. hall has been interim director since last year--and was praised by lawmakers for her handling of the october flooding. hall's nomination now moves to the full senate for approval.

port of charleston is booming. the south carolina ports authority says the volume of container shipments coming through the port increased by more than 10 percent in 2015. the widening project at the panama canal should be complete later this year, which could bring even more business. and -- by this time next year, the first dredges will likely be starting work on the 500 million dollar charleston harbor deepening project. south carolina state university leaders have put the finishing touches on their proposed budget report for the 2016-2017 school year. the report was submitted yesterday to a house ways and means higher education subcommittee for review. officials say the 52-page document details where the money will be distributed. interim president dr. franklin evans says the administration was under a lot of pressure to meet the deadline. university leaders will make the presentation to legislators on tuesday. a death that seems to be right out of a spy novel. the latest after a british judge says a former russian spy's
