chad mills has the story. with richland county's transportation penny tax under investigation -- and under a lot of scrutiny -- should this citizen watchdog group have a bigger role in being a watchdog? that was the main question the group called the transportation penny advisory committee, or tpac, considered in this meeting -- its first meeting since the news broke that the south carolina department of revenue is auditing the penny tax program for potential misuse and illegal activity. "i thought the results were very good. i was very impressed with the tpac's efforts in moving forward

issue behind us and to get some public credibility resumed." in this meeting, chairman hayes mizell told members like carol kososki that d-o-r still has multiple ongoing county leaders, and the few councilmen in the room if any of county administrator tony mcdonald assured the panel that measures are in place to spend the tax money responsibly. however, the members voted unanimously for an annual independent audit, separate from the d-o-r's "that's one of the things that the tpac can do. they can call for it yearly, and when you have a program of this size, an independent audit is just the right thing to do." now, the watchdog group will just have to decide what kind of increased role it wants to play. a plan laid out by councilman norman jajakson. or a very detailed one proposed by councilman seth rose. transportation director rob perry says that's a decision this group of everyday citizens will have to decide. for a work session to start figuring out how much oversight they want -- and the process to make it work. we are waiting to learn more on the identity of a texas murder suspect who was killed in a shootout with columbia police yesterday. it happened in the parking lot of the byron road apartments, near dorn v.a. medical center investigators say a fugitive task force led by u-s marshals along with sled and the columbia police department were trying to serve a warrant on the man. as they approachehethe suv, they say the suspect started shooting at them and they shot back. "the preliminary information that we have indicates that the suspect is accused of opening fire first and officers assigned to the task force returning fire. obviously it's not our place to determine who actually shot that suspect. that's really something that the richland county sheriff's department will have to determine." investigators say none of the marshalls, police or deputies were hurt in the shooting. the richland county sheriff's department is leading the investigation.

officer monday remains in the hospital after jumping over a retaining wall. according to investigators, the suspected shooter was involved in car theft, and led police on a chase before shooting at one of them. authorities say the officer was not hurt. the chase ended when the suspect jumped off a 25 foot retaining wall. he was taken to the hospital in serious police say he will be charged once he's released. investigators are looking at surveillance from inside a columbia barber shop in hopes of finding a 2nd suspect wanted after a deadly y ldup. on friday night, police say two armed men wearing masks came into the "next up barber and beauty" on fort jackson boulevard and demanded money. police say two of the victims pulled out guns of their own and started shooting at both men. one of them was killed. chauncy harris says he saw it all unfold. "it was hollering and screaming and stuff like that, little kids were in here." i thought he definitely was going to shoot me

there's now a fourth death in south carolina blamed on conditions from this past weekend's winter storm. troopers say 61-year-old jimmy thomas' vehicle ran off the road in union county and hit a tree saturday afternoon. thomas was reportedly wearing a seatbelt and later died at the hospital from his injuries. we are also learning more about one of the other three victims who died in the storm. highway patrol officials also say the winter weather played a role in the death of a jogger who was hit by a car. the greenville county coroner's office says 44- year-old andrew van evera of greer was jogging saturday afternoon when he was hit by a vehicle driving toward him. troopers say an icy patch in the road caused the accident. family and friends say van evera was training for an upcoming half- marathon. the accident remains under investigation. washington, d-c residents are working to dig themselves out from under the heavy amount of snowfall over the weekend. the historic winter storm dumped more than two feet of snow throughout the area late friday night into saturday. plows have been working around the clock to clean major roads.

molina healthcare is hosting the event which is scheduled to begin this afternoon at an elementary school. the tests are available for children up to six- years-old. additional lead testing has already been scheduled for the first week of february. during the last several weeks, the national guard has been assisting the people in flint by providing bottled water. an emergency city council meeting is set to begin this afternoon in atlantic city, new jersey where city officials will discuss filing for bankruptcy. mayor don guardian says with no help from the state, the atlantic city council has to consider all options. the guardian also cited a recent veto of a bill by governor and republican presidential candidate chris christie, that would have provided financial assistance as being the final blow that put bankruptcy on the table. president obama says he is moving to ban solitary confinement for juvenile and low- level offenders in federal prisons. the president wrote that solitary confinement diminishes chances for successful rehabilitation. he said his decision followed a justice department review.

attacks on schools in pakistan. the announcement says all schools will remain closed for the remainder of the month following these threats. the warning comes only a week after the taliban attacked a northwestern university killing 21 people. that university reopened briefly monday but then closed to give students time to recover from the attack. we are waiting to learn more on the identity of a texas murder suspect who was killed in a shootout with columbia police yesterday. it happened in the parking lot of the byron road apartments, near dorn v.a. medical center investigators say a fugitive task force led by u-s marshals along with sled and the columbia police department were trying to serve a warrant on the man. as they approached the suv, they say the suspect started shooting at them and officers shot back. investigators say none of the marshalls, police or deputies were hurt. the richland county sheriff's department is leading the investigation. investigators are looking at surveillance from inside a columbia barber shop in hopes of finding a 2nd suspect wanted

top stories this morning... seven extremists who allegedly planned attacks in malaysia have been arrested. the detained men and women, are all between the agest of 26 to 50. investigators say they possessed isis propaganda. crime analysts believe isis has been recruiting from malaysia, with more than 200 people thought to be part of isis militias in syria and iraq. officials in thailand say debris found last week is not a part of missing malaysia airlines flight 370. a large piece of curved metal was found by a fisherman last friday. both malaysian and thai officials inspected the debris. they concluded that the metal does not belong to the same kind of aircraft as the missing flight.

inmate who walked away from a correctional institution in rock hill last night. 26- year-old zachery lee reaves, pictured here, was sentenced to 8 years in prison for second- degree burglary. police say he walked away from a pre-release center in rock hill just before 9:00 last night. he was last seen wearing a tan-colored south carolina department of corrections uniform. if you see reaves or if you have information on his whereabouts -- you're asked to call police. a lockdown has been lifted this morning at winston-salem state university after a report that someone showed a gun on the school's campus. police say there was some type of altercation at the student activities center around 9:30 last night. school officials say the university was placed on lockdown while police searched the campus. no shots were fired and no injuries were reported. there's no word if anyone has been taken into custody. new this morning... a charleston judge has signed an order involving details of how evidence in the walter scott

independently tested. the defense wants michael slager's taser and uniform tested from the day he shot and killed walter scott during a traffic stop last april. the defense and the state have agreed that the testing must be done by february 12th -- and if anything is lost or destroyed, the state can use that information in court. slager was released from jail on bond earlier this month. today s-c state university leaders are scheduled to meet with lawmakers to discuss their budget for the upcoming year. last week, sc state board leaders submitted their proposed budget to the house ways and means higher education subcommittee for review. the 52-page document details how the funds would be spread out. interim president dr. w. franklin evans says the administration was under a lot of pressure to meet last week's deadline. today's meeting is set for 2:30. the upstate lawmaker who's journalism registry proposal sparked major media discussion -- says his bill made it's point. representative mike pitts says he was not intending to require reporters to register with the state, but says the instant media discussion created the reaction he expected.

columbia mayor steve benjamin will lay out his vision for the capital city tonight during his annual state of the city address. of course many columbia neighborhoods and businesses are facing major repair following the devastating october flooding. that includes damage to the historic columbia canal. earlier this month mayor benjamin made a trip to washington, d.c. to lobby for more federal funding for flood recovery. the mayor's address is tonight at 6pm in city hall. we'll be there and will have more for you tonight on wis. today lawmakers will continue discussions about refugees coming to south carolina. members of the senate subcommittee on refugee resettlement will meet with dss officials and a rep with lutheran services carolinas to discuss resources. syrian refugees began arriving in south carolina and other states late last year, despite a request from governor haley that they not be placed

senators are taking another crack at trying to pass a bill to get more money for south carolina roads. lawmakers plan to take up proposals to raise the gas tax and cut other taxes in a senate finance committee meeting today. a bill to revamp the board that runs the department of transportation is on the agenda of the senate transportation committee. the house passed a roads bill last year. the dot says it needs $1.2 billion extra a year to get state roads to good condition should a group of ordinary people have more power to get richland county out of its penny tax scandal? a group like that already exists, but by its own admission, doesn't have a lot of say, privileges, or power. last night, the group met for the first time since the news broke that the penny tax is under investigation by the department of revenue. in the meeting, members pondered a role where they'd have increased oversight over the penny program. the members voted unanimously for an annual independent audit of the penny program. "i thought the results were very good. i was very impressed with the tpac's efforts in moving forward so that we can get this audit issue

there's now a fourth death in south carolina blamed on conditions from this past weekend's winter storm. troopers say 61-year-old jimmy thomas' vehicle ran off the road in union county and hit a tree saturday afternoon. thomas was reportedly wearing a seatbelt and later died at the hospital from his injuries. we are also learning more about one of the other victims who died in the storm. highway patrol officials also say the winter weather played a role in the death of a jogger who was hit by a car. the greenville county coroner's office says 44- year-old andrew van evera of greer was jogging saturday afternoon when he was hit by a vehicle driving toward him. troopers say an icy patch in the road caused the accident. family and friends say van evera was training for an upcoming half- marathon. the accident remains under investigation. this blizzard has since loosened its grip on the northeast, but the effects of the storm are still being felt. at new york's laguardia airport, a back log of flights and a traffic accident created a traffic nightmare. as you can see in these aerial
