'pbs newshour' will produce the first democratic presidential debate following the iowa caucuses and new hampshire primary on thursday. the debate will be held at the university of wisconsin-milwaukee. it will broadcast nationwide on pbs stations at 9 pm. investigators say a woman was left for dead after getting hit while driving along i-77 in chester county. they're now looking for a "purple commercial vehicle" after plastic parts left behind were discovered at the scene. the vehicle was traveling north and troopers believe the driver could be in north carolina or virginia. as michael clark reports, they're hoping someone

on top of that, matthews says there's not enough pay. for those who haven't completed the justice academy, new employees must start in the civil division making $26,000. once they complete the academy the pay gradually grows to 32-thousand. "we don't lose deputies to some of these other low paying counties. we lose them to the higher paying counties. when you have deputies that leave counties that pay more. when they look at us, because they want to move to kershaw county or in this vicinity, they look at the pay scale and say thank you but no thank you." despite other local departments sharing similar concerns, the south carolina justice academy reports no drop in class size. in fact, the academy has increased its class size in recent years to meet demands. the carolina panthers are back in friendly confines today after returning home from their super bowl 50 trip. and even without a vince lombardi trophy to bring back, there were still plenty of fans out to welcome the team back.

place... and this year we're asking the community to "slide" donations this way so the children's hospital can build a playground. but it's not just an ordinary playground... this will be a specialized one for the children here in the hospital. the equipment that is needed are specially designed for children with autism and other processing disorders. also it will be wheelchair accessible and allow children with iv's to be able to use it as well. you can see some of the equipment on your screen, like the "omni spin," "we-saw," and roller slide. you may remember the hospital received a 30- thousand dollar donation from white cloud, thanks to your votes in a competition last year. that money is only the beginnng. christy fink: "because of all of those special things that we need to do to make this possible for sick children, we're going to need significant support from our community to make this happen. 30- thousand dollars is a great

people are dead and 15 seriously injured after two trains collided early this morning in southern germany. here's a picture from that scene where emergency officials are working to rescue people at this time. south bavarian police say about half of the injuries are severe but the total number of dead is still unknown. the two commuter trains were traveling in the state of bavaria about 37 miles southeast of munich. the cause of the crash is unknown - several hundred rescue workers are still on the scene. investigators are looking for a vehicle after a woman was killed after getting hit while driving along i-77 in chester county. they're now looking for a "purple commercial vehicle" after plastic parts left behind

security in new orleans is expected to be tighter than ever before. nearly 11-hundred new orleans police officers are expected to be on patrol- many undercover. president obama is expected to release the 2017 fiscal year budget proposal. it will be the president's final budget proposal as he prepares to leave the office next winter. many people believe the new budget has little chance to be adopted as president obama faces stiff opposition from the republican led house. hackers have published contact information for 20-thousand fbi employees. the leak happened on monday, right after personal data for almost 10-thousand department of homeland security employees was posted. the group tweeted the information was pulled from the department of justice database. names, titles, phone numbers and email addressed were included in the data dump. officials said it did not appear social security numbers were accessed. the justice department is investigating. a new government report on health insurance in the 50 states has been released this morning. eight states including florida,

new york saw a significant drop last year in the number of people without health insurance. all but florida have accepted a medicaid expansion that's one of two major pathways to coverage under obamacare. the other coverage route is subsidized private insurance, available in all 50 states. overall, the nation's uninsured rate dropped to 9.1 percent in 2015. new reports out say 2015 saw a record-setting number of shark attacks worldwide. 98 attacks have been reported- 30 of them in florida and eight in each of the carolinas. the u-s leads the world with 59 attacks. scientists say the previous record was 88 attacks back in 2000. the number of attacks are expected to increase as human populations grow. six deaths were reported worldwide from the shark attacks. the trouble continues for cleveland browns quarterback johnny manziel, who faces allegations of domestic violence. manziel's ex-girlfriend now alleges manziel hit her so hard that she lost hearing in one ear. colleen crowley says manziel dragged her into a car last month after she tried

new in the wis alert center this morning... video showing the moment a california gas station canopy collapsed on two cars yesterday. take a look. two maintenance workers when on the roof at the time of the collapse. as they were getting off of the awning, the roof failed. one worker managed to scramble away while the other rode the roof to the ground. he suffered minor injuries. drivers in cars beneath the canopy were not hurt. every year, wis partners with the b106.7 for a radiothon to raise money for miracles at palmetto health children's hospital. this year -- all of the proceeds are going directly to a fun place that will be built for chidren who have extended stays at the hospital. our michal higdon is live at palmetto health this

palmetto health wants to build a specialized playground for kids that will benefit their learning and development during their stay at children's hospital. it would help children -- like eli adams -- who was diagnosed with an extremely rare form of leukemia back in march of 2015. before being diagnosed, eli's mom, robyn, tells me he was an extremely active 10-year-old boy. he loved sports, especially baseball, basketball, and kickball. once he was diagnosed with cancer, he was forced to slow his movement -- but still found ways to play during his stay at the hospital for two and a half months. robyn says having a playground at the hospital would have been amazing -- especially for kids like eli. "where did you spend all your time, doing what?" "playing."

this is the 15th year radiothon has taken place... and this year we're asking the community to "slide" donations this way so the children's hospital can build a playground. but it's not just an ordinary playground... this will be a specialized one for the children here in the hospital. the equipment that is needed are specially designed for children with autism and other processing disorders. also it will be wheelchair accessible and allow children with iv's to be able to use it as well. you can see some of the equipment on your screen, like the "omni spin," "we-saw," and roller slide. you may remember the hospital received a 30- thousand dollar donation from white cloud, thanks to your votes in a competition last year. that money is only the beginnng. christy fink: "because of all of those special things that we need to do to make this possible for sick children, we're going to need significant support from our community to make this happen. 30- thousand dollars is a great launching point for us but

north carolina state attorneys have asked a federal court to delay its order directing legislators draw new congressional districts. a panel of judges previously found two of the districts unconstitutional because state lawmakers relied too much on race in drawing them in 2011. they said new boundaries were needed by february 19th -- otherwise no congressional elections could occur. the state is asking for the delay because they say the march 15th primary is already under way, and the state legislature isn't in session right now. a new government report this morning on health insurance shows eight states saw a significant drop in the number of people who were uninsured last year. 7 of those states are among the more than 20 nationwide that have accepted a medicaid expansion that was part of obamacare. other states are still considering or have decided not to accept the expansion. the other coverage route is subsidized private insurance, available in all 50 states. overall, the nation's uninsured rate dropped to 9.1 percent in 2015.

clashed with protestors there. we're just getting some new video this morning from the scene showing policeman firing warning shots into the air. dozens were injured and arrested in these street clashes. police used pepper spray to disperse the crowds, and rioters threw bricks at police, lighting fires on the streets. the unrest started when local authorities tried to prevent street food sellers from operating last night. they're calling this violence the worst in hong kong history since the pro-democracy protests in 2014. chipotle mexican grill is blaming sick employees for two norovirus outbreaks that the restaurant chain experienced last year. the dining chain closed all of its restaurants nationwide for a few hours on monday to hold a company-wide meeting to discuss food safety. the meeting also revealed tomatoes are the likely culprit behind the salmonella outbreak. the company no longer dices tomatoes in its restaurants. to make up for being closed- chipotle offered free burritos monday until 6pm for customers who texted a special code.
