is justified. investigators say officer mensah was patrolling madison park after it had closed officer mensah approached jay anderson, who appeared to be sleeping in his car. the officer noticed a semi-automatic firearm on the passenger seat. after viewing the gun, the officer took out his firearm and ordered anderson to put his hands in the air. anderson, meanwhile, allegedly lowered his arm toward the gun at least three times. officer mensah then fired his gun, shooting anderson. " i have watched that video at least 20 times and i was able to w forwards backwards frame by frame, i could take as much time as i needed. the police officer had less than one second to make the decision" wauwatosa police chief barry weber says officer mensah underwent counseling and has been cleared to return to duty. as for anderson-- an autopsy shows he was intoxicated and also revealed marijuana in his system.

the family of jay anderson junior is extremely disappointed in the district attorney's decision not to charge officer joseph mensah. they say they'll continue to fight. police officer who shot and killed jay anderson has been cleared of wrongdoing. and, the dash cam video has been made public. our deandra corinthios has more from the wauwatosa police department. officer joseph mensah shot jay anderson six times...killing him. the wauwatosa police chief says the officer received mandatory counseling after the shooting and is cleared to return to work. he will not face charges this is the dashcam video. wer before shots are fired, but police chief barry weber says mensahs use of force is justified. the wauwatosa police department does not have body cameras. but the shooting was recorded because immediately after the shots were fired, officer mensah remotely activated the camera in his squad, which retroactively records 20 seconds prior to hitting the button. chief weber says mensah confronted jay anderson, who was asleep in his car

after the officer noticed a gun on the passenger seat it was a ruger 9 mm loaded with 16 rounds of ammunition and one in the chamber. mensah called for backup...anderson allegedly reached for the gun. 'on several occasions, the subject started to lower his right while leaning toward the front passenger seat where the gun was located, on each occasion the officer directed verbal commands to the subject instructing him to not reach for the weapon and keep his hands up.' chief weber says officer mensah has shooting took place. in wauwatosa dc fox 6 news the family of jay anderson
