heading to europe are packing an extra worry today. a new government warning to be extra alert. >> intelligence reports indicate terrorists may be spotting attacks on public places overseas. we'll have reactions fr from eu in a moment. we begin with emily schmidt. >> this rare travel warning applies to americans already in europe or heading that direction. it extends through the holidays, not set to expire until the end of january. >> reporter: the government alert for citizens living or touring europe is rare. it asks citizens to take every precaution to be wear of their surroundings while traveling. but the state department indicates it is not attempting to stop travel to europe. >> you can still go. you can be safe. >> reporter: avoid public demonstrations. stay away from unattended packages. the alert comes after weeks of

discussions between the white house and u.s. intelligence communities. experts say the caution makes sense. >> you're not interfering with their lives. and in today's political realities in the united states, the executive branch simply doesn't have much choice. >> reporter: intelligence officials say there is no new specific threat. instead, it comes from concerns that terrorists, working with osama bin laden's blessing are planning commando silent attacks on tourists in france, britain and germany. twice in the past two weeks, french officials evacuated the eiffel tower for what turned out to be false alarms. >> i don't think you have live in fear. >> i have a lot of relatives there, and i'm not going to be deterred by the warning. >> u.s. airlines says they're going to continue to operate as usually. but europe is concerned that americans put off their travel.

>> emily submit live in washington. an initial response to the alert among some europeans was highly critical of the u.s. >> the u.s. state department is imminently going to put out a warning about travel to europe. the threat of another al qaeda -- >> they are pathetic, aren't they, those americans? >> now, the british government has since announced its own travel warnings to citizens. what effect is this having in cities like paris. >> abc's lama hasan is there. >> reporter: good among, after the alert yesterday, the french foreign ministry issued a statement that france has taken notice of the recommendation that they continue to exchange intelligence with their main partners on the fight against terrorism. they're analyzing the information is that has been made by the united states. now, it's interesting to note at that threat level remains the same in this country.

it is the level which is called red, which means there is a probable threat. but this level has not changed in the last five years. and it's not the highest level. the interior minister spoke yesterday saying that they are taking it seriously. they are taking this alert seriously. that the threat of a terrorist attack is real. and that people have to be remain vigil lent in this country. rob and vinita. >> lama, i know you were two weeks ago. i'm just curious what sense do you have in terms of the differences that the travel warning has been issued? >> reporter: yeah, just to give you an idea of the sense of what's going on here. i was here two weeks ago, took the train from london to paris. i did the same thing, took the same motor transport yesterday, and there was no visible evidence in the change in security. paris fashion week begins today, so does the car show, the motor show. and every single hotel is booked out in the city. so it's obvious that people

haven't been deterred by this alert yet. >> all right, abc's lama hasan live in paris. thank, lama. there are three nba teams in europe right now, but the heightened concern has not affected any exhibition games. the knicks played italian team olympia milan know in milan yesterday. they travel to paris to play the knicks on wednesday. barcelona in spain on thursday. >> abc news continues to work on all angles of the story. we will have more live coverage later on "gma." for the third time in three days, tankers carrying supplies to nato and u.s. troops have been attacked in pakistan. the taliban claimed responsibility for at least one of the attacks last week and had promised to launch even more. it's been especially tns in the region, ever since a nato helicopter attack killed three pakistani troops. former white house chief of staff rahm emanuel hits the

campaign trail today in chicago. emanuel made his bid for mayor official over the weekend with the announcement on his website. despite hi high washington credentials, emanuel is no shoo-in for mayor. in washingtons are the priests told the lawyers and judges they are charged with rights that come from god, not government. the supreme court begins its new term today with three women on the bench for the first time. residents near a wildfire in northern colorado are being warned to evacuate. the fire quickly scorched 300 acres yesterday near the town of frazier. several crews are battling a blaze, but officials believe some cooler weather will help them bring it under control. now for this morning's weather. thunderstorms in nevada and the pacific north. showers in montana.

it is time now for a check of market activity starts overseas. tokyo's nikkei average lost 23 points today. hong kong's hang seng is up more than 300 in late trading. in london the ftse opened higher. wall street opens with the dow jones 10,829. after losing 30 points. the government is waiting for more than $70 billion in bailout payments even with the t.a.r.p. program officially over this morning. about 650 smaller banks still owe the money they received. the treasury department will oversee those repayments. the t.a.r.p. program actually cost much less than expected. verizon wireless could pay up to $90 million in refunds.

the money will go to customers who were improperly charged for inadvertent web access or data uses. the company, though, will not be sending out any checks. instead, verizon says, about 15 million customers will receive credits on upcoming bills. health advocates in san francisco are taking aim at kids' meeting. they've posed a so-called happy meal ordinance. restaurants would have to add more fruits and vegetables while also lowering calories. the mayor, though, is offering a veto. the movie about facebook's creation was the number one box offices draw taking in $23 million. sony pictures said audience and critics both liked it. animated "legend of the guardians" was second "wall street: money never sleeps,

city, vegas and l.a. >> if you are supplying expect delays in san francisco, salt lake city, boston, new york, philadelphia and d.c. the shocking suicide of a rutgers university student is what brought hundreds tout a candle light vigil last night. they were there to honor the memory of tyler clementi who took his own life after a roommate streamed it on the internet. >> i thought it was important that we have the chance to actually cry, heal, be present. >> the president of rutgers called it a chance to reaffirm the community's sense of civilitity and respect. meanwhile, prosecutors are looking into filing bias charges against the two students responsible for streaming that encounter. police in texas have released a 9 4re6 call made by a wife after her husband were shot and killed.

they were sightseeing after being ambushed. jeremy hubbard reports. >> reporter: this tranquil lake has become an unlikely haven for pirates who have now apparently claimed a life. >> hello? >> ma'am? >> yes. >> okay. are you sure that your husband got shot? >> yes. in his head. >> reporter: 911 calls released this weekend reveal tiffany hartley's terror. she was sightseeing last thursday with her husband david on falcon lake, a 60-mile long reservoir on the rio grande, shared by the u.s. and mexico, home to some of the country's biggest bass fishing tournaments. the hartleys were jet skiing on the mexican side when bullets started flying. david was shot in the head. >> he was thrown off the jet ski and i couldn't pick him up to get him on mine. >> she went in the water trying to load up her husband, trying to get his body to bring him back to the u.s. side, but you know, she was being shot at. so, she finally had to let go of the body, climb back in the jet

ski and head back to the united states. >> reporter: it isn't the first violent incident on the water. texas authorities issued a warning in may urging caution on falcon lake after several boaters were approached and robbed. texas governor calls this spillover violence from mexico drug and human traffickers. now, he wants washington to send backup. governor rick perry is asking for 1,000 national guardsmen and predator drones to watch the border. tiffany and david hartley had grown tired of border violence, too. they were about to move, out of state. they just wanted one more day on the lake before leaving. a regrettable choice, as investigators continue to search the water for david's body. jeremy hubbard, abc news, new york. colorado police looking into the death of jonbenet ramsey are conducting a new round of interviews from the case. 6-year-old jonbenet's body was found in her family's house back in 1996 but the case has never been solved. the new reviews are based on

and now a look ahead to the stories we'll be watching on this monday. so far, airlines and hotels are seeing little impact on the state department's warning to americans in europe. the travel alert warned americans to take safety precaution, however, the specific threat that led to the wlaert has not yet been revealed. the taliban is vowing to launch more tanker attacks in pakistan. earlier today, they shot at about 20 tankers carrying supplies for nato and u.s. troops in afghanistan. the supreme court opens today with new justice elena kagan. among the cases to be heard, a sex discrimination suit against walmart and anti-gay protests with. a two men are accused of murdering a mother and her two daughters back in 2007. and memorial services being held today for veteran actor tony curtis.
