>> to talk more about this ongoing health-care debate, abbie phillips joins us. this is an historic moment. this case is unprecedented in so many ways. >> this is an historic health care law. you will hear that a lot from the obama administration. many of the challenges are unprecedented. they're going to the supreme court whether to ask if it is constitutional for the federal government to do things that this law mandates. the supreme court recognizing that this is so important is going to a lot an unprecedented amount of time to arguments. at the end, but the supreme court says is gone to have major implications for the president's agenda going forward and whether or not this law will be

implemented. >> it is a big gamble for the obama administration to do this in the middle of the election year. how could it affect the presidential election? >> if the law is struck down that would be problematic for the administration. if the law is upheld, that could be a very good thing for him going into an election season. this decision is expected to come down in june. that is just before the convention. if the president gets a validation of this law, that will be good for him. on the other side of the debate, if the law is struck down, it could be great for whoever his challenger is. >> they must be feeling confident to bring this to the supreme court. >> when you look back to the beginning of this debate, there were few people out there talking about whether the supreme court would bring this. the fact that they have the accepted this challenge and the

need to hear this case is a sign that some of the critics have had a lot of success in getting this argument before the courts. >> rick santorum picks up a big win in louisiana. mitt romney still has a commanding lead. what is the reasoning behind santorum and gingrich staying in this race? >> the louisiana outcome was a situation and which santorum wins but he only gets a portion of the delegates. he has not made a dent in mitt romney's delegate count. the process will continue to be that way for some time. what he is hoping to do is to put pressure on mitt romney to win more and more delegates. they are trying to pick away what they can said that it is more difficult for mitt romney to amass 1100 delegates that he means to seal the deal.

an issue in northwest washington has drivers getting out parking tickets. the two-hour parking signs along u street did not mean much because the parking meters did not allow people to park for two hours. >> this line is busy with people updating their do's. >> we have people coming in here every half hour, 45 minutes. it is a constant issue. the sign says two hours. >> the sign says to our parking. the meter says to our parking. -- two-hour parking. but you will still not get two hours of parking. not that we did not try.

noticed her on the steps. that is when he turned around and she was not there. >> the creepy encounter was too much for the normally tough construction worker. he packed his stuff and walked off the job for good. the young girl was a 14-year- old. she was seen in this study six years before her death in 1913. the victorian house been demolished had been her home. the crews were so free to doubt by deciding, they decided on the 99th anniversary of her death they would shut down construction for the day. the house has always had a paranormal mistake. >> we did general cleanup and never noticed anything. >> there have not been any more sightings of margaret since that date, there is one construction
