>> we're going to begin talking about presidential politics. politico reporter edward isaac devare is with us to talk about the big convention that was supposed to kick off tomorrow but now it's not. this was supposed to be the big party, introduction of mitt romney to the american public. how much of a setback is this >> the main action is still going to be going on. tuesday, wednesday and thursday night we will have the convention going on. and the networks most decided not to do much coverage of monday night. so the people in florida will be missing what's going on but the people in the rest of the country will get to see paul ryan's speech on wednesday and

mitt romney's speech on thursday. >> and some people have some trepidation about this because of isaac approaching on the seven-year anniversary could of hurricane katrina could there be any fallout? >> the burden is on the president to make sure that things go well on the hurricane preparations so if there is a situation where it's a horrible storm like what happened in katrina then the focus is going to be on president obama and what he is doing to deal with the storm. if he is doing that may end up being a bigger problem for the republicans than the fact that there is rain falling on tampa. >> eevep if the storm didn't come through obviously the whole issue would have been on top. do you get a sense that the tide will turn and it will become about these two men come tuesday night or is it going to get buried?

>> this is a race that has almost at every point been locked up the two candidates almost exactly the same percentage in the polls somewhere between 45 and 48% each. so all these issues including what happened with congressman akin has change it had race just a little bit for just a moment and then it goes back to being a locked up race. >> what's at stake for mitt romney this week? >> he has a very difficult balancing act in front of him. he has to make sure that he is putting himself forward to americans as someone that they can connect with, who agrees with their politics in most ways but at the same time going to the conservative base that has always been suspicious of him and not really comfortable with him in saying he is a candidate that they can believe in and get behind. because romney in order to win will need both independent voters and middle of the road and the conservative base to

not stay home. >> what kind of main message do you think he is going to try to hammer home on thursday night when he does his speech? >> the message will it seems be president obama has been a failure for the country. he's not a bad person. but he really doesn't know what he is doing and when it comes to the economy and other issues that are of major importance for the country he will mitt sh -- mitt romney will be able to bring his experience to bear. >> how much of an impact do these imventions have on polls and public opinion? >> here's what's going to happen almost surely. in the first couple of days after the convention and the party that held the convention will get a slight bump. it could be somewhere between two points and six points. and then that will almost completely evaporate almost certainly. and so we'll go back through this. jimmy carter in 1980 got a double digit bump coming out

address the issue. >> the end of august puts some urgency into the d.c. sports korean. here's a look at the week ahead. the red skins play on wednesday when the buck nirs come to fedex field. kickoff moved up to 7:00. the nationals will continue their drive toward the playoffs with two games in miami before returning home to face the cardinals. and d.c. united will welcome the red bulls to town wednesday before heading to real salt lake for a saturday matchup. a soggy day for us and trouble ahead for those in the path of isaac. >> back with an update on where things stand next on washington weekly.

and you got a $100 ticket? scores of commuter students and visitors and family visiting in the district are getting caught in the mix. >> d.c. has handed out tens of thousands of tickets to out-of-state vehicles parked in the city. not because they're parked illegally but because they are parked for two days r. i've gotten at least five. >> the overnight news at our news partner in northwest lives in virginia and has been racking up $100 ticket force not having d.c. tags. >> you want me to come downtown and explain to you something i didn't do it. i don't live here. >> and as he has been dealing with the process of proving his virginia rezzdepsy, the tickets keep showing up.

>> a big arrow please do not ticket me. >> since the beginning of last year d.c. has handed out more than 82,000 tickets for failure to have d.c. tags. and while many people pay the tickets others do go downtown to appeal it like this student. >> i was going to contest it but i'm running out of money and change so i'm just going to pay. >> more than 24,000 d.c. tickets have been appealed since the beginning of last year and nearly 19,000 were dismissed a 78% dismissal rate. >> it's outrageous. >> city leaders say what you can do is address the issue. prove your out-of-state residency. >> i want to take a look at what the warning says. maybe it should be more draconian or this is really serious. >> many still argue the ticket is seriously unfair. >> the city itself
