captioned by the national captioning institute --www.ncicap.org-- >> business news from m the capital region. this is "washington business report," with abc7 national correspondent rebecca cooper. >> thank you for joiningng us for a look a business and finance in the washington regioion, and one area in the news this week, prince george's county. we wilsit down with county executive rushern baker, but first we crossed the potomac where the race is in its final seat ands closely wated across t countntry. last week we spoke to former governor george allen. this week, democrat tim kaine on taxes, jobs, and how to grow the economy. >> thank you for joining us.
9:31 am
the same question that i asked senator george allen, an issue that weigh the minds of many -- automatic spending cuts tt are scheduled to take place in january. youut forthth a detailed proposal. tell us what that plan is. >> i will. we are only here because off congress not been able to work together. i put a plan on the table get rid of $1 trillion of cuts by doing e following. we have to make a decision about the bush tax cuts. they expire year-end. i would let them expire for over $500,00000 in income. we need compromise. making them permanent would bust the deficit whiter. let's find a compromise budget wider. but signed a compromise.
9:32 am
fix medicare. allow the federal g government to negotiate for prescriptions ther than accept the price is a pharmaceutical company chararges. that is what a business would do and it is what we do in the v.a. system. finally, we should not be giving tax subsidies to the big private oil companies. they made $130 billio in profit. i want them to be profitable. they do not need our help. if you did those things, now you need to find 230 billion in cuts over 10 years. secretary leon panetta said we could find cuts, but did n not tell us to save on the wrongng things rather than the rit things. targeted savingsgs isomething we know how to do. there is a three-step plan that
9:33 am
gets us to a reasonable m mode. each of those elements represent a compromise. >> you have that critics, including economists, that say any tax hike, whether it is not higher income or not, are bad for the economy in a slow recovery mode. >> i was a governonor in one of the most business friendly states in america in the worst recession in 75 years. letting the tax cuts expire over $500,000, and go back to the rates that when we last had done the economy was booming, it will not hurt the economy. maintaining tax cuts for middldle- class people is important so they can spend in a way that would drive demand and continue to help us grow. but in the tax cuts expire at the top end will not hurt the economy. and, we are losing subsidies to
9:34 am
oil compans? that will not hurt them at all. they do not need corporate welfare from the federal taxpayer. >> the other big criticism -- many in our audiencee are small business owners, and many would fall into a tax bracket that would be considered as an earned over $500,000. how do you protect small businesses? >> i am passionate aut small businesses. my father ran a manufacturing busineness tt we all worked in. i am mindful of small business. i think movingng the threshold from 50 -- twitter $50,000 to $500,000 makes sense. if we're going to fix our deficit, everybody will have to be on the table sacrificing something. if you are making spending cuts, they are likely to have the greatest effect on lower and
9:35 am
middle class people we need to have tax reform that puts folks at the upper to the toll on the table as well. there is not a solution that does not involved sacrifice. i just want to make sure it is to be shared sacrifice. >> let's look at one thing that has become popular. i think it is a good thing. fact-checking. when someone is given the lowest rate for advertising, you get a pants on fire. you have not gotten a pants on fire governor, but you were given a mostly false for an advertisement claiming the tax burden was lowering in your turn on virginia family -- families. they say you parsed individual statistics, and the revenue was shrinking because the economy was shrinking, and they point ouyou propose a tax hike. how do youou respond? >> it was not in our advevertisement. it was a statement in a debate.
9:36 am
but they said it is my facacts were are -- accurate but they needed more context. we have a lower tax burden in terms of what virginia residents were paying as a percentage of state and local taxes when i was governor compared to when george allen was. just like unemployment, we were better than other states when i was governor. i gogovevern in a tough time. it was in the midst of the worst recession since the 1930's. in that time, i did keep taxes low. i brokered the deal to give the the the state tax and took tens of thousands of low-income virginians off of the tax rolls. i think our economy would be stronger and the state financially if we were investing more in infrastructure, and one of the things i have been interested in, when i was
9:37 am
goveor virginia was ranked repeated the most business- friendly in the nation, and we are slipping because they do not think virginia is investing in infrastructure we need. if we need to invest in order to create jobs and drive the economy forward and infrastructure -- airports ports, those are perfect investments to make. i going to continue to do what i think is right for the country. one of the things that i would really like to see happen is i think finding this compromise on the bush tax cuts is very important. if the president and democrats let them expire over 250 republicans wi not say you are right. we will do what you say.
9:38 am
we have to have a compromise. both sides test a version of the bill on the tax cuts with full knowledge the other house would to enter a building nothing. the time for showboats and non- negotiable positions are over. with the fiscal quit sequestration and oth challenges, you have to find compromises and put people in the nate that know how to do it. >> governor came -- kaine ththank you for joining us. ouour thanks to governor tim kaine for ining us. yoyou can watch both videosn o our web site,. stay with us. growth plans for prince george's county. county executive rushern baker ♪
