>> good evening, everyone. a manhunt is on tonight after yet another deadly mass shooting in wisconsin. it happened near a mall in milwaukee. three people were killed and at least four others injured near the day's spa across from the mall. we just learned that an i.d. was found at the spa and authorities are investigating. they have located the suspect's car but not himself. a member of the small fraternity to receive a major party nomination for president has died, talking about george mcgovern who passed away today at age 90. karen takes a look back.

>> mr. nixon -- if which god forbid, mr. nixon and mr. agnew be reelected that may not be for four more years of senseless war. >> he was best known for opposing the vietnam war but george mcgovern's service to his country began decades earlier as a decorated bomber pilot in world war ii. he was inspired to enter politics after hearing advice stephenson's acceptance speech. mcgovern was elected to congress where he was -- he would later campaign against the vietnam war. that platform and his popularity within the democratic party vaulted him to the top spot in the 1972 presidential ticket. a campaign that was riddled with missteps. most notably his pick for vice president ed bennett he received electroshock therapy -- his pick for vice president illinois 10

admitted he received electroshock therapy. >> each one of us love the title of peacemaker more than any office in the land. >> however mcgovern found no peace from the private battle his daughter faces an alcoholic. she lost that fight in 1994 after freezing to death in a snowbank. he wrote a frank memoir about his daughter's alcoholism. >> i loved her, and she knew that. >> he devoted the last years of his life, much as he spent the previous decade -- promoting peace. calling for an end to military operations in afghanistan and iraq. >> going to switch gears now and turn to the weather. it has been a beautiful fall weekend, but can we expect more of the same? >> it is only going to get better as we move through the

administration for its massive response to the attack in libya when he called a failed approach to the region. >> this calls into question the president's whole policy in the middle east. >> articulating policy will be big monday night. >> the challenge for president obama will be defining the middle east strategy going forward. for romney, there is a broad challenge, and that is -- how do you drill down into specific policies? >> meanwhile, a prep time for both men while surrogates hit the campaign trail. >> a clear agenda for how we fix this country's problems. >> president obama has a clear vision about the middle class, the central role the middle class plays in building the economy. >> back at the white house -- >> the question is -- what about the economy? >> there's a third group -- the undecided. >> so far, i have not seen a convincing case from either one of them. everybody talks about what they're going to do.

nobody says how they are going to do it. >> on one topic there is agreement. motors are spoke with again say the economy is the most important issue. do not be surprised if the president and money try to weave them into the narrative. a lot of folks will be watching. for each of the last two debates, the audience was between 65 million and 66 million people. >> police are investigating a shooting in maryland that happened shortly before 3:00 this morning. officers were called and found a woman lying on the ground. she had been shot and was pronounced dead at the scene. police are asking anyone with information about this case to give them a ring. police are also investigating another shooting, this time in montgomery county in sweden specifically. investigators say shots rang out just before 1:00 this morning. one man was shot, and police are looking for the gunman at this point.

>> d.c. police are looking for a man who broke into an off- campus road house near georgetown university. the burglar entered the home early yesterday morning, and he attacked two students inside. word of the burglary has shaken students who live in the area. >> i am living just two blocks of campus. you think you are fairly safe here. >> i mean, you like to talk the tough talk if that happened to you, but then again, my girlfriend lives just a couple of doors over, and you always -- you are nervous for them. bamut is unclear how the intruder got inside. university is encouraging everyone to keep their doors and windows locked. metro is celebrating a major milestone, the conclusion of that escalator replacement project at the dupont circle station. three escalators at the south entrance have now been replaced.

not much of a change for us now but by this time tomorrow looking at temperatures around 70 degrees. we will top the 80-degree mark by mid-week. that area of high pressure moves off toward the middle east. that allows the warmer temperatures tuesday wednesday, and we could be looking at -- are you ready for this? a nor'easter. by next weekend. the color change just off to the west of us. high color change well to the west. here's our future cast. the next 40 hours will call for temperatures. waking up and then looking at a lot of sunshine. temperatures tomorrow around 70 degrees. i think this model keep things a little bit cooler, but well into the upper 70's by tuesday. mainly clear tonight. a little bit of patchy fog to the west. should not amount to a whole

this followed the funeral of the lebanese intelligence agency. many of the speakers at the funeral blamed the government for the assassination. after rumors that fidel castro's failing health the friday, the leader appeared in public yesterday. the associated press reports that castro was seen dropping off a venezuelan guest at a hotel yesterday, and the former venezuelan vice president did confirm he did have five-hour meeting with fidel castro, despite rumors that castro had suffered a stroke and was on the brink of death. for many traveling up to the country has been difficult, but in january, it could get easier when the government reverses some of its longstanding travel restrictions. patrick looks at how the new rules will impact the island. >> and said the u.s. diplomatic mission in havana, you can almost always find long lines of

people waiting in the hot sun. cubans hoping to travel abroad need endless patience. since fidel castro took power over 50 years ago, the process for people hoping to leave, even temporarily, has been complicated and expensive. with so much red tape, many turned to black humor. a few people -- few people call this part in havana by its real name. instead, they refer to it as the park between life and death because on one side, a funeral parlor and on the other, the united states intersection. the government of fidel's brother just announced changes to cuban law that could finally mean greater freedom to travel which will mean cubans would no longer need a government exit visa to finally leave the island or an invitation from someone in the country. just a passport. doctors and military officials still face restrictions because of their value to cuban society

but most cubans will be able to stay abroad for up to two years without losing the right to return. and for the first time, to take young children with them. reforms that were welcomed outside this have an immigration office. >> this is good. they should have done it years ago, but at least now things will be easier, i suppose. >> i sincerely think raul is doing things better than his brother. and that a u.s. state department spokeswoman said officials are reserving judgment on the new law until it is put in place next january. >> we obviously welcome any reforms that will allow cubans to the port from and return to their country freely. we will remain committed to the migration accord under which our two countries support and promote safe, legal, and orderly migration. >> but for many leaving to go

over the last 50 years, the journey was anything but safe, legal, and orderly. in the 1980's and again in the 1990's, thousands took to the seas sometimes in makeshift boats. sometimes losing their lives to the journey. cuban officials turned down our request to discuss the new laws or whether lifting the restrictions could lead to a new exodus of cubans leaving the country. in 2008, the cuban national assembly had told those who complained of cuba opposing restricted travel laws that they would not much like the world beyond cuban shores. >> i think it would be the end of the ideological battle in this country. >> starting soon, many more cubans may finally get to decide for themselves. >> coming up, president obama and former governor mitt romney are preparing for the foreign policy debate tomorrow. we will preview it for you.

were all this took place. a suspect is on the list, and his father tonight is pleading for his son to turn himself in. former senator and onetime presidential candidate george mcgovern passed away today at a hospice in south dakota. he was 90 years old. the redskins took on an opponent in their division for the first time this year. first, let's check in with steve, who has a look at this beautiful forecast and beyond. >> what a wonderful day we had today. temperatures well into the 60's. tomorrow, we will add a few more degrees. by midweek, how about highs around 80 degrees or so. take a look at satellite and radar. skies are mainly clear. a few clouds here and there. not going to amount to a whole lot as we move through the overnight hours. our temperatures this evening will be in the upper 50's to middle 60's. it will fall once the sun sets, and the days are definitely getting shorter.

can you believe the sun will set this evening at 6:21? we're losing about 2.5 minutes of daylight each day. coming up by a few minutes the next chance we could see some rain across the mid-atlantic. i will give you a hand -- it is no time soon, but it is worth watching. >> duly noted. foreign policy will take center stage in tomorrow night's third and final presidential debate. everybody getting set up in florida atlantic university for the big debate, but the question remains -- which candidate has the edge going into round three -- in florida at lynn university. >> the third and final face-off between president obama and governor romney will focus entirely on foreign policy. from afghanistan and pakistan to israel iran, and the changing middle east, the candidates will spar over america's role in the world.

the new face of terrorism, and how to deal with the rise in china. with polls showing president obama's advantage over mitt romney has narrowed during summer, mr. obama tried to highlight one of his biggest accomplishments as a light- hearted charity. >> monday's debate is a little bit different because the topic is foreign policy. spoiler alert -- we got bin laden. he also used his speech to poke fun at his opponent. >> world affairs are a challenge for every candidate. some of you guys remember, after my foreign trip in 2008, i was attacked as a celebrity because i was so popular with our allies overseas. i have to say i'm impressed with how well governor romney has avoided that problem. [laughter] >> for his part, mitt romney to try again to bash the president for his administration's message response to the attack in libya last month and link it to what

he says is a failed approach to the region. >> this calls into question the president's policy in the middle east. look at what is happening in syria, egypt now in libya. consider the distance between ourselves and israel. the president said he was going to put daylight between us and israel. >> both candidates face a challenge monday night. >> the challenge for president obama will be defining the middle east strategy going forward. i mean, he has had some successes. he has had some things that are still pretty murky. >> romney's task will be bigger. >> his challenge is how did you drill down into specific policies? the republican party has not really figured out what a republican foreign policy looks like. after the bush administration, i think he has been drawing nearer to really going into that. >> while important to many voters, foreign policy ranks far

below the economy. >> if you are romney, every second you are talking about foreign policy is wasted. he might try to break out of that and try to bring home some of the foreign policy issues to domestic, economic issues. >> with time running out, this is their last chance to make their case to millions of voters in a single night. >> of course, the debate gets under way tomorrow at 9:00. the "washington post" reports the number of homeless students in county public schools may hit a record high at the end of the school year. that number could surpass 20 of hundred, despite the county being one of the wealthiest in the entire nation. experts believe the intent -- the rising number could be tied to the impact of the recession. they counted nearly 3000 homeless students in the district last year and more than 800 in montgomery county. in a taxicab company is hoping to win approval from the arlington county board to launch

an all-electric fleet of tabs. the company calling for a fleet of some 40 cabs that would be equipped with it had -- ipads in the backseat to allow customers to browse the internet and pay with credit cards. the caps could also be booked from a smartphone. i think county board is expected to hold a hearing on the proposal next month. do you think more metro stations or the silver line to dulles will help ease our traffic problems? a new study by george mason university shows decades down the road, traffic is going to be as bad as it is right now. >> we all know the feeling -- waiting, bumper-to-bumper, with nowhere to go. >> i have become very frustrated. >> while some have given up on their cars altogether -- >> and to minimize stress. i try to take public transportation. >> plenty more think the comfort

of a car is worth the stress of the road. >> it can be time to listen to music. it is not that bad. >> a new study concludes that because so many commuters favor their cars and the number of commuters keeps growing, traffic in the washington metro area will likely not improve any time soon. according to the report, the region is expected to add 1.3 million jobs over the next 30 years. while construction of new metro lines and highway lanes helped ease the pain, it is not outpacing the growth. >> we will not be back to a perfect day when there is no congestion. then a consultant on the study argues more investment is needed in transportation to ensure the new jobs coming. even if they do, old habits die hard. >> dependence on the automobile is going to persist. >> traffic or not, sounds like he is right. >> people love their cars. >> it is really a home away from home for me.

>> police in the small town on the lookout after more than a dozen random shootings were recently reported. nobody has been heard so far but someone is shooting at cars and people in several communities since last week. one man was reportedly shot at while taking out the trash. officers say the shooter is believed to be using a semiautomatic handgun. at least eight cars were fired on on thursday alone. police are hoping to track down everyone responsible for a brutal attack on a 60-year-old man outside a convenience store. you might find a video disturbing. police say people approach this man and asked him for money and when he refused, this took place.

they've identified one suspect but need help with the others. >> the suspect goes through his pockets and takes the $40 that mr. perry had. kicks him a second time. as he is done, another individual who we would like to identify also, comes up and kicks mr. perry one more time in the face. >> perry suffered a cut lip and several broken bones in his face. energy policy provoked one of the most heated moments in last week's debate. as the election approaches, gas prices are taking a plunge, a welcome sight no matter what time of the year it is. >> at long last, gas prices look like they are finally plunging, and experts predict -- predict soon every gallon could cost 50 cents less than the peak price of nearly $3.90 a gallon earlier this month. >> it is a good thing. it is a great thing. >> 50 cents is significant. >> for drivers with an eye on the holidays, it is not a moment

too soon. >> from montana to florida to minnesota, prices are finally headed in the right direction -- down. the national average already falling 17 cents this month. prices will keep tumbling. >> it is expected to begin increasing, coupled with an expected drop in demand. >> one reason, problems with oil refineries have begun to soften, helping to increase inventory. in hardest hit california, consumers do not want to wait three weeks for even more relief following a summer of dramatic price hikes. but there's good news for california drivers as well with some expecting gas prices to drop by as much as $1 there. for the rest of us, experts predict prices could stay as
