without a bill, the government won't be able to pay employees. you see the clock there. >> devin dwyer has the latest. >> reporter: we haven't seen a federal government shutdown since 1996. it could happen at the stroke of midnight. gnat is when the government runs out of money just as obama care is set to kick in. the halls of congress are eerily quiet. no negotiations. no emergency meetings. the bitter dispute is spilling out on the air waives. >> the president is the one saying i will shut down government if you don't give me everything i want on obama care. >> it's wrong to use a chutedown of government as a lever to make change. >> reporter: republicans want to delay the health care law by one year and repeal a tax on some

medical devigces. >> your hate for this president is coming before your love their this count. if you loved this country, you would not be closing it down. >> we're fighting for the american people. >> reporter: without breakthrough, a partial government shutdown takes effect at midnight. roughly 800,000 federal workers will be told to stay home. some government offices will close and services shut down. it could delay first-time home mort ajs, slow down airports and limit food safety inpspectionsi. >> if they were to lose their paychecks like other people will, that might be motivation. >> reporter: member of congress and the president will keep getting paid. it could come at a big cost to tax payers. the cost of a shutdown is estimated at $2 billion by the white house. >> let's talk about the impact. who is likely to be affected the

most? how wide spreed would the impact be? >> the biggest impact on federal workers. those deemed nonessential could have their pay checks cut off. national parks close. passport offices shutter. social security checks will go out. medicaid and medicare remain in effect. the post office continues running. the troops remain on the job. but some of their ben defitins d be delayed. midnight marx another important milestone. every american will be able to shop for health insurance under the affordable care act. if you're covered by your employer's plan, that will likely remain in effect. some are warning they might no be up to speed the first day. the other top story is developing in southern california. a fiery crash of a private jet into an airport hangar. it happened at the santa monica

and welcome back. the looming government shutdown is rattling markets around the world. major markets in asia and europe are down this morning. here in the u.s., stock futures

are plummeted. dow could open more than 100 points lower than friday's close. what does a shutdown mean for your money? here's how wall street reacted in 1995 and 1996. the markets dropped.7%. for a typical 401(k), that's more than $7,000. 19,000 pounds of chicken and ham salads are being recalled. the shall lads were shipped to stores nationwide. the salads could contain listeria. > apple is on a roll. the most valuable brand in the world, according to a report released this morning. apple knocked coca-cola off the 13-year perch as the number one brand. coke is now third.
