besser is at emory hospital in atlanta where the patients will be treated. good morning, rich. >> good morning, george. this is emory university hospital. and this is where that first patient with ebola from africa is going to be flown. many in atlanta and across the country are asking why. this morning, two american missionaries nancy writebol and dr. kept brantley fighting for their lives are being flown from africa back to the united states. abc news has learned they'll be flown one at a time on a special jet with an isolation pod like this. an airtight tent and at least one will be heading to atlanta to emory university hospital. >> it's very difficult right now for the doctor. he's in what we would say stable right now but series condition and nancy is a little better. >> reporter: according to the cdc it's the first time an ebola patient will be treated in the united states. emory located only a few minutes from the cdc contains an isolation unit, one of four in the united states which can treat patients exposed to

certain infectious diseases. the hospital saying overnight its staff are highly trained to treat and care for this type of patient. >> we know how to stop ebola. it takes meticulous work. you have to find the cases, respond to them and prevent them. >> reporter: abc news learned dr. brantly insisted on making sure the only dose of an experimental serum was given to writebol instead of him and brantley's wife says "i remain hopeful and believing that kept will be healed from this dreadful disease." >> the patients are heading there. i imagine they are on edge at that hospital. >> reporter: well, i imagine some are, george. but when i worked at the cdc up the street, sometimes our investigators would be exposed to something dangerous in the field. this is where we would take -- this is where we would send those people. the last time back during the big sars outbreak one of our investigators got sick in hong kong. he went here. they know what they're doing. >> that's good news. okay, rich, thanks very much. >> george, we want to turn now to the weather and that tropical

storm brewing, bertha is packing strong winds and heavy rain as it barrels towards puerto rico and florida right now and ginger is tracking it all. >> more than 700 miles from puerto rico but this thing is cooking and it will get to puerto rico which has a tropical storm warning by tomorrow afternoon. you could see more than 6 inches of rain with this. you could see winds up to 50 miles per hour. it skirts by dough tthe dominic republic and skirts by the mainland. there is another big story this morning. look at these pictures out of houston. just north of houston, we had more than 6 inches of rainfall so some flash flooding issues early this morning. now they're starting to recover but that rain will be headed east and so if you are in lake charles, louisiana, shreveport, louisiana, both in the bull's-eye today into tomorrow, 4 to 5 inches and a bit more going back into the southwest. it is not just here but in the east coast where we've got big rain for the weekend.

i'll be detailing that. >> soggy weekend coming up. we turn to the crisis on our border and congress to address it set to go home without a plan blocked in the senate before they headed on break and house republicans will hold an emergency meeting this morning to see if they can overcome division in their ranks and jon karl is covering it all. this has become a study in dysfunction. >> reporter: it is a complete mess. the house republicans are meeting this morning to try to salvage the republican alternative to deal with the border crisis, but even if they can figure a way to pass something, it's going nowhere. the president has already said he would veto the republican plan. the national is leaving town without doing anything at all, so for all the talk about the urgent need to do something about that flow of unaccompanied children crossing the border, congress is set to go on a five-week august recess having done nothing at all about it. >> so border bill stalled. immigration reform seems dead for this year. did congress get anything done before heading out. >> reporter: they did get some things done. there was an emergency with the

highway trust fund about to expire. that funds construction and projects on the highway. they did pass that for a temporary period of time and they did pass a bill to deal with the mess at the veterans administration with veteran's hospitals so not a complete loss in congress but pretty close. >> thanks. we'll have much more sunday on "this week" and amy for the other top stories. >> good morning, everyone. and we begin with breaking news from the middle east. a cease-fire declared overnight has collapsed. hamas and israel trading attacks, two israeli soldiers and dozens of palestinians reportedly killed. right to abc's terry moran in gaza for us. terry, good morning. >> reporter: good morning, amy. so much for that cease-fire. within two hours of the declared start time of the cease-fire fighting broke out between israeli soldiers and palestinian fighters in the south. there are reports of israeli casualties and tens of palestinians killed, we are told, this is turning out to be one of the bloodiest mornings so far in this awful conflict.

israel has responded, we've been hearing, all morning with heavy, intense barrages down into that region, some shelling up here. palestinian rockets firing into southern israel. it looks like the agony of gaza will continue. amy. >> all right, terry moran in gaza with the latest. thank you. also breaking overnight, new rules in the sky aimed at protecting american travelers. the faa is now banning airlines from flying below 30,000 feet over iraq because of concerns that militants there could shoot down planes. some european airlines are banning flight s s altogether. taiwan, cars and concrete went flying. 25 people were killed including four firefighters who were investigating a leak. the aftermath, take a look at that. this morning, looks like a war zone with fears that more people could be atrapped. new worries on wall street. the dow thursday suffering its

worst loss in six months dropping 317 points. basically erasing all of this year's gains. investors are worried about rising interest rates. but this morning their attention will turn to the monthly jobs report. it's expected to show solid job growth in july but not enough to lower the unemployment rate. the director of the cia is apologizing after it was found they hacked into a committee investigating the cia. john brennan first denied those claims and two democratic senators are now calling on brennan to resign. and a shocking sight in burbank, california. take a look. that is a pack of coyotes running through a neighborhood darting across lawns in the early morning hours hunting for food and water during the record drought. moments later you can see a newspaper delivery man showing up and sees the coyote, throws the paper really quickly and makes his escape. in maryland, some office workers are lucky no one was seriously injured after this suv

came crashing through their building. the driver went airborne while trying to park. that's quite a scene. finally we are getting the real skinny about joe biden. the vice president of the united states apparently likes to go skinny-dipping. i know you wanted to know that this morning. this is all according to a new book which quotes secret service agents say he be found in his pool in his birthday suit and some agents admitting they'd rather cover their eyes or cover someone else but apparently it's just the way he rolls. that's how biden rolls. >> whatever. >> may be how biden rolls. i don't know. there's some questions about that book. we'll get to that. we'll turn to an eerie recording hidden away for more than a decade of former president bill clinton hours before the 9/11 attacks telling a group of australian businessmen why he did not order a strike against osama bin laden. here it is. >> well, i am just saying he's a very smart guy. i spent a lot of time thinking

about him and i nearly got him once. i nearly got him and i could have gotten -- i could have killed him but i would have had to destroy a little town called kandahar in afghanistan and killed 300 innocent women and children and then i would have been no better than him. and so i didn't do it. >> abc's chief investigative correspondent brian ross here right now. and it's just so chilling to hear that knowing within just hours before the attack. >> exactly. of course, bin laden had no problem killing innocent civilians. >> this does track what we had learned in early report, specifically the report of the 9/11 commission about previous attempts to go after osama bin laden. >> they found three separate incidents between 1998 and 1999 where u.s. intelligence was deemed credible enough to warn for possible strikes to kill him but the intelligence was so sketchy -- >> two separate sets of concerns for all those and the former cia director george tenet has talked about this, as well, number one,

they could never be sure osama bin laden was there. >> right. >> and, number two as president clinton talked about the risk of killing innocent civilians. >> in kandahar they had a human intelligence source that put bin laden there but it turns out that he had left the room just before the supposed strike. >> he, bin laden. >> and, therefore, the strike would not have killed him and clinton's judgment in fact was vindicated. >> okay, brian ross, thanks very much. we turn to a football star publicly apologizing to his wife after a violent incident in a casino. his two-game suspension by the nfl widely criticized as not being strong enough set off a firestorm and abc's ryan smith is here with the story. good morning, ryan. >> reporter: good morning. ravens star running back ray rice addressed the media for the first time since the nfl handed him a two-game suspension and while some sided with him for sounding contrite others wonder why he didn't do more. >> i made a huge mistake. >> reporter: this morning

baltimore ravens football player ray rice was speaking out for the first time following the nfl's much criticized two-game suspension of the star for this shocking alleged attack on his then girlfriend, now wife, janay. accused of punching and dragging her out of an elevator. >> i know that's not who i am as a man. i made the biggest mistake of my life. she can do no wrong. >> it caused a frenzy on social media both for and against him one writing "he's human. we all make mistakes." another, "it's ridiculous that ray rice gets a two-game suspension for assaulting his wife. that should be jail time plus years suspension." the nfl wouldn't comment on it but now facing accusations of incensensitivity to domestic violence. 21 of 32 teams employed a player with a doumestic or sexual violence charge on his record last year. this morning critics are calling out nfl commissioner roger

dou demoted shot the ceo. they had been co-workers and friends for years and abc's alex perez has the story. >> reporter: this morning what's being called a case of white collar rage turned deadly sending panic through chicago's financial district thursday. police say it was just before 10:00 a.m. when tony defrance, an employee at aerostream took the elevator to the 17th floor and shot his bought boss and friend, company ceo steven virginia loy. >> how do we incorporate -- >> reporter: seen in this company video. motive, defranefrances had just demoted as chief technology officer. >> he was demoted i believe on friday based on what we have so far for a one-on-one with the ceo during that one-on-one, he produced a firearm. >> reporter: police say 60-year-old defrances was carrying a gun inside a backpack

and went trait to lavoie's office and then -- >> there was apparently a struggle over the firearm. >> reporter: defrances shot lavoie in the tom and head before killing himself. terrified employees hearing the gunfire scrambled for cover as authorities arrived. >> i was actually able to see them pulling out one of the people on a stretcher and put into the ambulance. >> reporter: lavoie, a father of three girls, now in critical condition. this morning employees returning to the office. shaken by the tragedy that unfolded on the 17th floor. for "good morning america," alex perez, abc news, chicago. >> all right, george, we turn to a video that went viral hoping one homeowner catch a criminal that ripped him off. the outraged victim posting this security camera on facebook to help track down a crook who swiped a fedex package right off of his front porch. abc's reena ninan explains. >> reporter: take a look at this video. watch as this man in broad

daylight walks up to dan dillon's indianapolis porch and is caught on not one, but five security cameras ripping into this package just delivered by fedex. and walking away with $300 earrings, but not before staring directly into this camera. dillon taking his frustration to facebook before going to police posting the videos prominently showing the burglar's face writing this message. any of you indy southsiders know this guy? my wife wants her earrings back. >> a crime is a crime. whether you think it's right or wrong and depending on your circumstances but you just can't steal. >> reporter: almost 10,000 people shared his video in just 24 hours leading the cops directly to this suspect, brandon nelms the next day. >> it was extremely high quality video which led to being able to identify the suspect. >> it's just amazing what the internet and social media can do and bringing all these people around. >> reporter: one man relying on

parenting. the incredible new video revealing the rather unusual ways that some parents are raising their kids and you won't believe it. it's a talk sfler yeah, there's some strange stuff there. but first the latest on that mysterious murder of a prominent law professor. police releasing the dramatic 911 call from a neighbor saying dan markel had been shot in his car revealing how long it took for help to arrive. matt gutman is tracking the case from miami. good morning, matt. >> reporter: good morning. also revealing those last agonizing moments of dan markel's life, the father of two trapped in his car bleeding unable to talk as his neighbor dialed 911 urging rescuers to move faster because markel was alive. emts like to say seconds count but it took them nearly 20 minutes to get there. this morning the harrowing moments after a florida state law professor dan markel was gunned down in his garage. >> the driver's side window is all bashed in and he's got blood

all over his head. >> reporter: markel still breathing during this 911 tape released thursday. >> he's still moving around. so he's alive. >> reporter: 12 minutes later the caller still urging the 911 dispatcher to move faster. >> you need to send an ambulance in a hurry. >> the response. >> the officer is going to be there first. they're not going to come until we figure out what's going on. >> they better be if this guy's got a shot. >> reporter: he was shot as he drove his car into his garage on july 18th. sources telling abc news the killer fired a single bullet through the driver's window hitting markel just beneath the jaw line. the killer and motive still unknown. but that caller noting he happened upon markel's car because he had been worried about an uptick in crime. >> i've heard about break-ins in the area and so i decided to walk over and take a look. >> reporter: we learned 19 minutes passed before that good samaritan's call and the paramedics' arrival.

markel would die 14 hours later in the hospital. in that call you can hear the confusion. >> i'm changing the location -- >> the police needs to go. >> reporter: the man who runs tallahassee's dispatch center tells abc news the operator didn't hear the caller mention the gunshot wound at first. >> on the onset it was entered into the computer system as a man down versus a gunshot wound. >> reporter: all of that creating a toxic brew of confusion and delay in the response as one ems unit was replaced by another. >> 19 minutes is a long time for making changes in this review to make sure this doesn't happen again. >> reporter: of course, the police investigation continues. now, law enforcement officials tell me that the tips keep coming in and they hope that this 911 call will generate even more tips. now, the main focus of the investigation remains that mysterious silver prius that was seen speeding by -- from the scene just moments after the shooting by another neighbor. george. >> okay, matt, thanks very much.

dan abrams joins us now. boy, that is one frustrating and sad phone call. >> not the way it's supposed to happen when you call 911. you're talking about a 19-minute response time. the average response nine is under 9 minutes so this just shows you how much time was lost in getting there. now, i don't think that's going to impact the investigation. but there's no question that the possibility it could have saved his life. >> on the investigation, you are actually surprised he haven't identified someone yet. >> it was so targeted here of the it was so clear that someone wanted to kill him. it doesn't seem it was robbery. it seems that this was an execution and as a result, these cases tend to get solved. they tend to look at the inner circle of that person and are able to resolve the case pretty quickly. here it now seems the authorities are expanding way beyond the inner circle to say to themselves could it have been someone he might not have even known. could it have been someone associated with or commenting on his blog, et cetera, all these possibilities that make it such

a harder case. >> yeah, that is one thing you thought from the beginning much they were initial going for people that they thought knew him but now they have to get bigger. >> that's the way you do the investigation. start with the people closest to him. then you look out and that's why again as matt pointed out that prius becomes so important because it's the only hard clue that they have that might be able to link them back to the person. >> such an unusual getaway car. >> yeah, we talked about this before. the notion that, you know, someone is using a prius as a sort of execution vehicle, if that's what it was, again, we don't know. they respect saying that they know for sure but they are very, very interested in finding out would was driving that car. >> okay, dan abrams, thanks very much. >> we want to turn now to the latest on the case of the two 12-year-old wisconsin girls accused of stabbing a friend. supposedly to gain the approval of the fictional character slenderman. they're due back in court today where a judge will decide whether one of them is competent to stand trial. abc's linzie janis has the story. >> reporter: this morning morgan

geyser and anissa weier are due back in court and a judge deciding whether geyser is competent to stand trial accused of stabbing her friend back in may. they're charged as adults with attempted first degree intentional homicide allegedly luring the girl into the woods for a game of hide-and-seek. stabbing her 19 times in hopes of meeting the fictional online character slenderman. weier allegedly telling investigators you needed to kill a person to show your dedication to slenderman. >> the court is going to evaluate two issues, was the girl lucid and sane? and, second, is she competent to assist in her defense today? >> reporter: neither girl has entered a plea but the young victim survived the attack. managing to attract the attention of a bicyclist who called for help. >> is there any bleedg going on? >> her clothing has got blood on it. >> she's been recovering at home since leaving the hospital in june. well wishers raising nearly $60,000 on an online fund-raiser for medical costs.
