in the sky. two passenger planes forced to turn around because the airport where they were scheduled to land had shut down early. abc reena ninan is here with that story for us. good morning. >> good morning to you. those two passenger jets were scheduled to land afternoon midnight. luckily they were short flights, when they got to wilmington, north carolina, the pilots had no option but to turn back. >> no lights at all. >> reporter: two commercial aircrafts forced to abort landings because the system used to guide them on to the runway shut off without warning. >> nothing was working. >> reporter: the runaway at wilmington, north carolina, was supposed to be closed for construction just after midnight yesterday. but now the faa is investigating why the instrument landing systems were turned off a full hour earlier than scheduled. >> the airport lights are not on. they actually flipped the switch

early. >> reporter: the pilots, heard on air traffic control recordings, discussing the mistake. >> somebody went in and shut down everything that had to do with landing at this airport. shut down the lights, nobody to talk to. >> reporter: instrument landing systems, or ils, are installed at both ends of a runway. allowing aircraft to land when visibility was low. >> no way they could have successfully or safely shot an approach into wilmington with both the runway lights and the instrument landing systems off. >> reporter: both planes were able to return safely to their departure airports. but questions still remain about the miscommunication. >> it was an unnecessary risk that was caused by human error and poor supervision and poor attention to detail. >> reporter: one of the passengers, sergeant kim munley. she was hailed a hero after she took down the shooter in the fort hood massacre four years

ago. they are looking into safeguards, don't want a repeat performance. >> a lot of questions. we want the answers. thank you. and move on to the hunt for isis. and the killer who killed two americans. they know who it is, says the fbi. pierre thomas, you spoke directly with the director of the fbi. >> yes, i did. the fbi director believes they have identified the isis radical appearing in the horrific videos. and he had a blunt assessment in a meeting with me and a small number of reporters. this morning, the masked man in this barbaric video speaking in what sounds like a british accent and preparing james foley for execution has been identified. they declined to name the suspect, but made clear one of the most exhaustive forensic investigations in recent memory has yielded results.

fbi and british investigators have deployed a variety of techniques, including face and voice analysis and the study of the terrain at the scene. >> i think it's going to be extremely difficult to locate him until we degrade their operations a little further. >> reporter: the fbi director also confirmed that two men in this new isis propaganda video are the focus of an intense investigation. the reason? they appear to be speaking in north american accents, meaning potential threats to the homeland. isis would be looking to respond to u.s. military action. quote, if anything, it increases their desire i'm sure to find a way to strike here. and there was a warning about the khorasan, the spin off of al qaeda in syria, planning to attack aircraft with undetectable bombs. he says the plan to attack remains an urgent threat despite

them being hit by military strikes. the khorasan was at the top of the list of worries. he is assuming that the military strikes in syria didn't kill them all. and the threat from them can surface, in his words, tomorrow. >> i'm sure it's a hot topic on sunday. now the shocking dash cam video. a state trooper shooting an unarmed driver during a traffic stop. the officer has been fired and is facing charges and driver survived. >> one south carolina state rep says he doubts the trooper would have been charged without it. four shots in three seconds, and what appears to be jones' wallet flies from his hands as he raises them. take a look, the startling shooting appears to start as a routine traffic stop. levar jones pulled over for a seat belt violation whether that

happens. >> your license please. get out of the car. >> reporter: watch again. sean gruber, captured by his dash cam, asking jones to get his drivers license, but when jones reaches into the car, gruber fires. at least four shots. >> down on the ground. >> you said get my license. >> reporter: jones, shot in the hip and in pain. >> i can't feel my legs. >> reporter: but wants the answer to one question. >> why did you shoot me? >> you dove head first in the car. >> reporter: police say jones didn't have a gun, nor any indication he did. jones telling abc news i thank god i'm here with a story to tell. my recovery is coming along well, and hope this can make a change not just here in south carolina, but coast to coast. as for officer gruber, he was not only fired for the shooting,

but has been charged with assault and battery. the arrest warrant calling the shooting unlawful and without justification. >> you said get my license. >> reporter: gruber has entered a plea of not guilty. his attorney telling reporters jones was aggressively reaching for the license, leading him to believe it was a firearm and making him fear her his life and the safety of others. in 2012, gruber was involved in another shooting at a traffic stop after the susct shot first. and he was given an award for that. now he could face up to 20 years behind bars. >> this is why dash cam video is so crucial. it's very expensive for many police departments to have that. for both sides, for the police officer and those pulled aside, helps. >> such a crucial story there. now to amy with the other top developing stories. we begin with breaking news from detroit. a bridge collapsing over a major

highway. we're told this is a pedestrian overpass that fell on to the southfield freeway. a truck struck the bridge. at least one person has been injured and the highway is closed. more information as we get it. and a warning overnight about a dangerous new computer bug that could allow hackers to seize control of millions of devices. it's the bash bug, also known as shell shock. affects non-windows operating systems includiing mac and linu. it cannot be stopped by changing the password. it's up to apple to develop security patches for the systems and servers. so please check for updates. new unrest in ferguson, missouri. it came as police chief tom jackson was addressing protesters calling for him to resign. a scuffle then broke out. several people were arrested. just hours earlier, chief jackson issued a video apology

to the family of michael brown, the unarmed teen shot by police last month. and there's a sense of loss now that eric holder is stepping down. supporters praised holder, the first african-american to hold that office. but his tenure came with controversy, including a contempt citation from congress. >> good luck to him. i hope the next attorney general will respect the law and bring the justice department to a position of dignity that it should have in our system. the politicization that has gone on at the justice department over the last four or five years is reprehensible. >> and more of george's interview with speaker boehner sunday morning on "this week." a wild scene at this hotel in miami. a man tries to carjack an suv. gets trapped, throws it in reverse and hits two valets.

he fights off people, and speeds off, injuring five more people. police caught up with him and he is charged with attempted murder. in boston, police are searching for the teenager they call the subway surfer. jumping on to the roof of a moving train. he ducks under an overpass and did a hand stand with people cheering him on. all right, if you're planning a fall getaway, encouraging news. the cost of getting there just got a lot cheaper. gas prices falling. rebecca jarvis explains the good news. >> reporter: good morning. new numbers out this morning show that much of the country will be paying less than $3 a gallon in the coming weeks. the average price right now is $3.35, that's 10 cents cheaper than this time last year. prices at the pump drop in the fall, but the decline is even greater thanks to falling oil prices. and helping the broader economy because lower gas prices make

graham. jesse matthew, the suspect, awaiting extradition in texas right now. we have more details how he was captured. steve osunsami is tracking the case. >> reporter: good morning, george. texas authorities are telling us this morning it could be at least another day or two before matthew is brought back here. they're also telling us, he's not talking. this morning, virginia police are thanking an eagle-eye in texas who says she came face to face with this accused kidnapper. >> and he looked and did a double take and slammed on his brakes into the sand. he was very close and looked right at me. and it was very scary. >> reporter: he, she says, was jesse matthew. karen, who declines to give her last name was on a beach near galveston when she recognized matthew. >> that's made me know it was him. >> reporter: she called the

sheriff, and matthew was arrested on the beach. it's 1300 miles away from this downtown mall where he was seen with university of virginia student hannah graham just minutes before she disappeared. in his first court appearances in texas thursday, matthew in the handcuffs refused a court-appointed attorney and complained about the hard bed in his cell. >> they took all my clothes and they got me sleeping on a hard thing. >> reporter: he has not yet entered a plea. his lawyer waiting back home. >> i'm very hopeful he will be back next week. >> reporter: police searching for graham working harder. >> we have an obligation to bring her home. >> reporter: asking landlords to search properties and look at video. and if they see possible evidence, leave it alone and call police immediately. they're also asking realtors here in town to check through vacant homes that are for sale. robin. >> all right, thank you very

midway airport forced to shut down because of a reported fire in a nearby air traffic control facility. forced to stop traffic at both airports, resulting in a cascade of delays. they did not expect the ground stop to last for long. no injuries reported in the fire. mean while, the fa arka is investigating a dangerous situation in north carolina. runway lights and crucial landing systems were turned off one hour earlier than they were supposed to last night, essentially closing the airport. flights from atlanta and charlotte had to turn around. they did land safely back in their originating cities. and the u.s. carried out ten new air strikes in iraq and syria against isis. damaging or destroying several of the group's tanks and vehicles. meanwhile, fbi director james koemy says they know the name of

it's the unlikely centerhood that blossomed half a world away. in june, 14-year-old lilly daniels made a 7,286 mile trek from her home in bethel, connecticut, with her aunt, uncle and cousin to kenya. the teen, eager to make a difference outside of her own community. lilly partnered with big life foundation, a conservation group in east africa. raising funds to sponsor 15-year-old seien's, to rebuild desks and bring supplies for the children. >> on my birthday, instead of gifts, my mom and me asked for money to bring to the school for supplies. >> reporter: in all, lilly raised $370, enough to pay for her to attend school for two

for it. and i met with them, had an audition with denzel. went well. >> it was magic. >> yeah, it worked right. >> and you like the idea of losing yourself in this role, truly. she is a very unique character. >> yeah. i met a couple of girls at that great organization called the children of the night. and i talked to them and i kind of learned so much about who they are, and these beautiful young women with such a fire inside their souls. >> who are trapped. >> yeah, who are trapped. and i wanted to show with her, she is physically trapped in this world she can't get out. but has aspirations and dreams. >> you gained weight for the role, which is an interesting part of this. i didn't realize you learned that from spending time with the girls that you needed to gain some weight. and also you had to learn to speak russian. >> yeah. i kind of had a cheat sheet on my phone all the time. i had it written down in

. now this is how to start off your week. monday, it's melissa ethridge taking over times square. it's "gma's" falccon sert serie, life. and we are joined now by celebrity chef scott cohen. one of the country's premier italian chefs. making his favorite dishes from his restaurant in the cosmopolitan of last vegas. good morning. >> thank you very having me. >> you are a las vegas person, and have two restaurants in the cosmopolitan. what makes vegas so great for food? >> so many chefs are there.

so many great restaurant people have come to the city. they've made it a destination for dining as well as gaming and great shows and everything vegas is about. it's an epicenter for food as well. >> and now one of your italian dishes. >> onions, add a little bit of garlic. we're going to puree it later. and orragnow inside here, and fennel seed also. and cook this up nicely. develop the flavor, and after a while, add beautiful, fresh peeled tomatoes. >> these are not canned like i buy. >> these are fresh. you can use canned. >> like short cuts. >> it's vegas, no judgments. >> i like that already. >> let it concentrate and cook down. and turn it into a tomato paint. >> it does. that just happens.

you don't have to whisk it or anything? >> breaks down? >> you -- we cook and then blend it. and puree it as well. >> and what's different about black cod? >> it's a higher fat content. adds to the texture and the palate of it. makes it great. so what we do, just season it with salt. and then put it in this nice, hot pan, and sear it and cook it upside down. >> there's skin on the bottom. >> that's what we want to do. and after roasting it, take it, and roast it on the exterior of the cod. >> looks beautiful. >> thank you. and we have fennel, and concentrated tomatoes, cook at a low temperature for a little while. >> look. >> i thought you wanted know try it. >> central b >> central bow lee, we take it and wrap it up, just delicious. >> can you tell us about the music festival too?

>> i like that. >> i think the audience will like that. >> the writing is good, how can it last in the beginning, week after week. but so strong with that. you have been writing since you were this high. >> yeah, i've been writing. got some things in the works. >> we have a lot of questions for you. one is what do you and the cast like to do when you're not filming? >> when we aren't filming? >> yeah. >> relax. but on set, it's like anywhere. when you're at work, you're a professional at what you do. it's not like a sent set because we deal with such heavy emotions. but at the same time, not light and jokey. but we have 9-year-old kids, so we like to have fun with him. >> and one of the questions we had, last season, more than 250 people returned from the dead. so some are wondering are you one of the returned? >> i mean, you got to -- watch. you got to wait to find out. the way to look at that is, that
