exactly, 24 hours ago, we reported, that councilman marion berry was out of the hospital after another held scare, and we got used had to him bounding back and, moments after we reported the news, he collapsed and died. and sam ford has a look at a remarkable career, that included scandal, and couple backs. this city is better off because of my leadership. they once called him dc's mayor for life. he dominated the city's attention, as no other figure. he moved from memphis. and he had been a civil rights activist, college kids who sat in at lunch counters to protest policies and, who refused, to serve blacks.

that's it, since 1960 giving to the public and, civil rights movement, and arrested, a dozen time. after the assassin nation of king, berry emerged here as a activist, running a self-help program. the reaction and, try to figure out how to get some power. he was next elected to city council and, an incident in, 1977, rocketed him to prominence, a ral ever radical group, took over and they shot, marion berry, and, the news reporter. the city negotiated an end and, berry survived. shot a man. the following year, berry was elected mayor of washington, dc and he pulled an upset and,

remained mayor for 16-20 years and, the early years were marked as a time of progress, for black business, that saw its share of city contracts soar. he guaranteed all youth, who wanted summer jobs and, by his third term, his administration suffered, from daily news stories b- drug use, and, karen johnson, and, drug dealer, and denied it had all. the situation, convicted drug dealer. and then in january 1990, in a video, he smoked crack cocaine, in the f.b.i. stepping, and they used a old girlfriend and, arrested him. the next day, a wild scene, as the mayor of the nation's capitol, and his wife at his side, arrived for arraignment, for possession of crack cocaine,

and he was convicted and sentenced to six months in prison. he turned over government to sharon pratt kelly. five months after he got out of prison, he was back on the campaign trail, and defeating, the councilmember. you get knocked down and, if you fall down and, get down, and you don't stay. he was campaigning for his old job as dc mayor, and he was elected, and striking was how he was loved. i love him. he did a lot for us black people. also striking how he was leathed among whites and it was 5%. i hated him since the 1980s. back in office, his response to whites, get over it. get over it.

but he got the worst of it, kelly handed berry, a city that was flat broke and, congress appointed a control board, and berry as a mere figure head and, the financial officer turned on berry. and for the administration. and williams got himself elected mayor, and, at that moment, the control board gave back control of the city to the mayor's office and, the control board chairman. out of office once again, he would make a try for at large, council seat and, then, in a traffic stop, they said he had cocaine, and he dropped out. and then back to ward eight where he defeated sandy allen and, returned to council. a bumpy ride after a guilty plea, on tax charges, and a drug

a bill passed by the council, would make it easier to ticket people for not shoveling sidewalks, and now, the changes and, what it has to happen before it becomes law. i introduced. after years of debate, d.c. councilmember, successfully, pushed the bill through final passage. 10-3. it requires them to shovel their sidewalks. there's things, and $25, if the city clears it. the bill is more straight-forward, 24 hours after snow stops falling, and they can start ticketing violators. maintaining the public policy, that lots should be cleared. since it was first introduced, it has been amended.

instead of finds, homeowners, will face a flat $25 fine, and, business owners, $150. it's not unreasonable to shovel the sidewalk. i think it's important. others find the fines unfair. just to be fined for that. there's so many taxes in place. it will take effect next winter and, the legislation would give enforcement authority, voted against it. seniors and, disabled, would be exempt, and, councilmembers, graham and berry say it is unenforceable. he won't say, whether he will sign the bill. still, it appears there's enough support to, override any possible veto. all right. perhaps that's a possibility
