stop until the case is solved. brad bell, amedy coulibaly >> -- brad bell, abc 7 news. >> when law enforcement issues and amber alert, a message will pop up on your facebook news feed if you live in the search area. facebook has a network of 185 million users in the u.s. an ohio man is accused of plotting to bomb the u.s. n shoot lawmakers. the fbi agents arrested christopher cornell after he purchased two semi automatic weapons. the authority say that twitter posts were cause for the undercover operation that led to his arrest. his father believes his son is the victim of entrapment. employees at a local business are working in fear after a series of threats both verbal and digital. the constant project comes from individuals who identify themselves as isil militants.

>> the university of virginia reinstated the fraternity at the center of the "rolling stone" article after they say there was no proof that a gang rape occurred at the fraternity house. the magazine noted discrepancies in the story and apologized. uva made some changes to

fraternities in light of the article. the new session of the virginia general assembly begins wednesday. lawmakers will consider a bill that changes how campuses handle sexual assault investigations. >> it has been a highly publicized issue, just amplified after the disappearance of uva student hannah graham and the controversy all "rolling stone" article. now lawmakers are looking to require a campus police to report sexual assaults to the local prosecutors within 48 hours after the assault is reported on campus. supporters like the families of morgan harrison, are hoping that their stories will encourage lawmakers to act. >> this crime is happening, and people have to see the pain. you have to pull off the band-aid. >> you need to continue to show victims that they will be heard

and that the system will support them. >> they said getting prosecutors involved early on will allow victims to get the message through this program and allow more victims proceed with prosecutions. >> everybody needs the information so we can prosecute these case. >> jesse matthew was accused of sexual assault at two universities. when asked if this bill would have put him on the radar, they had this to say -- >> it's a good start. whether it would have changed what happened in that case, we don't know, what i think the key is the sharing of information and evidence. >> the maryland general assembly convened this week for a 90 day session. lawmakers are expected to focus on an estimated $750 million shortfall. democrats still control the legislature, but will be working with republican governor larry hogan. he will be sworn in next week. coming up next -- she did not turn on the tap.

quiet. at reagan national, 36 degrees. the wind has started to pick up, the southerly breeze is what would be bringing in the milder air tomorrow. at this hour, it will feel chilly feeling like 27 degrees. the clouds have thickened and will thicken through the overnight. the temperatures have dropped to freezing at dulles, manassas, as well as andrews. 25 culpeper. temperatures will drop another degree or two but for the most part we will be steady. the satellite radar steady. we had some clouds this evening. thicker cloud cover off to the south, over the eastern carolinas and off to the west. we have the two-part weather system. this cold front edging eastward also moisture streaming up from the eastern seaboard. watching the low pressure that will develop overnight, over the eastern carolinas. that will bring us rain tomorrow.

a sprinkled as possible, just before dawn, but otherwise mainly dry with increasing clouds and temperatures in the lower 30's. the rain will be confined mainly to the eastern sections of the viewing area. at 7:00, spotty showers in southern maryland. the moisture moving eastward. there will be a distinct cut off line of precipitation and dry weather. at 10:00, along the i-95 corridor showers and heavier bands of rain over the eastern half of the viewing area. to the west, more in the clear as far as no rain. at 3:00 as the cold front is sliding through, could be an isolated sprinkle, but i think some of us will be getting sunshine. as i take you hour by hour, waking up tomorrow, walking the dog, you may and counter some showers, but i think at about lunchtime, 44 the temperature and the rain beginning to wrap

up. 48 the high tomorrow afternoon. monday, for those of you heading out to the martin luther king parade or maybe to see the statue, partly cloudy unseasonal, 40 degrees at 11:00 and the afternoon high of 44 which is where we should be this time of year. tuesday, going back to work and school after the long holiday weekend, high of 47. increasing clouds, the next clipper moves in wednesday, a slight chance of a passing rain or snow shower. no big snowstorms in the media forecast. still have a while to go. >> thank you, eileen. a grandmother moved into a vacant d.c. home and inherited a $7,000 water bill. her water was shot off months ago and she cannot afford to get it turned back on. 7 on your side is working to get answers. >> every two days, she takes a trip to maryland to fill five gallon jugs with the water that her family needs to survive.

you heat this on the stove and poured in the tub? >> yes. >> december 2, two weeks after moving into this northwest d.c. home, this single grandmother who is raising two children had her water shut off. three months before she moved in, while the home was empty, it somehow used 546,000 gallons of water, costing seven grand. >> i'm really disappointed. i cannot afford it. >> d.c. water maintains nothing is structurally wrong. the water was pumped into the home. utility tells 7 on your side that they sent seven high usage cancellation alerts, but not to brinkley or her daughter who bought the home in june, citing privacy concerns. it will not say who receive them, only that they remain associated with the account. now brinkley is stuck to pay for the water she did not use. we talk to her again today. >> you see for yourself there is

their winter stock in preparation for spring. there are sales everywhere this holiday weekend. we explain what to buy now in what can wait. >> if you had to the mall, there are signs everywhere screaming big sale. most everything is on postholiday markdown, but they are still some things you should not buy this week. everyone knows the winter months are a great time for clearance sales. >> i have the time before work and i knew there would be good sales. >> stores are already cutting prices on winter clothing as they start stocking the shelves for spring. january and february are also great months for electronic markdowns. look for big sales on namebrand tvs as the super bowl approaches. fitness equipment is also going on sale. store stocked up at christmas time and they want it gone by spring.

but, there are some things not to buy in january. surprisingly, they include grills and patio equipment. stores cleared out merchandise last fall in our now stocking up with full priced merchandise. also do not purchase suitcases now if you can help it. this is peak selling season for travel gear. big luggage markdown start in march. finally, the biggest furniture and appliance sales come over presidents' day weekend in february. >>
