everyone is going, oh, no. let's just reminisce on those numbers a little bit. whoa okay. well anyway it gets warmer by the weekend. i'll have that coming up. first actually we have to go to abc's matt gutman. he is in nashville. matt you're getting snow on top of that ice. >> reporter: that's right, ginger. one-two punch, first the ice, now the snow. i want to give you an idea of why officials here say that conditions out here are so treacherous. you mentioned the snow. here it is nice white and fluffy but beneath it, cold, solid ice. from the air, watch this dramatic rescue. first responders floating this teenage girl through frozen mush just off middleton, new jersey. she had apparently decided to walk out to the icy jetty with her friend tuesday to take in the arctic sea. she was later hospitalized. >> i cried. you just are happy she's alive and she was okay. i hope nobody ever has to experience this. >> reporter: in texas another rescue. the u.s. coast guard swooping in

to save this family of four out for a boat ride when an ice storm moved through. the two children showing signs of hypothermia. the rescues extending to animals, two fire crews saving this dog after he fell through a frozen pond in north carolina. in all, 200 million americans affected by the icy blast. highways looked like demolition derbies tuesday. here in tennessee big rigs jackknifed and trucks flipped officials declaring a state of emergency. schools in some districts canceled for the remainder of the week. across the south trees encased in ice. thousands without electricity. that ice so solid, nick attacked it with his buzz saw. what do your neighbors think of this? >> i don't know. i just got the job done. that's all that matters. >> reporter: now, officials are begging motorists to stay off

the roads if they can. it doesn't look like much but this is basically an ice rink. i'm skating along here. from one danger to the next, after all this ice is it coming that cold. it could be life-threatening to so many in the midsouth. >> tough week. thanks very much. we get the latest on the train derailment in west virginia. dozens of cars carrying oil went off the tracks igniting a massive fireball. the flames are still burning and there are concerns this morning about the safety of the water in those small towns. abc's david kerley has the latest. >> reporter: from the air how those tank cars slammed against each other. these explosions shooting hundreds of feet into the air. >> i've never seen anything like this in my life. >> reporter: the latest in a rash of crude oil tank cars igniting during derailments. >> oh my god. the house is on fire the train derailed over the hillside. >> reporter: destroying homes and property. even 24 hours after all the explosions, flames and smoke,

csx rail and state officials could only watch and wait for the 20 cars one- of that train that was rolling through this small town to burn itself out. one of west virginia's senators say they dodged a bullet. >> too many of these accidents have happened. >> reporter: he's talking about north dakota oil known as bock and crude more flammable that's contributed to many of the recent explosions. >> these are in many times going near our homes, schools and businesses. >> reporter: so much more oil is being transported through our neighborhoods and the government says those tank cars aren't sturdy enough for the job. puncturing and spewing that dangerous crude in an accident. this morning, here in mt. carbon even the water samples have come back negative residents have been advised to boil it as a precaution. the warning about that water just precautionary but later the environmental cleanup on the other side of the bank as they try to start to remove the tank cars. lara.

you know she was teaching me how to drive. >> reporter: but now hearing a drastically different account of the night she was shot in the head after giving her daughter a driving lesson in this parking lot late thursday. >> here's what happens when she gets home. >> reporter: homicide detectives saying she encountered a sedan with one person inside not her daughter reaching over honking the horn and the other driver gets angry pulling in front of the pair's vehicle and stopping exiting his car to confront meyers would allegedly doesn't say anything back. las vegas police also saying the 44-year-old was likely not followed home immediately after the incident as previously thought. but instead went home got one of her sons who grabbed his handgun and went looking for the suspect together. >> her 22-year-old son came out of the house, got into the car, he was armed with a firearm. they left the house in search of that person that mrs. meyers was involved in an incident with.

>> reporter: police say the pair spots the suspect nearby but returns home. that's when the suspect vehicle allegedly follows them back into their cul-de-sac exchanging gunfire with meyers' son brandon speaking about the incident for the first time at that vigil. >> i did what i had to do to protect my family. and i'd do it for anyone i loved. >> reporter: her husband calling his son brave overnight. >> my son is a hero in my book. >> reporter: and i asked the lead homicide detective where they did they get the new account from the witnesses, the son and the daughter. >> okay kendis thanks very much. let's talk to dan abrams. so much to wrap your head around. this first incident on the road. the mother and son go back to the house get a gun. does that change things? >> well look it changes things in terms of how we view the case but why this happened, et cetera. but in a legal matter if it happened as the police are saying now which is they go after him, they don't have a

confrontation. this he come back and the person follows them to the house and then shoots her at the house, that doesn't change it as a legal matter. that's right. that becomes murder. you follow someone to their house, no matter if they chased you or didn't still a case of murder. what i'm puzzled by is why the authorities are already so certain about what happened. meaning you heard right there at the end of kendis' piece he's talking about the two key witnesses being the daughter and the son involved in this case. they definitely want to catch this person. they want to find this person. they want to talk to this person. because it seems there are still some unanswered questions about exactly how -- >> does it hurt this person's potential defense if it should come to that the fact that the person has not shown up is a fugitive basically. >> it doesn't help. they don't know exactly who the person is. the fact that the person is not turning themselves in now is not helpful to this person's case but i think if and when this goes to trial you can expect to see some sort of claim of

self-defense. even here exchanging of fire. who fired first. these are going to be the kind of questions that come up later, regardless you are not allowed to go follow someone to their house and shoot them. >> dan abrams thanks very much. amy with the other top stories. >> good morning. we begin with the u.s. condemning russia for violating the cease-fire in ukraine. a tv crew caught this dramatic video of a mortar round hitting a gas pipeline forcing them to flee the cross fire. today ukrainian troops were seen retreating while others were captured as russian backed rebels tried to seize control of a key city that serves as a railroad crossing. the measles outbreak it spreading. the cdc now confirming 141 cases in these 17 states and washington, d.c. that's 20 more in the last week. the outbreak is slowing but it is still far from under control. at least in california. lab tests show the current virus is identical to the one that is spreading in the philippines. well police in kansas city

>> reporter: it might be the last way you'd expect the defense to start. eddie routh's attorney showing the jury victim chris kyle's navy s.e.a.l. rifle. american sniper emblazoned on the side. the gun and man who shot it now famous thanks to the oscar nominated blockbuster of the same name. >> he has a green light. your call. >> reporter: routh's attorneys are arguing their client was temporarily insane and felt threatened by the five assault rifles kyle and his friend chad littlefield brought to this gun range two years ago. to bolster their case the defense called the killer's mother. jody routh testifying her only son was suicidal after he got out of the marines. she says she begged the v.a. not to release him from the hospital the month before the murder. she also told the jury she asked chris kyle to help her son with his ptsd. he said he would love to do anything and everything he could to help my son. with kyle's widow taya looking

on the prosecution rested tuesday after five days 26 witnesses and so many videos of routh. from the interrogation tape where admits he knows what he did is wrong to the high-speed chase where he finally gives up to the latest one, routh in the back of a police cruiser telling the officer, i've been so paranoid schizophrenic all day. i don't know what to even make of the world right now. i don't know if i'm insane. prosecutors say this is all an act and say routh only says things like that or does things like lie down in the police cruiser when people are nearby. watch. they say when officers walk away from the car, he sits up normally and appears relaxed. for "good morning america," ryan owens, abc news stephenville texas. >> all right, our thanks to ryan. we want to get to dan abrams here for more on this and the defendant's mother as we just heard told the jury that her son was not only suicidal but she

did not think he should be released from the hospital. how does that play into this? >> first of all he humanizes him. i think that may be the most important thing and talking about his mental illness on nine medications, in and out of mental institutions but on the other hand you have the prosecutors coming back on cross-examination saying wait a sec, he also had a history of violence and drug and alcohol use, didn't he? and that's a little microcosm of the case right there which the defense is saying focus on the mental illness, the prosecution is saying focus on the violence and alcohol and drugs. >> and the prosecution giving another possible motive saying he was frustrated with the victims at the shooting range. >> right. and if that were the motive that were the only motive we've heard i think he could be in big trouble trying to overcome that. the problem for the prosecution is this is at least the fourth possible motive we've heard in the case. at one point he is upset about the fact that the car smells like cologne. no one is talking to him in the

♪ we're back now at 7:41 with "gma investigates" and this morning, the potential health hazards of spray tanning. there is a chemical in spray tanning that you need to know about. abc's paula faris shares what happened when we went undercover to see if tanning salons are providing customers with the information and protections that the fda recommends. >> reporter: it gives celebs like kim kardashian jenny mccarthy and eva longoria that faux glow but a chemical in spray tans may pose a potential health hazard if inhaled or ingested. dha is the chemical in spray tans that makes skin turn brown.

the fda approved it 35 years ago for external use as in lotions but not for all over spray because the industry has not provided the data for that purpose. still, the fda said dha should not be inhaled or ingested or exposed to the lips nose or in and around the eye. >> i'm ryan. >> reporter: in 2012 we went undercover to many salons in the new york area. few had eye covers or nose plugs available and when we asked, every salon discouraged us from wearing them. >> you don't need it. you really don't need it. >> you don't need to wear anything on your face. >> reporter: joe levy heads up the international smart tan network which provides education and training to salons. in response to our first story he said his company would immediately develop a unit to improve compliance with the fda recommendations. so has anything changed? we meet up with levy again. >> the result of your piece three years ago within one month, there wasn't one person in our market who didn't know

the fda recommendation about protective eyewear and nose plugs. >> reporter: how do you keep theresa lons accountable? >> it is our job to make the salons aware that this is a recommendation. it is not a regulation. >> reporter: so "gma investigates" going undercover again to the same salons to see if anything's changed. one salon had stopped giving spray tans because of employee concerns. >> a few girls who were pregnant and doctors told them no way and then nobody wants to do it. >> hi. good how are you? >> reporter: of the other salons this time they all have protective gear but none of the employees mentioned the gear or the fda recommendations until we brought up the i need to wear goggles or nose plugs or anything? >> no once we go to spray over your face we'll tell you to close your eyes and hold your breath. >> reporter: six of those still discouraged us from using them. >> i wouldn't suggest the goggles because you'll get the tan -- you'll get the lines around your eyes. >> reporter: three of the salons

"19 kids and counting" airs tuesday on tlc. next up in the "gma" heat index" behind the beauty bar t see how well 24-hour makeup actually holds up. we had twin sisters help us put high-end department store 24-hour makeup and the less expensive drugstore version through a series of round the clock challenges and abc's rachel smith has a look at how they held up after a busy day.

♪ >> reporter: with women on the go searching for the longest lasting makeup looks, companies are eager to provide 24-hour products but eyeliner eye schad die, foundation and lipstick. >> i like the color. >> reporter: but just how well do these hold up after 24 hours, no touch-ups and a series of "gma" challengesy we ask professional makeup artist lisa kapler help us access it. drugstore products totally $45. in the other department store products coming in at $114. how does it feel right now? >> feels good. >> reporter: identical twin sam and emma trying them out. time for the finishing touch. because we couldn't find a 24-hour department store lipstick both girs are wearing the same $1224-hour drugtore lip lipstick. we'll see who can wear theirs longest. the workout challenge at new york city's ymca.

after 30 minutes how did the makeup fare. >> i have a tiny crease mark. foundation looks like it's pretty much in place. no crease on this eye at all. eyeliner is good mascara is great, the foundation loo really good too. >> reporter: the verdict, a tie. both sets of products holding up well. next up an evening out. dinner and beauty sleep. both girls getting eight hours of shut-eye with their makeup on. following morning, quick breakfast and another check-in. >> i see a pretty heavy crease. the makeup has completely come off in that area. the lipstick left a stain. the foundation is worn a little better. the eye shadow is not moving at all. the mascara is doing extremely well. the drugstore measured up the best. >> reporter: finally the twins head back to the ymca for the ultimate challenge, one lap in the pool. >> the eye shadow is holding up pretty well. the eyeliner and the mascara is not holding up. the foundation is amazing. it looks great.

eye shadow is dry. it's really intact and dry. and so is the eyeliner. >> reporter: and the mascara. >> and the mascara. i feel like overall the drugstore brand stood up for this challenge. >> oh. >> reporter: and while lisa doesn't advise sleeping in your makeup the 24-hour makeup staying power is good news for gals on the go and their wallets. i think it's time to wash your face. for "good morning america," rachel smith abc news. >> all right, and emma and sam are here and did wash their face and i just want to get that out there. but, sam, were you surprised at how well the drugstore makeup held up? >> i was shocked. i would have bet the department store makeup would have held better but, you know after swimming andg and exercising i mean yeah i was definitely very surprised that -- she said it didn't even move so that was crazy. >> is that a good thing? i'm not even sure about that. emma, how did you feel about the department store brand?

>> you know it felt pretty good when it went on. you know, i diddant really feel like i was wearing that much makeup. i felt good and then it was kind of surprising to see after the exercise after a few hours, mine started to get a crease in the eye shadow. hers didn't really move so it was kind of interesting. >> eye makeup holding up was pretty remarkable but the foundation too they said looked really good throughout the whole. do you all wear this much makeup normally. >> not usually. i'll usually throw on a little bit of eyeliner mascara. >> i mean i was kind of shocked when i looked in the mirror i almost didn't recognize myself. i normally don't wear that much makeup. >> and you don't wear it to bed. just in case you needed to we know where to turn. thank you very much for being good sports with all of that. we appreciate it. thank you very much. >> thank you. >> lara, over to you. >> thanks amy. yeah if it can make it through that it can stand up. next on our "gma" health heath, by standing up i meant stand-up to a full day.

i'm into it. so moving on an inspiring teenager overcoming the odds to become a model during new york's fashion week. last night, her dreams of hitting the catwalk came true and abc's mara schiavocampo has her story. ♪ >> reporter: she seems like a typical teenager. she loves spending time with her family and dreams of a career in fashion. but make no mistake there's nothing ordinary about this maryland teen. life as megan knows it began two years ago. >> when i was 16 years old, i was out with friends and i had come home didn't feel that great. and i went to bed and i woke up in the morning and i couldn't get out of bed. >> reporter: overnight megan once an aspiring model was paralyzed from the neck down. an undiagnosed case of mono led to adem a rare neurological disorder attacked her brain and spine. >> i couldn't believe it. i thought why did this happen to me? how am i not walking? >> reporter: for many teens the

inability to walk may have been soul crushing but that wasn't the case for megan. those dreams of modeling she never gave them up. >> the neurologist said to me that this was not going to be a sprint it was going to be a marathon. >> reporter: today that marathon continues at maryland's esteemed kennedy krieger institute. >> she started out in the power chair with not a lot of function and she's progressed to walking with a walker. >> reporter: the biggest leap forward came this winter. thanks to designer nina purdoma who called to ask megan to walk yes, walk new york fashion week wearing one of her designs. we were there for the final preparations for the show. what are you looking forward to the most? >> just getting out there and showing everyone look at me i can do it you know i'm confident. enough to like walk down the runway with a walker. >> reporter: and then the big moment. a walk down the prestigious runway center stage at lincoln

something with the guys with all the tricks of the trade and what's going on behind the scenes and there's the love story. >> what's really great with the directors john and glenn did a film called "crazy stupid love" and i loved that. what they do is they smash genres together in a way that in one moment is really serious and you're in a drama and then it goes to comedy and then action and then love story like they did a really good job of creating something that is profoundly unique you know, around a really strong idea of lying versus loving. >> yep. >> you know and the idea that you know you really -- you can't have both. if you're lying you're not really able to love as deeply as you want and this character going on that journey because it's hard to stop lying. it's hard. >> especially when you're good at it. >> when you're good at it like a good lie feels like -- it's like gluten. it like holes it all together, you know.
