las vegas skyline. blocking the view of the famed strip. making it nearly m possible for planes to land. one brsh airways flight forced to land in california instead. >> i've never seen anything like this. >> reporter: in oregon a tornado whipped this car up into the air. torrential rains causing chaos in the south. this toddler died after being swept away in a drainage canal. over 3 1/2 inches of rain. flood watches and warnings posted through this afternoon. parts of kentucky. a bit of a break across the south today. we'll reenergize the rainfall threat. the big storm out west. temperatures in the 70s yesterday in salt lake city. dropping 40 degrees in just four hours. red flag warnings and fire danger from the canadian border down to southern california.

a big storm will have big consequences. >> thank you, rob. we turn to the questions about police brutality. protests across the country overnight. to two cases in the headlines this morning. first, the shocking dash cam video. an officer takes down an armed man by ramming him with his cruiser. it's off the video to watch. t.j. here with the story. >> this officer didn't pull the trigger. e he hit the gas. accused of plowing his car into the suspect who had his back turned. we're seeing this for the first time. what some people say is obviously excessive, police are saying was absolutely necessary. listen closely. police say that's robbery suspect mario valencia ignoring their calling to surrender, firing a stolen rifle into the air. >> it's unlocked now. he's definitely loaded. >> reporter: watch how one officer decides to take him

down. >> oh jesus christ man down. >> reporter: here's the view from that officer's car. we're freezing it before impact. the cruiser going so fast it plows through a concrete wall. the windshield cracking. >> this is not the first time a vehicle hads been used in a deadly force situation. >> reporter: it happened in arizona, just outside tucson in february. police releasing the video now because a county investigation just ended. no criminal charges for officer michael rapeko. according to a police report he was concerned about the surrounding businesses that were occupied. he believed using his duty weapon would be more of a risk to the community than using his vehicle. his attorney tell valencia's attorney says they're investigating the incident. police say valencia was on a crime spree. he's been charged are 11

felonies starting a church fire, stealing a car, stealing the rifle and ammo from a nearby wall matter among the charges. the officer is back on duty. the police argue, do you let the suspect continue and see what happens? or do you act? they say they erred on the side of saving innocent lives. the officer has been cleared at this point. now to the volunteer sheriff's deputy charged are fatally shooting an unarmed man. the insurance executive says he mistook the gun for the taser. good morning, ryan. >> reporter: good morning to you, amy. the volunteer is out of jail this morning. he bonded out almost immediately. he's due back here in court next week. a grandfather of three and well-respected businessman is swarmed by cameras as he turns himself in to the very jail where he's used to taking

criminals. as a volunteer deputy for the last eight years. 73-year-old robert bates is an accused felon this morning, wearing his sunday best for his mug shot. >> his life is in turmoil. >> reporter: he's charged with second-degree manslaughter after he confused his taser for a gun, fatally shooting 44-year-old eric harris. [ dpun shot ] >> oh i shot him, i'm sorry. >> it was an honest legitimate mistake. he's very upset about the fact that he was involved in someone losing his life. >> reporter: first harris running from deputies after allegedly selling drugs and guns to an undercover officer. >> roll on your stomach. >> reporter: harris was brought down by officers a few plox away, where deputy bates was sitting in his car. he got out to help officers. then that stunning moment. [ gunshot ]

>> oh i shot him. i'm sorry. >> he shot me! he shot me! >> reporter: he died from that gunshot wound. his family is relieved that the man who fired it is facing felony charges. he's donated thousands of dollars in equipment to the sheriff's department. they're saying he's an old man paying for the right to play police officer. some say turning that generosity on him now is flat out wrong. hillary clinton talks to iowa voters for the first time. and chris christie hoping to ramp up his campaign. jon karl is here with more. it's hard to go small in iowa. >> reporter: that sure is the case george. she's trying to do that. yesterday, she weptnt to a coffee shot. had a small round table with a group of folks from a community college. look at this photograph of her event at the community college.

it calls to raise the eligibility age to 69. phasing out benefits for people over a certain income. >> big contrast for democrats calling for increases in social security benefits. now to ryan smith with the other top stories. a security concern for airlines. >> that's right. we begin with a new threat in the sky. hundreds of the newest commercial planes could be vulnerable to hackers, capable of taking control of the aircraft. congressional investigators say the computer systems could be compromised with a laptop and wi-fi connections. lawmakers are calling on the faa to take action. also a new potential -- potential nuclear deal with iran has resulted in a rare show of bipartisanship in washington. in a 19-0 vote the senate foreign relations committee has given congress the power to

review any potential deal with iran after the june 30th deadline. the white house has indicated the president will agree to those terms. a big decision facing drrs across the country. congress approved a bill to change how medicare reimburses doctors. it prevents a 20% reduction in payments. thousands of fast food workers are fighting for a $15 minimum wage. workers are planning strikes today in more than 200 cities and college campuses. a furious judge in atlanta has sentenced eight city teachers and school officials to prison for cheating on exams to inflate student's scores. he said it's the sickest thing that's ever happened if this town. some teachers face up to seven years in prison. a popular brand of baby food is being recalled this morning.

wilson who is speaking out about battling breast cancer. the wife of oscar-winner tom hanks revealing she had a double mastectomy and getting a second opinion, she says saved her life. linsey davis is here with her story. >> reporter: rita wilson is opening up to help educate others calling a second opinion critical to your health saying you have nothing to lose if if both opinions match up for the good and everything if gain if something that was missed is found. which is exactly what happened to her. this morning, hollywood a-lister rita wilson is going public about her battle with breast cancer. the 58-year-old revealing she's undergone a double mastectomy and reconstructive surgery. like angelina jolie before her, who also underwent a double mastectomy wilson is sharing her story in the hopes it helps other. saying i'm getting better every day and look forward to renewed

health. she knew she had a precancerous condition that she and her doctors had been monitoring. >> a woman found the have lcis is known to be at risk for invasive breast cancer down the road. >> reporter: wilson was relieved when initial biopsies didn't show cancer. a friend urged her to get a second opinion. the second opinion finally caught it. >> i think that for any diagnosis, a patient should always feel comfortable asking for a second opinion. you will not be insulting or offending the physician. it's always good to get a second pair of quis on a problem. >> reporter: wilson appears optimistic. i'm recovering and most importantly, expected to make a full recovery. why? because i caught this early, have excellent doctors, and because i got a secondinion. one study found that breast cancer patients that went in for

a second opinion that the recommendations for surgery changed in more than half of those cases. the majority of people don't get second opinions. rita wilson is hoping people will learn from her experience. >> and to trust her own instincts. i'm a huge believer in that. >> if it doesn't feel right. >> i was surprised that second opinions changed the diagnosis half the time. >> apparently it depends on the pathologist. medicine is a science. but it can be an art. depending on what somebody cease. >> stst scary. >> so many choices, so many options when how to proceed. >> depending on what kind of breast cancer. and you have great story of generosity. >> i do. this guy has to be up for boss of the year. the pay gap between chief executives and the average worker is expanding rapidly. this man is doing something different. he's taking a pay yut to give his employees big raises.

find his hand again on my leg, high up on my inner, upper thigh. >> reporter: it's not unhurdeard of. last year a computer engineer was deported after pleading guilty. and a rabbi was sentenced to 60 days in a federal prison for the same changes. authorities believe this is a vastly underreported crime. a sexual or physical assault on flight in the new york area alone happens each week. usually on overnight flight. >> lights down low. not many people walking around. the victim has taken an anxiety medication and are not responsive. >> reporter: the fbi believes many victims are embarrassed. if it happens on a plane, you're going prosecute. >> if it happens in that sill lynn dry call enclosed space, the fbi is going to be waiting for you.

hanks. now rita wilson has her own personal story to share. revealing to the world her invasive breast cancer diagnosis. she tells "people" exclusively that she's undergone a double mastectomy and reconstructive surgery. she was originally misdiagnosed. and those initial findings missed the cancer. she tells people, a friend who had breast cancer suggested i gate second opinion. and my gut told me that was the thing sood. >> even though a doctor told her, someone she felt she could trust told her she didn't have anything wrong, there was something bugging her that made her want to get the second opinion. >> reporter: the second and third opinions confirmed it was indeed cancer. dr. kristi funk is angelina jolie's surgeon and is not treating wilson. >> i tell women you have been with your breasts every day

since you were born. if you think something is new, changing, or just wrong, you should persevere. you have to be responsible for getting the proper screening. and when bad dig know ses happen to you, you need to take the responsibility. sometimes that involves a second opinion. >> reporter: wilson says i hope this will encourage others to get a second opinion and trust their instincts if something doesn't feel right. and joining us is abc news senior medical contributor dr. jennifer ashton. rita had invasive lobular cancer. tell us what that is. >> we talk about breast cancer. it's like saying we're going talk about the weather. are you talking about a heat wave or a snowstorm? lobular refers to the part of the breast anatomy where the abnormal cells started. people shouldn't get too bogged down. this particular type which starts as lcis those are the

letters, it's a marker lesion. it tells us watch out, this person is at high risk for developing invasive lobular cancer at some time in the future. anywhere in either breast. >> sit difficult to diagnose? >> any type of cancer can be. we're trying to reconcile what we see on an imaging test to what a pathologist sees on a slide. >> it's so surprising to hear how often diagnosises differ. >> in an ideal world, it shouldn't happen. but doctors are human beings. we make mistakes. we never want to. it's more likely to have a diagnosis downgraded. saying i cancer and then downbraided. we take a specimen out of the body sometimes in the case of a breast tumor, it might be like a marble.

the pathologist takes it and slices it. they look at the slices and slides. when you put your eyes on a mike microscope microscope it's not like a neon sign flashes up cancer. this is a skilled thing. >> with that said should we just always get a second opinion? >> no because that's not necessary. it's not logistically feasible. and again, you want to trust your instinct. if you feel uncertain. don't hesitate. you're never going to offend anyone. in many hospitals, taking about breasts, it's common for two pathologists to look at every spescimen specimen. it happens at so many hospitals. >> so many women and men will have questions for you. you're available. dr. jen ashton will take your questions throughout the morning. tweet her @drjashton. and i want to say we're all thinking about rita and wishing her the best. up next work uniforms if
