body were gathering for their yearly meeting. 14 people charged in all. one u.s. official, charles plaz blazer, has already pleaded guilty in the case and reportedly wore an undercover wire to record the conversations of fellow soccer officials. the situation shocked fifa. >> for us it's a hard time. not nice to be here in front of you the try to explain something that is not nice. >> reporter: the investigation grows out of allegations of payoffs of the officials who decided where to hold the next soccer world cups. in russia in 2018 and qatar in 2022. >> the winner is qatar. >> reporter: the u.s. had been the runner up to qatar. and a decision to hold the world cup in temperatures that can

reach 140 degrees raised suspicions. jack warner was accused of taking more than $1 million in bribes from a qatar businessman. this morning, soccer officials said they still plan to hold the world cup in qatar, despite the allegations. had the u.s. won, the games would have been held in 18 u.s. cities including new york boston dallas los angeles and a whole lot of others. >> baig loss. now to the string of deadly storms or or the storms. a tornado touching down in ohio overnight. as houston recovers from the devastating flooding. authorities still searching for missing people there. matt gutman in houston for us this morning. good morning, matt. >> reporter: good morning, robin. here in houston, rescues happle of hours ago, i want you to see the car behind me. drove right in here. rescuers had to pluck that man

radar. an ugly bow of storms moving through east texas. abundant lightning and heavy rains. already one to two inches reported. an additional two to four expected. that's why we see more flash flood warnings. it's happening again. if you're in houston or just north of there, look out for the roads this morning. the next couple of day more scattered storms in the red river valley the area we don't want to see. from wichita falls to oklahoma city to abilene. and severe thunderstorms in the northeast. this is damaging wind hail a pocket back in the west western oklahoma could see tornadoes today, too. it does not end, especially for the area that does not need it this morning. now the a major security breach at the irs. criminals stealing personal information, including social security numbers for more than 100,000 taxpayers by hacking into the agency's computers. pierre thomas is inashington

with that story. >> reporter: good morning, robin. today, the irs is contacting those 100,000 taxpayers and offering free credit monitoring. they have to be on alert because their identities have clearly been tollen. they have stolen personal information such as name social security numbers, and birth dates. they targeted the tax payers gaining more sensitive information commonly found on tax returns, like where they work salaries bank accounts and personal family information. these are all things bad guys can use to completely assume your identity empty bank accounts and open credit cards and buy cars. >> is the system secure now? >> reporter: the irs said it plugged the hole. the gateway is closed. >> they said it was bad, but it could have been worse. >> reporter: indeed. >> thank you, pierre. now to the major air scare. a brand-new plane with nearly 200 people on board loses power

in both engines, dropping 13,000 feet before the pilots got the power back. good morning, david. >> reporter: good morning, george. this is not supposed to happen. losing power in both engines on a two-engine jetliner at altitude. this was basically a brand-new plane. a singapore air bus a-330. at 39,000 feet, the pilots hit bad weather. and then all of a sudden -- now the airline is telling me this morning that one of the engines came back immediately. the pilots followed procedure and descended until they got the second engine refired, losing about 13,000 feet. they landed safely. they checked the engines, found no anomalies. now the airline, airbus and the engine maker, rolls-royce, are trying to find out why the engines shut down at the same time. >> boy, i bet they are. thank you. let's go to amy with the other top stories. a big setback in the fight against isis.

body was missing for more than a month. this week end, it was found. his fiance indicted for his murder by a grand jury. this morning, new allegations in the death of vincent viafore. as prosecutors indict his fiance angelika graswald on murder. >> the deviceceased was reported missing opinion on april 30th miss graswald was charged. >> reporter: she's eye caused edaccused of killing him last month. she pulled the paddle away from him as he struggled to stay above water. the d.a. saying she failed to call for help in a timely man nor. and a witness saw her intentionally capsize her own kayak. after the disappearance, she

described the frantic moments in the 40-degree water. >> he was trying to figure out how the paddle the waves. they were getting crazy. and then i just saw him flip. >> reporter: prosecutors say the 35-year-old admitted she tampered with viafore's kayak. her alleged motive? some $250,000 of insurance policies. telling police it felt good knowing he had died. >> he had no leash or teter to keep him tied to the kayak. no wet or dry suit. he didn't take a single precaution. i think what happened was, they were overcome by a powerful hudson river. >> repremains behind bars with a bond of $9 million and will be arraigned on friday. she'll plead not guilty. >> let's talk to dan abrams. a lot of choppy waters that day.

how do prosecutors prove she killed him? >> based on what we know right now this is not an easy case. the key is her statements. the authorities are saying that she basically confessed to it. her lawyer saying there was a language barrier. she misspoke. they didn't understand what she was saying. she's not a native american speaker. et cetera. there are comments in her diary which are incriminating. then the possibility of inconsistent statements as to what happened. that will the the key to the case. without being able to demonstrate her own comments are incriminating, i don't think they have a particularly strong case. >> though prosecutors say they have witnesses watching what was happening on the water. >> yeah but you know what? witnesses watch someone in a kayak from afar and distinguishing between turning yourself into the water and falling into the water because you were frantically scrambling

and scared. the witnesses will it didn't see that choppy. maybe she tried more than once to overturn the kayak. i'm making this up. but, that can be interpreted in many ways. the prosecutors focus on what she did after. >> a week later, she's singing karaoke in a bar looking happy. >> and putting up instagram pictures. don't forget about casey anthony. the mother who was accused of killing her 2-year-old who went out partying and put up pictures of herself partying shortly after her child died. found not guilty. i mean i have never seen so incriminating a post-death photos as in the casey anthony case. but the jurors said sorry, that's not enough in and of itself to convict. i think you're again going to need her statements to be believable and credible as incriminating without the sort of ambiguity the lawyer is
