gone to the finals. first year back he's taking the cavaliers. >> said he was going to do it. >> he did it. we begin with the breaking news. major corruption crackdown. the scene moments ago in miami. federal agents raid one of the head headquarters under fire. they're charged with taking tens of millions of dollars in bribes. this could have cost the united states the world cup. we begin with brian ross. >> reporter: this is the result of a three-year-long fbi investigation of what is being called a rampant and deep-rooted corruption of people that run the world's most popular and lucrative sport in the world, soccer. official say they believe corruption might have cost the u.s. the right to hold the world cup in 2022. the arrests began in morning in switzerland. officials of soccer's governing

body were gathering for their yearly meeting. 14 people charged in all. one u.s. official, charles plaz blazer, has already pleaded guilty in the case and reportedly wore an undercover wire to record the conversations of fellow soccer officials. the situation shocked fifa. >> for us it's a hard time. not nice to be here in front of you the try to explain something that is not nice. >> reporter: the investigation grows out of allegations of payoffs of the officials who decided where to hold the next soccer world cups. in russia in 2018 and qatar in 2022. >> the winner is qatar. >> reporter: the u.s. had been the runner up to qatar. and a decision to hold the world cup in temperatures that can

reach 140 degrees raised suspicions. jack warner was accused of taking more than $1 million in bribes from a qatar businessman. this morning, soccer officials said they still plan to hold the world cup in qatar, despite the allegations. had the u.s. won, the games would have been held in 18 u.s. cities including new york boston dallas los angeles and a whole lot of others. >> baig loss. now to the string of deadly storms or or the storms. a tornado touching down in ohio overnight. as houston recovers from the devastating flooding. authorities still searching for missing people there. matt gutman in houston for us this morning. good morning, matt. >> reporter: good morning, robin. here in houston, rescues happle of hours ago, i want you to see the car behind me. drove right in here. rescuers had to pluck that man

to safety. it shows how dangerous this situation is. standing water and swift-moving water right through the heart of the fourth biggest city in america. and across the country, it's not yet over. >> it's on the ground. >> reporter: overnight, twisters or the meant tormenting from texas. flinging debris in the air and leaving behind a parking lot full of wreckage. across the lone star state, whipping winds and hail forcing the tractor trailers off the road. in dallas lightning. at least 11 people still missing along the blanco river, including three families inside this home celebrating memorial day when the house split, sounding like fireworks. >> the house hit a bridge. it took the top of the house off. the house splintered. >> reporter: jonathan mccomb, the sole survivor so far, pulled himself out of the water nine

miles from the home. his wife and two children still missing. >> i think recognizing what's happening with the weather, we all know and have accepted they're gone. >> reporter: the family's golden retriever found dangling in a tree three days later. the water is more than twice the volume of the waters at niagara fall. the water swallowing anything and everything in its path. including dozens of homes. at least 1400 damaged. in houston, where highways turned into ka analysis they're assessing the destruction. >> we have 1,000 properties we visually inspected. >> reporter: in houston, over 500 calls for water rescues. now that the water has started to recede, you see the massive amount of mess left behind. this rescue caught on a cell phone. >> i just didn't want to see the

lady drown. >> reporter: steven shannon and three others jumping into the water to rescue glenda and her dog. >> you saved me today. i couldn't swim and i couldn't get out of my car. >> reporter: with so much of the city underwater this is what it leaves behind. this is what it look like from the ground. this very smelly nasty stuff. but cleanup here will take a very long time robin. >> it will matt. i want to ask you about the electronic monitoring systems that many of us have on our cell phones. did they work? >> reporter: it seems to have worked partially. residents who live in those areas hard hit, they did get those messages and managed to get out in time. there's concern that tourists did not get those messages on the phones. and local officials here in texas are looking into that today. robin? >> all right, matt thank you. we go to ginger right now. it's not over yet for houston. >> look what's happening on the

radar. an ugly bow of storms moving through east texas. abundant lightning and heavy rains. already one to two inches reported. an additional two to four expected. that's why we see more flash flood warnings. it's happening again. if you're in houston or just north of there, look out for the roads this morning. the next couple of day more scattered storms in the red river valley the area we don't want to see. from wichita falls to oklahoma city to abilene. and severe thunderstorms in the northeast. this is damaging wind hail a pocket back in the west western oklahoma could see tornadoes today, too. it does not end, especially for the area that does not need it this morning. now the a major security breach at the irs. criminals stealing personal information, including social security numbers for more than 100,000 taxpayers by hacking into the agency's computers. pierre thomas is inashington

with that story. >> reporter: good morning, robin. today, the irs is contacting those 100,000 taxpayers and offering free credit monitoring. they have to be on alert because their identities have clearly been tollen. they have stolen personal information such as name social security numbers, and birth dates. they targeted the tax payers gaining more sensitive information commonly found on tax returns, like where they work salaries bank accounts and personal family information. these are all things bad guys can use to completely assume your identity empty bank accounts and open credit cards and buy cars. >> is the system secure now? >> reporter: the irs said it plugged the hole. the gateway is closed. >> they said it was bad, but it could have been worse. >> reporter: indeed. >> thank you, pierre. now to the major air scare. a brand-new plane with nearly 200 people on board loses power

in both engines, dropping 13,000 feet before the pilots got the power back. good morning, david. >> reporter: good morning, george. this is not supposed to happen. losing power in both engines on a two-engine jetliner at altitude. this was basically a brand-new plane. a singapore air bus a-330. at 39,000 feet, the pilots hit bad weather. and then all of a sudden -- now the airline is telling me this morning that one of the engines came back immediately. the pilots followed procedure and descended until they got the second engine refired, losing about 13,000 feet. they landed safely. they checked the engines, found no anomalies. now the airline, airbus and the engine maker, rolls-royce, are trying to find out why the engines shut down at the same time. >> boy, i bet they are. thank you. let's go to amy with the other top stories. a big setback in the fight against isis.

good morning, america. right now, police raids in miami and around the world in a major corruption scandal. allegations the u.s. was robbed of hosting the world cup. more severe weather hitting the houston area this morning. prosecutors in the kayak murder case now detailing how she let her fiance drown. we have a lot to get to this morning, including a big "gma" investigation of pick pocketing. a professional pick pocket tells us what to do to make sure it doesn't happen to you. some really helpful tips just ahead. we begin with new revelations on the woman accused of killing her fiance while kayaking on the hudson river. prosecutors saying she removed the plug on his kayak so it would fill with water. >> reporter: vincent viafore's

body was missing for more than a month. this week end, it was found. his fiance indicted for his murder by a grand jury. this morning, new allegations in the death of vincent viafore. as prosecutors indict his fiance angelika graswald on murder. >> the deviceceased was reported missing opinion on april 30th miss graswald was charged. >> reporter: she's eye caused edaccused of killing him last month. she pulled the paddle away from him as he struggled to stay above water. the d.a. saying she failed to call for help in a timely man nor. and a witness saw her intentionally capsize her own kayak. after the disappearance, she

described the frantic moments in the 40-degree water. >> he was trying to figure out how the paddle the waves. they were getting crazy. and then i just saw him flip. >> reporter: prosecutors say the 35-year-old admitted she tampered with viafore's kayak. her alleged motive? some $250,000 of insurance policies. telling police it felt good knowing he had died. >> he had no leash or teter to keep him tied to the kayak. no wet or dry suit. he didn't take a single precaution. i think what happened was, they were overcome by a powerful hudson river. >> repremains behind bars with a bond of $9 million and will be arraigned on friday. she'll plead not guilty. >> let's talk to dan abrams. a lot of choppy waters that day.

how do prosecutors prove she killed him? >> based on what we know right now this is not an easy case. the key is her statements. the authorities are saying that she basically confessed to it. her lawyer saying there was a language barrier. she misspoke. they didn't understand what she was saying. she's not a native american speaker. et cetera. there are comments in her diary which are incriminating. then the possibility of inconsistent statements as to what happened. that will the the key to the case. without being able to demonstrate her own comments are incriminating, i don't think they have a particularly strong case. >> though prosecutors say they have witnesses watching what was happening on the water. >> yeah but you know what? witnesses watch someone in a kayak from afar and distinguishing between turning yourself into the water and falling into the water because you were frantically scrambling

and scared. the witnesses will it didn't see that choppy. maybe she tried more than once to overturn the kayak. i'm making this up. but, that can be interpreted in many ways. the prosecutors focus on what she did after. >> a week later, she's singing karaoke in a bar looking happy. >> and putting up instagram pictures. don't forget about casey anthony. the mother who was accused of killing her 2-year-old who went out partying and put up pictures of herself partying shortly after her child died. found not guilty. i mean i have never seen so incriminating a post-death photos as in the casey anthony case. but the jurors said sorry, that's not enough in and of itself to convict. i think you're again going to need her statements to be believable and credible as incriminating without the sort of ambiguity the lawyer is

asking if this photo was part of the new preflight checklist. the airline telling abc news overnight, the activity portrayed in the photo goes against spirit policy. but for more m in the flying community, the outrage over deal's photo shoot is ploun out of pro portion. >> i'm a former flight attendant. i have a picture in a jet engine. pretty much emp i know who has been a flight attendant. it's one of those things we like to do. >> reporter: support growing online after flight attendant and best-selling author heather poole took the situation to twitter. the photo of flight attendant in the enjing isn't a problem. we all take them. the time she decided to take the picture could be an issue. >> what it comes down to is someone looking out the window misinterpreting what is going on. it's not a security threat. not a big deal. >> reporter: deal didn't respond
