assigning the death of the toddler in -- citing the death of a toddler to overhaul the emergency response center. a family called 911 because a toddler was choking on a grape. but it took seven minutes for an emergency crew to arrive. the child later died. one lieutenant has been sent to a trial board for discipline. the mayor has ordered changes to improve emergency communication and response times. we will have more on how to accomplish that coming up tonight at 11:00. maureen: also breaking at this hour, six people are being treated for injuries after someone sprayed pepper spray on a metro bus. abc7 crews were on the scene minutes after the call to 911. police say a woman sprayed a man after an argument on the bus. we spoke with a man who said that woman interrupted a conversation he was having. and escalated as they got off the was at the corner of georgia avenue and irving street northwest. >> so as she was leaving the bus, he is got up and said

something -- she got up and said something. she said something. so of i said something back. out of nowhere she started to mace even like it's air freshener. maureen: the six injured passengers were taken to the hospital as a precaution. leon: metro is trying to ease concerns after report revealed the presence of asbestos in all of the 1000 series cars. a small amount of the carcinogen is in a mechanical area on the outside of the cars. the revelation was included a contract for a company to dispose of the 40-year-old cars as they are removed from service. metro says the tom health risk -- the only health risk is testimonyson sawed their way through the asbestos. the installation of asbestos has been tied to lung diseases including cancer. smoke was seen coming from the roof of a popular restaurant. they discovered the problem was in an air conditioning unit. the restaurant is back hope tonight. maureen: a crime alert in

arlington tonight after a woman told police she had to fight off an attacker near courthouse. it happened early saturday morning while the woman was walking along 15th street. after a night out in clarendon. the woman told police a machine pushed her to bushes, grabbed and molested her. she fought him off. leon: three months after a woman was sexually assaulted in mitchellville, police have a name to go with the description given by the victim. investigators say 34-year-old michael harris as the suspect in the april attack on lake arbor way. our brad bell is life near the scene with what he has learned about harris and the attack. brad what have you learned? brad: you know what? we have learned a lot of people here are relieved that the police now have a suspect that they can try to track down. lake arbor is a big busy community. a lot of people coming and going. a lot of houses. but it also has the big open spaces where the lake arbor golf course used to be.

this is where the attack happened. this was a brutal crime. 5:40 a.m. april 29. 19-year-old woman walks in the 1100 block of lake arbor way mitchellville, near the open areas between houses. suddenly a man grabbed the woman from behind. >> he approached the victim and he implied that he had a gun and made her perform a sex act and took off running. >> within days they developed a sketch. this is the photograph. his name is michael deangelo harris. he is 34. he live unless suitland. a warrant has been issued for his arrest. >> we are halfway there. we now need to find the guy. reporter: according to the court documents harris busy been linked to the crime by d.n.a. evidence. he is also a suspect in a carjacking attempted sex assault in the same area a month earlier. those who live here say an arrest would ease fears. >> definitely.

especially for my wife. she likes to jog and here a lot. >> he will do it to somebody else. reporter: we have learned from the online records that mr. harris has a prior for indecent exposure. again, police are asking for the community's help. if you know where the guy is please give him a call to get him into custody before he strikes again. mitchellville lake arbor community, brad bell, [ music leon: thank you brad. new information on a hit-and-run that left a leesburg man critically injured. they are searching for this man. 47-year-old jose reyes. investigators say they believe that he was behind the wheel of a she i have silverado -- chevrolet silverado when it hit acorta. who was taken to the hospital by helicopter with life-threatening injuries. they have impounded reyes' truck and he is charged with felony hit-and-run. >> still ahead on the "abc7 news at 6:00" --

$7,000 if he took $250 to wal-mart first. clearly a scam. you don't want to do that. we want to hear from you and we will try to get to all of your calls before 6:30 tonight. back to you. maureen: thank you. montgomery county leaders have a problem. they voted to slash $54 million from the county budget. diane cho explains where the cuts are being made and how the county ended up so deeply in the red. >> this has been a tough task. diane: the montgomery county council president admits there is a possibility that they could be back with a saving plan despite the cuts approved this an. $3 million more and the county executive proposed earlier this month after declining income tax revenues with the supreme court decision that affected the 2016 budget. >> i think it is clear that the councilmembers care passionately about the items that we include in the budget. we don't do it in a casual way.

diane: the council president george leventhal agreed with some of the recommendations in some areas and disagrees in others trying to inflict the least amount of harm on the residents who need their help the most. >> when it comes to all of if different reductions, they all affect us in society as a whole. it's a shared pape going around. so i think it's unfortunate. diane: one area they agreed on slashing $10 million from the montgomery county school system. but when it came to the montgomery county college they made $2.5 million in cuts opposed to the $5 million the county executive proposed. >> a substantial savings come from delaying from the capitol project. we also made reductions throughout the different agencies. diane: one group that came out on top takoma park residents. they decided to restore the funds for the community pool inside the elementary school that serves many children and the community. the council restored funding to provide housing for homeless veterans while
