saturday, kirk cousins was backing up robert griffin iii because of his concussion against the ravens. less than 24 hours later cousins is the starter for 2015. not because of injury but based on performance. this thursday, the rgiii roller coaster. cleared and then uncleared for the concussion and now he is out of his starting job and kirk cousins is in. >> i felt like the roles were defined and i was competing for the backup. but you also understand you are battling if every spot. nobody's job is safe. robert: today gruden emphasized that the change was due to kirk's performance it, not robert's. coach gruden: what he has done in practice and o.t.a.'s opened our eyes. he has proven to be the best quarterback on the roster. he's a compliment to kirk not the other guys didn't do this or that. i just think kirk played so well he earned the right.

robert: espn said that redskins are pushing for the end of their ramp with griffin but ownership is holding on. gruden: i like griffin. his future with the redskins is what it is. there are no discussions about letting him go. we're going to plan on maying with the three quarterbacks. last year we used all three. the door is not shut on robert griffin. he is a redskins players and he has to compete like even else. robert: a source close to the situation tells abc7 robert griffin iii is "content." and that he wants to stay in washington. another normal day in washington football. leon: yeah, right. kimberly: content is one of those safe words. isn't it? twitter was not a safe place for anybody. it went wild as the news spread that cousins would be starting the season for the skins. our diane cho picks up the team coverage with fan reaction live from outside fedex field in landover. diane, what are you hearing? diane: it didn't matter who we

there. so maybe the kids from school or the parents coming home from work. an area to avoid. we'll keep an eye on it and let you know if there are changes. i'm jonathan elias, abc7 news, back to you. leon: thank you. this weekend's call for all hands on deck by the d.c. police yielded 1 arrests and the recovery -- 16 arrests and recovery of 34 illegal guns but there were also 13 people shot as the city tries to stop the violence burgeoning this summer. now an overwhelming number of officers say they lost confidence in chief lanier. stephen tschida is live outside the d.c. police headquarters with a look at that side of the story. what are you hearing? stephen: leon, the fraternal order of police says its members have lost confidence, that they are tired of chief cathy lanier's authoritarian leadership style and crime-fighting tactics. the chief for her part says she won't respond to an anonymous survey and we want to point out that this no

confidence vote was done on an all hands on deck weekend when a lot of officers who thought they were off for the weekend or on vacation forced to work. >> the rank and file made it clear. they are fed up. overwhelming show of no confidence for police chief cathy lanier in an online police union vote. roughly a third of the union members participated. >> we are hemorrhaging police officers. we have a toxic work environment. stephen: some officers are displeased with the chief's response to the spiraling homicide rate, dismantling of the vice unit and the crime fighting efforts such as the police tents manned 2/7 in violence prone neighborhoods. the vote stunned some city residents who suddenly are reassessing the chief. >> she has done a great job in the past but time to move on. >> high capacity magazines, multiple rounds fired from multiple guns. stephen: cathy lanier historically enjoyed sky high

approval rating among city residents, despite the union members vote. she still has plenty of support on the street. >> i think so far she has done a good job. there are issue but i don't know if it's her fault. >> 1,22 voted no confidence and 22 voted they had confidence in the chief. stephen: the no confidence vote was symbolic but she did receive a ringing endorsement today from mayor because bowser who says she gives the -- mayor muriel bowser who says she gives her, her complete support. leon: crime tend continues in d.c. police looking for a cab driver accused of sexual assault in 3200 of highland place northwest in cleveland park. the investigators say a man attacked a woman in his car early sunday morning. the only lead that the police

have now is the colors to the taxi, red and flag. kimberly: we are following a developing story we hope ends well here. this is south of south africa where the search is on for a g.w. student. nicholas upton last seen sunday night. we're live on the g.w. campus with the latest on the investigation. brianne carter, what do the school officials know about the hereabouts? brianne: they are working close with the authorities to figure out what happens. this is the first day back to class for so many here on the g.w. campus. we understand many of them tonight are concerned. on the first day back to class, many are thinking of nicholas upton. >> hopefully they find him. brianne: university officials say upton went missing while swimming, while traveling in south africa. he was studying abroad and traveling traveling in a break from

classes and last seen swimming in the east cape province sunday night. >> crazy. i lived in south africa. i don't know where exactly he was but that is tough. >> especially if he was like in the wildlife area. >> he is on the roster of the men's rowing tame and also a member of the kappa alpha order the fraternity he pledged last year. on the k.a. fraternity facebook page it posts asking for information about the missing brother. in a statement the fraternity said our thoughts and prayers are with our from terpty brother nicholas upton and his family and friends -- fraternity brother nicholas upton and his family and friends. >> this saddens me. >> that was the share of the sentiment by many on campus.

we understand according to the university officials they are working closely with those overseas in south africa. brianne carter, abc7 news. kimberly: visitors are visiting at a high school near roanoke to pay tribute to the t photographer adam ward. ward's family asked viddors at salem high school to wear the color of his favorite team, virginia tech and salem. he was a develop graduate of salem was shot -- 2007 graduate was shot and killed on live television along with alison parker. the gunman vester flanagan later killed himself. coming up next at "abc7 news at 5:00" -- >> we have been over and over. kimberly: trying to find what has been lost and how you can help a mother desperately searching for a misplaced necklace. leon: later, the work week may be beginning but folks are looking ahead to next weekend.

looking forward to having fun and making friends. >> it's back to school in prince william county, earlier than usual. traditionally schools in virginia start the day after labor day. but the county signed a waiver to make up for snow days. about 87,000 students are enrolled in prince william county schools. students went bag to school in most maryland counties today. in montgomery county school officials took an opportunity to make a plea to the state. montgomery county reporter kevin lewis shows us what they are asking for to help your kids. >> we are facing a very, very tough economic challenge. kevin: mcps is dealing with record breaking enrollment but not enough to add more

schools. >> we have added 20,000 students since 2007. that is enough students to fill our largest high school, blare high school. six times over. >> the temporary solution is trailers. wheaton school has half a dozen alone. >> we have a burden of lots of people wanting to benefit from the opportunity of our outstanding public education system and tax base not growing as fast as our enrollment population. >> they are pushing for more state fund in hope to regain reputation of being maryland's best school district. >> i brag continue -- constantly about the school system. but i can't continue to hold the flag up unless we are prepared to provide resources we talk about. kevin: a coalition will make a return trip to ask governor hogan for more money. if he says no, montgomery county will likely make the unpopular decision of raising

stretch in the capital. we are a little below for august. for the length of meteorological summer we have had 18 inches to give us a month and a season-ending 7.786 inches surplus rainfall. if we don't get rain soon it could change. we're hot and humid for the next couple of days. radar, kirby, west virginia, to across the line. west of winchester. area of showers there. more dissipating now moving to western section of carroll county. the numbers are the mid-to-the upper 80's. the moisture level high enough to make it feel warmer. that is the story past sunset tonight. inside the beltway we think the temperatures will stay above 70 degree mark. a few outlying areas could be down to 62. no rain. partly cloudy.

leon: former maryland governor mandell who passed away sunday will lie in statehouse wednesday. he served governor as 1969-1977. the run ended after mail fraud and racketeering conviction but many still view him as state leader after that. he spent 19 months in federal prison until president reagan commuted his sentence. he was 95. kimberly: tonight a 13-year-old girl is recovering after being shot in southwest d.c. this happened last night on k street. we have the latest on the investigation. was she the intended target, sam? sam: no, she was not the intended target. this is a situations that young girls on are on a stoop. guy being chased. he goes by them and runs in an apartment and one of the children is shot.

a horrible situation. the scene was chaotic starting with a driveby shooting with a young man who ran to get away to a house where the 13-year-old was taking extensions out of a neighbor child hair. the child's mother says that the young male ran past the girl trying to escape more bullets. >> he came inside. through the backdoor. >> in the front and out the back? >> yes. she came to side of the house and she was immediating as well. sam: three girls out front. she was hit in her leg. >> she was trying to get in the house. >> residents point to the local young male thinking they were feuding with other males from the complexes here in southwest.

>> the shooting took place, i tried to get out. i'm in bad health. sam: this took place around the corner in prad daylight. people were terrified. >> there is no safety here. the only thing that protects us is god. that's it. sam: for tonight they brought in a portable surveillance came ra to check the area out -- camera to check the area out. yesterday there was no police around here or surveillance around here. so the driveby took place. they put up a camera and hope if it happens again they will have a better idea who is doing it. reporting live, sam ford. leon: thank you, sam.

announcer: you're watching "abc7 news at 5:00". on your side. kimberly: tonight "7 on your side" after a man contacted us concerned about how his niece was being treated at school. now the prince george's county school system is taking action. maryland pure row chief brad bell is live in capitol heights to explain what happened. brad? brad: at "7 on your side" we often hear from people who don't know where else to turn. that is the case with regard to this incident that took place friday at central high school. the family that contacted us says a girl was menaced, threatened with a stun dun in a -- stun gun in a classroom. the high school junior was only four days in the new school year at central high when it happened. in a full classroom. a brief argument with a ninth grader. words at first, then the ninth grader pulls outs a stun gun. >> showed how it work and threatened to zap my niece in the neck. that was just heartbreaking.

>> it made her terrified to the point she is not enthused about returning back to school. she doesn't feel safe to walk in the halls. >> the girls and an uncle are outraged by what happened friday an in central high they are speaking out. that met with administrators but are still unsatisfied. >> it bother mess a student gets in the school with a weapon. >> the school district issued a statement saying, "this type of behavior is not tolerated in the schools and the most likely consequence is expulsion." the victim's family hopes that is the case but doesn't ease their worries. >> she is terrified, scared. she is scared of retaliation. >> a spokesperson for the school system assures us that they are going to do everything they can do in the case. they have talked about expulsion for the student who brought the taser/fun gun in classroom and -- taser/stun gun in the classroom and they

say they will be reminding students zero tolerance for weapons. a back-to-school night coming up where families will be in the school. it will be talked about at that point as well. central high school, brad bell, abc7 news. kimberly: thank you. check the top stories right now. kirk cousins is in. rgiii is out. jay gruden says cousins is the starting quarterback and is more because of cousins winning the position than rgiii losing it. rgiii is currently recovering from a concussion, we believe. the redskins begin the regular season september 13 against miami. leon: more than 1100 members of the police union said they have no confidence in chief cathy lanier in an online poll. mayor muriel bowser reiterated her support for lanier after the symbolic vote. kimberly: former virginia governor bob mcdonnell will remain free in the appeal on

the corruption convictions. the supreme court issued that ruling this afternoon. had the high court not intervened mcdonnell would have started a two-year sentence in a few weeks. leon: right now, president obama is on his way to alaska for the state department conference on the global leadership in the arctic. he left joint base andrews and he is scheduled to talk about climate change on friday. but before leaving he rumpled feathers announcing that mount mckinley would return to the original name denali. late today the white house announced it will work with the state of ohio to find another way to honor president william mckinley. we have more about his trip to alaska at 6:00. kimberly: police closed off a number of blocks in the toronto financial district because of an unstable antenna on the trump international hotel and the tower in toronto. the toronto police say three blocks around the hotel and the condo tower are cordoned off. it's not clear when the streets around the building will be reopened. but we couldn't have a

newscast without something trump-related. leon: u.s. park police and the d.c. police helicopters landed on the east front of the capitol this morning as part of a medical evacuation drill. they closed off several streets in the training. tomorrow morning from 6:30 to 8:00. kimberly: "7 on your side" consumer alert right now. blue bell ice cream is back on store shell -- shelves today. this comes four months after listeria outbreak halted production and led to voluntary recall. the company has been testing ice cream at the alabama plant since last month. right now blue bell says it will start selling to select markets there. and in texas. leon: today is the last day of meteorological summer but plenty of folks don't think the season is truly over until labor day. most folks say summer is over. today a.a.a. announced 850,000 people in the greater washington area hit in the roads for holiday weekend. 86% of them going by for a.

jennifer: welcome to the "7 on your side" fighting back wall of justice. tonight we have a wall of justice alert. it's coming from the d.c. police department. it involves a murder case that happened just one block away from police headquarters. it happened in an instant. despite the clear pictures no one has come forward. d.c. homicide detectives say the surveillance video was taken moments after the three unidentified men stabbed to death 31-year-old about tone owe austin of -- antonio austin of capitol heights. monday july 27 around 3:15 in the an. austin was killed in the 400 block of e street northwest right by police headquarters. the video shows all three suspects walking around as if nothing had just occurred. it has been one month since the murder and police are desperate to get them off the
