closer to 270 spur, we are 10 miles per hour. we do look pretty good as far as the delay. 95 slowing through laurel. typical. on the baltimore washington parkway, we are seeing the same thing. we zoom in to talk about virginia on 66. typical delays heading out of the city from falls church to centreville and working your way closer to manassas. 395 heavy volume leaving the city. but as far as the crashes go, the main focus is 270. it is closed. we will keep you updated on the latest and let you know when 270 reopens. jonathan: see you in a little bit. breaking news from illinois. the search right now as we speak is going on for three men accused of shooting and killing a police officer in fox lake. that is an hour outside of chicago. investigators say the officer was checking on some suspicious activity. he radioed in that he was going to check that out. then he got a foot chase and that was it.

communication was lost after that. police responded enforce and found the body in the marshy area stripped of the gun and other gear. we will continue to follow the search and bring you updates in the newsroom. kimberly: now a story affecting millions of catholics worldwide. pope francis will allow previouses -- priests to forgive abortion in this, the year of mercy. this made its way through parishes and across the d.c. area. at new mass on tuesday, past a cut-out of pope francis, anders had one person in mind. >> i was devastated. she was a good human being. you know? in fact, she was a better human being than many of the people i know who haven't had abortions. kimberly: she was a family member who years ago had an abortion and felt compelled to leave the church. >> i don't know about excommunication. if you have an abortion, you're excommunicated? i didn't realize that.

both victim had left metro stations to investigators believe they may be dealing with a serial rapist in the case. stephen tschida is at the brooklyn metro station in northeast with the latest. stephen? stephen: strikingly similar attacks. strikingly similar crimes. one, just this past friday, just after midnight a woman had left the brooklyn station. she was walking away. got a couple of blocks away when the suspect struck. now, here are the similarities. back on july 28, near the fort totnam metro station. a woman left the station and walked away at 10:30 at night when the suspect again struck. both cases the suspect is carrying a night and takes off after the attack on a dark colored bicycle. tonight police have a warning for women who use these metro stations. >> i always feel safe around metro. i have gotten off at the

brooklyn metro as well. stephen: the warning from police, be on guard and aware, if possible walk with friends. the headline here is d.c. police believe they may be dealing with a serial rapist. reporting live, stephen tschida, abc7 news. kimberly: a man wanted for a brutal knife attack in frederick is now in custody. juan dominquez lopez is facing a long list of charges including attempted first-degree murder. he is one of the three men who attacked a man and a woman in their apartment on allen court on friday. the suspect ambushed the victim and attacked them with a large machete knife. jonathan: a trash truck fire in montgomery county. look at this and listen.

twice on the steps two doors from her home. 13-year-old taije chambliss just got home. normal day for the seventh grader turned to a nightmare. taije: i was helping take it out her hair when someone started to shoot. jeanette: he turned to protect the younger friends from the barrage of bulletsment -- bullets. she was hit twice in the leg. taije: i knew i got shot but i didn't feel anything. >> she speaks words of a person beyond her years. >> i want them to be caught. gun violence can be anybody's child. i'm happy to leave. jeanette: the young girl who just days ago was worried about homework now has fears

that no child should have. taije: i don't think i will return to the library. i feel unsafe. jeanette: reporting in southwest, jeanette reyes, abc7 news. kimberly: brave young woman. the national museum of crime and punishment is closing the doors at the end of the month. this might come as a surprise. they are forcing the museum out of the building in northwest washington. the museum opened in 2008 and is charging $22 for adult ticket. it faces tough competition from the spy museum around the corner. an the free smithsonian museum in d.c. a tv photographer shot on the air was laid to rest today. he and alison parker were ambushed by a former colleague. we look at how he is reported.

jonathan: barvetta singletary was an assistant to the president with the white house clearance. a few weeks back she and an officer got in a fight at her home about another woman he

might be dating. she took his cell phone and gun and faired a shot at him when he would not give her his cell phone password. this is coming to us from the police. and singletary is indicted on first-degree assault among other charges. kimberly: we need to warn you. some of you might find the cell phone video disturbing. investigators in texas are looking into a fatal deputy-involved shooting caught on camera. it shows two sheriff deputies responding to a domestic disturbance call. they shoot and kill a man with a hand up outside a san antonio house. the sheriff office is blasting the affiliate station for airing the video. because they are receiving death threats. >> what is in the video is cause for a concern but it's important to let it go through the course.

kimberly: he was left on the ground for three minutes before ambulance arrived. deputies are on paid administrative leave pending the outcome. jonathan: this is embarrassing. back to the drawing board for the tokyo 2020 logo. here is why. the olympic organizing committee scrapped the video after the plagiarism claims surfaced. they claim it is an original design but they said it would be difficult to get support because it looks like another one. so the committee ceo spoke to the press today. >> we'd like to choose a new logo as soon as possible and create a new logo to symbolizes the games beloved and supported by the public. jonathan: so the committee will launch competition to design a new tokyo 2020 olympic logo. a short time ago we learned the los angeles city council authorized the city's mayor to pursue a bid for the 2024 summer olympics. kimberly: now to a very big

fuss over furniture between former maryland governor and his successor. jonathan: kellye lynn found out thanks to social media it has been moved to the governor mansion in annapolis to committees across the state. kellye: when former governor martin o'malley and the family moved out of the governor mansion in january they took the furniture with them. not usually a problem but it might be in this case. a "baltimore sun" investigation found o'malley purchased 64 pieces of furniture for $9,638 that cost taxpayers $62,000. >> where would l you get this? i need turnture. i just moved. >> the chairs, decks, lamps in the mountain were eight years old or more and discounted to reflect the age. the d.g.s. made the sale after the pieces were declared junk.

>> i don't think they purchased junk furniture for the for's mansion. i'm sure it may -- for the governor's mansion. i'm sure it held the value. >> the governor agreed and took it to social media saying if they call that junk i'd hate to see what they call the 20-year-old stuff i brought from my house to replace it. >> public officials have to be held accountable doing this. kellye: did o'malley violate state rules in maryland? attorney general asked the state ethics commission to review the case. i kellye lynn. abc7 news. kimberly: we have heard from the o'malley folks who say he followed proper procedures but stay tuned. jonathan: keeping an eye on breaking news from frederick county, maryland. that is the problem right there. one lane is open as you see the cars sneaking by. the other two are shut. the truck overturned. news chopper 7 over the scene. the maryland state police investigating. there is no word of injuries at this point. but it's an area.

you are urged to avoid. we are talking about traffic, especially the slow-going to traffic let's check in with jamie sullivan. it's all slow going. >> it is. you know we have quite a few issues. that in frederick traveling in the area of route 15. traffic is getting by. where it's not getting by, you can see further behind me. this is 270. so we have an interstate closure right now. traffic that should be heading southbound cannot. it's blocked off. this is 121. this clarksburg. we are hearing activity in the trees so it is taking a while. move to mapping system to talk about how slow you are. a great view of rehoboth beach. wish we were there but you are probably in the low traffic on 270 southbound. we have a solid red line. that is northbound traffic. northbound on 270 is not closed. but even looking over at the closure on the southbound side. it will take you just under 30

jonathan: as we reported at the top of the newscast the pope is allowing priests to forgive abortions. kimberly: we are joined by tom ferguson, from the diocese of arlington. welcome. we were at mass today in washington and everyone was talking about this. a lot of catholics we talk to were surprised that you could be excommunicated for having an abortion. they hadn't seen that. what has the tradition been? >> the church says abortion is a great sin and because it's a matter, it not only wounds a person's relationship with god but with the community of the church. so there are two things we are talking about here. a and said a penalty of excommunication -- a sin and a penalty of excommunication. what you found when you talk to people is what i expect.

that most people think of abortion and think of sin because of the wound with god but most don't think excommunication is a consequence as well. it's not as commonly known. jonathan: a huge move from the pope but not a surprising one. he is sort of the pope of the people. when you grow up as a catholic and say if you get divorced or have abortion, those are the sins you don't come back from, from the church. pope is making it clear not so fast. we need to forgive. are you surprised? >> i'm not surprised. there is a lot of misunderstanding and misperception. we think of someone excommunicating for an abortion. you can't be excommunicated unless you realize it's attached to the action. you don't inkir -- incur it unless you are unaware that it will bring the consequence. it's rare a person is excommunicated because of having an abortion.

what people realize is the nature of thes ago as a sin and it ruins the relationship with god. at times it's a great deal of guilty and shame attached to that, what pope francis is doing is already in motion in the life of the church. the movement of the spirit to focus on a message of mercy. reconciliation. kimberly: that is the year of mercy from 2015 to 2016. so is it just for this year? what happens after the year of mercy is up? >> it's not a sensation. the ability to forgive the sin of abortion has always been there for the priests. what pope francis is doing is not changing the church's policy or teaching. he is talking to two groups of people. first he is talking to priests and say being who you are. you know you have an ability and the sacrament of

but there is concern that way too many would do in this area here. south arlington. they want affordable housing spread out the county but the leaders say they are working on that. this is video of the housing. the prices have been skyrocketing there. the county has been known for having to have affordable housing but it's difficult because the price of home is going up so much. so this will call for new affordable housing. there are those that are concerned that the housing and the affordable housing will be way too concentrated in south arlington. >> we feel this is economic segregation going on for excite a while and the county board has a role to play in stemming the tide. >> i am puzzled by the protest. i think the plan includes a

lot of what they have been advocating for. >> the county board is asking questions of the county staff about the changes that have been made to the plan. then a public hearing that is coming up later on in september. reporting live, tom roussey. jonathan: breaking news out of mont gomry county. news chopper 7 flying over another major crash to tell you about. this shut down 270. one car went off the road. a person was trapped but has been treed and has been taken to the hospital. but you can see the road is still blocked. this is an area to ray void. 270. if a way that somebody you love comes home from work call them and tell them not to take the road home. kimberly: early morning fire meant a bunch of people had to move of the of their home. this broke out at a townhouse. n greenbelt. this spread to two others.

pediatrician to find out why. >> 9 years old seems young but kids start early with the risky behaviors. with alcohol, sexual activity and so on, and parents think the child is innocent and don't realize they are already exposed and may already be involved in the behavior. >> the american academy of pediatrics that children think positively about alcohol between 9-19. dr. berman says a lot of the behaviors the children are curious about they observe from the parents or the adults in their home so it's important that the parents always think of what behaviors are observed by the chairmaned they are done responsibly. >> having a drink of alcohol isn't necessarily a bad thing but the children will be curious what they are drinking, why and what the effects can be. if the parents are overdoing and getting drunk the kids will wonder or think it's okay to drink possibly. >> i think that that discussion may come up sooner and i would rather her be

jonathan: a defiant county clerk in keeps say religious belief prevent her from issuing marriage license to same-sex couple and the supreme court refuses to support her position. abc stephanie ramos has the latest. stephanie: will she quit or approve same-sex mayor licenses? a county clerk kim davis in kentucky stopped issue license the day that supreme court legalized gay marriage and says she is doing so under god's authority. >> he would not be officiating the wedding. she is verifying signatures and information you would probably give to d.m.v. for a driver's license's license. >> the clerk and two assistants refusing to issue a marriage license to any couple in rowen county kentucky. she was ordered to issue the license by a federal judge. the supreme court refused to take the case. she is not budging. >> i pay your salary. do your job. >> she is not discriminating

against homosexuals. she is refusing to issue marriage licenses altogether. >> in a statement, davis says, "to issue a marriage license which conflicts with god's definition of marriage with my name fixed to the certificate would violate my conscience." tuesday morning protesters greeted her outside and inside the courthouse. this couple tried to get a marriage license and were told no. >> we are not leaving. >> do your job. >> a shouting match enshoed with the supporters hollering from a back room. >> stand firm. >> davis and her staff have been summoned to appear in court to answer complaint filed by the american civil liberties union. the arkansasc.l.u. says they don't want her locked up but they want the judge to impose big fines so she will be persuaded to issue marriage license to all couples. stephanie ramos, abc news,

kimberly: this is very important information for parents and drivers about school bus safety. new studies show a startling number of drivers ignore the rules when it comes to driving near and around school buses. jonathan: those drivers' actions are putting children's lives at risk. we are shown several examples that were caught on camera. reporter: watch as the suv in washington state nearly hit there's girls about to board a bus. you can see the girls step out. but jump back as the suv crosses inches from them. the terrifying near-miss captured by a school bus camera. in west virginia a school bus stops and put out a stop arm and not one but two cars race by. the bus driver honks and nearly hits a boy. in one day, the marylands but drivers reported that the

vehicles illegally pass them 2,796 times. 83 they were passed on the right side where the children get on and off the was. >> if the children are waiting at the stop. ready to get on the bus, the cars disregard the red lights and drive down the right side. that is a major safety issue. >> it's not just maryland. 26 states counted illegal passings on the right. while participation varied state-by-state they all reported troubling numbers. the violations can be deadly. according to the national association of state directors of pupil transportation services on average ten students are killed per year by drivers illegally passing school buses. >> folks in that type of the morning are trying to get somewhere and aren't paying the i -- attention they should. >> in most states after they

you can see the traffic moving ever so slowly. they have one lane open. that was just within the last two minutes. this is why the whole road shut down. you can see the lexus coup on the back of ra tow truck here and it ended up the embankment. you can see the tree at a 45-degree angle. the bark at the base is messed up. that is where the car came to the stop. firefighters had to support the car with metal posts. they shut dun the road because they were afraid it would hit a passing vehicle. roadway southbound lane shut down for an hour. the northbound lane, no go. we're told that the northbound traffic is backed up for miles. if you can avoid the i-270, heading home to work or taking the kidsto
