paid almost $6.5 million to make this controversial wrongful death case go away. the settlement followed weeks of negotiations and could officially be announced later today. some background now. six baltimore city council will be tried separately for the arrest. he was picked up and tossed into a police van and apparently not buckled in and was mortally injured when the vehicle stopped and gray apparently broke his neck. his death and funeral triggered protests and rioting in parts of charm city. it's reported, along with a cash settlement, the agreement calls for the immediate use of police body cameras but what we don't know at this point is it the b.p.d. admitted wrongdoing. very often admissions of culpability are exchanged for cash payments and because there is a lot of money involved, the legal agreement will have to be ok'd by the city board. this is a story we're watching carefully and when there are developments we'll of course bring them to you. >> three people are being

treated at a hospital involving a ride-on bus and s.u.v. happening in montgomery county. we know the vehicles collided at old georgetown road before the beltway. three people were taken to the hospital and one has serious injuries. some lanes are blocked this noon. to the district now where we are working to figure out what caused a crane to topple near i-395. look at the video near the exit to massachusetts avenue. the crane ended up almost on its side. the crews were able to quickly pull it upright. no word on any injuries. also now, dramatic video of an arrest in prince george's county. have you seen this one? cell phone video posted to the website lively when it shows police detaining a man on drugs in riverdale park. in the video you hear the police officer make a sort of command and when the man does not comply they use a stun gun. the man you see on the ground keeps walking around so police use the stun gun again all while

people and families are screaming inside that mcdonald's. finally police hit the man with a club. after several minutes he's taken down, restrained and then taken outside of the restaurant. we reached out to police and are waiting to hear back on this story. to the district now where the number of homicides now stands at 106. a man was killed on forrester street and southwest before 1:00 this morning. a second victim is in the hospital now in serious condition. d.c. police tell us they don't have any suspect information right now. in a few hours before that five people were shot on martin luther king avenue southeast not far from the congress heights station. the victims are men and thon of their injuries are life-threatening. d.c. police recovered this illegal handgun in northeast and with it found illegal drugs. the mayor's administration has

brought a new renewed focus to getting these illegal weapons off the streets. this summer, officials increased awards for tips to help seize guns to $2,500. the mayor and police chief iscussed the gun's program status and we'll have more at 5:00. it's been one year since two children went missing in montgomery county. their mother, katherine hoggle charged in the disappearance and is believed to be the last person to see the two children. she has been undergoing treatment at a mental health facility. the children's father, troy turner is updating the media and you're looking at a live look at the news conference and he believes the children are still alive and investigating his children's whereabouts. students at george washington university northwest were forced from their dorm rooms early this morning by a fire. the roof deck at the full bright

residence hall on eighth street northwest went up in flames. all about 225 students who live in the building were forced to evacuate around 3:00 this morning. we know firefighters were able to quickly put the fire out. no one was hurt and the cause of the fire is still under investigation. we want to take a live look outside right now. the sun is out there so make sure you keep those sun glasses and sun scroon handy today. our chief meteorologist doug hill is here with a look at the first forecast. doug: welcome back from the holiday weekend and heat and humidity are rising as you saw a live look downtown at the capital building on chesapeake beach, all the same picture, a few clouds and lots of sunshine. temperatures on the way up. there's a bit of a bay breeze nd 90 degrees in frederick and dulles, and 88 degrees in manasses as well as the dew point temperatures rising with

dew points in the 60-70 degree mark and that combination tells us it will feel somewhat warmer than the thermometer indicates and at noon it feels like 93 in washington and 96 in frederick and 91 at quantico. the temperatures will climb topping ought around 93 or so but with the moisture, probably feeling more like 97 or 98 at times. no rain in the forecast today, no rain in the forecast tomorrow but things will change as we get through later in the week and we'll deal with a cold front, couple of areas of low pressure moving along and slowing it down but as this high moves out the heat and humidity will continue longer and the cold front maybe in a couple days give us a chance for much needed rain and talk about that and the weekend in a few minutes. >> today is the first day of school for thousands of students and the region. alexander city, arlington county, falls church city as well as fredericksburg, spotsylvania county but last but not least, one of the largest, fairfax county, welcome back.

more than 250,000 students in that district, fairfax county, heading back today. our sam sweeney woke up early with a lot of the fairfax students starting the school year later than ever before. sam: good afternoon. for the first time ever the home room bell at hayfield secondary school rang later than it has before and it's a similar story at public high schools across airfax county. the first school buses didn't stop dropping off students until 7:45 this morning. the latest in the school's history. >> i'm excited about the idea. it's a brand-new idea, never done before here in fairfax county. sam: more than 188,000 students attended the fairfax county public school, the 10th largest in the nation and now 57,000 of its high school students will get more sleep and school start times have been pushed back an

mind, delays right now, orange, blue and silver line. some track work being done between smithsonian and mcpherson square. because of that you may have some delays. the red line we had delays near woodley park and now back and running and normal service. that's a look at traffic this afternoon, jummy, back to you. jummj: another major change for the catholic church to tell you about. pope francis has made clear the process for annuling marriages. and we look at the new rules being announced today. reporter: being called a radical reform, another game changing aannouncement from the holy father. pope francis is allowing the catholic church to fast track decisions on marriage annulments and remove automatic appeals. the major morning announcement from the vatican comes during the church's year of mercy and catholics must get a church annulment if they want to remarry in the church, an often long and expensive process. the new law simplifies the

procedure allowing bishops to fast track annulments. >> i do think it's a good idea to help people who have had difficult times in their lives with difficult marriages. to be able to look to the church for support. reporter: "the washington post" reports the moves by pope francis called more inclusive and liberal and more progressive are causing dissent in the religious ranks. the francis dissenters including conservative cardinals, are vowing to fight any changes to the church's doctrine. last week pope francis said he'd allow priests to absolve women who had abortions if they ask for forgiveness during the upcoming holy year. the pope's open arms approach could be seen during this virtual audience hosted by abc news. >> i made some mistakes. as a person, as a mother. reporter: pope francis applauded the single mother and dedication to her family. pope francis will be a busy man in his upcoming trip to

>> you're watching abc7 news at noon on your side. jummy: thousands of refugees are fleeing violence in the middle east and trying to get to western europe. germany has been accepting the largest number of arrivals, expecting today to get about 800,000 refugees by the end of the year. here in the u.s., the obama administration is considering whether to open the door to 65,000 syrian refugees next year. and congress is back in session starting tense debate on the iran nuclear deal after a five-week summer recess. republicans in the house and senate strongly oppose the pact and hope to push through a resolution of disapproval this week. if they succeed, president obama will veto the resolution and democrats have already lined up enough votes to uphold his veto. and tomorrow night be sure to join us for a roundtable

discussion on the state of affairs surrounding the iran nuclear deal. our senior political reporter will host that at 7:00 on our sister station news channel 8. new this noon, we're learning more about the plan to restructure the laurel regional hospital. officials there held a press conference this morning to lay out additional details. officials tell us that nearly 40 employees have already received layoff notices. most of them nurses. officials say the maternal and child health units will close first. a date for october 11 is set for that closing. it's all part of a plan to shift the facility from a full service hospital to a ambulatory care center. have you heard this story? a 4-year-old boy and his dog are recovering after both were rescued from a well in mississippi. now, that boy fell in the well nearly 25 feet deep monday evening. the hole was only about a foot and a half wide. well, that forced officials to call out a trench crew. rescuers trieded to hoist that y

up with a rope but the youngster did not know how to attach to it. >> him and the dog were out in the yard playing and he was running like normal little kid does and fell off in the hole. jummy: it took 1/2 hours but the boy was rescued and paramedics took the boy to the hospital as a precaution. he and his dog as you see there are expected to be ok. republican presidential candidate mike huckabee is set to hold a rally in kentucky for the clerk who refuses to issue same-sex marriage licenses. he will travel to kentucky today to meet with kim davis in jail and rally with her supporters. the former arkansas governor says he believes the judge's contempt of court ruling is quote, unsubstitutional and judicial tyranny. and he defended davis this week with george stephanopolous. >> liberals get to choose the rules they support but a county clerk acting on her christian

faith is criminalized, jailed without bail because she acted on her conscience and according to the only law that is in front of her. jummy: davis' attorneys filed a emergency request asking for her release while she appeals her case. time now for a check of the forecast out there. another kind of warm day. >> the weekend was great and the weather was great. but we knew the heat and humidity would build. it's out there the next couple days until we get a cold front later in the week. we'll deal with it. it's nothing new. plenty of days in the 90's in the summer. let's look alive -- not alive, we'll get live in a second but start with a time lapse. a sky view from the army-navy country club in arlington. beautiful sun rise and through the morning nothing but a few weather clouds popping up and that's been the story and all we'll see in the balance of the day here. a couple clouds. you see them on the horizon on the northeast horizon but plenty of sunshine. the issue will be temperature and moisture levels both climbing at the same time.

pollen county is moderate range for grasses, weeds and mold and rag weed is the lead weed as we continue to monitor these fall season reports. 90 degrees at last check in frederick, 86 if culpepper and 88 in winchester and baltimore at 87 and 88 at reagan national airport and dew point temperatures, the all important number as we measure the true moisture and that's how we convert our heat index to tell you how real it feels. we show you the heat index. it's not a made-up number but real and feels right now like it's 93 degrees in the nation's capital. as far as the other numbers on the east coast, a hot day building for the large part of the mid atlantic. temperatures across new england will warm up. look at boston's logan airport. already 91 degrees at noon but farther north and west, temperatures are cooling off and that cooler air will arrive. it's not actually going to come from there but actually will happen by the weekend. the winds will come off the atlantic ocean and cool us down again. a lot of things we know about the weather coming up the next few days and a few things we don't. the next few days are pretty straightforward with the

approach of a cold front. so as that happens we'll continue with high pressure to have hot, humid weather tomorrow and maybe a thunderstorm in some areas west and thursday when a front comes through we'll have a better chance of showers and storms and will turn cooler but not as certain as what the sky conditions may be as we head through this upcoming weekend. saturday and sunday could be rain, might not be tuesday and we'll keep an eye on it. our future cast takes us somewhat down the road through the afternoon with a few clouds in the area and no rain. definitely heat and humidity and tomorrow afternoon a couple showers are analyzed, most along the mountains and if we get showers in the metro area probably will be tomorrow night and wait until the cold front passes. hot and humid weather for the first pitch tonight against the nats-mets. we'll see the temperatures fall to the mid 80's with great baseball weather. as far as the next seven days, there's the probability, 40% tomorrow and rise a bit on thursday with a front coming through with showers and thunderstorms. i've got to tell you, we need showers and thunderstorms right now. things are drying out in a hurry. friday will turn cooler and then
