jonathan: baltimore approved a multi-million dollar settlement to the family freddie gray. baltimore mayor rawlings-blake says it does not mean that all the sufficientsers are guilty. mayor rawlings-blake: this is different from the case. this should not be interpreted as passing any judgment on guilty or anyone of the officers. jonathan: the settlement comes as a judge is expected to make a decision this week on where the officers will be tried. the defense attorney have asked for change of venue. alison: the loudoun county sheriff office identified an ashburn teenager as suspect in

vandalism spree. he sprayed buses in the area. the teen acted alone and there is no indication that vandalism is gang-related. jonathan: violence striking two neighborhoods in prince george's county this morning. a triple shooting left a man dead. ten minutes away on cooper lane in hyattsville, a man was killed in a separate shooting. brad bell is joining us live in landover hills with the details. a violent morning. brad: prince george's county by and large has been spared the outburst of violence plaguing the difference in baltimore city this year but it was a tough night. this is a location, a busy shopping center where they awoke to the horror of a murder victim here. let's tell you how they started. 12:30, the first one. capitol hill, jade court. residential community. town houses. people reported gunshots. police arrived and found three people had been shot.

one man killed. my police sources tell me right now it's a whodunit. they don't know the motive. they had to respond to the second murder scene. landover hills. again report of gunfire. they found a murder victim along the sidewalk. another whodunit. we talked to the police spokes people and they say there doesn't seem to be a rhyme or reason or any connection between the two. you can't predict when a homicide will occur. we can just work them to the best of our ability. brad: we learned the identity of one of the victims. when we come back, we'll tell

kellye lynn is in the newsroom to tell us all about this. kellye: thank you. this friday on the 14th anniversary of the september 11 terrorist attack, the capitol campaign kicks off to raise money for the multimillion dollar education center. >> you must tell the people. kellye: the 9/11 pentagon memorial visitor education center will sit near the pentagon memorial. >> we realize the 3 and 4-year-olds watching that event don't know why it's vivid in our memory. kellye: the flight hit the pentagon on that fateful day. >> this needs to be in our hearts forever. >> jim lost his brother david in the tragedy the president of the fund. he envisions multipurpose structure to feature interactive exhibits, educational programs, walking tourers and a reflection area dedicated to the victim, survivors and the first responders. for now it's on fundraiseing.

there are more clouds than anything else. shower east of reston. some of these have lightning. not much. it's mostly rain. but the key is this. since the first day of august in washington, d.c., we have had only tiny bit over one inch of rain. it's very dry. the chance of rain increase through the afternoon. looking at the next few hours drifting east/northeast so not everyone will see the rain. but those that do will hopefully appreciate it. at the nats game, there could be a chance of rumble of thunder at the start or in the middle of the game. but it will come and go. it looks good.

alison: let's talk about the weather again. another day of intense heat and some areas could see showers and storms this afternoon and evening. jonathan: let's check in with chief meteorologist doug hill. doug: a couple of showers and a few rumbles of thunder popping up across the area right now. the better chances for more widespread showers tomorrow. we need the rain. we haven't had much at all in the past six weeks. here is the deal. scattered showers north and west of the city. heavier downpour crossing potomac river to the southwest. there are a few more moving south to get in the area south of the port and farther south of that to stafford. the bulk of the rain is well west of the appalachians with a cold front. it's still 94 at reagan national. 93 in fredericksburg.

alison: republicans plan to make a case that planned parenthood is selling aborted fetuses. this is after there were videos that allegedly showed planned parenthood selling illegal tissue but they are saying that the videos were edited and show no evidence of wrongdoing. meanwhile, a new planned parenthood help center is built in northeast washington. this is located next to one of the district's most popular charter schools. jonathan: some parents and staff are upset because as mike carter-conneen reports the construction site already attracted antiabortion protesters. mike: construction workers are busy building a new health center for planned parenthood of metropolitan washington, relocating from the former location on 16th street northwest.

mike: some welcome this but others say it's a mistake because the high-profile organization is often targeted by antiabortion protesters. >> because of the kids. they are so smart. they can read. they want to ask questions about it. mike: a couple of weeks ago a large group of protesters had signs and shouted at people on the sidewalk. one man's nephew was approached. >> he was shocked. >> the parents don't want them exposed to banners and the patch lets. >> i can sympathize with the parents. they don't want the adult screaming at the children. this is unfortunate that the

protesters involved the parents and the small children in what is an adult conversation. mike: the school's executive director declined to comment but other clinics located near schools and hope to develop a work partnership with new rivers. it's scheduled to open in the spring. jonathan: a former mcdonald's drive-through worker is behind bars after stealing credit card information from customers. this happened in columbus. money went missing after the customer used the card to buy sandwich and coffee. kelva hoover facing charges after making $4,000 worth of purchases. >> something like this really makes you, you know, weary at using your card anywhere. jonathan: no kidding. used the man's debit card to

alison: the kentucky court clerk jailed for not issuing marriage license to same-sex couples is a free woman and ready to return to work. jonathan: the big question now is what will kim davis do once she returns to the job?

elizabeth hur has more. elizabeth: with supporters and opponents still clashing outside the courthouse -- >> you need to get a life. >> i've got one. one with jesus christ. you can't beat that. elizabeth: same-sex couples are still getting the mayor licenses inside the -- marriage licenses inside the county clerk's office in kentucky. this man traveled from san francisco just to get married here. after learning about county clerk kim davis refusing to issue gay couples marriage licenses. >> not because she is released but she is made a martyr for the cause, a cause that isn't the cause. ♪ rising up, back on the streets ♪ elizabeth: in the meantime she thanks the supporters at a rally celebrating her release from jail. >> i love you all so very much. i want to give god the glory. people have rallied and you are a strong people.

elizabeth: davis spent six days behind bars for contempt and awe now as a condition of the release the judge ordered she shall not interfere in any way with the effort of her deputy clerks to issue marriage licenses to all legally eligible couples. whether or not she complies remains to be seen with the attorney giving one answer -- >> kim davis will not violate. elizabeth: she plans to return to work friday or monday and one of the deputy clerks made it clear she may be the boss but they will obey the judge's ruling. in new york, i'm elizabeth hur for abc7 news. alison: still to come at "abc7 news at 4:00" -- "7 on your side" with important information for all of you allergy sufferers out there. we'll talk to a doctor about why allergies are so bad right now and how to find some relief.

jonathan: some people say that the allergies are actually getting worse. here to explain this is a assistant pediatrics and you work with the allergies. this is a brutal time of the year. what is happening now? >> most people are aware of the tree pollen and the grass allergies. this time of the year in the fall we have ragweed allergy, predominant pollen out there. alison: what can we do to get relief? we know about the clairton and "a"llegra. >> one thing to do is preventive. keep the windows closed. if you come inside wash your hair and shower and get the pollen off of you. something else is use the medications but if that is not

enough you may want to see an allergist and find out what you are allergic to, so you can individualize your medication. if the medication is not work you may want to think about the immunotherapy. a more permanent form of treatment. jonathan: is it an irabout the or is it something more severe -- irritant or is it more severe? >> for some people who are not allergic it can act as an irritant. one ragweed plant can release a billion particles of pollen. with all of that in the nasal passageways it can be irritating. but it's an immune reaction your body is having so you get the inthatmation in the -- inflammation in the eyes, nose, chest. mucus production. it's an immune reaction. it can get severe. alison: you work with children. any different effects on the kids? or advice for kids suffering? >> i see children and adults and for children they are mistaken for having colds.

there are a couple of things to decipher that. people can feel run down or sick. a cold would be over in a week but the allergies continue to linger. jonathan: the symptoms range from a scratch or an itch. poison ivy but it's not. to not breathing well. >> it can range if you are in contact with it or if you have any skin condition to allow you to absorb it, it can be itchy. majority of patients are inhaling it. for some patients with asthma it can set off asthma as well. uncomfortable.

alison: absolutely. jonathan: thank you. >> more people riding bikes could mean injuries for one age group. alison: an article in the "journal of the american medical association" finds biking injuries jumped 28% between 1998 and 2013. the article says that is mainly because they are biking for exercise or biking to work. mcdonald's announced it will switch to capable-free egg -- cage-free eggs. this will happen in u.s. and da in the next ten years. this is the latest attempt to reinvent the brand as a modern , prodressive burger company. this comes on the heels of the plan to serve breakfast all day long. jonathan: google newest feature makes its easier to go grocery shopping. google express offers same-day

we have volume. this is a heavier stretch. we will see this that the side streets and the secondary roads with the school buses. let's talk about this area. this starts near the toll road to continue closer to the 270 spur. top side through montgomery county that is working your way on the outer loop. we have an unusual delay from silver spring continuing closer toward georgia avenue. as far as crashes. we have an accident outbound on cherry street. then on 66 we have accident activity in the clearing stages. that is right before 123. we are averaging in the teens. d.c., watch for accident involving a pedestrian. crews are still on scene. we have been talking about this all day. this is the pole and the wires that are still down. southbound on connecticut avenue near nolles a. it's not totally blocked.
